1. Description of the qualification

1.1. Purpose

This Qualification has been developed to assist with the advancement of people

across automotive industry in which diesel earthmoving equipment operations

are carried out. The intention of this qualification is to assist:

• Those who have been in the workplace for a long time, by using the

recognition of prior learning process to assess and recognise

workplace skills acquired without the benefit of formal education and

training;

• New entrants, by describing the learning outcomes required to

participate effectively, e.g. in a structured workplace programme;

• Education and training providers, by providing guidance for the

development of appropriate learning programmes and assessment

documentation;

• Employers, by enabling skills gaps to be identified and addressed

ensuring that productivity levels are increased and business objectives

achieved.

As a result, this qualification provides opportunities for self- or paid employment

acting as a reward for contributions to society by facilitating social and economic

transformation, empowerment and general upliftment of electrical industry and

country in general.

1.2. Outcome for whole qualification

Holders of this qualification are able to clean earthmoving equipment and

vehicles, communicate in a diesel earthmoving equipment mechanics work

environment, demonstrate basic metal joining techniques used in diesel

Title: Clean earthmoving equipment and vehicles

Level: 1 Credits: 2

Purpose This unit standard specifies the competencies required to clean earthmoving vehicles and equipment. It includes the: isolation and securing or protecting sensitive systems and parts to prevent damage during cleaning; selection and safe handling, use and storage of cleaning tools and materials; and the cleaning of the wash bay after the completion of work. This unit standard is intended for those who work as diesel earthmoving equipment mechanics. Special Notes 1. Entry information Prerequisites

• Unit - Apply safety rules and regulations in a diesel earthmoving equipment mechanics work place L1 or demonstrated equivalent skills and knowledge.

• Unit - Use and maintain hand tools and equipment used in diesel earthmoving equipment mechanics L1.

2. This unit standard is to be delivered and assessed in the context of diesel

earthmoving equipment mechanics operations and should be assessed in conjunction with other relevant technical unit standards selected from this domain.

3. To demonstrate competence, at a minimum, evidence is required of

demonstrating the correct and safe procedures for the cleaning of two (2) selected equipment and vehicles.

4. Assessment evidence may be collected at a real workplace or a simulated real

workplace or an appropriate simulated realistic environment in which diesel earthmoving equipment mechanics operations are carried out.

5. All inspection, operation and maintenance procedures associated with the use

of tools and equipment shall comply with manufacturers’ and company’s guidelines and instructions.

6. 'Specifications' refer to any or all of the following: manufacturers’ specifications

and recommendations, workplace specific requirements.

7. This unit standard applies to passenger, light commercial, heavy commercial, agriculture, road construction and heavy mining equipment.

Elements and Performance Criteria Element 1: Plan and prepare for work Range Planning and preparation may include but is not limited to workplace inspection, equipment defect identification, assessment of work conditions and hazards, and the determination of work requirements. Performance Criteria 1.1 Work instructions, including plans, specifications and operational details are

obtained, confirmed and applied. 1.2 Safety requirements are followed in accordance with safety plans and policies. 1.3 Equipment and materials selected to carry out tasks are consistent with the

requirements of the job, checked for serviceability and any faults rectified or reported prior to commencement.

1.4 Environmental protection requirements are identified and applied in line with

environmental plans and legislative requirements including the correct and safe disposal of waste and other hazardous substances.

Element 2: Demonstrate the procedures for cleaning vehicles and equipment Range Cleaning tools, equipment and materials include but are not limited to compressor, steam cleaner, high pressure hose and solvents.

Performance Criteria 2.1 Safety and environmental protection precautions related to the cleaning of

vehicles and equipment are observed.

2.2 Cleaning tools, equipment and materials are selected for specific tasks. 7

2.3 The safe use, handling and storage of cleaning tools and materials are demonstrated.

2.4 Sensitive equipment, systems and parts are isolated, secured or protected.

2.5 The vehicles and equipment are cleaned in line with workplace procedures.

Element 3: Complete work and clean up Performance Criteria 3.1 Work is completed and appropriate personnel notified in accordance with work

place procedures.

3.2 Wash bay is cleaned.

3.3 Work area is cleared of waste, cleaned, restored and secured in accordance with workplace procedures.

3.4 Reusable material is collected and stored in accordance with workplace procedures.

5.1 Tools and equipment are cleaned, checked and maintained in accordance with

workplace procedures. 5.2 Work completion details are finalised in accordance with workplace procedures.

