It is hereby informed that as per the Ministry of Environment and Forests Government of India, New Delhi vide its Notification No. S.O. 1533 dated September 14, 2006 and subsequent amendment S.O.3067 (E) dated 1st December 2009. Public hearing was fixed for the proposed onshore drilling of 8 wells of M/s Mercator Petroleum Limited in Block CB-ONN-2005/3 , which is covered under category – A of the schedule at 1(b), at Shree Alaknanda Vidhyalaya, Village: Rudatal, Tal. Detroj, Dist. Ahmedabad Shri K K Doodhat, Additional District Magistrate and Additional Collector, representative of District Magistrate and Collector, Ahemdabad supervised and presided over the entire public hearing process. Shri C. A. Shah, Regional officer, GPCB, Gandhinagar and Representative of the Member Secretary, GPCB, Gandhinagar welcome all present in the public hearing. He outlined the various provisions of the Notification and briefed the procedural details for conducting this public hearing including actions taken by GPCB for wide publicity of this public hearing including the advertisement given earlier in the local dailies. He announced that as per the provision of notification, only locally affected persons will be allowed to represent in the Public Hearing while others having plausible stake may give their representation in writing which would be included in proceedings. He then opened the public hearing after due permission from Additional District Magistrate. He invited the Project Proponent to make the presentation of their proposed project. Thereafter representative of company presented presentation in Gujarati language covering introduction of the company, technical information about project, information of proposed project, information on baseline environment, Impact due to proposed project & its mitigation measures and proposed safety measures. After the presentation by project proponent, Regional Officer, GPCB with the due permission of the Additional District Magistrate opened the forum for representations/ suggestion / objections from the locally affected people. Representative of project proponent replied that location of proposed wells is shown in the EIA report is as follow: Banti village, Madrisana village, Ghelara village, Nathpura village and Nani Ranti village.

Survey numbers of final location of the wells will be informed to Sarpanch/ Talati as well as land owners. Land for proposed wells will be acquired on lease from farmers & compensation will be paid as per prevailing market rates in consultation with farmers. Land will be returned to the farmers after restoring the land to its original condition as far as possible.

3 Shri Rameshchandra Ishwarbhai Patel, Principal, Shree Alaknanda School, Rudatal.

Represented that this region is economically backward area and students of the school in this region are getting limited educational benefits. He also requested to give information above the educational benefits that company can provide to the students of the school in this region.

Representative of the project proponent replied that their company believes in Corporate Social Responsibility (CSR) and will provide necessary help. Company has made the provision of fund to the village school and informed that if oil is explored and project is successful definitely they will keep on helping.

4 Shri Pravinsinh, Sarpanch, Gram Panchayat, Sadara.

Regional Officer, GPCB, informed the forum that one written representation from plausible stake holder has been received prior to public hearing i.e. from Paryavaran Mitra, Ahmedabad, which will be included in the minutes along with the written reply of the proponent company as Annexure C-Q-1, C-A-1 respectively. Ans 9i In case of commercial level of hydrocarbons are found in the well, the temporary acquisition ofthe land will continue until the drilling continues followed by testing, i.e, for about 4-5 months,Thereafter, a smaller area, typically of -35 m X 35 m will be retained for future development andproduction operations. Remaining portion of the site will be restored back keeping the well areafor further setup.
