    For most of the nation, the bird of choice at Thanksgiving is the turkey. But here in Arkansas, the duck gets a lot of attention, too. That’s because Arkansas is the undisputed duck hunting capital of the world, and we celebrate

    that distinction during the same week of Thanksgiving with the World’s Championship Duck Calling Contest and Wings Over the Prairie Festival in Stuttgart, as well as the opening of duck season.

    Not to slight the turkey at all – I know plenty will be consumed in the Natural State this month – but we want to take this time to highlight the importance of the mighty duck to Arkansas and its economy. Arkansas, especially the eastern third of state, attracts thousands of hunters from all over this time of year to test their skills at duck hunting. It creates what many call “duck fever,” and K.D. Reep, a Little Rock-based freelancer, writes about this in our cover story this month. The feature is illustrated by some wonderful photography from A.C. “Chuck” Haralson, chief photographer of the Arkansas Department of Parks and Tourism, and Mike Wintroath of the Arkansas Game and Fish Commission, among others. We have a couple of related features as well, including one about a most unusual duck blind that is three stories tall.

    Just in time for Thanksgiving, we have a feature about one of America’s

    most famous fictional families – the Waltons. Back in the late 1940s, Earl Hamner Jr., who wrote the book that “The Waltons” television show was based upon, spent a summer working on that book at a “writer’s retreat” near Rich Mountain in western Arkansas. The retreat was a small cottage that still stands today. Privately owned, it is in the Rich Mountain Electric Cooperative service area. Craig Ogilvie visited with Hamner a while back about his experience in Arkansas and shares that story with Arkansas Living readers this month.

    I hope these stories, as well as the rest of the magazine’s features, will help you get in the holiday spirit. Thanksgiving can sometimes get lost in the shuffle with the focus on Christmas and New Year’s, but for me, it is perhaps my favorite holiday now. That’s because I am so grateful for so much in my life. When I was younger, it was almost as though I took this holiday, as well as many other things, for granted. But now, with both of my parents gone, I realize just how quickly life goes by. It is so important to live in the now and to appreciate our loved ones. I treasure the memories of Thanksgivings past spent with them and look forward to the new ones with my family now. As I do this, I also realize that I am quickly becoming one of the elders in the family. It is up to me to pass on the family history and traditions. I am so grateful to do that.

    I am also pleased to wish you all a Happy Thanksgiving, as well as offer a special thank you to all veterans who have sacrificed for our nation so that we can celebrate this holiday as a free people.

    Makeover home bills to drop up to 50 percentKyle and Alisha Quenga of Fort Smith, Arkansas Valley Electric Cooperative members, are excited now that their 35-year-

    old home has been transformed into an energy efficiency marvel by the Electric Cooperatives of Arkansas. The Quengas are enjoying a comfortable home as they watch their electric bill drop.

     The couple won the cooperatives’ $50,000 Energy Efficiency Home Makeover Contest in August and since that time, their 1,500-square-foot home has been transformed into a model of energy efficiency by the cooperatives’ team of professionals.

     The 2013 makeover home received the following energy efficiency components:

    • A Water Furnace Envision-V geothermal heat pump.• An ultra-efficient General Electric GeoSpring hybrid water heater.• Energy-efficient WeatherBarr windows.• ENERGYSTAR®-rated appliances.• Foam encapsulated attic and floor.• Compact fluorescent lights and LEDs.• 50 tubes of caulking and 20 cans of expandable foam insulation.• Foam gaskets insulation behind each light switch and receptacle.

    According to Bret Curry, manager of energy marketing for the Electric Cooperatives of Arkansas, the five previous energy efficiency makeover contest winners are experiencing approximately a 50-percent reduction in home energy consumption.

     “The Quengas will join our five previous winners who are enjoying comfortable homes with lower electric bills,” Curry said. “The days of manipulating the thermostat, coming home to a hot and muggy living space, keeping the curtains drawn and all of the behaviors associated with sacrificing comfort to control costs are over.     • On Thanksgiving Day, Americans eat about 675 million pounds of turkey.

    • Turkey eggs are about twice as large as chicken eggs.

    • If you get sleepy after your Thanksgiving meal, it could be because of the amino acid, tryp-tophan. Turkey contains trypto-phan, which has a sedative effect on humans.

    • Wild turkeys can fly up to 55 mph for short distances, but domesticated turkeys cannot fly.

    • The city of Dallas will host a memorial program commemo-rating President John F. Kennedy on Nov. 22, the 50th anniver-sary of his assassination. To attend the program, to be held in Dallas’ Dealey Plaza where Kennedy was gunned down, tickets are required and have been awarded to 5,000 people who applied through a process that included background checks.

