Dover-Sherborn Regional School Committee Meeting of January 15, 2019

• DSHS Headmaster Report - Ms. Edni and Mr. Smith highlighted recent and upcoming events at the high school.

• Assistant Superintendent Report - Ms. McCoy spoke about: • Updating of the Mathematics Curriculum continues and community feedback will be

sought over the next few weeks through a survey. • Several members of the Leadership Team will be traveling to Finland and Estonia in

July (instead of March as originally planned). • Superintendent Report - Dr. Keough’s report was provided for review.

4) Financial Reports Audited Fiscal Year 2018 Financials - Mr. Brown presented the findings of the audit. There was no Management Letter. OPEB liabilities have been fully added to the statements. FY19 Monthly Report as of November 30th. • Salaries - a positive variance of approximately $60,000 is expected based on staffing

changes in the Business Office and other positions. • Operating Expenditures - the only variance forecasted at this time is for SPED services

which is over budget due to current student needs. • Capital Projects - New floors were installed in Lindquist Commons over the winter break.

The final phase of the fire detection field sensors were also completed. A consulting firm has been hired for the EMS upgrade project to provide a feasibility study and conceptual design services for the bid process.

5) FY20 Operating and Capital Budgets • FY20 Operating Budget - There were no changes to the draft budget. The Administration

has been answering questions from committee members as well as the finance committees of Dover and Sherborn and working to refine the budget for further discussion at the February meeting.

• FY20 Capital Plan - The recommended capital projects total $291,500 including: common area lighting upgrades $60,000; field mower $62,000; classroom floor replacement $45,000; floor replacement $45,000; phone system upgrade $30,000; A/C condensers $14,500; and equipment $15,000. The capital projects will be funded with existing E&D

funds. Ms. Fattore also provided the proposed capital projects for fiscal years 2021 through 2024.

Ms. Krusell made a motion to approve the 5 Year Capital Plan v2.0 as presented. Ms. Miller seconded. 19-01 VOTE: 5 - 0 6) Security Enhancements Funding Request - The Administration requested $145,000 to

install several security related enhancement initiatives for the Region’s campus in line with the recent security audit recommendations. The largest project is a campus-wide access control and intercom system.

Ms. Krusell made a motion to approve a transfer of up to $145,000 from Certified Excess & Deficiency to fund the recommended security enhancements for our campus facilities. Such funds will be accounted for in the Region’s Capital Project Fund. Ms. Graham seconded. 19-02 VOTE: 5 - 0 7) ACED Recommendation for FY20 - There was discussion about the recommendations.

Additional questions should be sent to the Chair and further discussion will be placed on the February agenda.

Smith, Headmaster, DSHS RE: Headmaster’s Monthly Report DATE: February 7th, 2019 Headmaster’s Reflections: I wanted to let the Regional School Committee know that the High School has submitted a DSEF grant in order to hold a Seminar Day in the spring of 2020. As many of you are aware, we held our last Seminar Day in the spring of 2017 and it was highly successful. We are once again hoping to be able to sponsor another full day in which students and faculty will be able to listen to and be an active part of dozens of seminars. Past senior exit surveys have placed this day as one of the most memorable for high school students. We should hear from DSEF in March or April to determine whether we will hold another Seminar Day. Any support you can provide for this DSEF Grant would be great appreciated. HS Events: Wednesday February 6th- Early Release- Professional Development Thursday February 7th- Sophomore Parent Night- 6:30 Mudge Auditorium Monday February 18th- Friday February 22nd- No School Winter Vacation Student Recognition: Congratulations to the Boys Indoor Track Team for winning the TVL Small Schools division. This is a fantastic accomplishment considering Dover Sherborn has only competed in indoor track for six years. Curriculum: Congratulations to Cedric Cooper, Talia Eiten, Kaylee Hain, Corinne Lattermann, and Tika Roper for having their artwork selected to be displayed in the State-wide Youth Art Month Exhibit at the State Transportation Building in Boston from February 11th to March 27th. This is another great example of the various talents our students and staff bring to their educational experience at DS. Guidance:

College application data for the class of 2018

To date, 94% of senior students have applied to college. Of that group, 78% have applied to out of state 4 year schools and 22% have applied to in-state 4 year schools.

