GRV MOVING ON REFORM PROGRAM
On October 6, the Minister for Racing, Martin Pakula MP, announced the appointment of two new Members of the GRV Board, Peita Elkhorne and Rob Greenall, which now completes the GRV Board appointments.Peita is a marketing professional with strong industry links as a former director of the Melbourne Greyhound Racing Association and has been a greyhound owner. Rob is a leading veterinarian who has worked for over 25 years in the public and private sectors and is highly experienced in animal welfare issues. Rob’s appointment meets a key recommendation of the Chief Veterinary Officer’s report that the board include a member with such a background.
Two current Board members Ken Lay and Judith Bornstein have also had their initial one-year terms extended by a further two years, which now means all five GRV board members have three year appointments, providing valuable continuity in working with the industry, Government and other stakeholders.
Over the past few years, much hard work and investment by GRV and the clubs has gone into improving tracks, facilities and services to offer some of the world’s best greyhound racing experiences and this has been reflected in record wagering growth. GRV’s priorities are now shifting significantly and over the next 18 months, GRV will be firmly focussed on ensuring Victoria’s greyhound racing industry also becomes a world leader in integrity management and animal welfare. This also means making the most efficient use of our greyhound racing stock and using new technologies and skills to enhance our regulation capabilities along with the product offering.
GRV has a leadership role in working with our participants and clubs to give the sport a sustainable future, through a comprehensive program that endorses and builds on some of our current practices but challenges and changes those aspects of our industry that are anchored in cultural or historical attitudes that simply cannot continue. We must change to meet community expectations and restore the public’s faith in the sport.
Leading our agenda is implementing the recommendations made in the reports handed down by the Racing Integrity Commissioner, Sal Perna and the Chief Veterinary Officer, Dr Charles Milne.
The recommendations make it clear that GRV’s enforcement capabilities need to improve to ensure that behaviours such as live baiting will never be contemplated again. Our work already underway here will be further strengthened by recruitment of more skilled and qualified staff in GRV’s legal, investigations, welfare and integrity units.
We are also working co-operatively with Paul Bittar on his review into the Integrity Structure for Victorian racing. Our own integrity capabilities are being dramatically upgraded and we are ready for any measures that need to be taken in parallel with other codes to improve integrity management resources, systems and strategies.
We are also significantly expanding our ability to better detect, stop and argue for severe penalties for any mistreatment of animals, whether it is drugs use or live baiting. This includes working to raise and better monitor and enforce breeding, training and care standards and rules for greyhounds and significantly improving their life opportunities when their racing careers are over.
As part of our commitment to consult more widely with the greyhound industry, we are stepping up its ability to provide advice and feedback to the GRV Board through our new Industry Consultative Group (ICG). We’ve had a very positive response to this initiative and we plan to have the ICG up and running by early 2016.
This period of change will not be easy for all but it is absolutely necessary if we want greyhound racing not just to survive but thrive in the 21st century as a professional, responsible and accountable code that continues to offer enjoyment and employment for many thousands of people and at the same time looking after the welfare of the greyhounds that are at the heart of our industry.

