Dear Friends and Stakeholders,

We are proud of the accomplishments of California YMCA Youth & Government (“Y&G”) during the 2014-2015 fiscal year under the leadership of our Board of Directors and Core Staff. In addition, there were countless individuals who gave their time, talent and treasure to assist the organization in reaching its programmatic and financial goals. Examples of our collective achievements include:

• A record high attendance in our Model Legislature and Court program, totaling more than 3,000 high school students.

• An 18 percent increase in our Model United Nations middle school program attendance, reaching close to 900 student participants.

• Exceeding our annual Future Leaders Campaign goal by raising more than $295,000, which was supported by the efforts of our dedicated volunteer campaign committee.

• Hosting a successful fundraising gala that honored former Governor George Deukmejian. The Gala generated more than $100,000 for our Governor Deukmejian Endowment Fund, which provides participant scholarships.

Y&G remains the premier provider of civic engagement and leadership development for youth throughout our state as a result of the hard work of our dedicated volunteers and program staff and as a result of the generosity of our donors. Our programs embody the YMCA’s cause-driven focus of youth development and social responsibility by providing our youth with the skills to find their voice and create change in our communities.

As we closed the program year on the 67th Model Legislature & Court and the 14th Model United Nations, we assessed the needs of the organization for the 2015-2016 program year. We identified the following areas of focus:

• Brand Awareness. We will work to spread our message so that we can increase the number of youth that we serve throughout the state. To that end, a new Y&G Website has been created and new collateral material has been produced to expand awareness of our organization. Our statewide awareness campaign “#BeTheChange” is supported by the efforts of our corporate partners, Keenan & Associates, Taber Creative, KCOMM and Ootem.

• Fundraising Capacity. We will seek to increase and diversify our fundraising capacity by expanding our corporate partnership program, expanding our grant initiatives, and increasing our endowment fundraising efforts. In addition, we will engage our Alumni through the Big Day of Giving campaign. These efforts will enable us to offer additional financial support to current and new program participants, particularly those in underserved communities.

• Staff Realignment. We will complete our current Core Staff realignment to ensure maximum and efficient skill set and resource utilization. To date, we increased the number of Core Staff to nine dedicated, business professionals who are committed to supporting our organization as we continue to deliver high-quality programing to an ever growing number of participants.

OVERVIEWSince 1948, California YMCA Youth & Government has provided outstanding statewide educational

and social experiences for more than 75,000 middle and high school youth. The mission of

California YMCA Youth & Government is to build values-based leadership and civic engagement in

California’s youth to strengthen our democratic processes.

HISTORY

In the mid 1930’s, Clement “Pete” Duran, a YMCA Director from Albany, New York sought to create

a meaningful experience for young people that might inspire them to become concerned citizens

and active participants in government. He struck upon the idea of a “model” legislature that would

provide “hands-on” learning. With encouragement from the National YMCA, the program spread

rapidly to nearby states.

The California YMCA Y&G received immediate encouragement from then-Governor,

Earl Warren. From that point forward, California YMCA Y&G has received the full support of

every California Governor.

In 2001, California YMCA Y&G was chartered as an independent YMCA organization responsible

for statewide education and civic engagement programs for middle and high school students.

Y&G programming not only continues to provide outstanding experiences through specialized

programs, but also offers the opportunity for youth to find their voice and encourages them to

become involved in making a difference in their communities and beyond.

ANDREW BLUMENFELD MUN Secretary-General, 61st Youth Governor, CONA Attendee,

National Affairs Presiding Officer

I began my involvement in California Youth & Government when I was in

middle school, in the early days of the Model United Nations program.

I eagerly transitioned to the Model Legislature & Court program in high

school and was fortunate enough to also have the opportunity to join

the California delegation for the YMCA’s Conference on National Affairs

(CONA). Throughout my involvement in California YMCA Youth & Gov-

ernment, I encountered supportive advisors and staff, and the friendship

of students from across the state. With this support, I was elected to

serve first as the Secretary-General (MUN), Youth Governor (MLC), and then selected as one

of the National Affairs Presiding Officers. To this day, I continue to stay involved in my local

delegation, as well as to serve as a volunteer staff member.

After graduating high school, I received a BA from Princeton University where I also helped

found the national non-profit organization Students for Education Reform, designed to engage

young people in the fight to improve access to high quality public schools for all kids. In 2011,

while still a student at Princeton, I was elected to my hometown Board of Education, where I

currently serve as President. I am also a fifth grade math and science teacher in Los Angeles,

where I serve children living in extreme poverty.

I am hoping to get back to “Sac” and am currently running to represent the 43rd District in

the California State Assembly. A major priority is delivering on the promise of an excellent

education for all California’s kids. I understand

the power of programs and opportunities

such as those offered to me through the

California YMCA, and want to help continue

the vital work of unlocking the potential and

brilliance in every child.

ALEx MIRCHEFF 49th Youth Governor, CONA Presiding Officer

Alex Mircheff learned about Youth & Government at the Crescenta-Cañada Family YMCA when

he was a freshman in high school. Y&G quickly became his favorite activity, as it helped him

meet a wide variety of young people who were eager to voice their opinions about pressing

social issues and to learn from each other. Eventually, as a high school senior, Alex served as

the California Model Legislature’s Youth Governor and was selected as a presiding officer at

the YMCA of the USA’s Conference on National Affairs.

