Science & Technology: In this 21st century science and technology plays a

pivotal role in the sustainable development of a

country. Being a developing country Bangladesh is

striving to underpin a concrete base of science

and technology. However, considering these facts,

the present government of Bangladesh has freshly

formulated “National Science and Technology

Policy (NSTP) – 2011” where adequate emphasis

has been given on intellectual property and

related issues.

Science & Technology:

Bangladesh Council of Scientific and Industrial

Research (BCSIR) is functioning under the Ministry

of Science and Technology as the apex

organization for performing scientific and

industrial research. BCSIR is mandated to execute

research and development (R&D) programmes to

expedite the socio-economic development of the

country providing services to the society,

industries, entrepreneurs and SMEs (small and

medium enterprises).

How IPR is regulated in Bangladesh?

The Government of Bangladesh has taken necessary

initiatives to promote and update the IP laws to make it

compliant with Trade Related Aspects of Intellectual

Property Rights (TRIPS). Accordingly, the Government

amalgamated the Patent Office and the Trademarks

Registry Office in 1989 and established the “Department

of Patents, Designs and Trademarks (DPDT)” which is

the apex organization of the country administering the IP

issues under the Ministry of Industries (MOI).

The products / processes developed by BCSIR are strictly

secured by patent right in favour of BCSIR. This patent right

not only provides the IP right of the institution but also

protects the interest of the industry as well. This process

generation and dissemination of knowledge certainly

creates positive impact on the socio-economic well being of

the citizen and thus help to achieve the sustainable

development of the country.