Title: Communicate in a diesel earthmoving equipment mechanics work environment

Level: 1 Credits: 2

Purpose This unit standard specifies the competencies required to communicate in a diesel earthmoving equipment mechanics work environment. The unit refers to competency in communication rather than the English language. It includes gathering, conveying and receiving information through verbal and written forms of communication. This unit standard is intended for those who work as diesel earthmoving equipment mechanics. Special Notes 1. Entry information:

Prerequisite

• Unit - Apply safety rules and regulations in a diesel earthmoving equipment mechanics workplace or demonstrated equivalent knowledge and skills.

2. This unit standard is to be delivered and assessed in the context of diesel

earthmoving equipment mechanics operations and should be assessed in conjunction with other relevant technical units selected from this domain.

3. To demonstrate competence, at a minimum, evidence is required of the correct

interpretation of five different workplace signs; successful completion of five tasks following instructions; conveying five pieces of information to other workers; filling out three workplace documents and one job card accurately and actively participating at a workshop or meeting. These tasks should be performed ensuring correct identification of requirements, selection and use of appropriate processes, tools and equipment, and completing all work to specification.

4. Assessment evidence may be collected from a real workplace or a simulated

real workplace or an appropriate simulated realistic environment in which diesel earthmoving equipment mechanics operations are carried out.

Elements and Performance Criteria Element 1: Gather, convey and receive information Range Methods of communication transfer include use of telephones (including mobile), portable and stationary two-way radios, e-mail, facsimile, digital cameras. Work signage is to include workplace safety signs, facility or location signs and hazard signs. Performance Criteria 1.1 Documents, forms and other sources of information are sourced.

1.2 Communication policies and procedures are determined and applied including

the confidentiality of information.

1.3 The appropriate means for sending or receiving if selected and used.

1.4 Communication devices are selected and operated.

1.5 Verbal and written instructions are gathered, received and responded to using appropriate communication methods and techniques.

1.6 Instructions are conveyed accurately.

1.7 Communication by telephone and computer is carried out using customer

relation practices according to workplace policy and procedure.

1.8 Messages are responded to promptly. 1.9 Work signage is responded to with correct action. 1.10 Information is conveyed and receipt of the message is confirmed. 1.11 Questions are used to gain additional information and to clarify understanding. Element 2: Interpret job and work instructions Range Job and work instructions include but are not limited to job cards, written instructions, verbal instructions, instructions communicated telephonically and electronically.

Performance Criteria 4.1 Range of forms relating to conditions of employment are interpreted and

completed accurately and legibly.

4.2 Range of forms about routine duties are interpreted and completed accurately and legibly.

Element 5: Report to supervisor Performance Criteria 5.1 Supervisor is informed on all work completion details.

5.2 Equipment defects and malfunctions are recorded and reported to supervisor.

5.3 Possible future breakdowns, risks and hazards and possible solutions are identified and reported to supervisor.

Purpose This unit standard specifies the competencies required to apply basic metal joining techniques used in earthmoving equipment mechanics. This unit standard is intended for those who work as diesel earthmoving equipment mechanics. Special Notes 1. Entry information: Prerequisites

• Unit - Apply safety rules and regulations in a diesel earthmoving equipment mechanics work place L1 or demonstrated equivalent skills and knowledge.

• Unit - Use and maintain hand tools and equipment used in diesel earthmoving equipment mechanics L1.

2. To demonstrate competence, at a minimum, evidence is required of identifying,

selecting and using the following mechanical fastening and locking devices: bolts, studs, nuts, screws, rivets, washers and lock washers, pins, keys and circlips (snap rings), in four different joining operations on earthmoving equipment. In performing these tasks ensure correct identification of requirements and finishing of the tasks, correct selection and use of appropriate processes, tools and equipment and completing all work to specification.

3. Assessment evidence may be collected from a real workplace or a simulated

real workplace or an appropriate simulated realistic environment in which diesel earthmoving mechanic operations are carried out.

2. To demonstrate competence, at a minimum, evidence is required of locating

and interpreting safety signage, assessing risks in a simulated risk situation, selecting and using of fire fighting equipment to extinguish a simulated mechanical fire, and evacuating the workplace through a simulated response to an emergency in compliance with workplace procedures.