Alex remained involved with Y&G as an adult. During college at UC Davis,

he volunteered as an advisor to the El Dorado delegation, and for 15

years spanning college, law school, and professional life, he also volun-

teered as an advisor to each year’s elected youth governor. He joined the

program’s Board of Directors in 2011 and currently chairs its internal

affairs committee.

Alex credits Y&G for teaching him the importance of hard work, mentor-

ship, and collegiality. Those values helped him graduate first in his class

from Loyola Law School and led to clerkships with federal judges in Los Angeles and on the U.S.

Court of Appeals for the Ninth Circuit. Today, Alex regularly draws on his Y&G experience in

his job as a litigation partner at Gibson, Dunn & Crutcher LLP, one of world’s leading law firms

and a strong supporter of Y&G.

California YMCA Youth & Government carries out it’s mission with a variety of resources: Contributions, Grants, Endowment Fund Earnings and Program Fees. It is our practice to use contributed support to help keep all program fees as low as possible, and to provide specific financial assistance to delegations with additional needs. We conduct our programs with an exemplary number of volunteers, which keeps our salary expenses low. We work to keep Administrative and Fundraising costs low as well, continuing the philosophy of directing fees and contributions to program services.

A few financial highlights include:

• Administrative and Fundraising expenses combined are only 17% of the overall expenses.

• Awarded over $130,000 in Direct Financial Assistance to delegations.

• Added over $326,000 to total net assets in the 2014/2015 fiscal year.

California YMCA Youth & Government was honored by the White House in 2013 as a CHAMPION OF CHANGE because of the program’s successful work in youth development.

Students who join Youth & Government

are 88% more likely to earn a bachelor’s degree.

Youth & Government alumni are 30% more likely to register to vote.

Last year student delegates in the state of California received scholarships totaling $130,000.

Alex McDavid has and continues to be one of California YMCA Youth & Government’s greatest supporters. Being a delegate himself,

Youth & Government provided him with such a life changing experience, that he has been giving back ever since.

Alex has been in almost every volunteer role over the past 20 years, including Youth Advisor, Program Volunteer, Historian, Assistant Director of the Model United Nations program and Annual Support Campaign/Team Captain solicitor. Annually, Alex participates in near-ly every function and conference for the organization with a smile on his face and determination to ensure every delegate receives the same experience he did. Alex’s passion for the organization seems to heighten with each passing year. He has become one the organiza-tion’s primary ambassadors, as well as fundraiser extraordinaire. He was given the California YMCA Youth & Government’s highest honor in 2010, the “Michael White Spirit Award” and in 2015 he was named the “Major Gifts High Team Award” winner.

Since his volunteer involvement with the organization began, he has spearheaded the organization’s historian efforts as well as worked to locate past alumni and raise much needed funds for our Annual Support Campaign. His passion for our organization and fundraising efforts, have helped California YMCA Youth & Government to reach its financial goals and beyond. In fact, during his tenure he has generated more than $100,000 for the organization. Through these efforts and his continued dedication, Alex has ensured that thousands of teens throughout our state have been able to experience the power of Youth & Government just as he did.

Tim Crawford has made the act of philanthropy a part of his day-to-day life. He feels that giving back to others as well as his community help him to achieve his life goals.

Tim became aware of California YMCA Youth & Government in 2009 through an acquaintance that knew of Tim’s passion for supporting and mentoring youth. Through this introduction, Tim realized that the Youth & Government organization was the perfect fit for the skills he had to offer, his passion for supporting youth and helping his company with their social responsibility goals. This realization led to Tim joining the Board of Directors that same year.

Since joining the board, Tim has lead marketing and awareness initiatives for the Youth & Govern-ment programs as well as financially supporting the organization. He has utilized his role as VP of Marketing for Keenan & Associates to engage his team in volunteerism as well as become a major contributor to support the California YMCA Youth & Government mission. For the past six years, Tim and Kennan & Associate’s have been dedicat- ed advocates and donors which has enabled our organization to continue growing our programs, so that all teens that wish to be involved have the opportunity.

Tim continues to open doors and connect our organizations with additional companies and individuals that can help us share our mission and grow our programs with teens throughout the state of California.

SPECIAL TRIBUTE TO GOVERNOR GEORGE DEUKMEJIAN

Governor George Deukmejian has a remarkable 40-year record of volunteer service to California YMCA Youth & Government, in particular our Model Legislature & Court. His assistance to the program is unparalleled, considering the impact that it has had on thousands of youth delegates.

In the early 1970s, George set out to establish an endowment fund for the California YMCA Youth & Government. The purpose was to be able to offer funds that could support youth who wanted to participate in the program, but would otherwise be unable to due to financial hardships. He dedicated a substantial amount of his time to the endowment fund. Aside from making personal calls for contributions, his efforts included serving as a speaker at three major fundraising dinners, one while he was Attorney General, and two while serving as Governor. Other fundraising events followed during his retirement years, including dinners and golf tournaments. The Fund, now permanently named in his honor, currently stands at nearly $2,000,000. This past program year, the fund provided assistance to more than 1,000 youth delegates, offering each the opportunity to experience the program. Over 5,000 youth delegates have now been participants in the program due to his untiring efforts. During an event held in his honor this year, Governor Deukmejian was not just an honoree but a contributor as well. Knowing that the event was going to help generate addition funds for the endowment, the Governor and his lovely wife Gloria provided the final donation to help the organization reach its goal. The event that was meant to honor his legacy also produced $100,000 for the George Deukmejian Endowment Fund.