Course selection– Course Selection for the 2019-2020 school year will take place from January 22nd through March 11th. During this time frame, students will be able to choose their elective courses and teachers will be recommending course levels. All students will meet with a counselor individually by appointment (grades 9 & 11) or through sophomore seminars between March 12th and22th for a course registration appointment.

Sophomores will be reintroduced to Naviance as part of our career model as well as take part in some interest and personality type inventories. Counselors will be working with students in the computer labs to explore and research careers with a focus on understanding how skills and interests tie into occupations or potential college majors. Students will also participate in the 10th grade SOS lesson, SBIRT interviews and course selection appointments during their seminar time.

Sophomore parent/guardian evening

Sophomore Parent/Guardian Night – February 07, 2019 – 6:30pm

We offer a 30 minute standardized testing presentation by one of the directors of Summit Educational Group out of Newton, MA in addition to the guidance presentation.

Junior appointments– junior appointments will be complete shortly. Counselors reviewed the college application process from start to finish with all juniors with a focus on meeting students where they are at currently in their college exploration process. They also discussed course selection for senior year and utilizing Naviance.

Athletics-

We are pleased to announce that Ron Sudmyer, a retired Administrator from the Framingham Public Schools has assumed the role of Interim Athletic Director as of February 4th. Ron has also completed interim positions in administration and Athletics at Dedham High School as well as Ashland High School. A full search for the permanent Athletic Director will be conducted in late February and early March. Mr. Sudmyer will be the Interim Athletic Director from February to the end of the school year in June.

DSMS RSC Monthly Report Date: February 1, 2019 Submitted by: Scott Kellett

On Friday, January 25, 2019, the faculty brought all students together in the spirit of social action, civil rights awareness, and building community. Students interacted, observed, listened, brainstormed, built, viewed, and shared with their 6th, 7th, and 8th grade peers in school-wide assemblies and small group workshops. They, themselves, were featured in performances and as masters of ceremony. The day began with a Candle Lighting Ceremony and original student music reflecting this year’s theme: “One Voice Can Make a Difference.” Students then participated in a variety of workshops: Artist Suzanne Joyal worked with students on Thursday and Friday (https://www.suzannejoyal.com/ ) creating a “words of hope” canvas. James Orrigo (https://www.ladinabattle.com/) ran workshops to share ideas for community service. He was also our performer during the end-of-day assembly. Poet artists from MassLeap (https://www.massleap.org/) returned to promote student voices. Our very own students, in partnership with Roots & Wings (https://www.rootsandwingstraining.com/meet-the-team.html), lead workshops! Students participated in Blackout Poetry and other activities to gain different perspectives. All students had the chance to participate in the first-ever DSMS Service Pledge. Many thanks to POSITIVE, DSEF, Dover Cultural Council and the DSMS faculty for supporting this unique educational experience.

Congratulations to 8th grade student Julie Sullivan who won the DSMS Geography Bee on December 21st. Julie will now take a qualifying exam to determine whether or not she advances to the State Bee later this spring.

SIP Goals Updates: Goal 1: Health and Wellbeing of Students and Staff: Revise and enhance programs in support of the social-emotional needs of students and staff Evidence of accomplishment: Our RTI Committee, under the leadership of Mr. Wrobleski, has visited several other districts to investigate both their RTI efforts and Social Emotional Programs. These districts include: Wayland, Mansfield, Natick, and Lexington. In addition, we will be attending a workshop in Hopkinton about the BRYT Program.

Our Roots & Wings students did an outstanding job in their roles of facilitating workshops around having difficult conversations during our MLK Day Celebration.

This spring we will be putting a group of students together to be part of the Boston Celtics; “Playbook Initiative.” This opportunity was brought to the middle school by Caroline Gallagher, a HS junior, through her role on the Project 351 Alumni Council. The Playbook Initiative is a program started by members of the 2016-2017 Celtics roster designed to discuss, challenge, and confront biases surrounding race, gender, sexuality, and religion in middle schools across the state through a conflict-resolution dialogue.