3. Assessment evidence may be collected at a real workplace or a simulated real

Element 3: Assess risks Range Risks and hazards may include but are not limited to electrical shocks, chemical spills, gases, liquids under pressure, moving machinery and equipment, hazardous materials, soil stability, suspended loads, isolation and lockout of equipment, working in confined spaces, manual handling, high temperatures, explosions, noise, dust, restraint systems, high voltage systems, high pressure fuel systems, high pressure gases in AC, vapours, fires, sharp equipment and traffic. Performance Criteria 3.1 Hazards in the work area are identified, assessed and reported to designated

persons. 3.2 Safety issues and risks in the work area are identified, assessed and reported

to designated persons. 3.3 Safe workplace procedures and work instructions are followed for the

controlling of risks.

3.4 Unsafe situations and hazards in the workplace are recognised and reported according to workplace health and safety requirements and regulations.

3.5 Safety, hazard, accident and incident reports are contributed to according to

workplace and legislative requirements. Element 4: Follow emergency procedures Range Appropriate personnel to be contacted in case of an emergency, accident, fire or to report a risk are designated safety officers, determined by the company, who have undertaken specific safety response training, supervisors, managers or other senior personnel. Emergency procedures are to include but are not limited to extinguishing fires, organisational first aid requirements and evacuation procedures, and handling chemical spills. Types of fire may include but are not limited to electrical, chemical, gas, mechanical, paper, wood or natural fire. Basic first aid equipment includes a first aid box.

1. Description of the qualification

1.1. Purpose

This Qualification has been developed to assist with the advancement of people

across automotive industry in which diesel earthmoving equipment operations

are carried out. The intention of this qualification is to assist:

• Those who have been in the workplace for a long time, by using the

recognition of prior learning process to assess and recognise

workplace skills acquired without the benefit of formal education and

training;

• New entrants, by describing the learning outcomes required to

participate effectively, e.g. in a structured workplace programme;

• Education and training providers, by providing guidance for the

development of appropriate learning programmes and assessment

documentation;

• Employers, by enabling skills gaps to be identified and addressed

ensuring that productivity levels are increased and business objectives

achieved.

2. To demonstrate competence, at a minimum, evidence is required of performing two given

welding tasks. These are a fillet and butt weld in horizontal position, using 150mm continuous length on two pieces of low-carbon steel with the dimensions of 50 x 3 x 150mm. In performing these tasks ensure correct identification of requirements and finishing of the tasks, correct selection and use of appropriate processes, tools and equipment and completing all work to specification.

3. Assessment evidence may be collected from a real workplace, or simulated real workplace

or an appropriate simulated realistic environment in which diesel equipment mechanic operations are carried out.

4. All inspection, operation and maintenance procedures associated with the use of tools and

Prerequisites

• Unit - Apply safety rules and regulations in a diesel earthmoving equipment mechanics work place or demonstrated equivalent skills and knowledge.

• Unit - Use and maintain hand tools and equipment used in diesel earthmoving equipment mechanics.

2. To demonstrate competence, at a minimum, evidence is required of servicing,

testing and charging two batteries independently; jump-starting a vehicle with booster battery and a vehicle with booster pack; carrying out testing procedures on a prepared electrical circuit to determine open circuit, internal short, short to ground, and high resistance; replacing one of each of the following: relay, circuit protection device (fuse, fusible link, maxi fuse, or circuit breaker), switch and bulb. Perform these tasks ensuring correct identification of requirements, selection and use of appropriate processes, tools and equipment and completing all work to specification.

3. Assessment evidence may be collected from a real workplace or a simulated

real workplace or an appropriate simulated realistic environment in which automotive mechanic operations are carried out.

4. All inspection, operation and maintenance procedures associated with the use

of tools and equipment shall comply with manufacturers’ and company guidelines, instructions and reasonable flat rate time.

In performing these tasks ensure correct identification of requirements and finishing of the tasks, correct selection and use of appropriate processes, tools and equipment and completing all work to specification.

3. Assessment evidence may be collected from a real workplace, or simulated real workplace

or an appropriate simulated realistic environment in which diesel earthmoving mechanic operations are carried out.

4. All inspection, operation and maintenance procedures associated with the use of tools and

3.2 Manual transmission and/or associated components are overhauled using approved

methods, equipment and materials, according to manufacturers’ specifications and tolerances.

