Water Supply SOG’s

• MOP 20.601 (Water Supply Procedures) covers general water supply operations in both hydrant and non-hydrant (rural) areas.

• MOP’s 20.620, 20.630, and 20.640 addresses standard operating guidelines for fire ground operations for single family dwellings, multi-family dwellings, and commercial structures.

• It is expected that these procedures will be followed in the establishment of a fire ground water supply unless there’s a good reason to modify or deviate. They aren’t simply optional.

• Many times when our established procedures are not followed, the water supply becomes overly complicated and ends up getting fouled up. This is especially true when the first due engine doesn’t lay in from a hydrant.

• It is very important for the 1st in engine be specific on the hydrant callout so that the 1st truck and the 2nd engine clearly know how the 1st engine came into the scene and whether a supply line was laid.

MAWW Tank OOS

• The MAWW Main St. water tank will go OOS o/a 16 Sep for maintenance for 45 to 60 days.

• The Blum Ct. tank (848,000 gallons) is expected to handle the downtown water supply demand while the Main St. tank is down.

• Hydrant pressures in downtown area of Bel Air can be expected to be lower than normal. Will most likely have to boost hydrant pressure.

• A major fire in town during this period may possibly require that one of the MAWW/Harford County Water Interconnector Valves (W. Broadway or W. MacPhail Rd) be opened to supplement the MAWW water supply.

BlitzFire Deployment Issues

• New 10 ft. short section of 3” hose now on the water thief for deployment of the BlitzFire portable monitor.

• Deploying the BlitzFire using the apartment lay (3” hose with the water thief) and the short section of 3” can then support the use of handlines off the water thief if required.

• Attaching the handlines to the water thief would eliminate the need for an additional apartment lay set-up to get handlines to the rear of a building where the preconnects would not reach.

• However, there are important operational limitations that must be considered with this type of hose deployment.

BlitzFire Deployment (cont’d)

• Handlines or appliances requiring substantially different operating pressures should not be used from the same appliance (gated wye, manifold, or waster thief) if possible. It is very inefficient to do so.

• There is a great disparity in the operating pressures for the 1-3/4” handlines and the BlitzFire master stream device (with a smoothbore nozzle) when operated off the water thief at the same time.

• Additionally, the combined flow for the handlines (150 GPM each) and the BlitzFire (max 500 GPM) in the 3” hose would be substantial resulting in significant friction loss requiring very high pump discharge pressures.

• Consequently, the BlitzFire and the handlines should not be operated at the same time off the water thief. The handlines should be operated only after the BlitzFire has been shut down.

• The pump operator must be notified when changing over from the BlitzFire to the handlines so that the pump discharge pressure can be raised accordingly.

Pump Discharge Pressures shown in the table above include hose friction losses using the standard friction loss coefficients (C) for the handline hose sizes as follows:

Modern fire hose has demonstrated up to 50 percent less friction loss than the values calculated using the standard friction loss coefficients noted above.

Tower Operations

• MOP 20.202 (Tower 331/332 Operations) is being updated to include the recent modifications to TW332 and additional information concerning the platform leveling of both Towers.

• Information will also be added to this MOP concerning the use of the outrigger pins and auxiliary ground pads on TW331. The following statement from the ALF/LTI Operator’s Manual will be added to the updated MOP:

CAUTION: All outrigger manual locking pins and auxiliary outrigger pads must be properly installed/used when the outriggers are deployed. Allow ¼” minimum clearance above the locking pin when inserted through holes in skirt. Continuous operation with weight on pins will elongate holes.

• The outrigger pins and auxiliary pads should always be used on TW331. This is a requirement, not an option.

Foam System Operations Review

• Putting a foam line in service is relatively simple and straight forward. Only have to open two valves and set the metering valve for the desired flow rate (GPM) in accordance with the Feecon Operating Instructions on the pump panel.

• Must make sure the Pump Cooler valve and the Tank Fill valve are completely closed to avoid getting foam into the tank and having a big clean-up afterwards. This is especially true when starting the flow with water only and then changing over to foam.

• Establishing the water supply into the pump for a foam operation can prove to be more of a challenge, especially for a longer term event or for higher flow requirements.

• The water supply requirements/limitations for the Feecon APH Around-the-Pump system are outlined in a Word document used for the driver training class that will be made available for all regular or probationary drivers.
