experience and hold such licenses and certificates as may be required to perform assigned Aeronautical Activities. Each Applicant shall be responsible for supervising its personnel to assure compliance with these Minimum Standards and a high standard of service to its customers. A pplicant’s personnel shall participate, at Applicant’s expense, in any fire, safety, emergency or other training as the Commissioner of Aviation may offer from time to time. INDEMNIFICATION: Each Applicant shall indemnify, defend and hold harmless the City, its agents and employees from and against any and all claims, actions, loss, cost, liability and expense including without limitation reasonable attorneys’ fees and disbursements based upon arising out of damage and injury or death to any person or property caused by, or arising out the negligence or operation of such Applicant or the use and occupancy of the Airport by such Applicant. INSURANCE: Each Applicant shall maintain and furnish certificates evidencing comprehensive general liability insurance with an express contractual liability endorsement, worker’s compensation policy, comprehensive automobile liability insurance and such other insurance in such amounts and providing such coverage as the City shall determine from time to time based on the Aeronautical Activities to be performed by such Applicant. All policies of insurance required to be maintained in connection with activities at the Airport shall name the City as an insured and provide for thirty (30) days prior written notice to the City of Cancellation or change. A ll certificates and notices shall be sent to the City’s Corporation Counsel’s Office, Room 301, C ity Hall, Syracuse, New York 13202 w ith a copy to the Department of Aviation, Syracuse Hancock International Airport, Syracuse, New York 13212. P olicies of insurance and terms, limits, conditions and insurers thereof shall be subject to the approval of the City’s Corporation Counsel. SUBLETTING & ASSIGNMENT: No Person under a lease with the City for the use of property or facilities at the Airport shall be allowed to sublet all or any portion thereof or assign, license or transfer the rights conferred under any lease, permit, or other agreement without the prior written consent of the Commissioner of Aviation. IDENTIFICATION: The owner of Based Aircraft shall at all times when within the AOA, display appropriate identification and present such identification upon request. VEHICLES: No vehicle shall enter an AOA unless previously authorized and clearly identified as belonging in that area by the display of a valid Airport Temporary Vehicle Permit, or AOA sticker issued by the Commissioner of Aviation. AVIATION FEES & CHARGES: No Person shall land or take off in an aircraft on, or from the Airport without the payment of such fees and charges as are in effect from time to time. STORAGE AREAS: No aircraft shall be parked, stored or repaired at the Airport except in areas designated by order of the Commissioner of Aviation for such use. Violations may result in the offending aircraft being removed by the Commissioner of Aviation and impounded until unpaid towing, storage and other charges are paid.

REGISTRATION: The pilot or operator of any General Aviation aircraft, not otherwise registered with the Commissioner of Aviation, shall promptly after landing register such aircraft with the Commissioner of Aviation in accordance with the Airport registration requirements, if any, in effect from time to time. CONSTRUCTION: No Person shall initiate or engage in any construction, alteration, improvement or modification upon, or to, any property located at the Airport without the prior written permission of the Commissioner of Aviation. RIGHT OF INSPECTION: The Commissioner of Aviation shall at all times upon reasonable notice (except in the case of an emergency for which not notice shall be required) be entitled to enter premises used by an Applicant for the purpose of inspecting the premises and the Applicant’s operations and determining compliance with these Minimum Standards and other applicable laws and regulations. ACCIDENT REPORTS: The owner/operator of any aircraft involved in an accident and any Applicant involved in or observing an accident, whether or not causing personal injury or property damage, at the Airport shall promptly report the accident to the Commissioner of Aviation. CUMULATIVE RIGHTS: These Minimum Standards shall be in addition to any terms, conditions and covenants imposed on a ny Person under an agreement with the City, any permit or license or under applicable law, and the rights and remedies of the Commissioner of Aviation hereunder and under these Minimum Standards shall be cumulative. TERMINATION: The City reserves the right to terminate all or any part of the rights and privileges granted to any Applicant upon the failure of said Person to observe the terms and conditions of these Minimum Standards and to exercise any rights and remedies available at law, or under any applicable agreement in connection with any such failure.

III. MINIMUM STANDARDS BY ACTIVITY A. Fixed Based Operator (FBO)

Fixed Based Operator (FBO) services shall be required to:

SERVICE: Provide passenger and aircraft services for an aircraft operator, including but not limited to fueling, deicing, hangaring, tie-down and parking, aircraft rental, aircraft maintenance, flight instruction, etc. FACILITIES: Lease from the City a minimum of 120,000 square feet of land improved to provide the following.