3.3 All adjustments made during the overhaul are recorded according to manufacturers’

specifications. 3.4 Unexpected or unplanned contingencies that are encountered in overhauling manual

transmission system and associated components are addressed through applying workplace procedures, previous experience and manufacturers’ technical information.

3.5 Final performance test is conducted and results compared with manufacturers’

in line with manufacturers’ specifications and workplace procedures. 3.9 Camshaft and bearings are checked for run out, cam lobe height, oil clearance and thrust

clearance in line with manufacturers’ specifications and workplace procedures. Element 4: Recondition valves and valve seats Performance Criteria 4.1 Valves are refaced in line with manufacturers’ specifications and workplace procedures.

3. Assessment evidence may be collected from a real workplace, or simulated real

Element 2: Repair and replace faulty exhaust components Range Repair methods and sequence are to include isolation of fault(s), dismantling, inspection and evaluation, replacement of components, reassembly and completion of operational tests and documents. Components to be repaired or replaced include but are not limited to air cleaners, pre-cleaners, exhaust manifolds, turbo-chargers, blowers, inter and after coolers, coolant, Oil and air hoses.

1. Description of the qualification

1.1. Purpose

This Qualification has been developed to assist with the advancement of people

across automotive industry in which diesel earthmoving equipment operations

are carried out. The intention of this qualification is to assist:

• Those who have been in the workplace for a long time, by using the

recognition of prior learning process to assess and recognise

workplace skills acquired without the benefit of formal education and

training;

• New entrants, by describing the learning outcomes required to

participate effectively, e.g. in a structured workplace programme;

• Education and training providers, by providing guidance for the

development of appropriate learning programmes and assessment

documentation;

3. Assessment evidence may be collected from a real workplace or a simulated

real workplace or an appropriate simulated realistic environment in which automotive mechanics operations are carried out.

DRAFT UNIT STANDARDS AND QUALIFICATIONS OF DIESEL EARTHMOVING EQUIPMENT MECHANIC

The following are number of new unit standards and qualifications that have been developed:

• Diesel Earthmoving Equipment Mechanic Unit Standards Level 1 – 3

• Diesel Earthmoving Equipment Mechanic Qualifications Level 1 – 3

You are invited to make comments on the drafts to assist the relevant Technical Working Group convened by the Manufacturing Automotive Sales Arts and Crafts, Industry Skills Committee in the further refinement of the drafts.

Focus of Comments Required Focus Questions

• Is the Title of the unit standard indicating ability that people working in the Diesel Earthmoving Equipment Mechanic sector should have the opportunity to be recognised as having?

• Does the Title provide a good summary of the Elements of the unit standard?

• Does the content of the unit standard describe a level of ability that aligns with the relevant NQF Level Descriptor?

• Is the Credit value shown a fair reward to people attaining the credits for the unit standard?

• Are the definitions shown in the Special Notes accurate and sufficient?

• Are the Special Notes regarding assessment and training fair and reasonable? Will they create any problems for training or assessment?

• Is the type and amount of evidence stated in the Special Notes and/or Range Statements fair and manageable?

• Are there any Performance Criteria (evidence that someone has the ability) that are: o Stated incorrectly? o Not essential? o Essential but not stated?

• Is there any part of the unit standard that could be written more simply?

Level Descriptors

National Qualifications Framework

Level 1:

♦ Employs and recalls a narrow range of knowledge and cognitive skills. No generation of new ideas.

♦ Carry out processes that are limited in range, repetitive and familiar and employed within closely defined contexts.

♦ Applied in directed activity under close supervision with no responsibility for the work or learning of others.

Level 2:

♦ Employs basic operational knowledge using readily available information. Uses known solutions to familiar problems with little generation of new ideas.

♦ Carry out processes that are moderate in range, are established and familiar and offer a clear choice of routine responses

♦ Applied in directed activity under general supervision and quality control. Some responsibility for quantity and quality, with possible responsibility for guiding.

Level 3:

♦ Employing some relevant theoretical knowledge and interpretation of available information. Uses discretion and judgment over a range of known responses to familiar problems.

♦ Carry out processes that require a range of well-developed skills and offer a significant choice of procedures within a range of familiar contexts.

♦ Applied in directed activity with some autonomy. Under general supervision and quality checking, though with significant responsibility for the quantity and quality of output, with possible responsibility for the output of others.
