He was promoted to Assistant Fire Chief-Fire Marshal in September 2011 and is pres- ently responsible for managing the operations of the Joint Powers Communications Center, Fire Prevention Bureau and Fire Operations. Chief Mark Gillaspie is also the Emergency Prepared- ness Coordinator for the City of Downey and as such, he oversees the C.E.R.T. program for the city. He will talk to us about Emergency Preparedness and where the city is currently at in regards to the City’s emergency prepared- ness. General Meeting Minutes February 7, 2013

President Rick Norwood, KD6KHJ, brought the meeting to order at 19:30 with 25 in attendance. We commenced with the Pledge of Allegiance led by Rick. Following the Pledge of Allegiance introductions were done for those that were in attendance. Rick requested a motion to be made to accept the Treasurer’s report as printed in the Feb-ruary edition of the Q5. A motion was made and seconded, and passed unanimously. Buck Kerns, AE6DT, reported to the group that the Club's first public service event for 2013

will be the Downey ARC Walk. Volunteers are still needed for the event. The event starts at 0700 and will be finished at 1000 hours. The date of the event is March 23rd. Buck said that

he would also send out a mass email to the Club requesting for volunteers for the event. Dave Glenn, N6TEB, introduced our Guest speaker Joy Matlock, KD6FJV. Joy is the Amateur Radio coordina-tor for the Baker to Vegas run. Joy provided the group a power point presentation of her temporary portable radio setup for the event called the “Tower of Babble”. The setup consisted of multiple radios in a single grab to go rack system. Besides the radio presentation there was information provided to the members about personal preparation for the event if they were planning to volunteer. Following the presentation Joy had a short ques-tion and answer secession. After the talk the group took a short break. Following the short break John Schroeder, N6QQ, provided raffle prizes. The following individuals won prizes; Ray Olesen, AD6AF, a web cam; Leo Ferasol, AF6PF, elastic tie downs and envelopes; Bill Heather, KB6WKT, a wireless thermometer; Jon Olsen, KD6HXP, 100 ft. tape measure and Norton Anti-Virus; Conor McGarry, KJ6TIF, plastic containers. DARC Repeater #2 Back On Line Paul Metzger, K6EH, Kent Savage, K6WCI and Dave Glenn, N6TEB spent an after-noon atop Downey Regional Medical Center and are proud to report that our hospital repeater is back on line. Much thanks goes to the effort and expertise of Paul who provided the majority of the redesign of our repeater cabinet, not to mention all the little extra’s such as jumpers and such. The PL is 88.5 and the ID is set for every 10 minutes (W6TOI/R DRMC). Once a transmission is heard the hang time is set to 2 seconds so as not to overhang and

transmit on top of the Altadena machine. We have set a time out time for 5 minutes. We have about 36 watts on the output after all the filters and cavities into a high gain Diamond antenna housed inside a commercial fiberglass Radom for stability. Give it a try. Comments and suggestions are welcome. But no whining allowed. Dave Glenn, N6TEB

The Arc Walk for Independence The ARC Walk will be held on Saturday March 23rd. It’s a one or three mile walk to raise funds for

people with intellectual and develop-mental disabilities. It starts and ends near Acapulco Restaurant at Stone-wood Center in Downey (corner of Firestone and Lakewood Blvds). Registration: 7:00 a.m. to 8:00 a.m. Opening Ceremonies: 8:00 a.m. Walk Starts at: 8:30 a.m. Free breakfast courtesy of Acapulco Restaurant for paid participants and our volunteers. “WALK THE WALK”. Join us for a morning of giving and hope. DARC members should plan on being at our net control spot (usually in front of BJ’s Restaurant) at 7 AM for as-signments and final instructions. A HT with an earphone or headset is recom-mended. Dress accordingly as the weather varies from year to year. Club jackets or hats are required for identifi-cation. Most locations require standing for the entire event, assisting the Downey Police Explorers in crowd and traffic control, as well as relaying any need for the “Sag Wagon”. For the last 15 + years DARC has supported this event and a great time is had by all. We will need about 14 + members to assist this year. Please contact Buck Kerns to sign up. Board Minutes January 8, 2013

President Rick Norwood, KD6KHJ brought the meeting to order at 17:14 hours in the Emergency Operations Center at the Downey Fire Station #1. Besides Rick, other

board members present were: VP-Ways Means, Steve Hartranft, KI6SUF; VP Programs, Dave Glenn, N6TEB; Treasurer Frank Myllo, KC6YPV; Secretary Bill Heather, KB6WKT; Director 2 years Kent Savage, K6WCI Director 1 year Buck Kerns, AE6DT. Absent: First Vice President, Ron Eveland, W6QM VP Service Open; VP Membership Open. Rick asked for any additions to the agenda. Repeater: Kent, K6WCI, reported that Paul, K6EH, has had a health issue

which has prevented him from being able to install the new repeater at the hos-pital. Once Paul is back to normal, Kent and Paul will coordinate with each other

to install the repeater.