Goal 2: Maintain excellence and rigor while adapting best practices and programs to prepare graduates for success in a rapidly changing world

Evidence of accomplishment: Our work with Ann Larsen is ongoing. Amanda Rogers was able to spend time with her during her last visit where she was able to discuss program adjustments and strategies to best serve her students. In addition, we have added an EA to that program to help meet our students’ IEP requirements. The MS administration and several staff members attended the “Beyond Measure” showing and came away very inspired. We will work with Beth McCoy to allow for the rest of our faculty see this movie. We are looking forward to our July trip to Finland to get insight on how their school system works. Sandra Sammarco will be going on a site visit on Tuesday Feb 5th to Hopkinton MS to look at their curriculum offerings. She is taking a group of young ladies to the Girls STEM Summit-Statewide 2019, which will be held at Wentworth Institute of Technology in Boston, MA, on Sunday, March 31, 2019. During the summit students will:

• Experience an inspirational keynote speech by a local female leader in a STEM field. • Meet successful women working as experts in STEM fields, and work directly with them in

hands-on career-specific workshops. • Expand their knowledge of STEM industries and emerging career paths. • Be inspired to continue taking STEM high school courses applicable to STEM college programs.

Goal 3: Content Review and Research of Mathematics

Evidence of accomplishment: The DSMS math teachers will also participate in a Critical Friends Group Future Protocol discussion on the February half day to brainstorm what skills our students will need to be productive global citizens over the next 5 years.

The student Math Curriculum survey is being administered in class during the week of January 28th to all 6th, 7th, and 8th grade students.

Group Updates:

English:

Sixth grade students are working in literature circles to talk about various texts. In addition to learning important skills necessary for working with others, they are analyzing literature by making connections, creating discussion questions, visualizing and illustrating scenes, and drawing conclusions about characters with a variety of character traits, by providing evidence from the text.

Seventh grade students are completing book talks for their quarter 2 independent reading book projects. In order to continue building a community of readers, book talks allow students to share and have conversations about diverse texts that interest them.

The eighth graders have been involved in an interdisciplinary English/Social Studies project, researching a social issue of interest to them and writing a persuasive letter to a public official regarding that issue.

Mathematics:

Several of the DS MS and HS math teachers will meet during the half day on February 6th to discuss expectations of student skills and math skills that should be included in the math Program of Studies from 6th to 12th grade.

Social Studies:

Eighth graders completed their joint English/Social Studies persuasive writing project and are now editing, based on teacher feedback. Students chose an issue to research (e.g. gun violence, gene editing, school safety, the wage gap) and are writing to elected officials to share their views and beliefs. Many are writing to Congressional Committee Chairs and members of our delegation as well as the President and cabinet members. They are mailing their letters this week. We are hoping to match our typical 85% response rate from these officials over the next 4-6 months!

The seventh grade just completed two interdisciplinary activities with the English department. Students wrote papers on the Hajj, the required pilgrimage to Mecca that all practicing Muslims make once in their lifetimes. They also wrote Geopoems. This interdisciplinary learning helps to reinforce concepts and skills for students.

Sixth grade students have been learning about Ancient Egypt. They recently completed research and developed projects based on Egyptian art and culture which they displayed in class museum exhibits. Students shared their projects with classmates and teachers with written summaries and oral explanations of what they discovered.

Science:

The sixth grade just completed learning about the Apollo Space Program. The second half of the school year will be spent studying earth science concepts. The first phase of this unit involves activities that explore our planets layers and the structure and composition of each. Weathering and erosion will follow with their effects on earth's surface.

In seven grade Life Science, classes just finished up learning about DNA and protein synthesis. Students created several models and simulations of DNA replication and the processes of transcription and translation. We are about to spend some time researching genes on chromosomes in a group project. After students have researched what genes and traits are expressed on the chromosome, they will present their knowledge to their peers.

Team Thunder science students are launching their G.enius hour projects working on the UN's Global Goals and developing their own projects to make a difference on local, state, national and global levels.

The 8th grade offered differentiated opportunities for students to work on balancing chemical equations during our “compounds and mixtures” units -- with a degree of challenge beyond the middle school standards.