1. Adequate paved ramp area for safe parking and movement of transient aircraft and for the provision of such services as fueling, oil changes, tire inflation and other services not requiring a certified mechanic’s rating.

2. Adequate paved aircraft tiedown space for the level of service reasonably

contemplated.

3. Adequate space for indoor storage of aircraft to meet the level of service

reasonably contemplated.

4. Adequate office space for a customer service area, pilot lounge, sanitary restrooms, public telephones and administrative offices for the level of service reasonably contemplated.

5. Adequate provision for vehicle access from public highways, customer and

employee automobile parking, and the safe movement of pedestrians in the area. HOURS OF OPERATION: Remain open for business, or accessible and on call, 24 hours per day, 365 days per year, as specified by the Commissioner of Aviation. PERSONNEL: Provide uniformed ramp personnel who have been properly trained to provide ground handling services including to safely direct incoming aircraft to parking, fueling, tiedown or hangar areas. A full-time manager shall be appointed by Applicant and available at the Airport during regular business hours. Such manager shall be qualified and experienced FBO services and shall have full authority with respect to the operation of Applicant’s FBO services and facilities. In such manager’s absence, a qualified designee shall be available at the Airport. OPERATING PROCEDURES: Establish, engage in, and enforce operating procedures which conform to recommendations and standards set forth in current FAA Advisory Circular 00-34A entitled “Aircraft Ground Handling and Servicing” and any other applicable rules and regulations as may be in effect from time to time. LANDING FEES: Collect and remit to the City landing fees, if imposed by City, in accordance with the schedule established by the City and, if required by the City, report the aircraft tail number, date and amount collected, and such other information as may be reasonably required by the City. HAZARDS: Maintain all aircraft movement surfaces within exclusively leased areas free of foreign objects and debris which could cause damage to aircraft or engines and comply with FAA Advisory Circular 150/5210-24 entitled “Airport Foreign Object Debris (FOD) Management” and any other applicable rules and regulations as may be in effect from time to time. Promptly remove unsightly, disabled or damaged aircraft from runways, taxi ways and ramps.

SNOW REMOVAL: The Applicant shall be responsible for the prompt and thorough removal of snow and ice from all areas leased or under the exclusive control of Applicant. EQUIPMENT: Possess and/or have full access to adequate equipment for moving, preheating starting and otherwise servicing the number and type of aircraft reasonably contemplated to be serviced by Applicant, and for snow removal and ice control in seasonal weather. TIEDOWN SPACE: Install suitable aircraft tiedown anchors, ropes, chocks, markings and spacings for Based Aircraft, and notify the City of the name and address of each owner of a Based Aircraft, including the manufacturer, model and tail number of each Based Aircraft under agreement with the Applicant.

B. Specialized Aviation Service Operations (SASOs) Applicants providing Specialized Aviation Service Operations (SASOs_ shall be required to: SERVICE: Provide specialized services including, but not limited to, aircraft flying clubs, flight training, aircraft airframe and powerplant repair/maintenance, aircraft charter, air taxi or air ambulance, aircraft sales, avionic, instrument or propeller services or other specialized commercial flight support businesses. FACILITIES: Lease from the City a minimum of 50,000 square feet of land improved to provide the following: 1. Adequate paved ramp area for safe parking and movement of transient aircraft and for the provision of such services as aircraft airframe and powerplant repair/maintenance, aircraft sales, avionics, and instrument propeller services. 2. Adequate paved tiedown space for the level of service reasonably contemplated. 3. Adequate space for indoor storage of aircraft to meet the level of service reasonably contemplated. 4. Adequate office space for a cu stomer service area, sanitary restrooms, and administrative offices for the level of service reasonably contemplated. 5. Adequate provision for vehicle access from public highways, customer and employee automobile parking, and the safe movement of pedestrians in the area. HOURS OF OPERATION: Remain open for business, or accessible and on-call, 24 hours per day, 365 days per year, as specified by the Commissioner of Aviation. PERSONNEL: Provide uniformed personnel who have been properly trained to provide Specialized Aviation Service Operations. A full-time manager shall be employed and available at