    • The Tomb of the Unknowns in Arlington National Cemetery is guarded by elite Tomb Guard sentinels 24 hours a day, 365 days a year, regardless of the weather.

    triviaCo-op to serve new toy manufacturer

    Carroll Electric Cooperative Corporation will serve a new manufacturer in Rogers. On Oct. 7, Redman & Associates, a leading manufacturer of ride-on toys and Walmart announced that Redman will open a manufacturing and distribution facility in Rogers. This facility will produce six-volt battery-powered ride-on toys exclusively for Walmart. Redman will invest $6.5 million and employ 74 people.

    “This announcement is a direct result of Walmart’s recent efforts to restore manufacturing in the U.S.,” said Kirkley Thomas, manager of economic development for the Electric Cooperatives of Arkansas. “Walmart held a manufacturing summit in Orlando in August that was attended by nearly 1,500 suppliers and government officials as part of their initiative to buy $50 billion in U.S.-made products over the next decade.” Thomas added that “this initiative will have a big impact for jobs in the U.S., and hopefully for Arkansas as we’ve seen with this announcement.”

    Ashdown church honors veterans with quilts

    Veteran’s Day, Nov. 11, is one of the best known days for honoring veterans, but for a group of southwest Arkansas veterans, the honor came early. Back in March, the congregation of Wade’s Chapel United Methodist Church in Ashdown paid tribute to 10 veterans by making “quilts of valor” for them. The church was inspired by the Quilts of Valor program. During a special presentation service, quilts made by church members were given to: Larry Grimes, Charles Neal, Norman Perrin, Roy Eaton, Jack H. Young, Curtis L. Crow, M. Jack Scott, Gene G. Lewis, Gary Hollowell and Leslie Lea Ann Allen.

By the 1930s, when the country was in the throes of the Great Depression and Arkansans were looking for an opportunity to provide for their families and themselves, commercial duck hunting was born. With it came guiding services, along with the sales of decoys, calls, clothes, lodging, legal seasons, licenses and stamps. Add to this the cost of transportation, boats, blinds, guns, ammunition and retriever dogs, and hunting for waterfowl became a huge economic engine for Stuttgart and eastern Arkansas.

    “Rice farming did help us become the magnet for ducks and geese,” said Stephen Bell, executive director of the Stuttgart Chamber of Commerce. “But Arkansas also is located right in the middle of the Mississippi Flyway. There are more mallard ducks harvested here than anywhere else.”

    Trey Reid, field editor for the Arkansas Game and Fish Commission, said that while field hunting in Arkansas, especially in the eastern third of the state, is outstanding, Arkansas is unique when it comes to its flooded green timber hunting.

    A s of late, the Robertson family of West Monroe, La., has become famous with its popular reality show, “Duck Dynasty,” which features the antics of the colorful family and their duck call manufacturing business. Although the Robertsons most certainly have a dynasty for duck calls and reality shows, when it comes to actual duck hunting, Arkansas rules as the undisputed duck capital of the world.

    That’s because the state’s flooded timberlands and agricultural fields provide plenty of food, water and shelter for the thousands of ducks and geese that migrate through the state each year. With temperate weather, Arkansas is a perfect winter vacation for waterfowl. To welcome the ducks’ arrival, Stuttgart, the self-proclaimed rice and duck capital of the world, celebrates with the World’s Championship Duck Calling Contest and Wings Over the Prairie Festival, which will mark its 78th year this month.

    A few factors make Arkansas particularly ideal for duck and goose hunting. For starters, the state is located in the Mississippi Flyway, which is a bird migration route that follows the Mississippi River in the United States and the Mackenzie River in Canada. More waterfowl are found in the Mississippi Flyway because the migratory route narrows in the Mississippi River Valley in Arkansas, Missouri, Mississippi and Louisiana.

    Another reason ducks and geese are attracted to the state is because of a change in farming practices in the first half of the 20th century. During that time, in what is known as the state’s Grand Prairie, farmers in southeast Arkansas switched from raising cattle and farming hay to growing rice. The high clay content of the soil in the prairie, as well as its ability to hold water, provides ideal conditions for rice farming. By the 1920s, hundreds of thousands of acres were cultivated and flooded for this purpose.

    “Arkansas is known for its green timber duck hunting,” Reid said, adding that this type of hunting occurs in areas where bottomland hardwoods grow. Some of the flooding comes naturally, but farmers who hunt and/or lease their land for hunting also pump water into such areas. For public green timber hunting, wildlife refuges such as the Bayou Meto Wildlife Management Area and the White River National Wildlife Refuge are superb, with Bayou Meto being No. 1, Reid said.

