4. GENERAL UNITS INSTRUCTION 4.1 Altimeter setting procedures

◦ Departing aircraft should be confirm QNH with pushback on the ground. The QNH or QFE will be passed to all aircraft remaining in the visual circuits.

4.2 Arriving / Transition aircraft

◦ When arriving aircraft are below transition altitude pilots are to fly on the Dubai QNH untill established on the final approach. The Pilot will be given Dubai QNH by the Approach Controller when descending below transition altitude.

4.3 Transition altitude and transition level are fixed in the UAE

◦ Transition Altitude [TA] 13000 ft

◦ Transition Level is [TL] FL150

5.0 LOCAL TRAFFIC REGULATION 5.1 Right hand traffic circuit RWY 12R / 12L

5.2 Visual circuits / approaches both runways downwind leg to be made south of Dubai town avoiding Zabil Palace

5.3 Runway 12R / 12L base leg over the sea, aircraft are to be established on final track before the coast inbound.

5.4 When on approach to RWY 30R pilots shall reconfirm DME/GP information and ensure that they have correctly identified the landing RWY. Do not confuse with staggered parallel RWY 30L with THR approximately 1.5 NM east of RWY 30R.

6.0 RUNWAYS PROCEDURES 6.1 Arrivals

◦ ATC Director will advise aircraft on final approach of the expected RWY exit point. Aircraft are expected to vacate the RWY expeditiously and pilots are reminded to keep moving until the aircraft is completely clear of the RWY.

6.2 Departures

◦ On receipt of the line-up clearance, aircraft shall taxi to position as soon as possible. Cockpit checks shall be completed prior to line-up.

* NOTICE Aircraft that cannot comply with these requirements are to notify ATC as soon as possible.

7.0 START-UP AND PUSH-BACK APPROVAL PROCEDURES

◦ Aircraft will normally be expected to start-up during push-back. Aircraft wishing to start engines either before or after push-back should notify ATC. In case of cargo apron operations ten minutes prior notice is required.

8.0 PUSH-BACK ARE ONTO ACTIVE TAXIWAYS

◦ Dubai Delivery is responsible for issuing an Airways/Route Clearance

◦ Approval to start on stand does not imply an approval to pushback

◦ Dubai Ground is responsible for issuing Start and Push-back approval, along with the Taxi Clearance

*NOTICE If no push-back is required due to aircraft facing nose out, this must be notified to Dubai Delivery on first contact

9.0 FLIGHT PROCEDURES

9.1 Initial contact instructions - DEPARTURES

9.1.1 Departing aircraft shall contact DUBAI DELIVERY, 10 minutes prior to start-up and pass the following information:

▪ Aircraft callsign

▪ Aircraft type

▪ Parking stand

▪ Requested FL

▪ Destination

▪ Route

▪ ATIS information

▪ Aircraft routing via P574 or M318 report crossing level for PAPAR/DARAX

9.2 Initial contact instructions - AIRBORNE

9.2.1 On initial call IFR aircraft shall pass the following information to DUBAI DEPARTURES:

▪ Aircraft callsign

▪ Passing level

9.3 Initial contact instructions - ARRIVALS 9.3.1 On initial call IFR aircraft shall pass the following information to DUBAI ARRIVALS:

▪ Aircraft callsign

▪ Passing level

▪ Aircraft type

*NOTICE Inbound traffic shall advice DUBAI ARRIVALS on first contact if full runways lenght is required

10.0 STANDARD INSTRUMENT DEPARTURES (SID) 10.1 ATC clearance issued to traffic departing from OMDB will include SID 10.2 Departing aircraft shall remain on Tower frequency untill instructed otherwise by Tower

10.3 Initial climb is restricted to 4000 ft for departures from runways 12/30. Further climb clearance as instructed by DUBAI DEPARTURES

10.4 Departing IFR traffic leaving DUBAI CTA while on a SID or under radar control are required to:

▪ Climb to 4000 ft and expect futher climb when instructed by radar

▪ Climb at minimum gradient of 5% to 4000 ft ( 300ft per NM )

▪ Except where specified elsewhere observe a maximum IAS of 250 KTS whilst below 8000ft

▪ Carry out all turns with 25o angle of bank

▪ Advice ATC at startup if unable to comply

11.0 SPECIAL NAVIGATION PERFORMANCE REQUIRMENTS

11.1 Aircraft flying SIDs shall be certified for RNAV 1 operations. Alternative clearance issued by ATC to RNAV 5 only aircraft will be a published RNAV 1 SID. It is essential that ATC are advised of RNAV 5 status. Compliance with the RNAV 1 procedure will be radar monitored and radar issued if necessary.

11.2 Aircraft unable to comply shall advise ATC at startup. ATC will issue an alternative clearance. 11.3 SID FMS tables below. Significant point co-ordinates are published in ENR 4.4.