the Airport during regular business hours. S uch managed shall be qualified and experienced in Specialized Aviation Service Operations and shall have full authority with respect to the operation of the SASO services and facilities. In the manager’s absence, a qualified designee shall be available at the Airport. OPERATING PROCEDURES: Establish, engage in and enforce operating procedures which conform to recommendations and standards set forth in any and all applicable FAA Advisory Circulars. HAZARDS: Maintain all aircraft movement surfaces within exclusively leased areas free of foreign objects and debris which could cause damage to aircraft or engines and comply with FAA Advisory Circular 150/54210-24 entitled “Airport Foreign Object Debris (FOD) Management” and any other applicable rules and regulation as may be in effect from time to time. Promptly remove unsightly, disabled or damaged aircraft from runways, taxiways and ramps.

SNOW REMOVAL: SASO shall be responsible for the prompt and through removal of

snow and ice from all areas leased or under the exclusive control of SASO.

EQUIPMENT: Possess and/or have full access to adequate equipment for moving, preheating, starting and otherwise servicing the number and type of aircraft reasonably contemplated to be serviced by SASO, and for snow removal and ice control in season weather. C, Independent Operators Applicants providing service as an Independent Operator shall be required to: SERVICE: Provide single-service aeronautical activity (e.g. baggage handling, cleaning of aircraft, etc.) on the airport to a signatory air carrier. FACILITIES: Lease from the City adequate space in the terminal building to serve the air carrier. HOURS OF OPERATION: Remain open for business, or accessible and on-call, 24 hours per day, 365 days per year, as specified by the Commissioner of Aviation. PERSONNEL: Provide uniformed personnel who have been properly trained to provide Independent Operator services. A full-time manager shall be employed and available at the Airport during regular business hours. S uch manager shall be qualified and experienced in Independent Operator services and shall have full authority with respect to the operation of the Independent Operator services and facilities. In the manager’s absence, a qualified designee shall be available at the Airport. OPERATING PROCEDURES: Establish, engage in and enforce operating procedures which conform to recommendations and standards set forth in any and all applicable FAA Advisory Circulars.

HAZARDS: Maintain all aircraft movement surfaces within exclusively leased areas free of foreign objects and debris which could cause damage to aircraft or engines and comply with FAA Advisory Circular 150/54210-24 entitled “Airport Foreign Object Debris (FOD) Management” and any other applicable rules and regulation as may be in effect from time to time.

EQUIPMENT: Possess and/or have full access to adequate equipment for providing Independent Operator services.

IV. AIRCRAFT FUEL AND OIL SALES The Applicant selling aircraft fuel and oil shall be required to:

FACILITIES: Lease from the City a minimum of 50,000 s quare feet of land in the area designated by the Commissioner and provide waiting area, sanitary restrooms, and public telephones for passengers and crew members of itinerant aircraft. SERVICES: Maintain and furnish sufficient quantities of recognized brands of aviation fuel and other petroleum products required in the operation of the types of aircraft normally frequenting the Airport and perform minor aircraft maintenance and repairs as may be reasonably required by the types and size of aircraft using the Airport. HOURS OF OPERATION: Remain open for business, or accessible and on call, 24 hours per day, 365 days per year, as specified by the Commissioner of Aviation. FUEL STORAGE: Operate or have immediately available for operation a fuel tank storage area on land leased directly from the City. Said facility shall be of adequate size to meet the reasonably anticipated demands for fuel and oil and shall be equipped with a pumping and distribution system which meets all applicable Federal, State and local regulations. EQUIPMENT: Own or lease fuel dispensing trucks, clearly marked and labeled to indicate type and grade of fuel and adequate and appropriate filtering devices, meters, and grounding cables, which are of sufficient capacity to refuel the largest aircraft the fueler reasonably expects to service. M aintain in good repair a sufficient type, quantity and quality of equipment, supplies and parts required to perform minor repair and maintenance services in accordance with manufacturer’s recommendations for aircraft, power plants and accessories. Install, regularly test and service and maintain fire detection and fire-fighting equipment as may be required by applicable law and as recommended by the Board of Fire Underwriters, the City’s casualty insurers and the Commissioner of Aviation. Such detection equipment shall be reasonably compatible with the fire detection equipment and systems maintained by the City for the Airport. OPERATING PROCEDURERS: Establish, engage in, and enforce operating procedures which conform, at a minimum, to recommendations and standards which are set forth in the current FAA Advisory Circular 150/5230-4A entitled “Aircraft Fuel Storage, Handling and Dispensing on A irports” and the National Fire Protection Association’s “Standard for Aircraft Fueling” and any other applicable rules, regulations’ and other standards as may be

