Established in 1967, the Japan Automobile Manufacturers Association, Inc. (JAMA) is a nonprofit industry association currently comprised of fourteen manufacturers of passenger cars, trucks, buses and motorcycles in Japan.

The globalization of auto manufacturing contributes significantly to local and national economies around the world. As directions in auto manufacturing increasingly influence the world we live in, JAMA takes its role and mission ever more seriously, acting not only to promote increased environmental protection and greater road safety but also to enhance the international business environment.

Objectives

To promote the sound development of the automobile industry and contribute to social and economic welfare.

Activities

• Conductsstudiesandsurveysrelatedtoautomobileproduction, distribution, trade and use.

• Assistsintherationalizationofautomobileproduction,andhelps establish policy for the development, improvement and promotion of production technology.

• Establishesandpromotespoliciesrelatedtoautomobiletradeand international exchange.

Japanese automotive manufacturers attained a total production

of 3.7 million units, sales of 2.7 million units and exports of 1.34

million units of passenger cars, trucks and buses in 2014. In view of

this favorable trend, JAMA member companies have been making

activeinvestmentsinASEAN,bringingthecombinednumberof

factories and facilities to 93. The number of direct employees also

increased 12% over last year, reaching approximately 177,000.

In order to attain sustainable growth in the automotive industry, as

wellasotherindustriesintheregion,anASEAN-centeredeconomic

integrationagreement,theRegionalComprehensiveEconomic

Partnership(RCEP),wasproposed,withofficialnegotiationsstarted

since2012.TherealizationofRCEPwillleveragethestrengthof

a population of 3.4 billion, accounting for approximately half of

the world’s population, with a total GDP reaching approximately

one third of the global total, or 20 trillion dollars. The creation of

such an immense economic bloc is expected to bring significant

benefits. In order to achieve desired higher level of liberalization,

thefacilitationoffurthereconomicgrowthwithinASEANwillplay

animportantroleinRCEP,anditwillbenecessarytoensurethe

firmestablishmentoftheASEANEconomicCommunity(AEC)atthe

end of 2015.

ASEAN-JAPAN Hand in Hand Towards The ASEAN Economic Community (AEC)

TowardsthegoalofestablishingtheAEC,ASEANhasachieved

morethan80%ofitsAEC2015Blueprintmeasures,suchas(1)

a single market and production base, (2) strongly competitive

regional development, (3) equitable economic development, and

(4)integrationintotheglobaleconomy.However,theelimination

ofNon-TariffBarriers(NTBs)tradefacilitation,simplificationofrules

oforigin,evaluationofstandardsvis-à-vistechnicalregulations,

and conformity assessment procedures remained important issues.

Negotiations on these issues are underway among members. For

theautomotiveindustryinparticular,itishopedthattheself-

certification of origins currently being considered will be endorsed,

promoting trade facilitation.

Onthetechnicalfront,JAMAhopesthattheASEANMutual

Recognition Arrangement (MRA) for automotive technical

regulations will be practiced within an international framework

that will lead to the adoption of International Whole Vehicle Type

Approval(IWVTA),expectedtobeintroducedin2016,acrossASEAN.

ASESANhasembarkedonaprocesstodevelopthepost-2015

vision – a new road map for the next decade and beyond. Deeply

grounded in a history of cooperation with local partners spanning

half a century, Japanese automakers hope to further strengthen

relationships of positive interdependence in order to drive growth

handinhandforever-greatermutualdevelopmentofregional

automotive industries in the Next Decade.

JAMA Technical Experts Working Together with ASEAN Partners Towards More Comprehensive Certification Systems and Safety / Environmental Regulations

Harmonization of Technical Regulations and Mutual Recognition of Approval (MRA)

To further promote auto industry development, JAMA advocates the harmonization of technical regulations and Mutual Recognition of Approval(MRA)basedontheUnitedNationsWP29(WorldForumforHarmonizationofVehicleRegulations)1958Agreement,theonlyinternationalagreementprovidingalegalbasisforautopartsandsystems.UnderMRA,contractingpartiesagreetomutuallyrecognizeeachother’sapprovalswithouttheneedforre-certification.

JAMA has been putting in great effort to promote the 1958 Agreement in concert with the Japanese Government in thepastdecadethroughgatheringsincludingAAF/TC3-JAMA1,AsianRACE,JASICAsiaGovernmentandIndustry2, ACCSQ-APWG3, and others. In 2006, Thailand and Malaysia successfully acceded to the 1958 Agreement, and other ASEANcountrieshavestartedtoformnationalcommitteesto work towards accession.