The Board of Greyhound Racing Victoria (GRV) has approved a change in policy for the confirmation of swab irregularities in reserve (B samples) and control samples.The new GRV Policy for Confirmation of Reserve and Control Samples is an amendment to the GRV Swab Sampling Policy & Procedures, effective from October 1, 2015.
The changes bring GRV’s testing procedures into line with other Australian states and racing codes, while also improving the independence and transparency of Victoria’s testing procedures for reserve and control samples.
Under the current procedures, Racing Analytical Services Limited (RASL) tests both the A and B samples. If the A sample returned a positive result, RASL would perform a confirmation test on the B sample. A Trainer was also allowed to appoint an independent and accredited analyst to observe the confirmation test of the B sample at the RASL facility in Melbourne.
Under the new policy, whenever a swab irregularity is detected by RASL, the B sample and control sample will be automatically referred to another Accredited Laboratory, other than RASL in Melbourne.
If the A sample returns a positive result for a prohibited substance, GRV’s Chief Steward will advise the Trainer in writing about the name and location of the Accredited Laboratory, where the confirmation test of the B sample and the control sample will be undertaken.
As a result of the Board’s decision, Trainers can now have even more confidence about GRV’s rigorous drug testing program. In addition, GRV will absorb all diagnostic costs associated with the confirmation of swab irregularities, removing the need for Trainers to pay for an independent analyst to be present.
In addition, the new policy will provide GRV with more diagnostic laboratories to choose from in the future, if new performance enhancing substances emerge, or when new and improved testing procedures become available.
Greyhound Racing Victoria has approved each of the following laboratories as an Accredited Laboratory, as per Greyhounds Australasia Rule 1:
• Australian Racing Forensic Laboratory, Sydney
• Queensland Government Racing Science Centre, Brisbane
• Racing Analytical Services Limited, Melbourne
• Racing Chemistry Laboratory, Chemistry Centre (W.A.), Perth
• The Hong Kong Jockey Club Racing Laboratory, Sha Tin, Hong Kong
• New Zealand Racing Laboratory Services Limited, Avondale, Auckland, New Zealand
• Horseracing Forensic Laboratory, Fordham, Ely, Cambridgeshire, United Kingdom
• Australian Sports Drug Testing Laboratory, Sydney
• ChemCentre, Western Australia
• National Measurement Institute (NMI), Sydney (trace element analysis)
• Institute of Biochemistry, German Sports University, Cologne, Germany (Xenon & Argon)

Greyhound Racing Victoria (GRV) Chairman Bernie Carolan has welcomed the announcement by the Victorian Minister for Racing, the Hon Martin Pakula, of two important appointments to the GRV Board and significant term extensions for existing Board members.Ms Peita Elkhorne and Mr Robert Greenall have been appointed to the GRV Board for three-year terms, while two current Board members Ken Lay and Judith Bornstein have had their initial one-year terms extended by a further two years.
Mr Carolan said the GRV Board could now focus on emerging from recent challenges and establish the direction for a vibrant, sustainable and welfare-oriented industry.
“The announcement means that the GRV Board is now fully constituted and has committed to lead the greyhound racing industry through a critical period over the next three years,” Mr Carolan said.
“Ms Elkhorne and Mr Greenall are welcome additions to the Board and we look forward to their contribution to the future direction of the industry.”
Ms Peita Elkhorne is a former director of the Melbourne Greyhound Racing Association (MGRA), which runs The Meadows facility. Ms Elkhorne has previously been involved in the industry as a greyhound owner. She has extensive experience in business development, marketing and management and is currently a director of Xcelerate Consulting.
Mr Rob Greenall is a registered veterinarian who has worked for over 25 years in private practice and in various roles across the public sector. Mr Greenall has a Masters degree in Veterinary Studies and is highly experienced in strategic project leadership, management and evaluation. Mr Greenall is currently the Managing Director of AgVet Project Pty Ltd.
“I am sure the addition of Ms Elkhorne’s industry knowledge will be welcomed by participants across the greyhound racing industry,” Mr Carolan said.
“Mr Greenall’s animal welfare and ethics experience fulfils a key recommendation of the Chief Veterinary Officer’s report: that the board include a member with such a background.”
Mr Carolan said the GRV Board also acknowledged the brief, but crucial, role that Mr Ray Gunston played in bringing the greyhound racing industry, and the organisation, through a very difficult time in early 2015.
Mr Gunston was appointed to the role of Chairman of the GRV Board in March 2015, along with Ken Lay and Judith Bornstein, who were appointed as Board members. He has since taken up a senior executive role with the AFL and subsequently stepped down as Chairman in July, 2015.
“I wish to thank Mr Gunston for remaining on the board until September while I commenced my Chairmanship,” Mr Carolan said.
“His assistance in that process has been extremely valuable and, on behalf of the industry, I would like to thank him for his strong leadership over the past six months,” Mr Carolan said.

