The Raymond Davis affair truly captures the current situation, predicament, of Pakistan like no other has done in therecent past. A perplexing incident that leaves more questions unanswered than it reveals. The shadowy operationsthat the Pakistani intelligence agencies undertake with their counterparts from the United States of America. The loss
of Pakistani lives in circumstances that were as mysterious as they are avoidable. Then the whole drama about the legal
status of Raymond Davis, diplomatic or otherwise. Passions heightened by the selectivity of media leaks that ranged fromthe conspiratorial to the bizarre. Vast public participation in the case as a daily dose of legalese, international relations andnational security affairs. A last minute change of legal representatives for the victim families. And the closing chapter inwhich the acquittal happened by recourse to Sharia law that has the country in a bind in any case. All of this nally endedwith the ight out of Pakistan for Raymond Davis and family members of those that died from his gunre.
All of this happened in the bright glare of media attention, but for the nal closing chapter that was cloaked in a dramaticdenouement that would have put even the most addicted conspiracy theorists to shame. There was a hype about the casethat had the entire country riveted, even shutting out those that spoke for a different approach to relations with the greatest
benefactor of Pakistan, the United States of America. The shrillness of the campaign to punish Raymond Davis was led byintelligence briengs and leaks to the media that bordered on being completely off the wall. Why a CIA contractor wouldwant to take photographs of Pakistan army bunkers on the Indian border when better resolution images are available onUS military satellites! This was amongst the more bizarre leaks that the Pakistani agencies indulged in. All the while raisinghopes amongst the Pakistani public that their country was not going to succumb to the sustained pressure of the US to releasea CIA contractor caught for murder. But all the while various organisations, institutions and families in Pakistan were quietlycutting a deal with powers in Washington.
Amongst the more fantastic allegations ying around web world is the one about the Director General of the ISI getting yetanother extension on account of this deal. He was clearly in the picture as negotiations began to unravel a seriously vexing
issue. As were the two main political parties in Pakistan, who joined hands with the army leadership in nding a way out ofthis maze. The judiciary were in the loop, of course. And a lawyer to do the nal bidding with the families. None of this wasin the know of the people of Pakistan, who had been fed on strange stories about Pakistani bunkers being compromised et al.Since Sharia law was used to arrive at a settlement even the highly vocal mullahs cant say much about it. There were dealswith various players, but for the people of Pakistan and that is the reality of that country today.