In anticipation of the worldwide trend heralded by the 1958 Agreement’s extension of MRA from auto parts/systems to whole vehicles, in collaboration with the Japanese Government, JAMA has been promoting the concept of International Whole Vehicle Type Approval (IWVTA) during WP29 discussions. JAMA experts provided discussionupdatesforASEANindustrymembersduringthe21stAAF/TC3-JAMAMeetingheldinSapporoin

September2014;updatesincludeddeliberationonrevisingthe1958agreementinordertofacilitaterecognitionofcertificatesconstitutedby older versions of technical regulations, review of voting systems, and plans for submitting the IWVTA proposal to WP29 in November 2013, with expected IWVTA completion in March 2016.

GiventhattheASEANMRAtechnicalregulationsforauto-partsandsystems(tobeestablishedin2015)arenearlysubstantialenoughtofacilitateanMRAforentirevehicles(similartotheIWVTA),JAMAexpertsareencouragingASEANmemberstoconsiderparticipationinIWVTA Informal Group discussions and to work in parallel towards a MRA for whole vehicles. This recommendation was endorsed during the 21stAAF/TC3-JAMAMeetingheldinSapporoinSeptember2014,inwhichitwasdecidedtorecommendthateachASEANcountryalignitsVehicle Type Approval system with 1958 Agreement Type Approval and to gradually align with IWVTA in future.

Safety and Environmental Regulations

The development of harmonized certification systems in turn requires the harmonization of vehicle safety and environmental regulations.

AlthoughASEANgovernmentsaimtoadopttheUNRegulationsannexedtothe1958Agreementasabasisforharmonizingsafetyregulations,someregulationsmaybeunsuitablefortheASEANclimateandthusrequirereview.InviewofassistingcountriesintheiradoptionofUNRegulations,JAMAexpertshaveworkedtoprovideinformationtoindustryassociationsandauthoritiesthroughthepresentationofupdatedstudiesonUNRegulationssuitableforadoptionwithinASEAN.

Basedonsuchstudies,theAAF/TC3haspresentedanupdatedroadmapfortheadoptionofUNRegulationstothe12thACCSQ-APWGheldinManilain2010.Inadditiontothis,duringtheJuly2011AAF/TC3-JAMASpecialMeeting,JAMAexpertsprovidedASEANautomobileindustrymemberswithgeneralrecommendationsregardingtheASEANMRADraftandspecificrecommendationsonversionsofUNRegulationstobeadoptedundertheASEANMRADraft.Furthermore,intheFebruary2013LuangprabangMeeting,withthehelpofJAMAexperts,AAF/TC3membersconsolidatedanindustryperspectiveonanidealASEANMRAforsubmissiontotheACCSQ-APWGandrespectiveauthorities for consideration.

Environment (Exhaust Emissions and Fuel Properties)

TopromoteairqualityimprovementinASEANcountries,JAMAfuelexpertshavedraftedspecificationsforEuro4fuelsalongwithbiofuelspecifications for both ethanol and FAME4thattakeintoconsiderationSoutheastAsianclimatesandvehicleusage.InMarch2010,thesespecificationswerediscussedandendorsedbyAAF/TC3membersintheformoftheAAF/TC3FuelSpecs.However,duetorisingneedsforbiofuelblendingandever-morestringentemissionregulations,revisedfuelsspecificationsforEuro4andEuro5fuelsincorporatingbiodiesel of up to B5 (blending 95% diesel with 5% FAME) and bioethanol of up to E10 (blending 90% gasoline with 10% ethanol) were proposedbyJAMAexpertsinthe19thAAF/TC3-JAMAMeetingandsubsequentlyendorsedbyAAF/TC3membersatthe20thAAF/TC3-JAMAMeeting.Duringthe21stAAF/TC3-JAMAMeetingheldinSapporo,AAF/TC3membersagreedtocontinuetorecommendtheendorsedspecificationstoconcernedauthoritiesinASEANcountries.

Althoughsomefuel-relatedissuesremain,inthe22ndAAF/TC3-JAMAMeeting,AAF/TC3membersagreedtocontinuetheirsupporttowardstheimplementationofEuro4/5emissionregulationsaslongaseachASEANMemberStateprovidestheir(1)correspondingfuelsareprovided,(2)clearandconsistenttargetimplementationtime-lineforeachvehiclecategories,and(3)sufficientleadtimetotheindustry.

