Dear Fire Professional,

For 33 years, the State Fire Marshal’s Office, through the Texas Fire Incident Reporting System, has

published fire summary reports to help the Texas fire service and other interested individuals and entities

understand the fire problem and how it impacts our state and its citizens. This copy of the Fires in Texas

is published with that goal in mind. I appreciate the continued effort of all participating fire departments

to actively participate in TEXFIRS reporting. This annual report would not be possible without their

dedication and commitment to prevention.

For calendar year 2014, TEXFIRS participating fire departments documented 1,925,778 fire and non-fire

incidents. These 957 fire departments reported 72,124 fires, a fire occurring every seven minutes, 163

civilian fire deaths, 780 civilian fire injuries and $662,625,954 in property loss. Cooking was the most

frequently (27%) identified cause in all residential structure fires and most fire-related civilian deaths

(67%) occurred in residential structure fires. The injuries, loss of life and property damage resulting from

all fires remains a source of great concern to us all.

TEXFIRS data helps identify areas at risk and target effective prevention programs at the local and state

level. Three safety initiatives incorporated in our SFMO prevention efforts are We’re Out to Alarm

Texas, Have an Exit Strategy and the Texas Fire Sprinkler Coalition. The We’re Out to Alarm Texas

program’s focus is the installation of smoke detectors in the homes of elderly and low income residents,

those most vulnerable to fire loss. The Have an Exit Strategy program urges Texans to practice fire

escape planning by learning at least two ways out of any room or building. The Texas Fire Sprinkler

Coalition, comprised of the National Fire Protection Association and various Texas stakeholder groups,

is dedicated to educating Texans on residential fire sprinklers.

The Texas fire service is making great strides with proactive wildfire preparations involving education,

suppression operations, training, and coordinated responses through the Texas Intrastate Fire Mutual Aid

System (TIFMAS). To minimize future losses, additional attention must be given to fire and building

codes in the wildland urban interface and wildfire mitigation, including the use of prescribed burns and

the removal of fuel sources near structures.

ABOUT THE STATE FIRE MARSHAL’S OFFICE The State Fire Marshal’s Office (SFMO) develops and promotes methods of preventing and reducing fire losses, through fire cause and origin investigations, building inspections, code enforcement, fire service industry regulation, investigation of firefighter line of duty deaths, Public Protection Classification oversight, and fire prevention programs. In collaboration with private sector entities, the regulated fire service industry, the Texas fire service, local and state agencies, and the public, the SFMO seeks to create communities well-prepared to protect themselves against fire. Services offered by the State Fire Marshal’s Office include, but are not limited to:

Fire origin and cause investigations; Canine teams; Forensic Arson Laboratory; Firefighter fatality investigations; Licensing and regulation of the fire alarm, extinguisher, sprinkler, and fireworks industries; Licensing investigations; Fire safety inspections; Fire-standard compliant cigarettes oversight; Fire prevention education; Texas Fire Incident Reporting System (TEXFIRS); ISO PPC oversight and technical assistance with the Fire Suppression Rating Schedule; and Youth Fire Prevention and Intervention.

Fire Origin and Cause Investigations

Fire investigators investigate fire scenes throughout the state upon request. They assist local law enforcement and fire service authorities with determining origin and cause, and with criminal investigations, when appropriate.

Arson Hotline A toll-free number is available to the public for reporting suspicious fire activity. The hotline, 1-877-4FIRE45 (1-877-434-7345) is staffed 24 hours a day.

Canine Teams Canine teams assist fire investigators with evidence collection. Each team consists of a handler, who is a certified peace officer/arson investigator, and a canine certified and trained to detect hydrocarbon accelerants. Upon request, canine teams work with SFMO investigators, as well as outside law enforcement and fire service agencies.

Forensic Arson Laboratory The Forensic Arson Laboratory, based in Austin, provides accelerant testing services and analysis of fire-scene debris to law enforcement and public safety organizations at no charge. The lab is accredited by the American Society of Crime Laboratories Directors.

ABOUT THE STATE FIRE MARSHAL’S OFFICE Firefighter Fatalities

The SFMO is responsible for investigating the circumstances surrounding the death of a firefighter who dies in the line of duty or in connection with an on-duty incident in Texas. These investigations are conducted in cooperation with fire-service organizations such as the State Firemen's & Fire Marshals' Association, Texas Fire Chiefs Association, Texas Association of Firefighters, Texas Fire Marshals' Association, Texas Commission on Fire Protection, Texas A&M Forest Service, Texas Chapter International Association of Arson Investigators, Emergency Services Training Institute and Texas metropolitan fire departments (including Austin, Dallas, El Paso, Fort Worth, Houston, and San Antonio). All fire departments in Texas should immediately report any such firefighter death or life-threatening injury to the State Fire Marshal's Office by calling 512-676-6800, option No. 2. MARSHAL’S

Licensing Services

The SFMO is charged with issuing registrations, licenses and permits to people and companies working in the fire alarm, extinguisher, sprinkler and fireworks industries. The program verifies an applicant’s qualifications, provides customer assistance, performs criminal background checks, reviews insurance certificates, maintains records, and collects the appropriate fees.