in effect from time to time. Applicant shall abide by Airport rules and regulations regarding the operation of mobile equipment and the conduct of fueling services including the equipments set forth in the Airport Certification Manual. FUEL FLOWAGE FEES: Submit a monthly report of fuel sales containing such information as the City may reasonably request and remit to the City the applicable fuel flowage fee, if any, for all aviation fuel and oil sold, except that no fee shall be assessed for fuel delivered to the aircraft by airline companies whose lease with the City precludes such fee. FUEL SPILLS: Immediately advise the City of a spill of oil, fuel or other hazardous substances. An Applicant shall be responsible for the clean-up, containment or remediation of any such spill and shall comply with applicable laws and regulations in connection with such spill and remediation and shall reimburse the City for any costs and expenses incurred by the City in connection with any such spill.

V. AIRCRAFT MAINTENANCE AND REPAIR

The Applicant providing aircraft maintenance and repair shall be required to: FACILITIES: Lease from the City or have immediately available for his/her exclusive use from a duly authorized FBO a minimum of 3,000 square feet of shop area and 25,000 square feet of hangar area for repair and maintenance service to aircraft. Additionally, Applicant shall provide or have available for his/her use during normal hours of operations a customer service desk, sanitary restroom facilities and public telephone within easy walking distance of the shop. SERVICE: Furnish major and minor aircraft maintenance and repair services including without limitation airframe and engine maintenance, aircraft painting, towing and such other maintenance and repair services as may be reasonably required by the types and size of aircraft using the Airport. OPERATING PROCEDURES: No major services involving the removal, assembly or disassembly of an engine or major aircraft component are to be conducted except within an enclosed shop, and no engine run-ups are to be conducted except in an area and manner approved by the City. A pplicants shall promptly remove unsightly, disabled or damaged aircraft from runways, taxiways and ramps. HOURS OF OPERATION: Remain open for business from at least 8:00 a.m. to 5:00 p.m. weekdays, and provide mechanical and repair service during weekends on an on-call basis. CERTIFICATION: Obtain and keep in full force and effect any permits or other certifications required to operate an FAA approved aircraft repair station, capable of providing airframe and power plant maintenance and inspection service in accordance with FAR Part 145 or any applicable rule or regulation promulgated from time to time and

certificated with manufacturer’s authorization and appropriate ratings for specific make and model aircraft, power plant and accessories. EQUIPMENT: Provide and maintain in good repair and sufficient type, quantity and quality of equipment, with appropriate test centers, lifts jacks, supplies and parts, to perform towing and repair and maintenance services in accordance with manufacturer’s recommendations for aircraft, power plants and accessories.

VI. RADIO AND INSTRUMENT SERVICES

The Applicant providing radio and instrument services hall be required to:

FACILITIES: Lease from the City or have immediately available for its exclusive use from a duly authorized FBO a minimum of 500 s quare feet of shop area to be used for radio and/or instrument repairs and maintenance. O perator shall provide or have immediately available for his/her use during normal hours of operation customer service desk, restroom facilities and public telephone within easy walking distance of the shop. SERVICES: Maintain an inventory and sell aircraft radios, instruments and related parts and supplies and furnish repair and maintenance services for aircraft radios and instruments. HOURS OF OPERATION: Remain open for business from at least 8:00 a.m. to 5:00 p.m. weekdays with a qualified licensed service person on c all during evening and weekend hours. CERTIFICATION: Obtain and keep in force and effect any permit necessary for the operation of an FAA approved repair station and employ qualified technicians holding necessary licenses including those required or issued by the FAA and Federal Communications Commission (“FCC”). EQUIPMENT: Provide sufficient equipment, supplies and parts to perform the installations, calibrations and services which the FAA and FCC require and which major manufacturers require and/or recommend.

VII. COMMERCIAL FLIGHT OPERATIONS

The Applicant engaged in Commercial Flight Operations shall be required to:

CERTIFICATION: The owner of aircraft engaged in, other operators of aircraft engaged for hire in, and the aircraft which is used for, a Commercial Flight Operation which is based at the Airport, shall operate in compliance with all FAA and FAR requirements and hold appropriate FAA certifications for the conduct of the flight activity being conducted.

