The era of the traditional Metropolis, fanning out in waves of decreasing density from a single core central business district, may be coming to an end. As we approach the new normality of cities housing 10 million or more inhabitants, those best positioned for the future are evolving along polycentric, multi-nodal lines, with several central business districts, ideally all offering something slightly different to the urban inhabitant. When focused around transit nodes and well-planned infrastructure, embracing high density, public space and civic functions, this amalgamation of “several cities within a city” perhaps offers the best opportunity for a sustainable future for the many millions of people who will move into cities over the coming decades.
There is perhaps nowhere that demonstrates this concept better than our host city for the core of the 2018 conference, Dubai. Indeed, it could be argued that Dubai, a city that has largely risen in just three short decades, is a pure result of this de-centralized urban approach, comprised as it is of evocative-sounding districts – Downtown Dubai; Business Bay; Dubai Marina; Festival City; Palm Jumeirah; and several others. New “centers” are still being added, including Midtown; Emirates Business Park; Meydan One; and Dubai Creek Harbour, anchored by the under-construction Dubai Creek Tower. The same is true of many Middle Eastern cities, and most certainly our second host city for the conference, Abu Dhabi, where the drive toward polycentrism has been accompanied by a profound and concerted effort to forge a unique urban and architectural identity.
Equally as important as the centers themselves is the infrastructure that connects them. To enable the creation of new urban centers that match the socioeconomic intensity of longstanding metropolitan hubs, we must devise practical means of transportation that maximize geographical access and provide extensive city services, not just in the horizontal direction, but vertically. Such systems will progress the concept of transit-oriented development along a course of natural evolution, to polycentric city-building.

Why Dubai?
CTBUH Returns After 10 Years
Dubai, United Arab Emirates, is one of the most prolific centers of tall building construction anywhere in the world, and its population continues to skyrocket, driving the need for still more activity. With more than 175 buildings over 150 meters, and 43 more under construction, the city has the world’s third-largest number of such buildings. When the CTBUH International Conference last came to Dubai 10 years ago in 2008, the population was only 1.6 million – it is now 2.6 million. Almost 60% of the 150-meter-plus buildings now standing had not been completed in 2008. Ten years is thus an eon in this context. Considering the global recession that ensued after 2008, Dubai’s resilience is all the more remarkable.
Just as important as the march of individual buildings being constructed, entire new districts – the “centers” of this polycentric city – are springing up from the desert, and even from the Arabian Gulf itself. The major property developers in the Emirate are fashioning new mixed-use districts with waterways, ski slopes and shopping malls with areas rivalling entire cities. Connected by vast roads and the growing Metro network, these are typically anchored by one or more signature tall buildings. Even the Burj Khalifa had not been completed when CTBUH last came to Dubai. To maximize your understanding, there is no substitute for visiting an urban phenomenon like this. Why Abu Dhabi?As the capital of the United Arab Emirates, and the country’s second-most populous city, Abu Dhabi has emerged as a major urban focal point in the Middle East, rising prominently on a collection of islands and along the mainland near the Persian Gulf. What was once a comparatively small town in the early 1960s has rapidly expanded – both horizontally and vertically – into a modern, advanced metropolis known for its commercial, cultural, and industrial operations. A wholly distinct entity, it is in many ways the counter-node to Dubai in the Emirates, in the same sense that each of these cities is itself composed of multiple “polycenters.”
The polycentric growth has been accompanied by a concerted effort to forge a local identity. The city’s recent skyscrapers reflect the marriage of Arab architectural traditions and local imperatives of sustainability with international preferences. Projects such as Al Bahar Towers and ADNOC Headquarters feature innovative active and passive solar mitigation strategies, and employ numerous green technologies. Meanwhile, entire urban districts are being established that present new models for urban development in the Middle East. Masdar City, for example, has become a real-time testing ground for net-zero technology at the neighborhood scale and the incorporation of autonomous vehicles for personal transit.
With a youthful population and committed policies toward technological advancement and diversification away from fossil-fuel revenue, Abu Dhabi is experiencing a quantum leap into the future. Don’t miss this opportunity to witness the dynamism of this capital city firsthand.

Themes & Call for Involvement
Program Overview
The 2018 conference will convene speaking and poster presentations, program rooms, exhibitors and panel discussions, focused on the overall conference theme: “Polycentric Cities: The Future of Vertical Urbanism”. After a plenary session each morning, three symposiums and five parallel tracks will operate.
Please note that the deadline for abstract submissions was 31 January 2018. Abstract submissions should ideally relate directly to the conference theme. However, as the CTBUH annual conference always embraces and accommodates a wide range of disciplines – such as engineering, construction, development, urban planning, and more – a percentage of abstracts with topics outside the direct conference theme will be accepted.
All abstracts will be subject to peer review before possible acceptance into the conference program. NOTE: No paper substantiations will be required for the 2018 conference – only abstract submissions.

