Dear Chancellor Merkel,
The Cabindan human rights activist illicitly arrested on 14th March 2015 has
just been baselessly sentenced to six years’ imprisonment by Angola’s notorious
dictator José Eduardo dos Santos. As you surely know, the belligerent occupation
of Cabinda by Angola since 1975 is the Portuguese version of the “Colonial Pact”,
which is but French endeavor aimed at preventing Germany from getting hold of
a noteworthy sphere of influence in Africa, particularly in the Congo basin.
Such endeavor, which dates back to the 19th century, has led to the creation of
Mobutu Sese Seko (DRC) out of the ashes of Patrice Lumumba; of José Eduardo
dos Santos (Angola) out of the ashes of Viriato Clemente da Cruz, Nito Alves, Sita
Vales, et. al.; and led to the current Congolese state of affairs in which the “Congo
People”, including Cabindans and Angolans, are divested of our own means of
subsistence and humiliated, jailed and slaughtered at will.
«The Congo Tribunal», a remarkable film and theatre production of the Swiss
stage manager Milo Rau and the “International Institute of Political Murder” (IIPM),
sheds light over the less-talked about bloody state of affairs ongoing in the Great
Lakes region. The extant Wars in the Congo basin can in fact be referred to as the
“Third World War”, given the loss of more than forty millions of Black men and
women, children and oldster; the direct or indirect involvement of all of the great
powers of our time; and the unclear number of humanitarian relief organizations,
foreign diplomats, as well as the involvement of multinational mining companies.
“Will one of the biggest and bloodiest economic wars of human history decide the future
order of the global community?” - Milo Rau is asking. May the Federal Republic of
Germany consider the following subject matters and afterward step in to cultivate
justice and peace in Cabinda and thus save the Congo to save the World.

Angola at Liberty to Jail and Slaughter Cabindans at Will
Angola’s MPLA-government is but a mercenary entity in charge of terrorizing the genuine
holders of the legal and inalienable title to Cabinda territory so that foreign conglomerates can
freely loot its natural resources, mainly oil, diamonds, uranium, gold, etc. For forty years, the
MPLA-regime has been unlawfully jailing Cabindan dissidents and human rights activists, like
Dr. José Marcos Mavungo, on strictly false grounds. Countless leading Cabindan personages
have been murdered at home and abroad with implicit or even explicit consent of most of the
great powers of our time. This is how Angola’s tyrant and his Western mentors are trying to
dissuade Cabindans from claiming our legitimate right to regain political sovereignty.
Angola’s notorious autocrat has become proficient at creating pretexts out of nothing to jail
and slaughter Cabindans at will. The native Cabindan Roman Catholic Bishop, in this instance
His Excellency Mgr. Paulino Fernandes Madeca, was killed by president Dos Santos’ regime on
9th January 2008. Western nations’ dearly loved tyrant, José Eduardo dos Santos, is ever since
then trying hard to create out of nothing a set of pretexts to justify the planned assassination, at
home and abroad, of outspoken critics of his human rights violation, as well as his nerve to
repetitively borrow from China billions of US dollars that subsequently disappear purely and
simply1. Among the most targeted critics do figure the native Cabindan Priests and Human
Rights Activists such as Dr. Raul Tati and Dr. Jorge Casimiro Congo; Dr. José Marcos Mavungo, as
well as the founding fathers of the Cabindan National Movement and respective family members.
Since the Federal Republic of Germany (EU) happens to represent, one way or another, the
political entities upon which the Charter of the United Nations confers primary responsibility
for the maintenance of international peace and security, I hope you will not find it difficult to
get from the five Permanent Members of the UN Security Council a common and clear decision

aimed at putting an end to Angola’s most serious crimes of international concern in progress
since 1975. Amidst such grave crimes there are those referred to in the Rome Statute which, as
a result, fall within the jurisdiction of the International Criminal Court or ICC. Western nations
are portraying themselves to the world as shining examples of a 21st century democracy. Yet,
by giving Angola’s dictator the liberty to illicitly jail and baselessly murder Cabindans at will,
EU (Schengen) member nations are but authenticating Dr. Rath Health Foundation’s disclosures
preserved in its work «The Nazi Roots of the ‘Brussels EU’» (2010)1.