OPERATING REQUIREMENT: Persons engaged in Commercial Flight Operations shall have available suitable aircraft with qualified operating crews located at the Airport as shall be required to conduct scheduled and non-scheduled flights in a timely manner. GROUND HANDLING SERVICES: Each Applicant engaged in Commercial Flight Operations shall furnish or contract with an FBO for the furnishing of ground handling services in accordance with these Minimum Standards. SINGLE AIRCRAFT: The owner or operator of a single Based Aircraft which is used to engage in Commercial Flight Operations and who does not perform any other Aeronautical Activities provided for in these Minimum Standards shall sublease from a duly authorized FBO or lease from the City the space upon which the aircraft is placed or stored; remit applicable fees, if any, which may be imposed, and from time to time revised, by the City for the right to conduct a commercial flight activity on or from the Airport and comply with any registration requirements imposed from time to time by the Commissioner of Aviation. MULTIPLE AIRCRAFT: In addition to the conditions set forth above, the owner or operator of two or more Based Aircraft use for Commercial Flight Operations shall be required to enter into a contract with the FBO with whom his/her aircraft are based or with the City for the lease of necessary offices, exclusive of common use customer service areas, designated aircraft loading and unloading zones, and safe ingress and egress for employees, agents and customers, or enter into an agreement with an FBO to act as the Applicant’s agent for, and provide, customer service on behalf of the Applicant. Said contract shall in either case be subject to the approval of the Commissioner of Aviation and shall indemnify and hold the City harmless from any and all claims for damage by reason of any act or omission of either the owner of the aircraft or the FBO. EXCLUSIVE SPACE: In the event the owner of two or more Based Aircraft desires to provide services directly related to Commercial Flight operation of such aircraft in exclusive space leased directly from the City, such owner shall be required to:

A. Lease a minimum of 50,000 square feet of land to be improved to the satisfaction of the City with adequate paved ramp areas, a structure for offices and customer service facilities, vehicle access from public highways and adequate automobile parking.

B. Maintain ramps, hangar surfaces, roads and parking areas and keep them free of

debris which could cause damage to aircraft or engines.

C. Remain open for business from at least 8:00 a.m. to 5:00 p.m. a minimum of five days per week, and provide a pilot lounge, a customer service desk, restroom facilities and public telephone service during all hours of operation.

D. Retain on duty during all hours of operation at least one person having a current

commercial pilot certificate with the appropriate rating for each service being

offered to the public and provide at least fifty percent (50%) of the aircraft fleet with appropriate equipment for flight under instrument conditions.

CUSTOMER ACCESS: In no e vent shall the customer of a Person engaged in a Commercial Flight Operation be allowed unescorted access to or from an aircraft parking area. Loading and unloading of all aircraft engaged for compensation or hire shall take place in designated loading zones which offer safe passage for customers within the AOA.

VIII. AIRCRAFT SALES

The Applicant engaging in Commercial Aircraft Sales shall be required to:

FACILITIES: Lease from the City a minimum of 50,000 square feet of land, adequately improved to the satisfaction of the City with offices and an area for an aircraft showroom and storage, or through a contract with the FBO with whom Applicant’s aircraft is based, obtain the necessary offices, exclusive of common use customer service areas, designated aircraft loading and unloading zones, and safe ingress or egress for employees, agents and customers. SERVICES:

NEW AIRCRAFT: Applicant dealers of new aircraft shall hold a m anufacturer’s dealership and shall have available or on call one current model demonstrator of the type reasonably expected to be sold at the Airport. T he Applicant dealer shall provide at the Airport or arrange for the provision at the Airport of adequate servicing of aircraft during the warranty period, and shall maintain an adequate supply of accessories and parts for the type of aircraft sold. USED AIRCRAFT: Applicant dealers shall have an adequate source of the aircraft reasonably expected to be sold from the Airport and shall maintain an adequate supply of accessories and parts for the type of aircraft sold.

HOURS OF OPERATION: Remain open for business from at least 8:00 a.m. to 5:00 p.m. a minimum of five days per week. HAZARDS: Maintain ramps or hangar surfaces under its control free of foreign objects and debris which could cause damage to aircraft or engines. COMMERCIAL FEE: Pay any applicable fees, as may be imposed and from time to time revised by the City, for aircraft designated for sale and any additional commercial use fees set, and from time to time revised, by the City for the right to conduct a Commercial Aeronautical Activity at the Airport.