All students were challenged to write a full lab report, using quantitative and qualitative evidence, on the electrolysis of water. Students successfully split water into hydrogen and oxygen and explained their results in detail.

World Language:

It’s been a relatively quiet month, as teachers have prepared their IPAs -- Integrated Performance Assessments and are beginning to think about the national exams in March. In Latin, 8th grade students have begun their unit on the poet Catullus, the 6th grade will soon embark on their culture projects (student choice), and we have a new after-school “Latin Buddies” workshop, where high school students come on Mondays and Wednesdays to help their younger counterparts. Today we had 8 high school students working with 12 or so middle school students, grouped by area of need. A great way to establish comfort with the high school, gain community service hours for the high school students, and reinforce the idea of the Latin students forming a “family”!

Ms. Laskaris' Grade 8 Spanish students are working on the latest IPA (or Integrated Performance Assessment). This PBL (or Project Based Learning) is incorporating 21st Century skills where students come together to collaborate, find information, leverage their information and publish it. Currently, students are gathering information to present at their next debate: Exercise vs. Diet. Which is more important to stay in shape? Right now - they are researching, reading articles, gathering information, creating opening/ closing statements and rebuttals to debate this topic in Spanish. Additionally, they are keeping a blog in Spanish (on Google Classroom) to track what they are eating each day, what they are doing for exercise, and what they are doing to relax. They are building vocabulary from one another and having fun doing it together! Lastly, they will share this information with their Argentine ePals (online penpals) when they start their new school year in March.

Physical Education

Students are wrapping up their work in the Dance Unit with 8th grade students competing in a American Idol Dance Contest. These students worked with their dance team to create a 4 walled line dance. We provided the music, they provided the choreography. We are hoping to share the winning dance team’s performance at one of our morning assemblies.

Seventh grade students are completing a 3 week unit in Square Dance. We picked the initial teams for the first dance. Students then choose their own teammates for the second dance.

Sixth grade students learned a variety of line dances including the Cha Cha Slide, Cotton Eyed Joe, Cupid Shuffle and The Macarena. They then created their own line dance.

Health Education

Grade 7 students will be focusing on the 3 main areas of Wellness; physical health, mental health, and social health.

Grade 8 students will be engaging in decision-making and refusal skills leading up to CPR/AED training.

Fine and Performing Arts:

The Fine and performing Arts departments played a role in our schoolwide MLK curriculum day, providing guest artists and workshops for students to learn about civil rights and express their own feelings and thoughts about social justice through the mediums of art and music. One of the highlights were 4 students that regularly attend Music Lab who composed 3 original tunes on our year's theme of One Voice and with the help of faculty created music videos as part of our MLK presentation to the school. Eighth grade students will be meeting with guidance counselors this month to work on their schedules for the high school next year. Scheduling for the arts has often been more complicated at the high school, which is why we are piloting a part-time option for chorus and band at the high school next year. This additional scheduling option is part of our "MUSIC & ____" initiative, which hopes to allow students to pursue their passions in the arts alongside their other passions and goals. Media Center:

MathCounts held AMC 8 competition exam; some students will continue on to the AMC 10 being offered by the high school

Newbery Club continued to meet, and wraps up with their final vote in January.

Sixth grade research on Egypt

Olive Woodward presented science fair database searching workshops to 8th graders, with about 40 students participating; She held a meeting with each group to mentor research/database and pass them on their research checkpoint.

Sixth Grade:

During the month of January, sixth grade teachers introduced the fourth monthly theme related to effective effort: Resourcefulness – knowing where to go and who to ask for help when they feel really stuck. Teachers will also continue to emphasize the previous monthly themes of Time, Focus, and Strategies, so that students understand that incorporating all of these into their daily approach can lead to success!

Eighth Grade:

During the month of January, 8th graders participated in the annual pizza fundraiser to earn money toward their spring trip to either Washington, D.C. or Boston. On Thursday, January 31st, with the help of teachers and parents, the kids made about 400 pizzas to be delivered to their customers. Students earned $4 per pizza for their trip.

