1. Executive Summary
OVERVIEW
Paynesville is ‘at the heart of the Gippsland Lakes’. East Gippsland Shire Council, as the
Committee of Management, has prepared the draft Paynesville Foreshore Management
Plan (the draft Plan) for the section of foreshore which is alongside the existing and
emerging township of Paynesville.
The draft Plan includes previous and current strategic work that has been prepared for
Paynesville such as the Paynesville Esplanade Streetscape Upgrade, Paynesville
Maritime Precinct Structure Plan and Paynesville Growth Area Structure Plan. This
approach ensures consistency in the actions, planning and delivery of outcomes for the
Paynesville community.
The draft Plan extends the entire foreshore from Kellina Court in the west to Point
Fullarton and has identified seven distinct foreshore areas. A future character for each
precinct is proposed, building on existing attributes to create the best attractions, activities
and community uses. The draft Plan will provide direction on the comprehensive
management and improvement of the foreshore area into the future, build upon previous
work, give ‘step by step’ improvements and clarify highest priorities.
The purpose of the draft Plan is to test the vision, objectives and specific actions as
detailed to provide an indication of current funding directions and to provide direction on
future funding requirements. The life of the plan is ten years, with a review period of five
years.
The Coastal Management Act (1995) is the key piece of coastal legislation for Victoria.
While it has many purposes, the relevant purpose is to provide a framework for the
preparation of management plans and to support the implementation of future
development and works on coastal Crown Land reserves.
The draft Plan will provide direction for the comprehensive management and improvement
of the foreshore into the future, complementing and building on the strategic planning work
carried out in recent years.
The draft Plan will facilitate improvements along the foreshore that align with the vision
and needs of the community while protecting the natural values of this important area.
The draft Plan identifies the environmental, economic and social values of the Paynesville
Foreshore and the current issues faced. It proposes a range of actions and improvements
that are to occur over time. The actions and improvements are aligned with the strategic
work undertaken by council and other public authorities such as the upgrade of existing
walking tracks to provide connectivity throughout the Paynesville foreshore and the
upgrading of key activity areas.
Once all community feedback has been received, the draft Plan will be refined and
presented to Council seeking adoption. Once adopted, the Paynesville Foreshore
Management Plan will enable us to undertake the actions listed in priority order over the
next ten years.

ENGAGEMENT METHODOLOGY
In accordance with the IAP2 Public Participation Spectrum, community engagement will
occur at key points during the project.
• Stage One: Draft Foreshore Management Plan: Inform, Consult and Involve
• Stage Two: Final Foreshore Management Plan: Inform
• Stage Three: Council Adoption: Inform
Each engagement approach is defined by the following classifications.
• Involve: to work directly with the public throughout the process to ensure the public
issues and concerns are consistently understood and considered.
• Consult: to obtain public feedback an analysis, alternatives and/or decision.
• Inform: to provide the public with balanced and objective information to assist them
in understanding the problems, alternatives and/or solutions.
The purpose of the Public Participation Core Values is to help make better decisions which
reflect the interests and concerns of potentially affected people and entities. The Core
Values for the practice of public participation that relate to this project are:
Public participation…
✓ Is based on the belief that those who are affected by a decision have a right to be involved in the decision-making process.
✓ Promotes sustainable decisions by recognising and communicating the needs and interests of all participants, including decision makers.
✓ Seeks out and facilitates the involvement of those potentially affected by or interested in a decision.
✓ Provides participants with the information they need to participate in a meaningful way.
Key landowners, community groups and referral authorities were directly consulted
through face-to-face meetings. This occurred before the draft Foreshore Management
Plan was released for public comment and again during the consultation period.
Landowners with property abutting the study area were informed of the consultation
through direct mail on June 19, 2017.
The general community were given the opportunity to have their say through an online or
hard copy survey.
The public information period is June 26 to July 17, 2017.
Surveys, copies of the draft Foreshore Management Plan and frequently asked questions
were available through council’s engagement website Your Say East Gippsland and the
Bairnsdale and Paynesville Customer Service Centres.

KEY THEMES
We heard many themes arise from the consultation process. Next steps will be to conduct
further meetings with residents and key stakeholders with the Steering Committee to
assess submissions before preparing the final plan for endorsement by council.
• Improved facilities are needed in many areas of the Paynesville Foreshore including: shade, fitness stations and toilets.
• More maintenance and rubbish removal is needed on a more regular basis.
• Open up an expression of interest process for the old angling club building.
• The recreational vehicle (RV) site is not supported in the proposed location.
• The proposed walking track on an area of land along Newlands Drive is not needed or a warranted expense. Preference for a footpath to be built along Newlands Drive.
• The Community Craft Centre should stay as an important tourist asset with the suggestion to add a coffee shop.
• Seawalls and erosion protection works are needed.
• Sunset Cove improvements were supported.
• Support for more ‘greener areas’ in Progress Jetty and an upgrade to the playground.
• Objective to reducing car parking next to the commercial shopping strip. Currently ten vacant shops in decline and Council needs to be improvements to the public area to attract new business.
• Connecting walking tracks are very important. Allocate money to accessibility and footpath improvements.
• Point Fullarton is very important wetlands for birdlife and needs to be protected.
• Improvements to Slip Road required for both public and private development.
• Fort King needs to be improved with the inclusion of a café and destination points in the form of walking trails, seating, signage and landscaping.
• Landcare and other volunteer organisations are important contributors.
• Objections from Kellina Court residents to the public using a private road for access to foreshore.
