Introduction
The worldwide economic recession has prompted public and private
institutions to increase efficiency and cut costs. Web-based training applications
provide an online environment that combines interactive virtual classroom learning,
meeting and Web seminar capabilities to enable eLearning and collaborative Web
conferencing throughout the world.
CEPOL’s e-learning possibilities have expanded with the introduction of web
Training facilities in the toolbox for educators. The web-based Training facilities
provide the possibility to hold interactive training sessions for a higher number of
people than traditional classroom based delivered training. Web Trainings have the
additional advantage that organisers, presenters, trainers and participants who
attend the sessions can do so from their own computer.
What is a webinar?
The word webinar is derived from the words “web-based” and “seminar”.
Activities included within the scope of webinars are lectures, seminars, presentations
and workshops; all delivered through the web.
CEPOL’s online webinar software allows holding interactive sessions with up
to 200 people – right from the computers from both trainers/experts on the one hand
and the participants of the webinar on the other. Webinars save time, travel costs
and increase the reache to a larger target audience across Europe by adding a part of
CEPOL’s learning and training program online.
CEPOL’s webinar software allows participants to join a session online by using
their own computer and getting audio either by phone or microphone with speakers.
The software features tests, polls and making materials available online in real time.

Moving Forward in 2012
CEPOL webinars have been included in CEPOL’s annual Programme for 2012.
26 web-Trainings have been scheduled for this year showing that the very promising
start and will be further strengthened. Webinars will be extensively used to support
introduction of CEPOL products, such as online learning modules, Common
Curricula, etc as well as in increasing awareness and professionalisation for Law
Enforcement Officers in several topics.
CEPOL responded on 2011 effectively to the MS needs, where reaching more
people in more places in less time is nowadays a “must”. CEPOL organised 9 Police
related webinars and 9 LMS webinars and contributed in reaching broader audience
effectively and raising not only the awareness of several Police related topics, but
also about CEPOL’s e-Learning products and environment.
Taking this into account we are able to confirm that the top three benefits of
Webinars they are:
• Reaching more trainees with the same headcount
• Presenting ourselves as thought leaders in our industry
• Being more effective with our budget
Rules to follow
Establishing realistic timetables and promote these live events at least 20 days
in advance is necessary. The shorter the promotion time, the less flexibility the
NCP’s will have to promote the activity through their channels. Also, a longer lead
time allows for testing messaging, lists and reporting. Longer lead times also allow
for multiple sends to your target audience.
It should be taken into account that testing might be also required in some
cases, and time is also needed to evaluate the results and make changes if needed.
Generally, it is a good idea to start planning nine to 12 weeks before a live Web
seminar. CEPOL already made the first step by planning ahead for the whole year.
Activities will be posted and advertised as usual through CEPOL’s website and on
the LMS Police Knowledge Bases, therefore NCP’s are invited to promote this
Platform as much as possible.

Identify and Invite Speakers
Setting up an Annual Programme is one Step, preparing the content and the
implementation is the next. But, who will be the Speaker of each web-Training? In
some cases payment will be required by the speakers. Some of our partners may
agree to speak at no cost, but recognizable names or Experts from the Private sector
will probably ask for fees.
It is important to include MS and partners in your Web seminar program.
Therefore, MS will be invited to contribute in the set-up of the web-Training
programmes and the development of content by providing relevant
Experts/Trainers, similar as regular Courses and Seminars. This adds audience and
helps CEPOL to deliver meaningful and relevant content and which addresses
participants' and MS’ interests.
When PowerPoint slides will be used for an event, we should consider whether
the speakers should use the same slide template or if each speaker should be allowed
to use their own template. It is important that all graphics are professional and
engaging, keeping the attention of the audience.
Besides the above, another possibility of usage for MS is to use this tool by
inviting busy Experts/trainers who have not the possibility to travel for an activity to
the venue, something which happens very often to Experts/Trainers from the private
sector. So instead of asking him/her to deliver a presentation at the venue, it is now
possible to deliver presentations through the web into the Seminar room to the
participants, as part of the Seminar Programme from an Expert/ Trainer sitting at
his/her desk.
Communications
A Web seminar is a campaign. Create invitations, communications and
registration pages. Events should be promoted through CEPOL’s website, Open
Platforms, Participants lists and social networks (twitter and Linkedin), which are
increasingly effective in spreading the word.
• Invitation – Dedicated emails (HTML and text versions).
• Registration confirmation – Emails (HTML and text versions). This can serve as
a “thank you” if you run on-demand Web seminars.
• Additional reminder or acknowledgement – This is mainly for live Web
seminars and could include a reminder several days in advance, a “Thank you
for joining us” or a “Sorry we missed you” email. Reminding registrants about
an event via email maximizes attendance.

• Notifications – Notification emails sent through the Open Platform: Police
Knowledge Bases and also through the relevant Courses available in the LMS.
• Newsletter – A monthly newsletter could be sent with the new dissemination
tool available in CEPOL to all Law Enforcement Officers, who attended a
Seminar/Course in the past.
The Web
Registration page – The more information you require on the registration page
the lower the conversion rate. Be prudent in the information you request; if you
will not use a physical mailing address don’t ask for one. You can always
augment with information from third parties and then go back to registrants
via surveys, polls or other devices.
Event-information page – Best practice for Website form conversion is to
combine the information page with the registration page.
Support from MS and Partners
As mentioned above, it is important to include our partners in your Web
seminar program. Promoting the activities from their side into their National Police
Forces is essential to reach the audience web-Trainings are developed for.
Articles, dissemination through intranet had as result an increase of e-Net users
and massive participation on webinars. Lessons learned and methodology should be
shared and followed also by other MS.
People from the network should also be trained as webinar Organisers in order
to give more potential to this tool and more power in organising such kind of
Activities to the partners. Of course Common standards and quality has to be
ensured when/if this happens.