Promoting Regional Integration

ASEANintegrationisexpectedtofurthergenerateeconomiesofscaleintheregionandcontributetothefuturedevelopmentoftheASEANautomotiveindustry.Tofacilitatethis,strengthenedcompetitivenesswillbecomeincreasinglyimportant.

ASEANcontinuestoexecuteitsASEANEconomicCommunityBlueprintinserviceofthegoalofestablishingtheAECby2015.TheBlueprint aims to create: (1) a single market and production base, (2) strongly competitive regional development, (3) equitable economic development, and (4) enhanced integration with the global economy. These efforts are making steady progress through actionssuchastheenactmentofATIGA(theASEANTradeinGoodsAgreement).

With the overall goal of strengthening the competitivenessoftheASEANautomotiveindustry,JAMAhasbeenparticipatingintheAEM-METI1 EconomicandIndustrialCooperationCommitteeWorkingGroupontheAutomobileIndustry(AMEICC-WGAI) meetings, starting from the group’s inception in 1998. With aims of bolstering regional integration, enhancing supporting industries, and ultimately strengtheningthecompetitivenessoftheASEANautomotiveindustry,thisAMEICC-WGhasbeenimplementing programs such as the Experts Dispatch Program which sends Japanese experts to assist local auto parts suppliers in developing manufacturing technology, improving production and quality control, and bolstering human resource development.

Atthe15thAMEICC-WGAIheldinAugust2014,opinionsandinformationwereexchangedconcerningthelateststatusandfutureissueswithrespecttotheimplementationofSelf-CertificationofOriginbyauthorizedexporters,establishmentofsuitablepoliciesandprocedures,theformulationofbasicviewsontheRCEP(RegionalComprehensiveEconomicPartnership),regionalmarketintegration,andcooperationregardingroadsafetypolicywithintheASEANregion.

JAMAconsiderstheretobefourissuesofprimeimportancewithrespecttostrengtheningthecompetitivenessoftheASEANautomotive industry and facilitation of regional integration. These issues include:

• Furtherpromotionoftradefacilitation(establishmentofflexibleanduser-friendlyRulesofOriginandcertificationsystems,further-simplifiedcustomsprocedures),

• HarmonizationoftechnicalregulationsandpromotionofMutualRecognitionofApproval,

• Improvementsinfuelpropertiesandharmonizationoffuelspecifications,and

• Strengtheningofsupportingindustries,humanresourcesandotherrelatedmatters.

JAMAisdedicatedtotakingproactivemeasurestoenhancetheinternationalcompetitivenessoftheASEANautomotiveindustryandpromoteregionalintegration,includingactivitiessuchasparticipationinAMEICC-WGAI.

Promoting Trade and Investment Liberalization

JAMAbelievesthatfurthertradeandinvestmentliberalizationwillenhancethecompetitivenessoftheASEANautomotiveindustry,andhasthereforeadvocatedfortheestablishmentofeconomicpartnershipagreements(EPAs)betweenASEANandJapan.JAMAhas promoted the undertaking of cooperative projects under EPAs, further enhancing competitiveness.

AsforRCEP,currentlyinthemidstofnegotiationsexpectedtocompletebytheendof2015,itisanticipatedthatthisagreementwillgreatlycontributetothefurtherdevelopmentofworldeconomies,includingthoseofASEANmemberstates.

This framework is expected to generate more diversified markets for consumers in the region.

JAMAwelcomesRCEP’sdedicationtoachievinghigherlevelsofliberalizationandishopefulthatsomeflexibilityinthisregardmightalsobeconsideredbasedontheuniqueconditionsfoundwithinindividualcountries’automotivemarkets.DuringtheJAMA-AAF(ASEANAutomotiveFederation)’sInformationExchangeMeeting,JAMAexchangedviewsonRCEPwitheachautomotiveassociationand subsequent rounds of meeting are expected to take place in future.

Infuture,JAMAwillcontinuetocontributetoenhancedASEAN-centeredtradecompetitivenessandinvestmentliberalization across Asia.