IX. LIMITED COMMERCIAL SERVICES

Limited commercial services by Based Aircraft shall include, but not be limited to:

1. Aerial work operations specifically identified within and excluded from FAR

Part 135. 2. Nonstop sightseeing flights for hire that begin and end at the Airport. 3. Aircraft ferry for hire. 4. Any other activity for hire for which the FAA prescribes rules governing the

operation thereof.

ADDITIONAL OPERATIONS: Commercial Flight Operations, not otherwise provided for herein, may be conducted upon a pplication to and approval of the Commissioner of Aviation. The terms and conditions for the privilege of engaging in these other services will be commensurate with the nature and scope of the activity which is contemplated, with consideration given to availability of suitable facilities.

The Applicant requesting to provide such limited commercial services shall be required to:

CERTIFICATION: Establish to the satisfaction of the City that the aircraft and the personnel operating the aircraft hold the appropriate current ratings/certifications to engage in the activity being contemplated. REGISTRATION: Comply with any Airport registration requirements and pay any required fees as may be in effect from time to time. FACILITIES: Sublease space upon which the aircraft is placed from a duly authorized FBO. EQUIPMENT: Own or have available a sufficient number and type of aircraft to perform the commercial services reasonably contemplated in a timely manner without unreasonable delay. PERSONNEL: Have available duly licensed pilots and operating crews located at the Airport as shall be necessary to conduct operations and flights in a timely manner.

X. FLIGHT TRAINING ACTIVITIES

The Applicant providing flight training shall be required to:

FACILITIES: Lease from the City a minimum of 500 s quare feet of space for use as classrooms with access to sanitary restroom facilities and public telephones, or through a contract with the FBO with whom Applicant’s aircraft is based, obtain the necessary classroom space with access to sanitary restroom facilities and public telephones. SERVICES: Furnish flight training in an FAA certified program to student pilots.

OPERATING REQUIREMENTS: T he Applicant shall at all times have the continuing ability to meet the requirements of the FAA and any other governmental authority with respect to flight training activities and programs. PERSONNEL: T raining shall be conducted by FAA qualified instructors who are either employed by an FBO or otherwise acceptable to the Commissioner of Aviation. EQUIPMENT: Applicant shall have available to it on a full time basis aircraft and training equipment consisting of at a minimum mock-ups, engine cut-a-ways and instrument flight trainers sufficient to train the number of students in each class.

XI. NON-COMMERCIAL ACTIVITY

The City recognizes that a Person, including a group or club which engages in an Aeronautical Activity and leases hangar or aircraft tiedown space at the Airport for the purpose of conducting such Aeronautical Activity, is not necessarily engaging in a commercial venture or using its aircraft for compensation or hire. T he City attempts, subject to these Minimum Standards and available capacity to provide access to the Airport by owners of Based Aircraft accommodate such owners’ performance of such aircraft inspection, storage, maintenance, repairs or services as are normal for the routine operation of the aircraft and as allowed or required by FAR. A flying club (“Club”) shall be defined as a non-profit association organized for the express purpose of providing members with aircraft for their personal use and enjoyment only; and who members are bound b y a charter and by-laws for the sole purpose of engaging in non-commercial Aeronautical Activities in aircraft owned and operated exclusively in the name of the Club, or owned proportionately by all of its members.

A. The Club must file a copy of its charter and by-laws at the office of the Commissioner of Aviation, together with a current list of membership.

B. The club shall not derive greater revenue from the use of its aircraft than the amount

necessary for the actual operation, maintenance and replacement of its aircraft, equipment and real property and no part of its revenue will accrue to the benefit of any member in any form, including salaries, bonuses, etc…

C. The Club shall require or supply in coordination with the City adequate identification for

its members, and require that such ID be carried when its aircraft is in use. D. The Club shall comply with any Airport registration requirements and pay any required

fees as may be in effect from time to time. E. The Club shall provide the City with certificates of insurance showing adequate liability

coverage to conduct the activities contemplated, and shall indemnify and hold the City harmless from any and all claims for damage by reason of any act or omission on the part of the Club or any of its members arising from its operations and use of the Airport.
