    The 2nd European Chess Union Board meeting for 2019, took

    place on the 1st of June in Mamaia, Romania, during the

    European School Chess Championship 2019.

    The main areas under discussion were: Development fundings

    Sponsorships programs, new projects, the European

    Championships, CIS programs and improvement of the ECU

    regulations.

    The Conference "Education through Chess”, under the

    patronage of the Romanian Presidency of EU Council, took

    place on 2nd of June in the same venue. CIS Projects from

    Romania, Turkey, Poland, Israel, Hungary, Sweden, Norway,

    Italy were presented and discussed.

    The European Chess Union 2nd Board meeting for 2019,took place on the 1st of June in Mamaia, Romania, duringthe European School Chess Championship 2019.

    The main areas under discussion: Development fundingsand sponsorships, new projects, EuropeanChampionships-Tournaments and Chess in Schoolsprograms.

  • The main areas under discussion anddecisions made were the following:

    Funding – Sponsorship

    • ECU Board discussed proposals forpartnership in sponsorships programs. Afurther announcement will be made indue time.• The program of the FIDE developmentfund was evaluated, and further actionswere approved among them social andinnovative projects. In the frame of theprogram, the European Chess Uniondelivered• In the frame of the program ECUreceived from FIDE 200 e-boards,pieces and digital clocks that will beused for its championships.• An ECU Presentation for Sponsors willtake place in Stockholm, Sweden inNovember 2019.

    New Projects

    • ECU Board has decided to establishthe annual award ceremony - “EuropeanGolden Pawn” - that will be held everyyear on the last Saturday of Novemberin Monaco (Monte-Carlo). More detailsabout the project will be announced.

    Tournaments

    • The ECU Board was informed aboutthe bids received for the 2021Championships by the deadline of the31st of May 2019. The valid bids will bepublished on the ECU website after theconfirmation of the bids fees payment.• The European Women’s Rapid andBlitz Championship 2020 was awardedto the Ukranian Chess Federation.• The invitations for the European TeamChess Championship 2019 andEuropean Club Cup 2019 have beenpublished.

    The Conference "Education throughchess”, under the patronage of theRomanian Presidency of EU Council,took place on 2nd of June in Mamaia,Romania. CIS Projects from Romania,Turkey, Poland, Israel, Hungary,Sweden, Norway, Italy were presentedand discussed.

    The conference “Education through chess” took place onthe 2nd of June, in Mamaia, Romania, under thepatronage of the Romanian Presidency of the EU Council,on the occasion of the European School Championship.

    he main agenda of theconference was to evaluatethe implementation ofchess in various educationsystems following theWritten Declaration 50/2011of the EuropeanParliament, to presentachievements and goodpractices of co-operationbetween nationalfederations and state, localauthorities in Europe.

    In the period from 5th to 12th of May, thePresident of European Chess Union, Mr. ZurabAzmaiparashvili, visited Tirana, Albania,Pristina, Kosovo* and Podgorica, Montenegrowith the main agenda to support and promotethe chess in schools programs in the area.

    On 6th of May, ECU President,accompanied by the ECU ExecutiveDirector Mr. Erald Dervishi visited theEmin Duraku School in Tirana, to greetthe pupils on the closing day of the“Chess Week” which included multipleevents like tournaments and chessexhibitions with paintings made by thekids. “Chess in Schools andCommunities” is a project recentlyundertaken by the Albanian ChessFederation during the months of April –May, extended to 10 elementary andmiddle schools, supported by theMunicipality of Tirana, in partnershipwith the Ministry of Education for Youthand Sports, ECU and FIDE.

    Day after, on 7th of May, Mr.Azmaiparashvili went to Pristina, whereEuropean Chess Union, Ministry ofCulture, Youth and Sports of Kosovo*and the National Chess Federationsigned a memorandum of co-operationwith main scopes:A. Exchange of experiences and mutualsupport for youth-sports and chess inschools projects;B. Joint commitment to running andorganizing sports-chess competitions;C. Intervention in sports infrastructure byoffering cooperation in organizing chesscompetitions.

    The “Europe Day” wascelebrated in Podgorica with achess game between theMinister of Foreigner Affairs,Prof. Dr. Srđan Darmanović,and ECU President Mr. ZurabAzmaiparashvili, while thesecond game was playedbetween the ECU Presidentand Kristina Basic, MontenegroWomen’s Chess ViceChampion and Captain of theAir forces.

    ECU Presidentvisited Pristina,Tirana andPodgorica, withmain agenda tosupport chess inschools programms.

    D. Promoting and sharing a culture ofequal opportunities by supporting theparticipation of women at all levels oftheir sporting practice.

    The agreement was signed by theECU President Mr. ZurabAzmaiparashvili, the NationalCoordinator of Culture Youth and SportsMr. Rexhep Hoti and the President of theKosovo* Chess Federation Mr. NysretAvdiu.On 10th of May, Minister of Education ofMontenegro, Dr. Damir Šehović, signeda Memorandum with the President of theEuropean Chess Union , Mr. ZurabAzmaiparashvili and the President of theChess Federation of Montenegro, Mr.Jovan Milović. The Agreement ofCooperation signed in Podgorica,Montegro, targets to popularize chessamong pupils of elementary schools,with the aim of strengthening intellectual,cultural and sports capacity, wherebyschools will be provided with chessequipment and requisites for performingsports competitions in chess.On this occasion, Minister Šehović saidthat the Ministry of Education supportsprojects that encourage the intellectualdevelopment of children, and chess issurely a sport that leads to thinking,exercise persistence and arouses self-criticism.

    European School Chess Championship 2019

    The Winners of each section will receive the title of European School ChessChampion 2019, and three the best-ranked players of each category willreceive medals and diplomas.

