1. Introduction

1.1 Overview

The E-Lift Permit To Operate System is a web-based application to allow lift owners, lift service contractors and authorized examiners to submit their annual Permit to Operate (PTO) for lift(s). They can also update any lift(s) due for PTO renewal and view previous PTO.

1.2 About this manual

The objective of this document is to explain the step-by-step guidelines on how to use the E-Lift Permit To Operate System for lift owners, lift service contractors and authorized examiners.

The chapters in this manual are organized in a logical functional manner. A reader can go through this User Manual in any order according to the specific function that he/she encountered or is interested in.

The functionality for the E-Lift Permit To Operate system includes submitting of annual PTO for lift(s) and updating of lift(s) due for PTO renewal. Payment online is also available via ePayment and Giro.

2. Step-by-Step Guidelines

2.1 Point of Entry

1. Go to the BCA corporate website at http://www.bca.gov.sg.

2. Click [eServices] on the top navigation banner.

3. From the list of eServices, click [BMSM Portal] to get to the E-Lift Permit To Operate System Log-in Page.

2.2 Owners’ E-Lift Permit To Operate System

2.2.1 System Log-in

1. At the BMSM Log-in Page, key in your User ID and Password in the respective blanks. Click [Login] to continue.

2. Upon successful login, click [eLift Submission].

3. On the system home page, you will be able to see lift(s) due for renewal of Permit To Operate.

4. You can also search the PTO by selecting the search type and entering search keywords.

5. Please update the latest owner information before proceeding.

6. To update Lift Service Contractors and/or Authorized Examiners

for lifts in a building/estate, click .

2.2.3. Updating Lift Service Contractors

• Particulars for each lift in the Building Estates are shown in detail.

7. Check Lifts at the last column to change their Lift Service

Contractor and/or Authorized Examiner

• To select all lifts, check [select all]. Selected lifts will be shown

in the area boxed in blue.

8. Update the Lift Service Contractor from the drop-down list.

9. The owner can also assign the Authorized Examiner for the PTO application by clicking on the ‘Select Examiner’ drop-down list.

10. Click followed by to proceed.

11. If payment mode is in Giro, there is no need to proceed to epayment. The application fee will be automatically deducted via Giro.

12. Read through the payment details and declaration.

To make any changes, click .

13. If information given is correct, click on the declaration check box

and click to submit the PTO to return to the E-Lift Permit To Operate System Homepage. The application status is changed to “Contractor”

14. If payment mode is in e-Payment, the owner will proceed to make online payment.

2.2.4 Making Payment Now

15. When payment mode is in e-Payment, the owner has to indicate whether he is making payment now, or later when the examiner has certified the inspection details.

16. If owner is paying now, click on the declaration check box and then select [I’m paying for Permit to Operate fees now]. Click

to move on to the payment page.

17. Payment can be made via Credit/Debit Card & Internet Banking. An example of the payment page is shown above.

18. Fill up required details to finish transaction. At the E-Lift Permit To Operate homepage, the payment status and PTO stage will be updated. The case is now directed to the lift service

contractor. Click on to proceed to the main page of the e-lift PTO system.

2.2.5 Making Payment Later

20. If owner wants to make payment later, click on the declaration check box and select [I’ll paying for Permit to Operate fees

later]. Click to return to E-Lift Permit To Operate System Homepage. Please note that PTO will not be issued to the lift owner if payment is not received.

21. The case is now directed to the lift service contractor. The payment status is “Pending owner payment”

2.3 Lift Service Contractors’ E-Lift Permit To Operate

System

2.3.1 System Log-in

1. At the BMSM log-in page, click the SingPass Logo to proceed to the SingPass Verification Page.

2. Enter your SingPass ID and SingPass in the respective blanks to log into the E-Lift Permit To Operate System.

3. On the system home page, you will see the lift(s) that are due for renewal of Permit To Operate.

1. Check lifts at the last column to update their inspection details.

• To select all lifts, check [select all]. Selected lifts will be shown

in the area boxed in blue.

2. Enter the respective dates for Inspection of Lift, the No Load Test and/or the Full Load Test in DD/MM/YYYY format.

3. Assign an Examiner for the inspection. If the Owner has already selected an Authorized Examiner for the PTO application, the drop down menu will be disabled.

4. Select the type of requirements for the inspection.

5. Read and acknowledge the declarations by clicking on the checkbox.

6. Click to save changes. Then click to send the application to the Authorised Examiner (AE) for processing.

7. The case is now directed to the examiner for certification.

2.4 Authorised Examiners’ E-Lift Permit To Operate

System

2.4.1 System Log-in

1. At the BMSM log-in page, click on the SingPass Logo to proceed to the SingPass Verification Page.

2. Enter your SingPass ID and SingPass in the respective blanks to log into the E-Lift Permit To Operate System.

2.4.3 Certifying Inspection Details (Agree)

6. Check lifts at the last column to certify their inspection details.

• To select all lifts, check [select all]. Selected lifts will be shown

in the area boxed in blue.

7. To certify that the inspection details are correct, select [Agree].

8. Click to save changes.

9. Click to continue.

10. A confirmation message will be displayed after successful submission.

• The Application Status is updated to Approved.

• For pending payment from the owner, the case will be directed back to the owner.

• For successful payment from the owner, the PTO details will no longer be displayed on the homepage.

• Successful submissions are archived under the [View Lift

Records] tab on the top navigation banner (Refer to Section 3

Viewing Lift Records of the user manual for more information)

11. Click to print the acknowledgement page.

2.4.4 Certifying Inspection Details (Disagree)

12. If the examiner disagrees, he is to provide a short comment or remark and submit it back to lift service contractors to reschedule for another inspection.

1. View previous lift records by clicking the [View Lift Records] tab on the top navigation banner.

• A list of previous lift records is shown below.

2. You can search records by entering their PTO dates in the blanks provided.

The Contact Us Tab is located on the top navigation banner of the E-Lift Permit To Operate System.

You can write to us if you wish to make any changes to the PTO details by providing your BAL number or lift location address. Please also write to us if there is any feedback on the E-Lift Permit To Operate system. Documents can also be attached.
