The objective of the SEIP project is to enable Indian public and private stakeholders to jointly implement strategies for efficient, environment- friendly, and climate-friendly industrial development. Project activities focus on wastewater conveyance systems, the treatment, recycling and reuse of wastewater, waste management as well as the management and planning practices in the industrial areas. Solutions are piloted in 5 selected industrial areas located in the states of Delhi, Gujarat and Uttarakhand. Further cross-cutting activities, such as the development of a market-driven training system for technicians and operators of effluent treatment plants, the development of industry-wide environmental standards, the work on a green rating system for industrial areas, and the setting up of a technology platform offering international exchange of best practice technologies target the improvement of enabling framework conditions for sustainable industrial production in India. SEIP started in March 2015 and will run until February 2018 (with a likely extension of 12 months) and has a budget of EUR 6.5 million. A brief overview of the SEIP Project is given at Annexure 1.

SUSTAINABLE & ENVIRONMENT-FRIENDLY INDUSTRIAL PRODUCTION (SEIP) Activities in Uttarakhand: Monthly Progress Report – September, 2017

Introduction “Sustainable and Environment-friendly Industrial Production – SEIP” is a joint project of the Ministry of

Environment, Forest and Climate Change (MoEFCC) and the Deutsche Gesellschaft für Internationale

Zusammenarbeit (GIZ) GmbH within the framework of Indo-German Technical Cooperation. The objective

of the SEIP project is to enable Indian public and private stakeholders to jointly implement strategies for

efficient, environment- friendly, and climate-friendly industrial development.

The project aims at mitigating environmental problems caused by industrial production focusing on

industrial wastewater and solid waste management. During the project duration, technical solutions as well

as business and management models to reduce acute environmental pollution and to improve resource

efficiency in industrial production are piloted in five Indian industrial estates. Visible positive direct impacts

of the solutions showcased are to improve conditions directly at the sites, and to unfold a strong signal

effect leading to the replication and upscaling of solutions in industrial parks throughout India. Project

activities focus on wastewater conveyance systems, the treatment, recycling and reuse of wastewater,

waste management as well as the management and planning practices in the industrial areas. Solutions

are piloted in 5 selected industrial areas located in the states of Delhi, Gujarat and Uttarakhand.

Further cross-cutting activities, such as the development of a market-driven training system for technicians

and operators of effluent treatment plants, the development of industry-wide environmental standards, the

work on a green rating system for industrial areas, and the setting up of a technology platform offering

international exchange of best practice technologies target the improvement of enabling framework

conditions for sustainable industrial production in India.

SEIP started in March 2015 and will run until February 2018 (with a likely extension of 12 months) and has

a budget of EUR 6.5 million. A brief overview of the SEIP Project is given at Annexure 1.

Activities in Uttarakhand

1) Solutions for the MODERNISATION AND UPGRADATION OF 1 CETP AND 9 ETPS 2) Improvement in STORM WATER DRAINAGE systems 3) ENVIRONMENTAL IMPROVEMENT in 50 individual industries to reduce pollution and increase

1. Solutions for the modernisation and upgradation of 1 CETP and 9 ETPs About the activity: The objective is to find measures to modernize the operation of the CETPs and nine selected ETPs in the

industrial estate. SIIDCUL IIE Haridwar has a CETP of 9 MLD design capacity. Over 500 units are

connected to it. The project was awarded on BOT basis to SK UEM Water Projects Private Limited on a

20-year agreement. The CETP currently caters to only about 4 MLD of waste water (domestic and industrial).

The key issues related to CETP are:

Ensure “all time compliance” of CETP/ETP and compliance of discharges of individual industries to the permissible limits of pollutant parameters

Achieve Zero Liquid Discharge (ZLD) and find ways how to recycle and reuse treated wastewater

Existing business and management models of CETP need improvement. Summary of progress so far:

Gopa Infra visited 24 industries for initial assessment and selection of final 09 industries for ETP upgradation and modernisation activities.