Dover School Committee Meeting of November 20, 2018

a) Principal’s Report - Ms. Dayal highlighted items from her report and answered questions from Committee members.

b) Assistant Superintendent Report - Ms. McCoy spoke about: • Professional Development - The PD Committee held its first meeting and assessed

progress on the implementation of the professional development plan. • Academic Innovation Committee - the first meeting is scheduled for January 18th with

community wide events being held on January 10th and March 21st geared towards exploring skills needed to students to be successful in college, career, and life.

• Global Symposium - several members of the administration attended the EF Global Symposium which brought together global leaders, national organizations, and local educators to explore the skills needed for success in the year 2050,

• FLES - the region continues to plan and prepare for the arrival of its first cohort of FLES (Foreign Language in Elementary School) students in the fall of 2019.

c) Superintendent Report - Dr. Keough reviewed his report and highlighted the following items: • Special Education Re-Organization Update - since the October Joint School

Committee meeting, the administration has been working to develop more defined job descriptions for each staff member or administrator outlined in the proposed special education re-org for FY20.

• Challenge Success - Dr. Keough attended the Challenge Success “Fit over Rankings” presentation in Boston in October that focused on why it is critical that young people today look at higher education through new lenses when thinking about where they would like to attend college, specifically on engagement in the college experiment as the primary indicator of student success.

4) FY19 Monthly Financial Report - The Status of Appropriations as of November 14th was provided: • Salaries - the majority of salaries have been encumbered for FY19 with the exception of

several educational assistant positions that are still being finalized. A projected positive salary variance of $190,000 is expected due to post-budget staffing changes including two retirements and staffing reassignments.

• Expenditures - there are no variances to report at this early stage.

• Out-of-District - tuition encumbrances are reflected for the majority of OOD placements but does not account for pending placements. There is currently a projected negative variance of $48,000 in tuitions.

• Special Revenue/Revolving Funds - the Statement of Activity as of October 31st was provided.

5) Superintendent Goal Reviews - Dr. Keough discussed each of his goals and reviewed work done to date and/or work to be done: • Goal 1: Revisit School Start Times • Goal 2: Improve District/Superintendent Communication • Goal 3: Ensure that student services for the district are delivered in a consistent, efficient,

and effective manner • Goal 4: Ensure that district remains focused on student wellbeing through emphasis on

cultural proficiency, social emotional learning, and student sense of belonging • Goal 5: Working with the Leadership Team, ensure that all Dover and Sherborn Students

are exposed to a rigorous curriculum, that their teachers receive meaningful feedback about their instruction, and that authentic learning experiences and assessments are prioritized in all schools.

• Goal 6: Expand connections with experienced superintendents, continuing with coaching model, participating in job alike meetings, attending relevant conferences on school leadership

6) Vote to approve Pre-K Tuition - the Administration recommended a 2.5% tuition increase for the 2019-20 school year: Morning 3 days - $3,880; Morning 4 days - $5,146; Morning 5 days - $6,467; and Afternoons per day - $861. Mr. Jaffe made a motion to approve the Pre-K Tuition increase of 2.5% for the 2019-20 school year as presented. Mr. Hill seconded. 18-13 VOTE: 5 - 0

7) Proposed FY20 Operating Budget - Dr. Keough presented the first draft of the FY20 Budget. The operating budget was developed based on guidance from the Warrant Committee, which suggested a level service or reduced expense budget and a general salary increase of 3% for non-contract employees. The draft FY20 budget reflects an overall increase of $361,369 or 3.46% over FY19 comprised of $186,420 (2.58%) for in-district expenditures and $174,949 (5.44%) for OOD expenses. The primary driver of the in-district budget is enrollment which is projected to have larger growth than the past few years. Enrollment will be closely watched over the next couple months. Contracted salary increases comprise $184,545 of the overall $186,420 increase. The primary driver of the OOD budget is number of placements and transportation. The Administration is projecting 30 placements for FY20 with an overall tuition increase of $21,555. There is a projected 50% increase ($153,395) is attributable to additional riders and a proposed change to the ACCEPT matrix model. More updates will be provided in January. Mr. Jaffe made a motion to approve the proposed FY20 budget for the Dover Public Schools in the amount of $10,. Ms. Spellman seconded. 18-15 VOTE: 5 - 0
