Overview of WSAA
The Water Services Association of Australia (WSAA) is the peak industry body that supports
the Australian Urban Water Industry. Its members and associate members provide water and
sewerage services to approximately 20 million Australians and many of Austra lia’s largest
industrial and commercial enterprises.
The Association facilitates collaboration, knowledge sharing, networking and cooperation
within the urban water industry. It is proud of the collegiate attitude of its members which has
led to industry-wide approaches to national water issues.
WSAA can demonstrate success in the standardisation of industry performance monitoring and
benchmarking, as well as many research outcomes of national significance. The WSAA
Executive retains strong links with policy makers and legislative bodies and their influences, to
monitor emerging issues of importance to the urban water industry. WSAA is regularly
consulted and its advice sought by decision makers when developing strategic directions for
the water industry.
WSAA was formed in 1995 as a non-profit organisation to foster the exchange of information
relating to the provision of urban water services between industry, government and the
community, and to promote sustainable water resource management.
The Association’s main activities focus on four areas:
1. Influencing national and state policies on the provision of urban water services and
sustainable water resource management;
2. Promoting debate on environmentally sustainable development and management of
water resources and the community health requirements of public water supplies;
3. Improving industry performance and establishing benchmarks and industry leading
practices for water service processes; and
4. Fostering the exchange of information on education, training, research, water and
wastewater management and treatment and other matters of common interest.

1 EXECUTIVE SUMMARY
This Issue 2 is an update of WSAA Product Appraisal Report 1427. It incorporates details of
ISO Type 5 Product Certification (StandardsMark) and updates other quality certification
details.
Kulorthene Abcite® X60 and Abcite® 1060 are thermoplastic polymeric coatings suitable for
application to metal valves and fittings. Both coatings have the same formulation with a
different particle size range. Abcite X60 is more conducive to electrostatic spray application
whilst Abcite 1060 is more conducive to fluidized bed application. The powder coatings
comply with AS/NZS 4158-2003 Thermal bonded polymeric coatings on valves and fittings
for water industry purposes.
Kulorthene Abcite 1060/X60 is manufactured by Axalta Coating Systems in Bulle,
Switzerland and is supplied and distributed by Dulux Powder & Industrial Coatings in
Australia and New Zealand.
Axalta Coatings Systems is a leading global coatings company dedicated solely to the
development, manufacture and sale of liquid and powder coatings. The company, previously
an operating unit of Du Pont, has over 145 years of experience in the coatings industry and
currently employs approximately 12,000 people worldwide with 35 manufacturing plants,
doing business in 130 countries.
Dulux Powder & Industrial Coatings is the largest powder coating supplier in Australia and
New Zealand. As a pioneer in the powder coatings industry, Dulux Powder & Industrial
Coatings offers a wide range of stock and custom made powder coating colours and
technologies.
Axalta holds an AS/NZS ISO 9001:2008 licence issued by Swiss Association for Quality and
Management Systems (SQS).
Dulux holds an AS/NZS ISO 9001:2008 licence issued by Global Compliance Solutions
(GCS)
The coatings have StandardsMark product certification to AS/NZS 4158:2003.
Kulorthene Abcite 1060/X60 is deemed as ‘fit for purpose’ and based on the information
available, this product has been rated ‘B’ with a life expectancy in excess of 50 years. This
rating is only a general guide to life expectancy and may increase or decrease as a result of
the system operating conditions, preventative maintenance programs, operating
environment and other geographical and site specific factors.
1.1 Recommendation
It is recommended that WSAA members and associates, subject to any specific requirements
of the member or associate, accept Kulorthene Abcite 1060/X60 as an acceptable coating
for application to valves and fittings for use in the water industry.
2 THE APPLICANT
Dulux Powder and Industrial Coatings is a member of the Dulux Group. Dulux Group employs
approximately 3,800 people in Australia, New Zealand, Papua New Guinea, South-East Asia
and China and reports under 5 operating segments.

