“ We understand the goals of sustainable development can only be achieved in the absence of a high prevalence of debilitating communicable and NCDs, and where populations can reach a state of physical, mental and social well-being. ” (paragraph 138) “ We acknowledge that the global burden and threat of NCDs constitutes one of the major challenges for sustainable development in the twenty-first century. ” (paragraph 141)

“ The MDGs did not adequately address … increase in NCDs . ” (paragraph 19) “ Priorities for social development and investments in people would include: … NCDs. Objective: Tasked to develop a proposal for the
Sustainable Development Goals
Members: Working Group comprised of 30
representatives nominated by Member States (September 2012)
Output: A report to the UNGA containing a
proposal for sustainable development goals (between Sep 2013/14)
Mandate: Rio+20
UN Secretary-General: "The Panel’s work will be closely coordinated with that of the intergovernmental working group tasked to design Sustainable Development Goals, as agreed at the Rio +20 conference. The reports of both groups will be submitted to Member States for their further deliberations."

Strategy based on four pillars of work
1. High-level Panel: Stakeholders to liaise with members of the High-level Panel to encourage the inclusion of NCDs in the contours of the post-2015 UN development agenda
2. National consultation processes: Stakeholders to ensure that the voices of the poor on NCDs are heard (taking into account that NCDs are hidden, misunderstood and underrecorded)
3. Global consultation process: Stakeholders to ensure that NCDs are included in the global thematic consultations.
4. Working Group on Sustainable development Goals: Stakeholders to liaise with members, once appointed, to encourage the inclusion of NCDs in sustainable development goals