Societaldemandsonautomobileperformanceregardingglobalwarming and air pollution issues as well as safety enhancements for passengers and pedestrians on a global scale have been increasing at a fast pace. In order to best respond to these demands, continued harmonization of vehicle and parts regulations that differ between countries as well as promotion of mutual worldwide recognition of motor vehicles and parts are becoming more and more important. In1958,anagreementontheworld-wideharmonizationoftechnicalregulations for automobiles and mutual recognition of approval of vehicle structures and equipment relating to safety and the environmentwasadoptedbytheUnitedNations(knownasthe“1958Agreement”). At present, 50 countries and one region have acceded totheAgreement,with135UNregulationsalreadydevelopedunderits auspices. In addition, further efforts towards global harmonization and mutual recognition are currently being undertaken within the WorldForumforHarmonizationofVehicleRegulations(UN/WP29).As part of its plans for achieving economic integration by 2015, ASEANiscurrentlyworkingtowardestablishingtheASEANMutualRecognition Arrangement (MRA) to promote harmonization and mutual recognition of motor vehicle technical regulations within the ASEANregion.ThisarrangementwillinitiallytargetmutualASEANrecognitionof19UNregulationssetforthinthe1958Agreement.

ThefollowingkeybenefitsoftheASEANMRAareexpectedtocontributetothestrengtheningofASEANautomotiveindustrycompetitiveness :

•Promotingsafer,moreenvironmentallyfriendlyvehiclesandparts.

•Simplifyingcertificationprocedures.

•Strengtheningautomotiveindustrycompetitivenessthroughthe use of mutually complementary parts and components.

•PromotionofASEANexportsbeyondtheASEANregion.

•Speediersourcingofsubstitutepartsandcomponentsduring natural disasters.

As part of its intensifying efforts toward global harmonization and mutual recognition, the Japanese government submitted a proposal foran“InternationalWholeVehicleTypeApproval(IWVTA)”systemattheUN/WP29March2010meeting,whereitwasagreedtobymember countries. Implementation of the proposal (targeted for 2016) is currently under discussion.

IWVTA, originally based on the 1958 Agreement, advances mutual recognition from the equipment and parts level to approval of the “wholevehicle”.AsIWVTArelatedeffortscontinuetopromotethe facilitation of vehicle imports/exports, we look forward to the utilizationofthisframeworkbyASEANmembers.

Promotion of harmonization and mutual recognition will help bring safer, more environmentally friendly vehicles to market and will strengtheninternationalcompetitivenessinASEANcountrieswherethe growth of motorization is substantial. In view of this, JAMA seeks toactivelycooperateineffortstoestablishtheASEANMRA.

Promoting the ASEAN MRA and International Whole Vehicle Type Approval New/Additional InvestmentAutomaker Year Country

Daihatsu 2013 Indonesia Inauguration Ceremony for New Auto PlantPT Astra Daihatsu Motor (ADM) held an inauguration ceremony for its Karawang Assembly Plant in April 2013. This plantwasconstructedundertheconceptof“JustFitforIndonesia”,aimingtoprovidehigh-qualityproducts.

2014 Malaysia New Auto Plant Inordertostrengthenitsmanufacturingbase,Perodua,aDaihatsujoint-venturecompany,builtanewplantinSelangorwithaninvestmentof790millionMalaysianRinggit.Thenewplantoperatesunderanewlyestablishedcompany boasting an annual production capacity of 100,000 units.

2014 Malaysia New Engine PlantPromoting further localization of component parts, Perodua and Daihatsu built a new engine manufacturing plant in NegeriSembilan,investing15billionJapaneseYen.Thenewengineplantexpectstobeoperationalin2016andwillhave an annual production capacity of 140,000 units.

2015 Indonesia Strengthen Engine Manufacturing Capability InSummer2015,DaihatsuextendeditsADMpassengercarengineproductionline.Thenewlinehasanannualproduction capacity of 200,000 engines, and engine production will be shifted in stages from the existing line to the new in order to increase cost competitiveness and improve quality.

Thailand New Auto PlantInJul2013,HondaAutomobile(Thailand)Co.,Ltdlaidthefirststoneforitsnew assembly plant in Prachinburi, representing an investment of 17.15 billion bahtandreinforcingHonda’scommitmenttogrowingitsbusinessinsupportofanever-moreprosperousThaisociety.Thenewassemblyplantwillhaveanannual automobile production capacity of 120,000 units and is expected to start operationsin2015fromCKDparts,employing2,500associates.