solutions and a range of concreting and light construction equipment for the Australian and
New Zealand civil engineering, industrial, commercial, infrastructure and residential
construction markets.
Garage Doors & Openers
Leading Australian and New Zealand manufacturer and marketer of premium branded
garage doors and automatic openers for residential and commercial use. Its brands include
B&D.
Lincoln Sentry
Leading Australian suppliers and distributors of hardware and components to the cabinet
and furniture making industry; the window door and glazing industries and the niche
industrial tape and insulation markets.
Other
This segment includes: the Yates Garden Care business in Australia and New Zealand; Powder
& Industrial Coatings business in Australia and New Zealand; DGL Camel joint venture in China
and Hong Kong and its DGL International business in South East Asia; and Dulux Paints
business in Papua New Guinea.

2.1 The Manufacturer

development, manufacture and sale of liquid and powder coatings. The company provides a
range of performance and transportation coatings for manufacturers of light and commercial
vehicles, the refinish aftermarket and for many industrial applications.

Headquartered in Philadelphia, Axalta manages its business in five regions servicing North
America, Latin America (including Mexico), China, East and South Asia, and Europe, Middle
East and Africa.
3 THE PRODUCT
Kulorthene Abcite X60 and 1060 are high build thermoplastic powder coatings complying with
AS/NZS 4158-2003 Thermal bonded polymeric coatings on valves and fittings for water
industry purposes. Both X60 and 1060 have the same formulation with a different particle size

range. Abcite X60 is more conducive to electrostatic spray application whilst Abcite 1060 is more
conducive to fluidized bed application.
Kulorthene Abcite 1060/X60 is based on DuPont Surlyn® resin, the same polymer used for the
tough outer surface of golf balls.
The coating is suitable for application to metal surfaces commonly utilized for valves and fittings
in the water industry, including ductile and grey cast iron, steel and copper alloys. It provides
adhesion by chemical bonding to the metal substrate without the need for a separate adhesive
primer and is typically applied with film thicknesses between 300µm and 500µm, which complies
with AS/NZS4158, although the recommended minimum film thickness is 350µm.
4 SCOPE OF THE APPRAISAL
The scope of this appraisal covers Kulorthene Abcite X60 and Kulorthene Abcite 1060, high
build thermoplastic coatings in dark blue colour (RAL 5017), for application to ferrous
substrates.
5 APPRAISAL CRITERIA
5.1 General
Appraisal criteria is determined by the WSAA Infrastructure and Materials (IPAM) Network
and regularly reviewed to ensure that the criteria reflect the requirements of WSAA members.
5.2 Quality Assurance Requirements
The WSAA IPAM Network accepts polymeric coatings manufactured under cover of a third
party certified management system complying with AS/NZS ISO 9001 and having ISO Type
5 product certification in accordance with AS/NZS 4158:2003 Thermal-bonded polymeric
coatings on valves and fittings for water industry purposes, by a JAS-ANZ accredited
Conformity Assessment Body (CAB) or by a CAB accredited by international accreditation
system recognised by JAS-ANZ.
5.3 Performance Requirements
The Kulorthene Abcite 1060/X60 coating has been appraised for compliance with AS/NZS
4158:2003 Thermal-bonded polymeric coatings on valves and fittings for water industry
purposes.
6 COMPLIANCE WITH APPRAISAL CRITERIA
6.1 Compliance with Quality Assurance Requirements
Dulux has submitted copies of Quality Assurance licenses as listed below and included in
Appendix B.
Dulux Powder and Industrial Coatings: ISO 9001:2008 issued by Global Compliance
Solutions (GCS)
Axalta Polymer Powders: ISO 9001:2008 issued by Swiss Association for Quality and
Management Systems (SQS)
Axalta Polymer Powders: ISO Type 5 Product Certification (StandardsMark) to AS/NZS
4158:2003 issued by SAI-Global.
6.2 Compliance with Performance Requirements
6.2.1 Coating System Specification
AS/NZS 4158 Clause 2.2 nominates that the coating system shall be specified in accordance
with Appendix D. Dulux has submitted a copy of a document entitled “Processing Guide for
the Application of Kulorthene Thermoplastic Powder Coating” that details the requirements
for the specification of the coating system. This is included in Appendix A. A separate
documents detailing recommended repair procedures are also provided in Appendix A.