For each accepted abstract, one author will be eligible to present at the conference. Only the author that will present will be eligible to register for the conference at the subsidized presenter registration rate.

The core conference will be held in the JW Marriott Marquis Hotel Dubai, the world’s tallest all-hotel tower complex. Day 4 Off-Site Programs: DubaiThe fourth day of the conference will be dedicated to Off-Site Programs, which will take place across buildings, urban spaces, infrastructure hubs, and key developments throughout Dubai. Delegates are able to choose two different programs, by registering in advance for the morning and afternoon, from a selection of options. In each program, delegates will hear from colleagues on a specific theme related to the program location through on-site presentations, followed by extensive tours of the sites led by professionals involved in the projects. The exact program locations that will be offered for the 2018 Conference are currently being determined.

Days 5–6 Regional City Program: Abu DhabiDelegates will have the opportunity to experience the vibrant city of Abu Dhabi on Days 5 and 6 of the conference, where they will engage in a rich 2-day program that explores the city’s premier developments, infrastructure hubs, and cultural sites. This regional city program (with transportation and accommodation paid by the delegate) will incorporate four half-day segments that focus on unique themes, each progressing from a presentation format to expansive tours, site visits, and technical demonstrations. The programs will be led by CTBUH experts and will take place at prominent venues in Abu Dhabi.
Note (March 27, 2018): We regret to announce that, due to the political situation in Saudi Arabia and the effect this has had on several key building/infrastructure projects, the follow-on Jeddah regional city program, on days five and six of the conference, has been canceled. Registration Rates
1. Day 1 Half-Day Workshops (Dubai) = Delegates will choose one half-day workshop for Saturday morning, which will be hosted outside the Conference center.
2. Days 2 & 3 Core Conference (Dubai) = Two full days of Conference sessions in Dubai (Sunday & Monday) + 2018 conference digital proceedings + 2 lunches + 6 coffee breaks.
3. Day 4 Off-Site Programs (Dubai) = Delegates will choose one morning program and one afternoon program on Tuesday, which take place within seminal tall buildings and urban spaces around Dubai.
4. Days 5 & 6 Regional City Program (Abu Dhabi) = Delegates can travel to Abu Dhabi for a 2-day program hosted within seminal tall buildings and urban spaces in that city. Travel and accommodations to be paid by delegates. Note: only delegates registered for the Core Dubai Conference can attend the Abu Dhabi Regional Program.
5. Registrations for the three Networking Receptions can only be accepted for delegates registered for the 2-day Core Dubai Conference. For the Day 5 Networking Reception, delegates must also be registered for the Abu Dhabi program. Registration for the Day 2 Sponsor Social Events is free for delegates registered for the core Dubai Conference.

6. Presenter/CTBUH Leader Registration = For presenters notified of accepted abstracts or CTBUH Leaders only. For each accepted presentation, only one presenter is entitled to the reduced registration rate.
7. Cancellation Policy: A 100% refund, minus a USD$100 cancellation fee (per delegate) will be given if written notice of cancellation is received by 15 August 2018. A 50% refund will be given after 15 August – 30 August 2018. No refund will be given for cancellation after 30 August 2018 due to costs incurred by CTBUH for each delegate at that time. No refunds will be given for those who register at an incorrect rate. No refunds will be given for those who do not attend the conference. If you cannot attend the conference we are happy to accept a substitute colleague without penalty up to 27 September 2018. No substitutions are allowed after 27 September 2018.
8. Reimbursement Policy: If a delegate wishes to change his/her booking and this is possible within the terms of the Cancellation Policy above, then a $30 administration and bank fee (per delegate) will be charged on any reimbursement refund.
9. Payment: Registrations are not confirmed until payment is received. If a payment is not received within 24 hours of registration, then the registration may be canceled. A 3% bank fee will be charged for all credit card payments; a $20 bank fee will be charged for all wire transfers.

About the CTBUHThe Council on Tall Buildings and Urban Habitat (CTBUH) is the world’s leading resource for professionals focused on the inception, design, construction, and operation of tall buildings and future cities. Founded in 1969 and headquartered at Chicago’s historic Monroe Building, the CTBUH is a not-for-profit organization with an Asia Headquarters office at Tongji University, Shanghai; a Research Office at Iuav University, Venice, Italy; and an Academic Office at the Illinois Institute of Technology, Chicago. CTBUH facilitates the exchange of the latest knowledge available on tall buildings around the world through publications, research, events, working groups, web resources, and its extensive network of international representatives. The Council’s research department is spearheading the investigation of the next generation of tall buildings by aiding original research on sustainability and key development issues. The Council’s free database on tall buildings, The Skyscraper Center, is updated daily with detailed information, images, data, and news. The CTBUH also developed the international standards for measuring tall building height and is recognized as the arbiter for bestowing such designations as “The World’s Tallest Building.”