Completion of rapid pollution assessment study by IIT Roorkee in June 2016

Completion of economic assessment study on CETP by Ideck, Bangalore in June 2017

Questionnaires for data collection on wastewater discharge from ETPs and CETP developed by Gopa Infra.

CETP Experts from Gopa Infra attended the pre-bid meeting on inviting tenders for construction of Tertiary Plant at IIE SIIDCUL and discussed technologically options suggested by the IIT Roorkee report on the construction of a Tertiary Plant at the CETP Haridwar with officials from SIIDCUL Dehradun.

Level II Detailed Assessment visits to industries conducted by Gopa Infra experts in 12 industries in Haridwar.

GIS mapping completed of infrastructure services including CETP conveyance system, water supply network and other infrastructure facilities provided at SIIDCUL Haridwar Industrial Park.

From 11th to 15th July 2017, national and international experts visited CavinKare, Penta Latex, Wipro, HUL, Pure and Cure and CETP facility at SIIDCUL Haridwar

On 14th July 2017, the Environment Clinic was launched in IIE SIIDCUL Haridwar for SIIDCUL industries, and SMEs in particular, to address issues, such as those listed below. 13 representatives from 7 industries participated in the event.

o handling of different types of wastewater to understand the potential of its reuse/ recycle,

o knowing and improving different treatment processes currently practiced and issues faced

therewith,

o environmental wastewater sampling and analysis processes,

o issues with respect to sludge and solid waste generated,

o techniques to optimize wastewater generation and reduce treatment costs.

o On 21st July 2017, a meeting was organised with SIIDCUL officials for consultants from

Gopa Infra at SIIDCUL Dehradun to discuss CETP improvement studies (Status Update),

evaluation of effluent conveyance, storm water drainage and water supply systems at IIE

Industrial Area (Status Update) etc.

o On 9th August 2017, a meeting was organised at SPMG office to discuss the action plan

on SEIP project activities on modernisation and upgradation of 1 CETP and 9 ETPS and

improvement in storm water drainage systems with consultants from Gopa Infra and GIZ

representative from SGR, Mr. Satya Narayan Ghosh, in which it was decided that GOPA

will revise the timelines of the action plan submitted.

Progress for the current month:

Initiated Detailed Assessment (DA) in following five companies o Penta Latex o Cavinkare o Wipro o Hindustan Unilever Limited o Kwality Polythread Limited

German experts are working on the concept note for CETP improvement/upgradation to be submitted to SIIDCUL.

2. Improvement in storm water drainage systems

About the activity: The aim of this activity is to retrofit wastewater conveyance and storm water drainage systems.

The storm water drainage systems in at IIE Haridwar are in a bad condition. Overflow of these systems

leads to overflow which poses problems to the CETP due to the pollutants carried by the water.

Summary of progress so far:

German consultancy (Gopa Infra) hired to provide a detailed problem analysis and design level solutions. Short term expert has been identified.

GIS based mapping of the storm water in IIE Haridwar has been completed.

International Short Term Experts (IWWT), Mr. Martin Boehnke and Mr Evers Willing, along with national expert Mr. John Thomas, visited SIIDCUL Haridwar to assess the existing condition of the storm water drainage system in the industrial estate.

On 9th August 2017, a meeting was organised at SPMG office to discuss the action plan on SEIP project activities on modernisation and upgradation of 1 CETP and 9 ETPS and improvement in storm water drainage systems with consultants from Gopa Infra and GIZ representative from SGR, Mr. Satya Narayan Ghosh. In the meeting following decision were made:

o Timelines to be revised for all the activities in the action plan shared by the consultants.

3. Environmental improvement in 50 individual industries to reduce pollution and increase resource efficiency at company level

About the activity:

This objective of this activity is to implement measures that will lead to either a reduction in pollution or an

increase in resource efficiency thereby improving the environmental improvements of a company and

demonstrating the effectiveness of the measure at hand. The total number of industrial units established in

Haridwar city as on March 31, 2014, is about 750, of which 550 are within the SIIDCUL IIE Haridwar. Most

of the industries are connected to the CETP; however, some face connectivity problems to the conveyance

systems due to slopes in the area. Most of the companies use old technologies and inefficient operational

techniques. Pollution and non-compliance with environmental statutory requirements are the order of the

day.