6.2.2 Contamination of Drinking Water
Dulux has submitted test reports from the Australian Water Quality Centre demonstrating
compliance of Kulorthene Abcite 1060/X60 to AS/NZS 4020 when exposed at area to volume
ratios of 15,000 mm2/L.
In addition test reports from the Australian Water Quality Centre have been submitted to
demonstrate compliance of the recommended wet epoxy repair compound, Dulux
Duremax®.
6.2.3 Performance Tests
Dulux has submitted reports from CSIRO to demonstrate compliance with the type test
requirements of AS/NZS 4158. The required tests are Hot Water Immersion, Water
Adsorption, Flexibility, Impact Resistance, Penetration Resistance, Abrasion Resistance,
Cathodic Disbondment and Thermal Stability. All results indicated a pass and in most cases
far exceeded minimum requirements.
CSIRO Materials Science and Engineering in Melbourne is a NATA accredited laboratory
(No. 165).
The ultraviolet radiation test was conducted in house by Dulux Powder, Research and
Development department and the results were positive.
The tests results submitted by Dulux satisfy the requirements of AS/NZS 4158.
7 PACKAGING AND TRANSPORTATION
The powder material is supplied in 20kg packages. A shelf life of 5 years is advised when
stored below 25 degrees in dry conditions out of direct sunlight.
8 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING
REPORT
Dulux has provided information of previous application of the product on valves and fittings
in Europe and New Zealand. A letter of approval has been submitted from Watercare,
Auckland, NZ (dated 22 May 2014).
At the time of writing Australian manufacturers of valves and fittings have not used the
coating.
9 PRODUCT WARRANTY
a) DuluxGroup warrants that the Goods supplied will be of merchantable quality and
will conform to the specifications published by it in relation to the Goods.
b) DuluxGroup also accepts liability for all warranties implied to the transactions under
these terms and conditions under the Consumer Guarantees Act 1993, the Sale of
Goods Act 1908, and any statutory amendment or re- enactment thereof or any
other legislation the effect of which cannot be excluded, All warranties and
conditions that are capable of exclusion and would, apart from this provision, form
part of these terms and conditions, are expressly excluded.
c) Except where by legislation liability may not be limited, or where a limitation of
liability would otherwise render DuluxGroup liable to a penalty, DuluxGroup's liability
in connection with the sale of the Goods and these terms of sale is limited to any
one of the following, as determined by DuluxGroup:
i. the replacement of the Goods or the supply of equivalent Goods;
ii. the repair of the Goods or payment of the cost of having the Goods repaired;
or
iii. the refund of the price paid by the Buyer for the Goods.

d) To the extent the law permits and notwithstanding any other clause of these terms
and conditions, DuluxGroup excludes all liability whatsoever to the Buyer for any
Consequential Loss.
10 LIFE EXPECTANCY
Based on the information available and the successful performance under the nominated
type test regime this product has been rated ‘B’ with a life expectancy in excess of 50 years.
This rating is only a general guide to life expectancy and may increase or decrease as a
result of the system operating conditions, preventative maintenance programs, operating
environment and other geographical and site specific factors.
11 FUTURE WORKS
There are no future works requirements.
12 REPORT RECOMMENDATION
It is recommended that WSAA members and associates accept or authorise Dulux
Kulorthene Abcite 1060/X60 as a suitable coating for valves and fittings supplied for their
pressure pipelines in water supply and sewer networks.