With regard to the family members of the ‘Human Rights Advocate’ baselessly sentenced to
six years’ imprisonment by President Dos Santos’ colonial regime over Cabinda, as well as the
family members of the founding fathers of the “Cabindan National Movement” being persecuted
by Western nations’ dearly loved African dictator, José Eduardo dos Santos, the Embassies of
both Germany and the United States in Luanda (Angola) are requested to grant them Political
Asylum. This, in pursuance of the core values uttered in the tools of international law, chiefly
the 1951 Geneva Convention, and in harmony with your respective governments’ eagerness to
confirm the relevance of the principle of shared responsibility. In the 1960s Africans first asked
for Western help in our quest for political sovereignty; as they did not get it, they then asked
and got it immediately from the protagonists of the 1955 Asian-African (Bandung) Conference.
The ‘African strategy’ was developed by the KGB and received the support of the Soviet leadership
- and Brezhnev - in the summer and fall of 1970. The KGB reports emphasized that the regimes and
liberation movements of Southern Africa were searching for international allies, and underlined the
‘simplistic’ approach most African regimes had to world affairs, understanding neither the conflict
between the two camps nor the nature of American imperialism. The black political leaders of
Southern Africa felt that their efforts to gain aid from Washington [West] had failed, and that the
Soviet Union was the only major power which could assist them in reaching their political and
social goals.2

The “Cabindan National Movement” is well aware that, in their contemporary dealings with
dark-skinned asylum seekers and mandate refugees from Africa, nearly all Western European
governments, Switzerland’s on top, are becoming more and more advocates of the primacy of
national law over international law. The 1951 Geneva Convention and 1967 Protocol relating to
the Status of Refugees have thus become, in the main, a prerogative of white-skinned asylum
seekers and mandate refugees from Middle East and Eastern Europe. Mrs. Sadako Ogata (PhD)
is the very last UNHCR to have taken care of Black refugees and asylum seekers from Cabinda
in compliance with the 1951 Geneva Convention. In this connection, I cannot help recalling the
holy hope of His Holiness Pope Pius XII for Black people’s happiness, well-being and ultimate
triumph over racial obstructions. Please note, further, that the fact of Dr. José Marcos Mavungo
being sentenced to six years’ imprisonment means, in Angola’s despotism, that all of his family
members are sentenced to cruel discrimination in every field, or even sentenced to vanishing.
Germany’s political and moral responsibility vis-à-vis Cabinda
The belligerent occupation of Cabinda by Angola is a «legal-political problem» of the nature
referred to in Article 34 of the Charter of the United Nations. However, such occupation is but
an outcome of the long-standing imperialistic rivalry between France and Germany. The quest
by Germany for a noteworthy sphere of influence in Africa, with Cabinda, the Congo (DRC), as
well as Angola and Mozambique in mind, dates back to the early 19th century. Nevertheless,
Germans’ principal challenge in this undertaking, both historically and today, is their Western
European fierce competitors, i.e. the French, who solely see in such a quest the possibility of
Germany “appropriating” their colonial territories or “backyards”. The following excerpt1 is of
much assistance as it substantiates my perspective. Aside from disclosing Germany’s interest
in Cabinda and the French worries associated with such interest, the extract is also shedding
light over the territorial and political distinctiveness of the tiny Cabinda.