SHATHE SHATHYAM SAMACHARET: TIT FOR TAT!
Is the Islamic Republic of Pakistan really a pak (pious) Stateas it was visualised by its progenitor Mohammad Ali Jinnah? It was crafted out of India with a vision of establishing a much
better nation-State, a haven for t he Muslims of the sub-continent,but what the world is witnessing today is a mockery of all that isIslamic, humane and inclusive.
What progress has Pakistan made in the last 64 years of itsexistence? Not much. In fact it stands (singularly alone amongthe comity of nations) on the brink of becoming a failed State.Ominous clouds look down upon Pakistan menacingly and it
has reached that stage of dark existence where everybody is looking for some silver lining. All in vain. Right from its inception till date the scenario has been worsening by the dayfor one reason or the other. It has now reached a stage where there is little hope of anytransformation or recovery at all.
There is no signicant development in any sector in the last six decades whether it iseducation or health, industry or business. There have been no new measures taken by any ofthe past or present governments for the welfare and well-being of the people in any manner.
The education and the health sectors are so weak and dogma ridden that they have beenhijacked by the fundamentalists to create a new breed of Muslims who are bloodthirsty andbereft of the milk of human kindness that the Prophet (Peace be upon him) sought to create byhis teachings.
As a consequence the only industry that has ourished in the past decades is that ofterrorism which is thriving in Pakistan. All the previous governments and the present onehave contributed by acts of commission and omission to the promotion of the businessof terrorism which has now attained global proportions. It has become a multinationalcorporation in every sense of the term. All the politicians, defence personnel, bureaucratsand diplomats have become purveyors of the cult of terrorism as is seen in the mannerin which they singly and collectively spring to the defence of the terrorist and try to
justify the existence of this cult and his/her acts with such coinage as Islamophobia andMuslim-baiters.
Today, Pakistan and terrorism have become synonymous and innocent Muslims all overthe world suffer the consequences of an image that has been superimposed on Islam forgeopolitical, not spiritual, purposes. This state of affairs is a matter of great concern for thewhole world as it is affecting everyone. The masterminds propagating the cult of violenceand terrorism spend time and big money researching and developing the most potentdevices and products like jihad, human bombs and terrorism which are being shipped toall parts of the world. And India being the neighbour and a peace loving country is affectedthe most. We have seen the conspiracies being hatched and implemented by Pakistan onmany occasions and we are really disturbed because of this. Thousands of Indians havebeen sacriced in the macabre mechanisations and ill-advised conceit relentlessly pursuedby Pakistan.
How long can India keep suffering and forgiving? How long can India wait for Pakistanto realise the futility of its self-destructive ambition? The time has come for India to act.And act decisively. What are we waiting for? The most opportune time? Are we scared ofthe international community or we are scared that if we take strong steps against Pakistanthen the Arab world is going to stop all oil supplies to India? Lets take a rm decision nowotherwise these attacks on India will never stop.
We are witnessing what is going on in the Arab world. They themselves are in bad shapeand we should not be scared of imagined consequences. India must not delay nding apermanent solution to the Pakistani menace. Whatever the cost. Lets not waste our energy, time and money on Pakistani nationals like Kasab or Pakistan-indoctrinated and motivatedanti-nationals like Afzal Guru and make them pay for their crimes against our motherland.
Lets pray for the well-being of the State of Pakistan and its people but be prepared toannihilate its non-State actors and other perpetrators of crimes against India and peaceloving Indians.
Jai Hind!

Islamic nukes: global implications
Kargil has shown that there is space beneath thenuclear overhang for a limited war. But that episode alsounderscored that such a limited war places unacceptablerestrictions on manoeuvre as a means to bring about a swiftand successful culmination of a military campaign. Thisleaves India at a disadvantage in the face of both Pakistanand Chinas attempts at salami slicing and nibbling ofterritory all along the Himalayas. It is also necessary to beabundantly clear that there have been freelance contactsbetween Pakistans nuclear scientists and military personnelwith the masterminds of terrorism to coordinate and strategise
their respective roles and, like Kargil illustrated, there isno sanctity of any written agreement and one will have toplay it by ear if and when the crunch comes.

Today, more than ever, Pakistans geographical position isbringing in geopolitical dividends far beyond what it receivedin the Cold War years. The amazing aspect is not that thebillions of dollars shovelled by the US into Pakistani coffershave grown exponentially but that it is happening in theteeth of unparalled Islamic fundamentalism baring its fangsboth inside Pakistan and in neighbouring Afghanistan. TheUS-sponsored Global War On Terror appears to be in reversegear, adding to the general perception that the US is a nationin decline.

The civilian government has not been able to improve respect for human rights in Pakistan.Mullahs are setting the goal of orthodox Islamic rule as evident in kill ing of Punjabs GovernorSalmaanTaseer and Shabaz Bhatti, Islamabads minister for minority affairs for their criticismof controversial Blasphemy Law and support to a more liberal and tolerant society. Though thevictims were members of the ruling Pakistan Peoples Party, government has been impotentagainst those preaching religious intolerance. Much as the rest of the world has a distinctly negative impression of the
Pakistan army, the people (both politicians and others) have a love-hate
relationship with their hatchet-arm. It is not for nothing that the Pakistan army
Inter-Services Intelligence is the nucleus of Pakistans jihadist tendencies.
Every civilian politician from Qaid-e-Azam Mohammad Ali Jinnah down to
current Head of State Asif Ali Zardari have depended on it at crucial moments
of Pakistans turbulent history. The iconic Benazir Bhutto found great comfort
in the troika arrangement in which the army played the puppet master from
behind the scene. The Zardari - Gilani combine dare not repeal the Blasphemy
Law till the army nods approval. Zardaris early comments on Kashmir have
met with stony silence in General HQ and every attempt to whitewash the
terror-stained image of Pakistan has been stonewalled by the army be it Indias
Mumbai carnage or Americas Times Square zzler.