GRV Board Member and former Chief Commissioner of Victoria Police, Ken Lay, has spoken with Neil Mitchell on his 3AW following Mitchell’s calls to have greyhound racing banned.Mr Lay told Mitchell that there were indeed greedy and dishonest people in the industry that would do anything to make a quick buck, given the prize money on offer, but said these were a minority.
“There is a very, very big chunk of this industry that is made up of mums and dads that love their dogs desperately, that would do anything for their dogs. They enjoy it, it’s their social outlet,” Mr Lay said.
“You go to one of these meetings, and it’s like going to a game of football. People everywhere, they all know each other, they know each other’s dogs,” he added, highlighting the social and tight-knit community nature of greyhound racing.
Mr Lay also said it was important for the industry to slow breeding down and there were a number of strategies in place to do that.
“If the industry doesn’t change the government won’t have any choice. So there is a sense, an urgency in the need for change that many in the industry get.”

The Greyhound Adoption Program was judged the best ‘Commercial Exhibitor’ at last month’s Royal Melbourne Show.Boasting a backyard theme, the GAP stand was typically engaging as greyhounds chilled out while enjoying the attention of show-goers, while their owners promoted the breed by answering questions about their suitability as pets.
Located in the Pets, Gardens & Outdoor Living Pavilion, the GAP stand also boasted:
- A screen playing videos about the GAP on loop
- The opportunity to win a Weber BBQ simply by registering your details (this was won by Cam Holmes of Cranbourne)
- The chance for people to register their interest in subscribing to the GAP database and newsletter
- iPads and posters showcasing greyhounds currently available for adoption
The Greyhound Adoption Program continues to go from strength to strength, with the recent announcement of a record 847 adoptions during the 2015 financial year.

Self-confessed “small-time” greyhound breeder trainer and maintenance man at The Meadows, David Pryse had a tough time of it last month.
On October 6 Pryse received a phone call from his wife, who was “absolutely hysterical”. She informed him that she couldn’t get home because the roads into their hometown of Benloch (near Lancefield) had been blocked due to fire danger.
With two greyhounds – Patch and Demi – at home alone panic set in, and as such David headed towards home only to have his vehicle stopped at the road block by police.
It took some convincing, but Pryse talked the police into driving him home because he felt that the pups “had some chance of survival if I was at home, but if I wasn’t they had no hope.”
“They’re more than just dogs to me…they’re like family, especially because I bred them myself.”
Without a car, Pryse was stranded at home, refusing to leave his greyhounds until the fire was contained two days later.
“It (the fire) came close. It was moving like a tornado with ambers flying everywhere and at one stage it was within 50 metres of my doorstep. My closest neighbour lost three or four sheds, while a house in the next street was burned down,” he said.
“A CFA rep said I was just lucky the wind changed as that was the only thing that saved my property. He told me not to bother buying a lottery ticket this week because I had used up all my luck already.”
After such a petrifying experience, Pryse is hopeful that litter sisters Patch and Demi (Glen Gallon x Damika), with whom he is pictured above, can turn things around.
“This is the first litter I’ve bred and they are showing a little bit of promise. They are 18 months old and I haven’t organised race names for them yet, but I’m hoping they can have a little bit of success once they hit the racetrack.”
No one would begrudge the Pryse family of that.

During the foster process they quickly and easily make the transition from being a racing animal to pet. Such is the stringent nature of the GAP assessment processes that the Victorian government legislates that greyhounds successfully passing through GAP no longer have to be muzzled in public.

The Board of Greyhound Racing Victoria (GRV) has approved a change in policy for the confirmation of swab irregularities in reserve (B samples) and control samples.
The new GRV Policy for Confirmation of Reserve and Control Samples comes into effect from the 1st October, 2015.
The changes bring GRV’s testing procedures into line with other Australian states and racing codes, while also improving the independence and transparency of Victoria’s testing procedures for reserve and control samples.
Under the current procedures, Racing Analytical Services Limited (RASL) tests both the A and B samples. If the A sample returned a positive result, RASL would perform a confirmation test on the B sample. A Trainer was also allowed to appoint an independent and accredited analyst to observe the confirmation test of the B sample at the RASL facility in Melbourne.
Under the new policy, whenever a swab irregularity is detected by RASL, the B sample and control sample will be automatically referred to another Accredited Laboratory, other than RASL in Melbourne.
If the A Sample returns a positive result for a prohibited substance, GRV’s Chief Steward will advise the Trainer in writing about the name and location of the Accredited Laboratory, where the confirmation test of the B sample and the control sample will be undertaken.
As a result of the Board’s decision, Trainers can now have even more confidence about GRV’s rigorous drug testing program. In addition, GRV will absorb all diagnostic costs associated with the confirmation of swab irregularities, removing the need for Trainers to pay for an independent analyst to be present.
In addition, the new policy will provide GRV with more diagnostic laboratories to choose from in the future, if new
performance enhancing substances emerge, or when new and improved testing procedures become available.
Greyhound Racing Victoria has approved the following laboratories as an Accredited Laboratory, as per Greyhounds Australasia Rule 1:

UPDATE TO GRV POLICY – CONFIRMATION OF SWAB IRREGULARITIES
A urinary threshold for cobalt of 100 ng/mL will be implemented in Victoria in the near future. Further details regarding the implementation date will be communicated as appropriate, however the following information should be noted.
Greyhounds Australasia will introduce a urinary threshold for cobalt of 100 ng/mL within GAR 83 (10) as follows:
“Cobalt at or below a mass concentration of 100 nanograms per millilitre in a sample of urine taken from a greyhound will not breach the provisions of sub rule (1A) or (2) of this rule.”
Trainers are advised to be extremely cautious using products that contain cobalt close to racing as this may inadvertently lead to a rise in urinary cobalt levels.
Cobalt is a naturally occurring trace element that is normally present in greyhounds at very low levels as a result of normal dietary intake. Cobalt is also present in the structure of vitamin B12 (cyanocobalamin).
Excessive amounts of cobalt has an effect on the cardiovascular system (GAR 1) as a haematopoietic agent and as a hypoxia inducible factor (HIF)-1 stabiliser (GAR 79A(2)(xiii)) and therefore has the potential to improve athletic performance. Therefore cobalt is both a prohibited substance and permanently banned prohibited substance
when present at concentrations above that which would naturally occur through routine nutritional sources.
This threshold has been determined following a national population survey that measured urinary cobalt levels in 762 greyhounds sampled on race day. It has been set at a level to allow for normal amounts of cobalt supplementation through routine nutritional sources.
However, trainers are advised that the administration, particularly by injection and on multiple occasions or at larger ‘off-label’ doses, of certain registered vitamin supplements close to racing may result in a level of cobalt in a subsequent sample that exceeds this threshold. Trainers are therefore advised to avoid the use of these supplements close to racing.
Examples of injectable vitamin supplements that contain cobalt and/or vitamin B12 include: V.A.M., Hemo-15, Hemoplex, Amino-lite 34X, Kynoselen, Tripart, Coforta, Folic Acid and Vitamin B-12, Dynajec and Cophos B. Various parasiticides, drenches and oral haematinics also contain cobalt.

• Dallas Moore - Failing to present the greyhound “Startin to Shake” free of a prohibited substance (Dehydronorketamine and Procaine) for an event at the Bendigo Greyhound Racing Association meeting on 27 May 2015. Hearing held 12 October 2015. The RADB determined that Mr. Moore was guilty as charged and fined him $500 and he was also disqualified for a period of 3 months (wholly suspended for 12 months pending no further breaches of GAR79A and GAR83 during this 12 month period), effective from Monday, 12 October 2015.
• Peter Hunt – did in relation to greyhound racing engage in the training of greyhounds for Ms. Nicole between 27 April 2015 and 3 June 2015 when being an unlicensed person which in the opinion of stewards is dishonest or improper or constitutes misconduct. Hearing held by the RADB 28 September 2015. The RADB determined that Mr. Hunt was guilty as charged and he was warned off effective immediately until such time as Greyhound Racing Victoria may determine to grant him registration as a trainer.
• Mr. Bradley Keel – In that he did strike a greyhound to the head with excessive or brutal force whilst attempting to place that greyhound into the starting box at the Tooradin Trial Track on 23 December 2014, which in the opinion of Stewards is improper and constitutes misconduct. Hearing held 21 September 2015. Mr. Keel is to be disqualified for a period of eighteen months but such disqualification to be wholly suspended during that period subject to no further breach of any rule relating to the treatment and care of greyhounds within his care and custody and a fine of $750.