Mass Mailing: Dave, N6TEB reported that no progress has been made on the mass mailing project. March Speaker: Buck, AE6DT, reported that Fire Chief Gillaspie has not responded to an email regarding being the guest speaker at March's General Meeting. Dave, N6TEB, reported that if Chief Gillaspie cannot be our speaker that Dennis Kidler, W6DQ could be scheduled instead. ARC WALK: Buck, AE6DT, reported that he spoke to event organizer yesterday and plans to have volunteers for setup at 6:30, operators at 7:00, and on station by 8:15 Buck reported that only 2 people responded for the event. Rick requested for an article in the March addition of the Q5 Amazing Day walk: The event has been moved to the 3rd weekend of October, this conflicts with the JOTA event which is scheduled at the same time. A short discussion took place about the two events. Bill, KB6WKT commented that a decision can be postponed about which event the Club should support. It was agreed to table the discussion for a later date. VE Program: Arlene KF6GFI is officially no longer the VE coordinator for DARC. A short discussion took place and the consensus of the board is to continue the VE sessions. Rick, KD6KHJ will email to a few mem-bers directly, following up with an email to all members of the Club. Budget: Frank, KC6YPV, provided a hard copy of proposed budget. Frank provided an explanation of the budget. A short discussion took place amongst various Board members. Buck, AE6DT, made a motion to accept the budget as amended Dave, N6TEB seconded the motion. The budget as amended passed unani-mously. Field Day: Bill, KB6WKT, Advised the board that the first Field Day meeting will be held March 19 at 19:30. The meeting location will be at Bill's QTH. Meeting adjourned at 19:56. March Propagation Outlook Winter is nearly over. This is your last chance to operate in the good portion of winter propagation. The long nights and cold weather has brought low noise and great sig-nals on the 80 and 160 meter bands. There has been a lot of activity on 160 meters. Conditions will also be great on the 60, 40 and 30 meters bands with evening open-ings to Europe and morning long path openings to Africa. All bands from 20-10 me-ters will continue to improve with the longer daytime hours. 17 meters may be the best daytime band. Listen to 10 meters for spot openings. If the band sounds dead, call CQ. It may be open and no one is transmitting. Monitor yourself with the Re-verse Beacon Network http://www.reversebeacon.net/ . March DX BARBADOS, 8P9RM. Look for W1VE operating 8P9RM from Barbados Island from until March 3

rd. He’ll be on 1.8 through 50 MHz. QSL via W1VE.

CAMBODIA, XU7ACQ. John, KF0RQ is operating as XU7ACQ from until March 18. Activity is on 80 to 10 meters using CW, SSB and various digital modes. QSL to home call. CHATHAM ISLANDS, ZL7LC. ZL1LC, Jim, is planning on operating from the Chatham Islands as ZL7LC from March 14-21, 2013. He will be running PSK31 only. Jim has listed ZL7LC on QRZ.com and will be updating it at http://www.qrz.com/db/ZL7LC . EASTER ISLAND, XR0YG. XR0YG will be on the air from Easter Island (CE0Y) from March 20th to 27th, 2013. Plans are to be mostly on CW on 1.8 through 28 MHz with a focus on the low bands and Europe. They expect to upload to both Club Log and LoTW daily. For Club Log go to https://secure.clublog.org/charts/?c=XR0YG , which will also have OQRS. QSL via G3TXF and LoTW. GRENADA, J38RF. Roy, KE4TG is on the air as J38RF until March 8. Activity will be on the HF bands, including 6 meters, using SSB. QSL via I3LDP. HUNGARY, HG66MALEV. Special event station HG66MALEV is on the air until March 31 to commemorate the former Hungarian airline MALEV. Activity is on 80 to 10 meters using CW, SSB and various digital modes. QSL direct via HG4I. KENYA, 5Z4/LA4GHA. Roger, LA4GHA is on the air as 5Z4/LA4GHA from Nairobi for the next two years while on work assignment. He will take a K3 and wire antennas and will operate from Ki-gali, the capital city. FIELD DAY TIME - Really?

Well, not really. However it is just a short 3 months away (June 22nd-23rd). At January’s Board meeting the Board agreed to do Field Day like the Club did last year. Last's year's Field Day returned back to the field which was held at the North parking lot of the First Baptist Church of Downey.

Like last year, this year's Field Day chairman is Bill Heather KB6WKT. Since last year's Field Day site was liked by most, more likely than not the Field Day committee will choose

to use the North parking lot again. This gives Club members easy access to come out and enjoy Field Day.

The first committee meeting will be held on March 19th, In order for Field Day to be a success it takes more than just those that volunteer on the committee. The needs are many, from Station Managers, operators, public relations, to people handling logistical needs like getting ice.

Field day is actually designed to be an emergency preparedness event. The goal of the event is to setup and operate for a period of 24 hrs without using commercially available power. With the Club revamping our EMCOM Plan this gives the Club a chance test out our abilities. If you would like to either become part of the committee, or can contribute, or just have a suggestion for the event, I would like hear from you. DARC INFORMATION VE Exams

The Downey Ama-teur Radio Club provides VE exami-

nations for all classes of Amateur Radio licenses on the third Saturday of each even-numbered month. Exams are held at the Downey Fire Department Head-quarters EOC rear building, 12222 Para-mount Boulevard, beginning at 08:30 AM.

The upcoming dates are:

April 20, June 15

The ARRL/VEC test fee is $15.00 for all tests which goes to the ARRL to cover their expenses in providing the tests and handling the applications.