Pakistan 2020: possible scenarios
tuMultuOus JOurneyPaka
There has long been a perception in some quarters in Indiaas well as among Pakistans friends that if India panders toPakistans demands, especially concessions in Kashmir, therewill be peace and tranquillity between the two countries. That this perception militates against the experience ofEurope and its accommodation of Hitlers lebensraumconcept has been lost on the protagonists of this perniciousidea. Peace and tranquillity depends on a radical change ofheart in the Pakistani military establishment, which, as longas it has jihadist elements holding the levers of power - theso-called moderate in the military as Musharraf portrayed
himself is an oxymoron (Kargil happened because of him) -Indians should not allow themselves to be deluded by suchstrategic thinkers.

While this is not an argument against engagement of Pakistan, there is a need to highlight that
this will have limited impact on the overall effort to positively restructure Pakistans trajectory

The Pakistan nation is in a state of stasis, petried by the Islamicfundamentalist Frankenstein it has handfed and burnished sinceZia-ul Haq inducted a Saudi Arabian midwife to raise a newCaliphate. To expect the Pakistan army to rectify itself is likeasking the Devil to read the scriptures. It has, in fact, shown all thesigns of being the eunuch-bodyguard of the seraglio consistingof the Al Qaeda, the Taliban and its several splinter groups andthe United Jihad Council onetime frontline ghters againstthe Soviet army in Afghanistan. The US will do itself and theworld a favour if it, even at this late stage of the Af-Pak farce, shuts off all military aid to the Pakistan army.

China has created in Pakistan a proxy that has reached a stateof hallucination by the frequent infusion of opiates likenuclear weapons and missiles. It is not just a danger to thenation-States around it, more particularly India, but is fastreaching the stage of critical implosion brought about by the
combustible mix of jihad and nuclear weapons. Chinese policyin Pakistan is turning out to be as dangerous as the American useof Islamist fundamentalists against the Soviet occupying forcesin Afghanistan in the 80s.

It is often easily forgotten that the radicalisation ofPakistan began with the Pakistan army. That was thecradle in which military dictator Zia-ul Haq incubated theSaudi Arabian version of Wahabism. Three decades is ageneration in any heirarchical establishment so it shouldbe expected that the current GHQ is made up completely ofdyed-in-the-wool jihadis. If India is to remain credible withits minimum deterrence it must be able to hit several Chinese

Very much in the manner in which the US has helped create andsustain a jihadi terrorist network centred in Pakistan and is sufferingthe consequences by such acts as the 9/11 attack on its economicand military hubs another, more dangerous, phenomenon is in themaking. The willful and mindboggling denial of Chinas role inglobal proliferation of nuclear weapons and the means of delivery ofnuclear warheads in Asia and the Pacic has already burgeoned intoNorth Koreas overt threats to use nuclear weapons if the US assertedits authority in its adjoining seas. China has revised its nucleardoctrine to make it clear that if what it perceives as its nationalinterests are threatened it will not hesitate to use nuclear weapons(in the context of Jammu and Kashmir and Arunachal Pradesh). This
read with the stasis recently demonstrated by Pakistans civil societyin the face of jihadi terrorism over the Blasphemy laws ought to drivesome sense into American heads. They will not need to send to askfor whom the bell tolls. It tolls for them.

