Rationale for Metadata Framework• Information is the fuel for the new economy
• Information is a key asset for government
– in UK this has been under recognised
and under exploited
• Getting to the right info – fast - holds the
key to efficiency and effectiveness in
government as well as serving the citizen• Metadata is the means of achieving that
objective
Metadata Framework Headline Decisions
• Adoption of the Dublin Core for UK Government– use 15 simple DC elements
• Additional elements to support government information and records management
• Development of e-Government Metadata Standard (e-GMS)
• Construction of a pan government thesaurus/controlled vocabulary
• Implementation Strategy – UK Govtalk

e-GMF Compliance (1)
The e-GMS applies to all intradepartmental systems and the interactions between:
– UK Government and citizens
– UK Government and businesses (world wide)
– UK Government and wider public sector– UK Government and foreign governments
(UK/EC, UK/US etc)

• The e-GMF is mandated for all– new systems – outward facing legacy systems
• Recommended for all other systems