Licensing Investigations

Licensing investigators respond to complaints about the illegal, improper and unsafe installation of fire alarm, extinguisher and sprinkler systems by licensed entities. They also provide daily assistance to local fire marshals and building officials regarding the application of the codes for the installation and service of fire protection systems. Investigators also perform periodic inspections of fireworks retail sites to ensure compliance with adopted laws and safety standards.

Fire Safety Inspections

Fire safety inspectors conduct inspections of public and private buildings and facilities, including 24- hour care facilities, state buildings, detention centers, day-care centers, hotels and motels and other assembly and educational-type property. The division also conducts comprehensive fire safety inspections of all state-supported institutions of higher learning. Inspections are based on need or in response to a request or complaint. Inspections of storage facilities, and the handling and use of flammable liquids at retail service stations, are performed upon request or in response to a complaint. Code interpretation and consulting services to city and county fire protection agencies, private individuals, state agencies and business owners are provided, as well as, research, reporting and recommendations for improvement to counties regarding fire prevention and protection.

Fire-Standard Compliant Cigarettes Oversight

All cigarettes sold in Texas must be certified as fire standard compliant. Fire-standard compliant cigarettes are designed to reduce the amount of time that a cigarette continues to burn when not being smoked, meaning it is less likely to ignite furniture, bedding or other flammable materials. The SFMO is in charge of all rulemaking and certifications relating to fire-standard compliant cigarettes, in accordance with Health and Safety Code Chapter 796. The program registers manufacturers, maintains certifications of cigarette tests, collects the appropriate fees, and performs inspections of distribution centers and retail outlets to ensure compliance on a complaint received basis.

ABOUT THE STATE FIRE MARSHAL’S OFFICE Outreach, Policy and Research

The Outreach, Policy and Research section develops and promotes fire safety campaigns that target all ages and demographic audiences. It also offers Fire Safety for Texans, a series of fire and burn prevention curriculum guides, available at http://www.tdi.texas.gov/fire/fmcurric.html. Each guide, kindergarten through high school, includes lesson plans, teacher materials, and student materials.

Educational Conferences This section also produces public information programs, seminars and conferences. The annual Fire Marshals' Conference and the biennial Youth Fire Prevention and Intervention Conference are two such major educational events. Texas Fire and Life Safety Educators Program (TXFLSE) This program offers resources to statewide fire and life safety public educators for community education programs and initiatives.

Texas Fire Incident Reporting System (TEXFIRS)

The TEXFIRS section collects data from fire departments and compiles statistics to determine the impact of fire on lives and property throughout the state. Each year, Fires in Texas, a summary of the fires reported to the SFMO, is published and made available to the fire service and the general public. This data is a valuable tool for developing laws, standards and prevention programs. TEXFIRS data is forwarded to the U.S. Fire Administration for inclusion in the national incident database, NFIRS.

Public Protection Classification (PPC) Oversight

PPC Oversight assists fire departments with their ISO PPC and the Fire Suppression Rating Schedule, when requested. The program approves or disapproves proposed PPC ratings for communities.

Youth Firesetting Prevention and Intervention

This program helps fire departments establish a community-based youth firesetting prevention and intervention program modeled after the US Fire Administration’s Juvenile Firesetter Intervention Specialist I and II courses. Fire departments are also provided a database software program developed by the SFMO that facilitates the collection and maintenance of records about juveniles participating in local youth fire prevention and intervention programs.

This 2014 Fires in Texas annual report presents summarized fire incident data reported to the Texas Fire

Incident Reporting System, TEXFIRS, by 957 participating fire departments. Incident reporting in Texas is

voluntary. Consistent and routine reporting by all departments is necessary for a more complete and accurate

summary of fire activity in the state.

For 2014, Texas fire departments participating in the Texas Fire Incident Reporting System reported:

72,124 total fires

780 civilian fire injuries,

163 civilian fire deaths,

110 civilian fire deaths in residential structure fires,

27 percent of civilian deaths in residential structure fires involved the elderly (age 65 and over)

22 percent of residential structure fire incidents had smoke detectors present and operated,

32 percent of fatal residential structure fire incidents did not have smoke detectors present,

$662,625,954 reported property loss due to fire, a reported increase of 6.6 percent,

5,287 incendiary/suspicious fires,

879 firefighter injuries at all types of calls,

422 firefighter injuries at fire calls,

3 firefighter deaths.*

This report is intended to help policy makers, members of the fire service and the public better understand

Texas fire losses, with the goal of reducing the loss of life and property resulting from fire.

Uses of Data

Since 1982, Texas has collected fire department incident information through TEXFIRS, the only statewide uniform system of fire and non-fire incident reporting. Fire departments use this reporting system to uniformly code incident information. Texas adopted the National Fire Incident Reporting System (NFIRS) 5.0, as the TEXFIRS reporting system, without modification. Year 2008 and earlier TEXFIRS data

includes incidents captured in the NFIRS Version 4 format and converted to Version 5. Code conversion

tables should be considered when reviewing trends and analyzing data.