    “It is a public hunting mecca,” Reid said. “It is the sacred ground of green timber public hunting.”

    It is this fertile flooded green timber, which produces acorns that ducks love to eat, that has helped make Arkansas No. 1 nationally in the harvest of mallards, Reid said.

    Economic boonWaterfowl hunting provides a major economic boon

    to Arkansas.“We estimate that the

    economic impact on Stuttgart is $1 million a day during duck season,” Bell said. “Waterfowl hunting is a huge tourism draw to Stuttgart and eastern Arkansas, and we see hunters from all over the country and Canada.”

    A U.S. Fish and Wildlife Report notes that Arkansas attracts about 53,000 non-resident hunters every year who spend a combined 662,000 days in the state. These folks spend almost $168 million on duck hunting in the state, which breaks down to almost $3,200 that each out-of-town hunter spends in Arkansas during a season.

    Some of that money goes to the many guide services available in the state, as well as outfitters like Mack’s Prairie Wings in Stuttgart. Known as the nation’s premier waterfowl outfitter, Mack’s is one of the businesses in Stuttgart with strong roots in waterfowl hunting. It began as a sporting goods store in 1944 when M.T. “Mack” McCollum noticed the many duck hunters who came to Stuttgart each year.

    Spend a few minutes with Johnny “Hoot” Gibson and you will see his nickname is well earned. With a ready story and a quick smile, Gibson is an affable fellow who just happens to be a world-class goose hunting guide. Accompanied by two beautiful ladies — his beloved poodles Evangeline and Cozette — there isn’t much Gibson can’t tell you about hunting or enjoying life.

    The owner of Goose Busters Guide Service, Gibson offers what he calls “the finest goose hunting operation in the state of Arkansas and probably the entire South.” And he should know. Originally from Tennessee, he has hunted waterfowl his entire life.

    “I guided for my dad, ducks and geese both,” Gibson said. “After I went to college, I did a number of things – worked on a riverboat, caught crawfish and rattlesnakes in the swamp – you name it. I started guiding for a living in 1984, and I’ve been doing that ever since.”

    Evangeline and Cozette travel with him from Tennessee to Stuttgart to the Dakotas and into Canada, all in pursuit of geese. Cozette, in fact, has earned the silver band around her collar as she has retrieved her first banded goose, and Evangeline is expected to sport one of her own this season.

    “Poodles are the original hunting dogs,” Gibson said. Extremely smart, Evangeline and Cozette also are loyal and trainable, traits typical to their breed.

    All three know what they are doing, and they should. Gibson has hunted geese all over the United States, drives to Canada each year to guide hunts and has even trekked to Mexico and Argentina to seek the waterfowl there. He makes all kinds of goose recipes, including goose gumbo, which he showcases at the cook-off contest at the World’s Championship Duck Calling Contest and Wings Over the Prairie Festival.

    and midway opening on Nov. 27. From Nov. 29-30, the festival gets in full gear with registration for all contests, and, among other things, an arts and crafts fair, various duck calling contests and the World Championship Duck Gumbo Cook-Off.

    The history of the festival goes back to 1936 with the first National Duck Calling Contest, which was held on Stuttgart’s Main Street. At that time, the event was held in conjunction with the Arkansas

    Rice Carnival and consisted of 17 entries in the duck calling contest. That year, the winner’s prize was a hunting coat valued at $6.60. Just 11 years later, the first prize grew to $1,000. Today, the contest winner can expect to walk away with a prize package worth more than $15,000.

    Duck hunting outlookSo, with duck fever building each day in

    Arkansas, what is the outlook for the season, which starts Nov. 23? It is good, Reid said,

    based on the numbers of ducks in the breeding areas of southern Canada and the northern U.S., which are up this year. Meanwhile, other factors such as cold weather, water and food sources play a big role in the number of ducks that seek to winter in Arkansas, Reid said. If it is colder in the North, the ducks will move south sooner in search of food and unfrozen water. So, if all the factors line up right, Mother Nature will “set the table for them,” Reid said.

    When Will Huffman and Danny Capps first started hunting ducks in the river bottoms near Forrest City in the mid-1980s, it was quite an ordeal.

    “We would get up in the morning, and one of us would pull a boat and another would pull a four-wheeler,” Capps recalled. “We would go out in the bottoms north of here and we would take the boat off the trailer, hook it behind the four-wheeler, pull it across the woods until we came to a slough.”