50 companies at which technically sound and financially viable techniques and technologies are to be

implemented, have been selected. The first step is the assessment for the scope of process optimisation

and improvements in resource efficiency (materials, water, energy) before detailing and implementing the

solutions suggested. Subsequently, the replication of successful solutions is to be enabled in other

industries/industrial areas.

Summary of progress so far:

Consortium, led by German consultancy, Adelphi started work in January 2017

Information event (23rd March 2017) to create awareness and to spur interest from industries to participate in promoting the Resource Efficiency and Cleaner Production (RECP) initiative which was brought in to life under this activity

RA survey completed in 41 industries by Mr. Sohail Pathan (adelphi consortium)

For Detailed Assesment (DA), the following three companies were shortlisted from SIIDCUL Haridwar after a series of dicussion with adelphi consortium:

1. Vansal Narayan Engineering Works 2. Cholyail Pvt Ltd 3. Tmenis Medicare Pvt Ltd

On 17th and 18th July 2017, a team consisting of Rajat Batra (Senior National Expert) and Sohail Pathan (National Expert), conducted DAs in Vansal Narayan Engineering works and Cholayil Pvt Ltd.

On 29th August 2017 RECP workshop was organised for industries to participate and understand the implementation of “Resource Efficiency and Cleaner Production (RECP)” measures

Progress for the current month:

Expert from adelphi consortium completed Rapid Assessment (RA) survey in 5 companies.

Expert from adelphi consortium started DA in Kwality Polythread Limited. Das are going on in Vansal Narayan Engineering Works, Cholyail Pvt Ltd and Aman Metal Finishers.

5 RA reports submitted by experts to companies audited.

4. Improvement through cross-learning and facilitation

About the activity:

Under SEIP, facilitation teams on the topics of 1) Environmental Drives, 2) Cleaner Production and 3) Wastewater have been established at the industrial areas. Facilitation teams are supposed to provide a platform for discussion amongst entrepreneurs and other stakeholders of the park covering various topics and including the demonstration and sharing of best practices from industries. GIZ team will provide external field experts (both within and outside GIZ), organisations like SIIDCUL, PCRI to educate the industrialists about available best practices in the field. Through these meetings the industrialists themselves educate/guide each other about available best practices.

a. Environment Drives

About the activity:

The objective of this activity is to increase the outreach and to create awareness on maintenance and housekeeping issues, such as waste removal or the development and maintenance of green areas at the IIE Haridwar through participatory approaches such as Environmental Drives, workshops, meetings, conferences. Summary of progress so far:

Three meetings were organised so far of the facilitation team on environment drives:

Meeting 1) On 29th November 2016, the 1st meeting was organised to raise the awareness of the

association members and industry towards cleanliness, plantation and garbage removal.

Meeting 2) The 2nd meeting of the facilitation team on environment drives and outreach was

conducted on 09th March 2017. To identify the areas for cleanliness, plantation and garbage

removal in sector 6A, 6B and 3. As suggested, physical survey was conducted in the sectors

identified and initiate cleaning activities by Nirman Nigam.

Meeting 3) The 3rd meeting of the facilitation team was conducted on 5th May 2017 to present the

progress of actions identified in the last meeting of the facilitation team on 08th March 2017 at Cello

Industries and to request industry representatives to provide there inputs/suggestions for the

upcoming World Environment Day- month long activities. Important points of discussions were:

o Development of Park: SIIDCUL allotted plot no. P1 in sector 7 for park development to SMAU

o Plantation: For plantation drive in SIIDCUL on World Environment Day, it was suggested that

plants or saplings can be obtained at marginal cost from Forest Department Uttarakhand

o Weekly activities were discussed to finalize the action plan for environment drives with the

members of the facilitation team

Progress for the current month:

4th meeting of Facilitation Team on Environmental Drives and Outreach was organised on 13th

September 2017 at SIIDCUL’s Conference Room at IIE Haridwar (MOM attached as Annexure 2).

