DUE PROCESS AND PROJECT MONITORING BUREAU JIGAWA STATE

EXECUTIVE SUMMARY

The Due Process and Project Monitoring Bureau was established in may, 2007 by His Excellency the Executive Governor, Alhaji Sule Lamido in line with the Federal Government request that all state governments create such offices. Among its mandate is the preparation of quarterly/annual report on government activities/contracts to give a clear view of its achievements within the period. The report covers a period of eight month (May-December 2007) and includes list of capital projects awarded and duly notified to the Bureau by the Council Affairs Directorate, progress on same as certified by it, and those proposals sent for vetting. The report consist mainly of 5 major sections, vide;

1. COMPLETED PROJECTS – Projects that were certified completed (100%) as per contract agreement by the Bureau.

2. ONGOING PROJECTS – Projects that are in progress and the Bureau is involved in issuance of

certification of readinessfor payment.

3. SUPPLIES / PROCUREMENT CONTRACTS – Procument/Supplies contracts awarded and their delivery confirmed by the Bureau.

4. PRE-CONTRACT EVALUATION – Projects proposed estimates sent to the Bureau for vetting

prior to tender process. Occasionally the sum may be increased or decreased based on the Bureau’s perceived right price.

5. LIST OF CONTRACTS AWARDED - List of all contracts awarded, within the reporting period,

with their values and the names of client organization as reported to the Bureau by Directorate of Council Affairs/Executing Agencies.

Note: Ideally there should be a section for statement on Liabilities owed contracts by government, but the Committee on Management of Contractual liabilities was assigned this responsibility. After the committees report was presented this report will capture them as they were cleared for payment. However, the committee’s report presented to the government clearly stated that the sum of N3.03 Billion is owed contractors. ANALYSIS: i. COMPLETED PROJECTS: At the end of this reporting period, the total number of completed

projects (3No.) amounted to N62.9m which represents only (0.5%) of the total awarded. This is basically due to late take up of most projects and completion period agreed upon as per complexity.

ii. ON-GOING PROJECT: The report indicated that most of the projects are at the initial stage i.e. just mobilized. While other have reached advanced stage of completion, most of the contractors have received advanced payments and will be completed accordingly. The total cost of the on-going projects amount to N11.84Billions.

iii. SUPPLIES/PROCUMENT CONTRACTS: Though lots of contracts were awarded especially

for the supply of vehicles non of them were confirmed supplied by the Bureau. The award are yet to be communicated.

iv. PRE-CONTRACT EVALUATION: For the reporting period a total of 86No. proposals worth

N11,612,538,865.05 were submitted to the Bureau for vetting, whereas the sum of N10,460,667,869.40 was recommended. These represent a saving of N1,151,870,995.65 for government.

v. CONTRACTS AWARDED: At the end of reporting period total contracts awarded in all

sectors (84No.) amount to N11.81bilion only. The allocation as per sector is; a. Education N2.545billion ( 21.5%)

b. Housing N7.420billion ( 62.8%)

c. Health N0.251billion ( 2.1%)

d. Electrification N0.403billion (3.4%)

e. Water Supply N- (0%)

f. Roads N1.170billion (9.9%)

g. Others N0.021billion (0.3%)

Total N11.81billion (100%)

The total amount for contracts awarded (N11.81represent 101% of the revised Budget (N11.750 billion) for the year ending as such projects are expected to perform accordingly. CONCLUSSION: The Bureau commended the government for budget discipline and adherence to Due Process within the reporting period and hope compliance will be maintained in subsequent years to come. Furthermore, it is hoped that adequate funds will be apportioned for settlement of all verified liabilities and all viable projects will be completed accordingly within the time frame allotted for their completion. The Bureau is equally requesting for Government’s support in the provision of effective transportation to enable it carry out the supervision/inspection of projects without hitch across the state.