Germany’s particular interest in the said African territories has ever since then prompted its
long-established antagonist, i.e. France, to make every endeavor to frustrate such a “terrifying”
dream. The fact of the matter is that the decolonization of the Portuguese overseas territories,
which, in agreement with Dr. Fausto de Quadros, suffered from various and serious juridical
defects1, was a process remote-controlled by the French through corrupt Portuguese officials.
Indeed, the process did not respect the right to self-determination, since in no case were the
decolonized peoples consulted with reference to our future. This suggests the French resolve to
obstruct Germany from conquering any of the aforementioned African countries as part of its
sphere of influence in Africa; explains why Dos Santos’ MPLA is since the early 1960s playing
such a damaging role in the Great Lakes region; elucidates why Angola is illegally occupying
Cabinda and militarily domesticating “Kinshasa” and “Brazzaville”; and sheds light on why the
whole of the Congo basin is in such a chaotic (bloody) state of affairs.
Since the people of Cabinda are but victims of the long-standing rivalry between Germany
and France, and given the influential part Germany is playing within EU, it is Germany’s task
and duty to help Cabinda regain political sovereignty; and to help restore an effective human
rights regime, including institutions which sustain the rule of law, justice and accountability in
the Congo basin, and thus remove some of the causes of refugee movements.

entre l’Angleterre et l’Allemagne n’est pas en harmonie avec l’Entente cordiale franco-anglaise.

Colonial Pact incompatible with Germany and US values
All things considered, the regrettable French endeavor to thwart Germany’s legitimate quest
for a noteworthy sphere of influence in the Congo region derives from an ancestral anti-Black
racism. This prejudice lies at the very heart of Napoleon Bonaparte’s ‘need to block for ever the
march of the Blacks in the world’. However, the extant anti-Black (African) propaganda seems
to be based upon the so-called « curse of Ham1 » enshrined in the sixth century C.E. European
version of the Babylonian Talmud. In the early 1950s, with the aim of dissuading USA from
pushing European colonial nations to decolonize Africa, the anti-Black racists originated the
falsehood according to which - “Western Europe’s very existence depends on the resources of Africa
and the continued control exercised by the Western European powers over this continent2.” Otherwise
said, the very existence of the White race depends on the annihilation of the Black race purely
and simply.
The said dependence has generated the genocidal French3 “Colonial Pact” which, in its turn,
deprives Africans of our means of subsistence (natural wealth and resources); divests Africans
of self-determination and self-government; gives rise to dictatorships, unlawful imprisonment
of Human Rights Activists, frequent murders of outspoken critics of despotism, disappearance
of dissidents’ family members, recurrent civil wars, as well as never-ending waves of refugees
toward Western European countries and elsewhere. The “Colonial Pact” and its Portuguese
version, i.e. the “Belligerent Occupation of Cabinda by Angola”, which are but French maneuvers
aimed at averting Germany from obtaining a significant sphere of influence in Africa, mainly
in the Congo basin, entail War Crimes, Crimes against Humanity and Crimes of Genocide. For the
reason that Germany and the United States of America are shining examples of a 21st century
democracy, it is high time that Germans and Americans helped to eradicate the “Colonial Pact”
and its Portuguese edition, inasmuch as they are incompatible with Germany and US values.

It is my contention that Germany (EU) and the United States of America, together with the
United Kingdom and selfless African leaders at home and abroad, should step in to create an
“Economic Plan” fair and good enough to reconcile the clear dependence of Western Europe’s
existence on African natural resources and the right of African children to live prosperous lives
thanks to their respective countries’ very natural assets. The making of such a “Plan” is a must,
if only to provide proof the West is no Anti-Africa development. According to «The Nazi Roots
of the ‘Brussels EU’», “the European Union is controlled by corporate interests whose chief goal is to
conquer the world using political, economic and - if necessary - military force. Towards this end, they are
systematically destroying the democratic legal system in all regions of the world, including Africa, and
are replacing it with Nazi/fascist dictatorial law1.” What’s more, Prof. Nicolas Agbohou has written
an invaluable book2 that is amazingly consistent with the «The Nazi Roots of the ‘Brussels EU’».
I would appreciate it if you, Dear Chancellor Merkel, would look into these matters at your
earliest convenience with a view to granting political asylum to family members of Cabindan
human rights activists and dissidents now being chased by President Dos Santos’ dictatorship
and are thus afraid for their lives and justly fear that the chase will inevitably end in torture or
the death penalty. In advance, I thank you, on behalf of the oppressed people of Cabinda, for
gladly stepping in to help fulfill Black People’s ultimate triumph over racial obstacles.