Members raised their concerns on the solid waste management situation in IIE SIIDCUL Haridwar

and requested SEIP team to invite SWM experts in order to discuss and provide solutions for

managing solid waste in the industrial estate.

Office bearers from SMAU informed the team members that SMAU will be organizing the “Run for

Cleanliness- Half marathon” in IIE SIIDCUL Haridwar on 02nd October 2017 to generate awareness

regarding clean and green environment among the public and industries.

o 4000 representatives from various industries are targeted to participate in the event.

o SMAU representatives requested GIZ SEIP team to design and provide logo and banners for

the event.

b. Cleaner Production

About the activity:

The objective of the facilitation team is to promote cross learning by inviting industries and experts to

participate in the discussions and to identify existing practices and Best Available Techniques (BAT on

production process improvements relating with cleaner production and resource efficiency. Also replication

of the BATs across rest of the industrial units at large.

Summary of progress so far:

Two meetings were organised on production process improvement:

In the first meeting of the facilitation team, participants companies were informed about

engagement of German experts to identify and implement company specific improvements in

production processes, pollution reduction and resource efficiency. Participants companies were

also asked to share their concern on the following priority areas:

o Water consumption

o Energy Consumption

o Material Consumption

o Inefficiency in manufacturing process

o Inefficient technologies/operation

o Non awareness on various improvement area in the production process

2nd meeting of the facilitation team on Production Process Improvement was organised on 26th

March 2017 at SIIDCUL Haridwar. Industries and experts discussed to identify existing practices

and Best Available Techniques (BAT) on production process improvements relating with cleaner

production and resource efficiency.

c. Wastewater Management

About the activity:

The purpose of this team is to promote cross-learning by inviting industries and experts to participate in the discussions and to identify water pollution reduction measures for implementation in individual industries and IIE Haridwar. Summary of progress so far:

Three meetings were organized of the facilitation team on wastewater management in SIIDCUL Haridwar.

On 30th November, 2016, first meeting was organized to identify water pollution measures in

SIDCUL Haridwar. Questionnaire was shared with participants for collecting basic water usage &

treatment pattern in the ETP owning companies for their comments and suggestions for

improvement. Some participants confirmed their industry participation in the project activity.

Second meeting was organized on 29th January 2017, purpose of the meeting is to:

o Preliminary assessment conducted by Gopa Infra on 18 industrial units was shared to

seek cooperation from the participant units.

o Identification, learning and sharing of various improvement measures for reducing water

pollution, ETP improvement/upgradation and practices for recycle & reuse of water in

individual industries.

3rd meeting of the wastewater pollution reduction was organized on 29th May 2017 at SIIDCUL

Haridwar to share the methodology of the detailed assessment to be carried out by the experts

from Gopa Infra. Key points of discussion were:

o Generic Solutions: Participants highlighted that issues presented by experts from Gopa

Infra after detailed assessment are generic and they are looking forward to receive

company specific improvement options.

o NABL accreditation: Official from UEPPCB suggested that Central Ground Water

Commission (CGWC) permission is required on ground water recharge and it should be

added along the ETP activities to help industries in suggesting improvement measures to

recharge groundwater and experts cab assist companies in getting NABL accreditation

for their in house laboratories.

o Hazardous Waste Disposal: Experts highlighted that industry lack basic knowledge on

managing hazardous waste and they tend to dispose the non-hazardous industry waste

with hazardous waste.

6. Miscellaneous

a. Baseline Assessment of Pollution

About the activity:

The purpose of this activity to set the baseline for pollution assessment in IIE SIIDCUL Haridwar. Summary of progress so far:

Ms Sonal Jain (Baseline Pollution Assessment expert) visited in February 2017 to assess the

present condition of the pollution at IIE SIIDCUL Haridwar. A baseline assessment report has been

submitted including identified sites for pollution assessment for establishing baseline.

