Lime Tree Valley at Jumeirah Golf Estates is a stunning residential community of 121 luxury villas located adjacent to the Greg Norman designed Earth course. The beautifully planned low-density resort development is superbly landscaped on varying topography, enabling stunning views of the entire city skyline from the highest point at the Norman Country Club. The four-, five- and six-bedroomed villas at Lime Tree Valley, developed by the Irish developer, CHI Development Group, are a mix of 8 different villas layouts ranging in size from 4,200 sq.ft up to almost 10,000 sq.ft in built up area.

Lime Tree Valley is nestled in between the 12th through to the 16th holes on the Earth course, benefitting from a range of views towards glistening lakes, open parklands, and the Golf Course.

The villas were planned with a Mediterranean architectural theme and intentionally painted with light earthy colours to perfectly contrast with the lush green of the Golf Course and the deep winter blue skies. Majority of the villas’ interiors feature terra cotta tiling, wrought iron elements, vibrant wall colours, the highest quality fixtures and elegant detailing to the rooms. Some of the villas also include large basements, which can be customized to accommodate a home theatre entertainment and games room.

CHI’s approach to designing the villa layouts was to ensure uniqueness and wide array of choices for the buyer, whilst providing them the luxury of making changes to their properties. This has resulted in 43 different combinations within the 121 villas. The developer believes and still encourages Lime Tree Valley buyers to personalise their

homes in order to realise the full potential of their living spaces.

A new transfer fee structure of 4% commenced from the 6th of October 2013, and official resolutions state that the fee shall be divided equally between Buyers and Sellers, being 2% to be paid each to a total of 4%, “unless it is otherwise agreed”, Dubai Government documents state.

DLD Director-General, Sultan Butti bin Mejren stated that the move to increase transfer fees is squarely aimed to “stop quick transactions” (commonly known as ‘flipping’) and is “not likely to have any negative impact (to the market)”

The practice of ‘flipping’ or quick buy/sell transactions, in part lead to an overheated property market in the UAE throughout 2006 to 2008, which culminated in property prices halving overnight when credit in the Emirates dried up at the onset of the GFC.

With greater regulations and scrutiny placed on property transactions and transfers by Dubai’s regulatory Authorities such as DLD and RERA, together with additional master developer and lender requirements, this

has lead to many buyers and sellers seeking the services of licensed and accredited property transfer specialists.

Why is there a mortgage cap?The UAE Central Bank is seeking to advance the development, organization and regulation of the mortgage/loans market in the UAE. They aim to ensure that financial institutions have and maintain effective business standards and put control frameworks in place for the granting of mortgage loans.

The regulation makes a distinction between loans to owner occupiers and investors of residential properties, since the risk profile and due diligence required is distinctly different for each type of borrower.

The taking of collateral (security) is an important element in the lending

decision. Accordingly the Central Bank expects mortgage loan providers to adopt prudent Loan-to-Value (LTV) ratios when granting loans. This is to avoid borrowers overstretching their finances, which can result in poor performing loans.

The level of down payment (deposit) required from the borrower should be drawn from the borrower’s own resources and not from other sources of borrowing (including personal loans or credit cards). The Central Bank expects mortgage loan providers lending policy to be explicit in this regard to ensure the borrower has an appropriate level of financial interest in the collateral. The cap’s main purpose is to provide greater

stability to the UAE property market and avoid a “boom and bust” cycle.

What is the mortgage cap?It is a directive from the UAE Central Bank, which has introduced a range of measures and guidelines to govern mortgage lending practices. These include clearer guidelines in determining borrower eligibility, maximum Loan to Value ratios and bank/lender charges. The maximum Loan to Value (LTV) for Expatriates under the new regulations will be:

• Value of property equal or less than AED 5 million - maximum 75% loan against the value of the property.

• Value of property greater than AED 5 million – maximum 65% loan against the value of the property.

• Second and subsequent property purchases – maximum 60% loan against the value of the property, regardless of value.

• Property purchased off-plan (under construction) – given the long term nature of the development process and the higher level of risk to completion, the maximum LTV for mortgages on property being purchased off-plan is 50% regardless of the purpose, value or category of purchaser.

• Loan to Value limits for UAE Nationals are different to Expatriates, with maximum LTV for first purchase as high as 80%.