12.0 OMNI DIRECTIONAL DEPARTURE RUNWAYS 12 L/R & 30 L/R

12.1 ATC will issue clearance for departure between indicated tracks as follow:

▪ After departure fly heading ..XXX.. degrees, climb to altitude ..XXX.. feet

▪ After departure remain on Tower frequency untill instructed to change frequency

▪ Minimum climb gradient 5% ( 300ft per NM ) * advice ATC at startup if unable to comply

(Procedures design gradient untill passing 2000ft – RWY 12L/R 3.3%, 30L/R 5% )

▪ Aircraft shall climb straight ahead to 1000ft then turn to assigned heading

▪ Turn before the departure end of runwa prohibited

13.0 STANDARD INSTRUMENT ARRIVALS ( STAR ) 13.1 ATC clearances issued to arriving traffic will included a STAR

▪ Aircraft flying STARs shall be certified for RNAV 1 operations. Alternative clearance issued by ATC to RNAV 5 only aircraft will be a published RNAV 1 STAR. 14.0 DUBAI ATC SPEED RESTRICTIONS 14.1 General

14.1.1 Pilots shall adhere to the speed (IAS) approved or assigned by ATC and shall request ATC approval before making any changes thereto. If it is essential to make an immediate temporary change in speed, e.g. due to turbulence, ATC shall be notified as soon as possible that such a change has been made

14.1.2 Pilots unable to maintain the last assigned speed during any particular phase of flight, e.g. for aircraft performance reasons, shall inform ATC as soon as possible in order that another speed/alternative clearance can be issued.

14.2 Arriving aircraft 14.2.1 Pilots should expect the following speed control restrictions to be enforced by ATC

▪ 210 – 250 KTS from CTA entry to downwind

▪ 180 – 230 KTS from downwind to base leg

▪ 160 – 210 KTS on base leg and closing heading to final approach

▪ 180 KTS 10 NM from touchdown

▪ 160 KTS 4 NM from touchdown

14.2.2 Pilots must advice ATC if a peed adjustment is considered excessive or contrary to aircraft operating specification

*NOTICE ATC has zero tolerance with regards to the compliance with speed control instructions. Non-compliance with ATC instructions will be reported to the authority.

14.3 Departing aircraft

14.3.1 Outbound traffic from Dubai CTA may also be required to comply with certain speed restrictions to achieve spacing requirements

15.0 VFR ROUTES

15.1 Description

▪ VFR Lane Two (VL2): Dubai Airport direct to Garhoud Bridge (GB), along west shore of the creek to Country Club Intersection (CI) then east following the Dubai - Al Ain highway.

▪ VFR Lane Four (VL4): Dubai Airport direct to Sahara Centre (SC) follow the power pylons to Sharjah University Flyover (SU) then via overhead Sharjah Airport to Al Hillew Village (HV).

15.2 Maximum speed on VFR routes is 125 KTS IAS 15.3 VFR Reference points that may be used are shown on chart – OMDB ICAO AD 2-91 15.3.1 VFR Reporting Points - Dubai International

VFR Aircraft (all of arriving, transiting and departing) shall be cleared via a visual reporting point or VFR lane. the maximum level for VFR Traffic in Dubai is 1500ft

16.0 SPACING ON FINAL APPROACH

16.1 Spacing will be 3NM or the applicable wake vortex if greater. Minimum ICAO separations will be applied at all times.

16.2 ICAO arrival wake vortex separation

*** Where flights are operating visually (IFR flights and/or Special VFR flights operating under the reduced separation in

the vicinity of aerodromes, VFR flights, or IFR flights making visual approaches, or any combination thereof), pilots are

to be informed of the recommended wake turbulence separation minima. When aircraft being radar vectored, it is the

radar controller’s responsibility to provide the correct wake turbulence separation minima, or standard separation,

whichever is greater.

16.3 During dual runway operations pilots can expect to vacate the runways at the following rapid exit points:

▪ RWY 12L – TWY | N6 | M9 | M12 |

▪ RWY 12R – TWY | K13 | M16 |

▪ RWY 30R – TWY | M3 | N3 | M6 | N5 |

▪ RWY 30L – TWY | K6 | K8 |

16.4 Aircraft landing on RWY 30L should be vacate the runway to the south of the runway, irrespective of final parking destination

17.0 LVP LOW VISIBILITY PROCEURES

17.1 Low visibility operations shall commence when:

▪ Touchdown IRVR readings indicate a visibility of 600 M or less and/or

▪ The reported meteorological visibility indicates 600 M or less and/or

▪ The reported clouds base is 300 ft or less

17.2 Regulations require serviceable surface movement radar for operations to continue when meteorological visibility or IRVR is

350 M or less. Any unserviceability may result in delays in the affected areas of coverage.

17.3 During LVOs pilots are required to use full length departures and the associated CAT II holding points.

17.4 When low visibility procedures are in force, a much reduced landing rate can be expected due to the requirement for

increased spacing between arriving aircraft.

18.0 MISSED APPROACH AND GO AROUND PROCEDURES

18.1 RUNWAY 30 L/R

▪ Climb to 4000ft on track 301 to GINKI and join hold

18.2 RUNWAY 12 L/R

▪ Climb to 3000ft on track 120 to OSTIN and join hold

18.3 Go Around, Touch and Go

▪ IFR aircraft overshooting the runway shall be assigned a heading from the range available to aircraft cleared via OMNI Directional Departures

20.2 Emergency situations

▪ All aircrafts reporting emergency will be directed to an alternate airport, OMAA Abu Dhabi or OTBD Doha Intl

20.3 Failures

▪ The pilots, who are not able to execute the commands given by air traffic control (from different reasons), will be

directed to OMAA Abu Dhabi airport.

20.4 Landing runways

▪ Informations about a runway to land for an specified aircraft type will be passed by Dubai Director OMDB_F_APP

controller. (Not later than 5NM before entering base leg)