R A M R A H I M P A R E S H A N !Among the questions that prick peoples minds thesedays on the sub-continent is whether trying to forge aconsensus among the nations of the inadequately described
South Asia be an exercise in putting Humpty-Dumptytogether again. All of Indias neighbours profess a fear of beingovershadowed by India in a Europe-like conglomeration. IfFrance and Germany can now hit it off together (like a houseon re!) cannot India, Pakistan and Bangladesh take somesteps towards greater trade and commerce if not the dreadedconfederation that was once mentioned and shot down?

South Asia is akin to a horse. Indiathinks it is on the saddle. Chinacontrols the reins. Pakistan uses
the whip. Bangladesh clings to thesaddle. America is a self imposedgroom and a confused punter.

Aggregate South Asian economic development is the need of the decade. Afull stomach is the key to reducing tensions. Motivating the polity to thinkdifferently is the need of today. unending quest for parityIt is a fact of history and relations between nations thatthere is always an element of rivalry or competition in themanagement of their interaction. It is out of the necessity of
evolving such relationships that great minds like Chanakyaand Clausewitz and Bismarck and even the much-reviledHitler developed strategies to deal with issues of war andof peace. Pakistan, having been part of India for centuries, has not had time to bring forth an eminence grise who couldchart a future for the nation-State within the context of goodneighbourliness. Jinnahs legacy of the two-nation theorycarried within itself the seeds of rivalry and divisiveness thatwere like poison in potency. Pakistan may well succumb tothe gall of disappointments vis-a-vis India that it has had toexperience in its short history of existence.

stradd l ing the crossroadsPakistan has taken full advantage of straddling the conuenceof lines of communication and egress on the roof of theworld. It was not for nothing that the Great Game betweenTsarist Empire and the British Raj of control and dominationwas played out through its territory long before Pakistanitself became a reality. How much it can become a benigninuence and contribute towards the goal of a multipolarworld is, as yet, a work in progress. The potential is therebut the circumstances of its birth, its descent into Islamicfundamentalist depths and its congenital enmity with Indiamay yet circumscribe its role.

Indias concern in the strategic factors of the region is natural. Pakistan is a continuation oflarge Indian mass and was separated artificially through an imaginary line. India remainsdeeply interested in the developments taking place in Afghanistan and Central Asian Republicsbecause of deep cultural, psychological, emotional, economic and political relationship. Wecannot forget the historical fact that the Muslim and Mughal invaders came through theKhyber Pass. Even earlier than that from 1,500 BC the country was invaded by Aryans, Greeksand Persians. Arabs arrived in the AD 700, bringing the Muslim religion with them. All thesehistorical developments took place through the territories which now comprise Pakistan. We,therefore, share the strategic concerns with Pakistan in this region and because of this reasonalone a strategic partnership between India and Pakistan is called for

The endgame in Afghanistan remains obscure given that theUS-led global war on terror has not achieved its objectives eitherinside Afghanistan or against the jihadi diaspora. One thing is clear, the mid 2011 deadline for withdrawal is impracticable and couldeasily lend itself to the interpretation that it is a defeat of the US. Bytrying to invest greater trust on Pakistan as the arbiter in Afghanistan, the US may extricate itself locally but there is no guarantee that theglobalised jihadi would declare a ceasere and come to terms withAmerican hegemony.

Moscows engagement with Islamabad can best be describedas realpolitik in the face of the threat of Chechen and Islamicfundamentalists to the Russian heartland as well as theCentral Asian region. It grows out of a realisation that bothglobal terrorism as well as nuclear proliferation have theirepicentre in Pakistan and Moscow cannot but be chary ofChechens getting their hands on Pakistani nuclear knowhowand materials. Also, there can be no gainsaying the fact thatPakistans location straddles the pathway that Russian oiland gas can traverse to India. Much depends on Pakistansability to deliver on the global war on terrorism, especially
after the US begins its withdrawal from Afghanistan. If andwhen the Taliban returns to Kabul, Moscow will need arestaining hand to prevent the mullahs from inltrating theMuslim-dominated Central Asian Republics and threatenMoscow itself.