    Next, the hunters would cross the slough in their waders, pull the boat and four-wheeler across it, along with many more chores before they made it to a small blind where they would set up and kill four or five ducks.

    “And we thought we were in heaven,” Capps said, laughing. “This is a whole lot better.”

    “This” is his club’s three-story duck blind located in a scenic cypress brake of the L’Anguille River bottoms in St. Francis County. Owned by the six-member club – the Cypress Run

    Timber Co. – the blind has been described by Trey Reid, field editor of the Arkansas Game and Fish Commission, as one of the most unusual duck blinds he has ever seen.

    “Wildman (Steve Wilson of the Game and Fish Commission) and I have visited scores of duck blinds over the years, but we’ve never seen anything like this,” Reid said during a 2012 segment about the blind on the popular television program “Talkin’ Outdoors at the Corner Café.”

    No ordinary blindReid even went so far as to describe the blind as the

    “Mansion in Marsh” or the “Citadel in the Cypress.” But the club members didn’t have such grand plans in

    mind when they began the project in 2001. They had been hunting in the area already, and after they purchased the property, they decided to build a blind, Huffman said. They scouted the area and found what Huffman called a “natural hole” with a clump of 16 cypress trees.

    “There wasn’t a master plan, like a three-dimensional mechanical drawing of how we were going to do it,” Huffman said. “It was just one thing after another, after another.”

    The blind, which is surrounded by water, was built within and around the 16 cypress trees, giving it the feel of a giant tree house. The wood was hauled in “piece by piece” by boat, Huffman said. Work began in the spring of 2001 and it was completed by duck season that year.

    The top of the blind, known as the crow’s nest, rises about 20 feet above the water, providing a panoramic view of the cypress brake. This area is primarily used for calling ducks, while the second floor is the main area where hunters shoot. On the second floor, a row of old school auditorium seats line the platform on the east side of the blind. Here, hunters can sit while they wait for the ducks. The second floor also has an enclosed area complete with a kitchen and dining room. The enclosure has insulated walls, a battery-powered satellite dish and TV, and is heated by a propane heater, providing a place to get warm on cold mornings.

    On the first floor, there are openings for four boats, as well as special openings/platforms designed for three hunting dogs and their handlers to operate.

    Duck feverSo what is it that inspires people to build a three-

    story duck blind? It is “duck fever,” Huffman said, and he contracted it in 1990 when he began hunting with his beloved yellow/white Labrador retriever named Sandy.

    “It was probably as much about the dog as it was the hunting,” Huffman said, adding that he spent many hours training Sandy to retrieve.

    Huffman said hunters go through different phases. During the first phase, they want to be out every day during duck season and get their limit. But that’s not what drives Huffman these days.

    “Now, I am just as happy to go there and see them fly, and if I don’t get one, that’s o.k.,” he said. He also enjoys photography and is as ready to capture a beautiful sunrise as he is to shoot a greenhead.

    Closer to GodFor Capps, the beauty of the area is a major draw as well.

    “Whenever the sun starts lighting up the sky, it just gives you a great sense that everything in the world is going to be o.k.,” Capps said. “It just gets you closer to God, I think.”

    The combination of the beauty, the hunting, the camaraderie and the food, provide the club members with a great way to relax and unwind. And when the duck hunting is done for the day, they can retire to the comforts of their comfortable lodge nearby. Here, Huffman and others put their culinary skills to work fixing duck roll-ups, duck gumbo and other tasty meals for the members and their guests (see page 16 for recipes).

    Such amenities are perfect for the mostly middle-aged club members.

    “We want the cruise control hunting, not the expedition hunting,” Huffman said, smiling broadly.

    The Arkansas Foodbank depends on donations throughout the year to help feed Arkansans in need. But even more help is needed during the holiday season.

    “The number of hungry may not specifically increase during that time,” said Leighanne Alford, development director for the Little Rock-based Arkansas Foodbank. “But when you think about it, we get to sit down and have that big huge holiday meal at either Thanksgiving or Christmas or both. But without help, the people we serve would not be able to have that.”

    At the Arkansas Foodbank, the goal for the holidays is to help the Arkansans in need have nice holiday meals in addition to the regular support the Foodbank provides.

    “We want to give them the best gift ever of providing a holiday meal that they can be proud of and that they can enjoy — being around the table with their family and not having to worry about food in the pantry,” Alford said.

    The Arkansas Foodbank has been helping fight hunger in Arkansas since it was formed in 1984. It is the state’s largest non-governmental provider of emergency food aid, serving 300 member food pantries and other hunger relief agencies in 33 counties in central and south Arkansas. Those pantries and agencies serve about 166,000 people annually and, in 2012, distributed more than 16 million pounds of food.