On 7th July 2017, a meeting with Mr. PK Joshi, Regional Officer and Dr. RK Chaturvedi, ASO was

organized at UEPPCB Office, Roorkee to discuss the Base Line Establishment/Monitoring at the

locations prescribed by Ms Sonal Jain (Baseline Pollution Assessment expert) in her report.

Mr. Joshi and Dr. Chaturvedi both confirmed their commitment towards this activity, but shared

following concerns –

o Date of Sampling is set for after 25th July due to Kanwar restrictions going on in the region. They will inform SEIP about the dates shortly.

o UEPPCB RO does not have a laboratory facility with them at Roorkee. However UEPPCB Dehradun has a Lab facility where they can conduct the primary tests viz. pH, COD, BOD, TDS etc. Hecen, the tests as prescribed in the report cannot be conducted without engaging a third party lab that has MoEFCC approval.

o For sampling and conducting the lab test (~ 26x2 Base line measurement locations - both before and after) as prescribed in the baseline report, an estimated financial out lay would be nearly 3 Lakhs. RO will have to seek financial approval from UEPPCB Dehradun. Only then the sampling would be possible.

Concerns of Mr. Joshi and Dr. Chaturvedi were shared with Mr. Amarjeet Singh Oberoi (Chief

Environment Officer, UEPPCB) and Mr. S.S Pal (Scientific Officer, UEPPCB). Mr. Oberoi directed

Mr. Pal to take up this issue with Ms office and arrange a meeting for discussing the same.

Progress for the current month:

Mr. Amit K Singh (Project Manager, CETP IIE SIIDCUL Haridwar) shared the CETP inlet and outlet

data for last two years with baselines pollution assessment expert.

b. Project Advisory Committee (PAC)

About the activity:

The objective for constituting this committee and the major responsibilities of its members is to:

□ Review project progress

□ Discuss issues of concern

□ Plan project activities for the next quarter

Regional Manager,IIE SIIDCUL Haridwar is the chairman of the PAC, officials from state pollution control

boards, office bearers from industry associations like SEWA, SMAU, APM and SIA and some

representatives from industries are the members of the committee. PAC meeting was organised on a

quarterly basis to review and discuss project activities.

Summary of progress so far

1st PAC meeting on 29th December 2016 to monitor, review and advise on project activities and

progress. The progress on following activities was discussed:

□ Representative from SMAU suggested names of addicitonal companies for participation

under ETP upgradation and improvement activity.

□ PCRI to conduct trainings with helpers and technician of ETPs/CETP in Uttarakhand.

□ Initiation of cleaning activities, such as street sweeping, drains cleaning, etc. This can be

considered a consequence of the first meeting of the facilitation team on environment

drives held on 29th November 2016 in IIE Haridwar.

□ A best practice about “Reusing/recycling the wood waste in furniture and maintenance of

the township” was presented by the General Manager of Mahindra and Mahindra (M&M)

and official of PCRI for cross-learning.

2nd meeting of PAC (19th March 2017) was organized in SIIDCUL Haridwar. The following points were discussed. Please refer annexure 5 for minutes of the meeting.

□ Installation of online monitoring system at individual industries □ Usage of treated water for gardening and landscaping purposes within the industry premise. □ Criteria for selection of industries under Resource Efficient Cleaner production (RECP)

initiative

□ Upgradation of CETP/ETP to ZLD Progress for the current month:

The third meeting of Project Advisory Committee (PAC) for 'Sustainable and Environment-friendly

Industrial Production' (SEIP) project was organized at SIIDCUL’s Regional Office in the Integrated

Industrial Estate (IIE), Haridwar on 13th September, 2017 (for MOM, refer to Annex 3).

o Representatives from SIIDCUL Manufactures Association of Uttarakhand (SMAU),

Association of Pharma Association (APM) and SIIDCUL Entrepreneurs Welfare

Association (SEWA), officials from SIIDCUL and representatives from Individual industries

and CETP industries participated in the PAC meeting. The meeting was attended by 13

members to monitor, review and advice on project progress so far and activity plan for the

next quarter under the SEIP project.