State lawmakers, the press, the general public, insurance companies, and fire service administrators and leaders can use TEXFIRS data to help address fire safety education and direct fire prevention legislation. Accurate and complete information about fires and other incidents can help a fire department:

track and manage apparatus and personnel; document all department activity; justify budgets with hard statistics; and direct fire education/prevention programs.

TEXFIRS data is forwarded to the National Fire Data Center (NFDC) at the U.S. Fire Administration to be included with the national NFIRS data each year.

NFIRS is the world’s largest, national, annual database of fire incident information. Every US state and the District of Columbia reports NFIRS data. Nationally, about 23,000 fire departments report in NFIRS each year. Participating fire departments report about 22,000,000 incidents and 1,000,000 fires each

year. The USFA utilized this NFIRS data to compare and contrast statistics from states and large metropolitan departments to:

analyze the severity of the nation’s fire problem; target national public education campaigns; make recommendations for national codes and standards; guide allocation of federal funds; set priorities; ascertain consumer product failures; identify the focus for research efforts; and support federal legislation.

NFIRS data is used as the basis for the USFA’s publication Fire in the United States, the single most comprehensive reference on the nature and scope of the fire problem in the United States. NFIRS data is also used by the

U.S. Consumer Product Safety Commission (CPSC) International Association of Fire Chiefs (IAFC) International Association of Fire Fighters (IAFF) National Association of State Fire Marshals (NASFM) National Fire Protection Association (NFPA) National Highway Traffic Safety Administration (NHTSA) National Volunteer Fire Council (NVFC).


In 2014, fire departments reported a total of 72,124 fires, an increase of 1,005 (1.4 percent), including 21,512 structure fires, an increase of 1,173 (5.8 percent), 12,172 vehicle fires, an increase of 201 (1.7 percent), and 38,440 outside or other types of fires, a decrease of 369 (1.0 percent) from 2013.

AES Presence in Multi-Family Residential Structure Fires

In 2014, fire departments reported 21,512 structure fires in the state. Of these fires, 13,824 were reported to involve either

enclosed buildings or portable/mobile structures. Only these types of incidents include Automatic Extinguishing Systems

AES information.

Below is a breakdown of those 810 incidents where an AES was present along with the associated property/contents value

and dollar loss.

Eighty-five percent (11,738) of the enclosed or portable structures were reported as not having an AES present, six

percent (810) had an AES system or partial system present and nine percent (1,276) had no determination reported.

These fires caused an estimated $85,417,341 in property damage, 43 fire-related civilian fatalities, 67 fire-related civilian injuries and 19 fire service injuries. Fire service injuries and deaths include all injuries resulting from duty-related activity. The following table shows the percentage of fires in different types of vehicles.

Fire departments reported 38,440 outside and other fires for this period, the most fires in any single fire category. This type of fire includes rubbish, trees, brush and grass fires, as well as any other type of fire not considered a vehicle or a structure fire. Five civilian fatalities, 72 civilian injuries, 32 fire service injuries and property loss estimated at $38,496,814 resulted from outside and other fires.

Incendiary/Suspicious Fires Fires in Texas 2014 29

During 2014, there were 5,287 fires determined to be incendiary/suspicious (inc/susp). These fires accounted for seven percent of all reported fires, eight percent of all fire-related injuries, ten percent of all fire-related deaths and ten percent of all fire-related dollar loss. An incendiary fire is a fire that was determined to have been deliberately set to destroy property. A suspicious fire is a fire that was suspected of having been deliberately or maliciously set to destroy property. An unknown fire is a fire for which the cause was undetermined. In many cases, fires of unknown cause are later determined to have been incendiary or suspicious. In this report, a fire set by a property owner to destroy or incinerate trash, grass, brush, or other property without value is not classified as incendiary or suspicious unless the fire was set with malicious intent. Note: Primary fires sometimes spread to other properties, resulting in "exposure fires." Fire loss data for exposure fires are not included in this section of the report. Therefore, total fire losses that might be attributed to specific fire causes may be greater than indicated.

Casualties Fires in Texas 2014 34

During 2014, fire departments reported 163 civilian deaths, 780 civilian injuries, 422 fire service injuries and two fire service deaths in fires. This chapter provides information on the deaths and injuries suffered by civilians and fire service personnel. Since each fire department is responsible for reporting their own personnel casualty information on all their calls, including mutual aid given calls, fire service counts in this section may differ from other sections in this report. The fire service also experienced 457 injuries and one death in non fire-related incidents reported to TEXFIRS.

Civilian Casualties by Type of Fire

Of all civilian injuries, 641 (82 percent) occurred in structure fires, 67 (9 percent) occurred in vehicle fires and 72 (9 percent) occurred in outside and other fires. Of the 163 civilian fatalities, 115 (71 percent) occurred in structure fires, 43 (26 percent) occurred in vehicle fires and five (3 percent) occurred in outside and other fires.
