After biometrics the applicant will be called, on his/her turn, to Theoretical Test Room (Room No. 5) for theory test which will be conducted on computer touch screen and will consist of two parts. The applicant will be required to give 9 correct answers out of 10 questions in Traffic Signs Test and 7 correct answers out of 10 questions in Traffic Rules Test. On completion of the learner period of 42 days, in case of fresh applicant, the applicant shall appear for practical driving test-I. In conversion cases, this gap of 42 days is not required. During practical driving test-I the applicant shall be examined regarding Vehicle Inspection, Cockpit Drill (seat and mirror adjustment etc.), starting of the vehicle, vehicle un- parking, road sense, vehicular control and shape tests. His/her reversing and turning will also be judged. The applicant, having passed practical driving test-I, can appear for practical driving test-II which is Road Driving Test. In this test skills of the applicant regarding vehicular control, vehicular movement, lane discipline, overtaking, use of indicator, analyzing danger, observing traffic signs and his/her judgment about the right of way will be analyzed. His/her reaction at junctions, judgment about emergency, attitude towards other road users and sense of safe distance from other vehicles will also be assessed by the examiner. For the practical tests, the applicant may use his/her own vehicle as per his/her application category. If the applicant fails in either theoretical or practical driving tests, he/she may reappear after 14 days. In case an applicant cannot pass a test in three attempts, he/she will have to apply afresh and will have to complete the whole process again. All diplomats, with overseas licenses, are exempted from theoretical and practical tests. The foreigners and Pakistanis with licenses from fifty three recommended countries are also exempted from these tests. The foreigners are also required to provide a letter from their host institutions. Licenses are also being issued by the DLA in M.cycle, M.car and Jeep, LTV and Handicapped categories. Licenses in categories of HTV, PSV, Agriculture & Construction Machinery as well as International Driving Permits will start being issued in near future. All data of the DLA is being saved in the Main Data Base Server. For transparent and smooth working, all activities of DLA are being monitored through CCTV cameras. Road test is also monitored by video recording through Vehicle Mounted Camera. Complaint and suggestion box is also placed in DLA waiting hall for proposals to improve its working. For preparation of theoretical tests the booklet is given to the applicants for preparation and the same is also available on the website of NH & MP i.e. www.nhmp.gov.pk. Guide of practical driving tests-I & II is also available and is given to the candidates for preparation regarding practical tests. HOW TO GET A DRIVER'S LICENCE ?

For having licence from DLA, the applicant must, first of all, submit a challan form of worth Rs. 300 for the learners permit and worth Rs. 600 for all the other categories. The fee may be submitted in either of the National Bank of Pakistan branches located in Allama Iqbal Open University Sector H-8/2 Islamabad and Industrial Area, Sector H-9, Islamabad.

The applicant should also bring his/her original CNIC along with its copy and blood group report from any authentic laboratory. In conversion cases, valid original driving license has also to be submitted.

The applicant will show his/her documents at the outer reception of the DLA. The staff present there will check his/her documents and refer him/her to the inner reception.

The applicant will report to the staff at the inner reception and get Q-Matic token, and will wait in the waiting hall for his/her turn.

On his/her turn the applicant will be called through announcement and he/she will report to CNIC Verification room (Room No.1) and the officer on duty shall verify his/her CNIC from NADRA through XML service.

DRIVERS LICENCING AUTHORITY

INTRODUCTION

In the Year 1997, a Modern, Efficient and Professional Police Force was raised to manage traffic on the newly built Motorway between Islamabad and Lahore (M-2). The core values of Courtesy, Honesty and Public Service of NH&MP represented a fundamental transformation of the prevailing policing paradigm in Pakistan. This was a pleasant change which earned instant appreciation and respect of the people.

Analysis of the road accidents in Pakistan reveals that most of the accidents occurred due to serious mistakes, criminal negligence and inability of the drivers to drive safely. These accidents reflect lack of knowledge and traffic sense on part of the drivers involved, pointing to the faulty and substandard system of issuance of drivers licences based on corruption and connection. Mostly the licences are issued without proper theoretical and practical driving tests. Some of the licencing authorities even issue the licence without the presence of the applicants. In all countries the system of issuance of driving licence is based on the concept of Road Safety, which was missing in the existing system. The present system of issuance of driving licence lacks the element of transparency and is extremely faulty due to which driving licences are issued to non-deserving applicants which ultimately becomes a licence to kill and resultantly about 13,000 innocent persons lose their lives every year. Furthermore, in our country the public often expresses its mistrust and dissatisfaction with the cumbersome process of drivers licence issuance.

Moreover, the National Highway Safety Ordinance 2000 stipulated, vide its section No. 90(q), for the establishment by NH&MP of a competent Drivers Licencing Authority and drive testing facility. Having established its credibility with an unblemished record of integrity and professionalism, there had been an earnest and longstanding public demand that NH&MP should start issuing Driving Licences.

The Inspector General of National Highways & Motorway Police, Mr. Zulfiqar Ahmed Cheema, therefore, took this landmark initiative of establishing a credible Drivers Licencing Authority (DLA) to bring competent and disciplined drivers on the roads. After t h o r o u g h r e s e a r c h a n d consultations with numerous experts, the Drivers Licencing A u t h o r i t y ( D L A ) w a s established by the NH&MP and was inaugurated by Minister of State for Communications, Mr. Abdul Hakeem Baloch on 25-06-2014 in Islamabad. It is located in Street No. 5, Sector H-8/2. The DLA of NH&MP would be extended to the provincial capitals in the next phase and thereafter to the rest of the country. Convenience, Efficiency, Merit and Transparency are the hallmarks of the newly established DLA.

After CNIC Verification the applicant will proceed to Medical Examination Room (Room No.2). The applicant will be checked regarding his/her eyesight (6/6 with glasses), deafness, blood pressure or any other deleterious disease and whether he/she is fit to drive safely. If the applicant is applying for the special person's category, he/she should also bring NADRA CNIC to that effect.

After medical clearance the applicant will proceed to Data Entry room (Room No.3). The applicant will provide details of his/her personal information. He/she will be required to give information regarding his/her p e r m a n e n t a n d p r e s e n t addresses, mobile phone number, email address, blood group, passport number (If available), and old license details (If required). The applicant will also submit original challan form, copy of CNIC or NICOP or Pakistan origin card, blood group report and all other relevant documents.

After data entry the applicant will proceed to Biometrics room (Room No.4). Here the applicant will be required to give his/her E- thumb impression on E- Thumb Detector. He/she will also give E-signature on E-Signature Pad. Photograph of the applicant will be taken through digital camera. All of this information will be stored in Central Data Base of the DLA.