o Members appreciated the progress and work done related to GIS mapping of the industrial

estate, skill development training at Hindustan Unilever (HUL) and Pure and Cure

Healthcare Pvt Ltd (Akums).

o During the meeting, progress under each of the project activity was discussed. Participants

raised the following points of concerns with SEIP team:

Target about 100 participants (CETP/ETP helpers and technicians) by January 2018

for skill development training in Haridwar

Annexure 1: SEIP Project Overview Objective: The SEIP project has focus on efficient, and environment and climate-friendly industrial development. The objective of the project is: “Private and public stakeholders jointly implement strategies for efficient, and environmental and climate-friendly industrial development.” Duration: The project has a duration of 3 years from March 2015 to February 2018. The project is likely to be extended by about 8 to 10 months. Budget: The total budget available for the duration of the project is 5 million EUR. An additional budget of 1.5 million EUR has been committed by the German for augmenting the activities for controlling industrial pollution to River Ganga. Project Sites: The project has its focus in selected sites at the Gujarat Industrial Development Corporation’s (GIDC) Industrial Estate at Vapi (Gujarat), Delhi Industrial Infrastructure Development Corporation’s (DSIIDC) industrial areas at Patparganj, Mayapuri and Lawrence Road (Delhi), and the Integrated Industrial Estate State Industrial Infrastructure Development Corporation of Uttarakhand Ltd. (SIIDCUL) in Haridwar (Uttarakhand). Partners: The Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India and GIZ are the main project partners. An Implementation Agreement has been signed between MoEF&CC and GIZ on 16th June 2016. The Central Pollution Control Board, as a technical arm of MoEF&CC, plays an important role. The key stakeholders for the project site in Uttarakhand are:

□ State Industrial and Infrastructural Development Corporation of Uttarakhand Limited (SIIDCUL) □ Uttarakhand Environment Protection and Pollution Control Board (UEPPCB) □ M/s SK UEM Projects Pvt Ltd □ SIIDCUL Manufacturers Association of Uttarakhand (SMAU) □ SIIDCUL Entrepreneurs Welfare Association (SEWA) □ SIIDCUL Industrial Association (SIA) □ Association of Pharma Manufacturers (APM)

Approach The SEIP project works on selected environmental problems of national importance, with the main thematic focus on industrial wastewater and solid waste management. The project aims to showcase solutions on how acute environmental pollution can be reduced and how resource efficiency in industrial production can be improved. Project outputs are grouped into 3 areas:

□ Output A: Environment-oriented modernization of three industrial areas (showcasing solutions), □ Output B: Establishing appropriate framework conditions at the national and state levels, and □ Output C: Knowledge management and dissemination.

To accomplish these outputs, various activities are being taken up at the national level as well project site level. The project activities are focused on wastewater conveyance, treatment, recycle/reuse, waste management, monitoring, process modification in individual industries etc. These will be complemented by training and skills development, and setting up of a technology platform. At the national and state level, the project supports the creation of an enabling framework by suggesting measures for new policies, plans and support programmes to prevent and reduce pollution and improve resource efficiency in industrial zones. Further, the project will create practical examples of management and planning for sustainable industrial zones supporting women. The project will include private stakeholders such as industry associations, operators of industrial sites and companies, and relevant entities in the states and the centre. The public and private sectors will be effectively engaged at various stages of the project.

Expected Results of SEIP Project The SEIP project will demonstrate solutions resulting in positive impacts and improved environmental conditions at the selected sites. The successful cases will serve as models that can subsequently be taken up on much larger scales. The key indicators for measuring the results are:

□ Decrease in pollution by an average of 20 percent in the surroundings of three industrial sites. □ Launch of development programmes and promotional guidelines that aim at increasing resource

efficiency and reducing pollution in selected states.

□ Launch of two additional compulsory central government policies, plans and/or programmes, and measures to prevent and reduce pollution as well as improve resource efficiency in industrial zones.

□ Adoption of best practices through technology and management methods for an efficient, environment- and climate-friendly industrial development in 10 industrial zones.

□ Provision of two additional practical examples regarding management and planning methods of sustainable industrial zones that support women.