    The Foodbank, which is a member of the Feeding America network, operates a warehouse/distribution center for the agencies it serves. With a 73,000-square-foot warehouse, donated food is stored and then sorted for distribution to the various agencies, which include homeless shelters, food pantries, soup kitchens and daycare centers, among others. In addition to the 33-county service area, the Arkansas Foodbank also works with the five other Feeding America food banks in Arkansas, Alford said.

    The Foodbank’s food donations come from many sources, including business and individual food drives and from business partners such as Target, Sam’s Club, Walmart, Kroger and Harps, among others. In addition to food, monetary donations are welcome.

    Most of the donations come from individuals, Alford said, adding that for every $1 the foodbank receives, it can provide three meals.

    Despite the Foodbank’s offerings, the need continues to rise. A 2011 USDA report shows that Arkansas ranked first in

    the nation for severe food insecurity, which includes people who constantly skip meals because they don’t have food.

    “So more people in our state were having to make a decision on whether to eat a meal or pay their rent, or to eat a meal or buy their medicine,” Alford said, adding that the report noted that 24.3 percent of the hungry people in the state are seniors on fixed incomes.

    To help the Foodbank meet the state’s needs, more help is needed, Alford said.

    One of the things I enjoy most about working for electric cooperatives is that from the top down everyone is interested in what’s best for the consumers. My boss likes to refer to himself not as a chief executive

    officer but as the “chief affordability officer.” Where investor-owned electric utilities have stockholders, electric cooperatives have members. And that is exactly why electric cooperatives are not typical utility companies that simply pass costs through to the customers to pay.

    The time has come for electric cooperative members all across America to make their voices heard. You are, in fact, part of the grassroots network for a large electric system that provides about 12 percent of the energy to our nation with more than 900 electric cooperatives in 47 states. And you represent about 30 percent of the electricity users in Arkansas.

    Our president and his Environmental Protection Agency (EPA) have abruptly changed our nation’s energy policy from “all-of-the-above” to an “all-but-one” approach. As recently as June 25 of this year, President Obama reiterated his support for an all-of-the-above energy strategy. He campaigned in two presidential elections on this policy position. Yet, on Sept. 20, the EPA issued new proposed rules that will severely limit carbon dioxide emissions from new coal- and natural gas-based electric power plants. And next year, the EPA will issue proposed new rules affecting existing coal plants that will force them to be closed, leaving nuclear

    power and natural gas as the only alternatives for base-load generation. As mentioned in this column before, base-load generation is the 24/7 generation you need to run your homes and businesses. And only coal, nuclear and natural gas can serve as base-load resources. Renewable energy sources are wonderful, but they are intermittent and cannot serve that role.

    Carbon dioxide is a naturally occurring gas, and if all of the fossil fuel electric generating plants in America were shut down today, the sliver of impact that would have on atmospheric carbon dioxide levels would be tiny. But the impact on your household budget would not be tiny.

    We’ve made this mistake before. In 1978, Congress passed the Power Plant and Industrial Fuel Use Act, which prohibited burning natural gas to generate electricity. That ill-conceived law forced utilities to build either coal or nuclear plants to meet electricity demand. The Three Mile Island accident brought nuclear construction to a standstill, leaving coal as the only base-load resource. Nine years later, Congress repealed its mistake.

    America’s electric cooperatives strongly oppose this shift in national energy policy. Administration officials will say that the proposed new rules on carbon dioxide do not preclude the construction and operation of coal-based power plants. That is simply not true as the carbon capture and

    storage technology (CCS) needed to operate under the new rules is not only prohibitively expensive, but is also still under research and development and is not yet commercially viable.

    Please join our effort to tell the EPA to reconsider its “all-but-one” approach and withdraw this proposed new rule. Ask the EPA to work with the electric cooperatives to find a common-sense solution that balances energy needs and environmental concerns. If you have a computer or smart phone, go to www.action.coop.     as the agency goes through the public comment period in this rulemaking. Thousands of Americans will be commenting on the rules, and it is critical that Arkansas’ rural electric cooperative members make their voices heard.

    You are the grassroots. If you have a computer or smart phone make sure your local cooperative has your email address. You can then receive an email from your local co-op’s chief executive officer/manager with this “take-action link.” If you do not have a computer or smart phone, you may either write a note expressing your concerns and include it with your next bill payment, or write your name and address on this column and get it to your local cooperative. The time to act is now.