    EUROPEAN SCHOOL CHESSCHAMPIONSHIP 2019 OPENED

    The organizers provided LIVEtransmission of the top boards, which isavailable through the official website ofthe event.

    The event is played in 6 age categories,U7, U9, U11, U13, U15 and U17, boysand girls separately, with participation ofmore than 300 young talents, comingfrom 20 different European federations.

    The Championship is played accordingto the Swiss System in 9 rounds withtime control 90 minutes for 40moves+30 minutes for the rest of thegame with an increment of 30 secondsper move starting from move 1.

    The event was opened on 31st of May,with the attendance of ECU President,Mr. Zurab Azmaiparashvili, ECUSecretary-General, Mr. TheodorosTsorbatzoglou, ECU Vice President Mr.Johann Pocksteiner and ECU TreasurerMr. Ion Dobronauteanu.

    President of European Chess Unionofficially opened the first round bymaking the first ceremonial move.

    Besides the main event, the blitzcompetition was organized on the 4th ofJune.

  • IAN NEPOMNIACHTCHI WINSMOSCOW FIDE GRAND PRIX 2019

    Ian Nepomniachtchi became the Winner of the first leg ofthe FIDE Grand Prix 2019, organized by World Chessfrom 17th-29th May in Moscow, Russia.

    he match was decided in tiebreaks offinals, since first two games played byclassical time control ended in a draw.

    Nepomniachtchi defeated hiscompatriot, Alexander Grischuk, in thesecond game of the tiebreak match, tobecome the Winner of the first leg ofFIDE Grand Prix, which is also aqualification event for next year'sCandidates Tournament.The Closing Ceremony took place onMay 29 and was attended by FIDEPresident Arkady Dvorkovich, Vice-President of the Russian ChessFederation and head of PhosAgroAndrey Guryev, CEO of World ChessIlya Merenzon, the 12th World ChessChampion Anatoly Karpov andExecutive Director of the Russian ChessFederation Mark Glukhovsky.

    European TeamChessChampionship 2019will take place from23rd October – 3rdNovember in the 5stars HotelSheraton, in Batumi,Georgia.

    ach ECU member federation has theright to enter one team in Open and oneteam in Women’s competition. Teams ineach of the competitions shall consist offour players and one reserve player. TheEuropean Team Chess Championship2019 will be played in 9 rounds, Swisssystem, with the time control of 90minutes for 40 moves + 30 minutes forthe rest of the game, with 30 secondsincrement for every move played,starting from the move one.Registrations shall be made through theofficial website of the event, by filling theregistration form. Registration formsmust be submitted only by the nationalfederations, and the registrationdeadline is on Monday, 21st of August2019. Late registrations sent after thedeadline, may be refused or will be anextra charge.

    The organizer will provide transportservices of all participants on October23rd as well as the departure transfer onNovember 3.

    If any delegation arrives one or two daysbefore the competition or leaves laterthe same service will be provided.

    Travel from Batumi airport (2 ways) tohotels is free of charge, while travelprice from Kutaisi airport (2 ways) tohotels (120 km) is for each person 50Euro, travel price from Trabzon airport (2ways) to hotels (160 km) is for eachperson 70 EUR and travel price fromTbilisi airport (2 ways) to hotels (360 km)is for each person 80 EUR.

    Registration deadline

    Registrations shall be madethrough the official website ofthe event, by filling theregistration form. Registrationforms must be submitted onlyby the national federations, andthe registration deadline isMonday, 21st of August 2019.

    The first three teams in open andwomen’s sections will receive cup andprize money of 32.000 EUR in total.

    The Winners of the event will receive thetitle of European Team Chess Champion2019. Besides the regular prizes, thebest performing players in the open andwomen’s sections on each board willreceive medals and money prizes also.

    The ECU Dress Code Rules will befollowed as in detail described in theECU regulations. The ECU anti-cheatingguidelines, the FIDE Code of Ethics andthe ECU Fair Play Code are valid for allthe European Championships and allplayers, arbiters, organisers &participants shall follow theseregulations.

  • According to ECU Tournament Rules,each European federation is allowed totake part in the European Club Cupevent. Number of clubs per federationmay be found in the ECU TournamentRules. In the Women competition allclubs, members of ECU federations, areallowed to participate.

    Registrations for the event shall be doneby national chess federations. Beforethe final registration, each federationthat intends to participate in EuropeanClub Cup 2019 must confirmparticipation to the organizingcommittee. Deadline for confirmation ofparticipation is 30th July 2019. A copy ofconfirmation shall be sent to TournamentDirector, Mr. Petr Pisk to the following e-mail address, e-mail:[email protected]. Afterwards, theentry forms must be completed andreturned to the Tournament office email:[email protected] no later than15th September 2019. The date of 15thSeptember 2019 is the registrationdeadline.

    European Universities ChessChampionship 2019 will beorganized for the 3rd time thisyear, and over 35 players alreadyhave confirmed the participationfor the event. Registration for theevents is available throughnational universities sportsbodies of the countries, and moredetails can be found on thefollowing link on the officialwebsite of EUSA EuropeanUniversity Championships 2019.In preparation for the EuropeanUniversities Mind SportsChampionship 2019,

  • FEDERATIONS

    he Championship is open for bothschool and selected national teams,both boys and girls aged 15 to 18. Theevent will be held in 4 differentcategories: schoolboys, schoolgirls,selected boys and girls in the nationallevel.

    Each team shall consist of two playersaccording to the following rule: allstudents in the school team must havebeen enrolled at the same school sincethe beginning of the school year 2018/2019 and all students of a selected teammust have been enrolled at a school inthe country concerned since thebeginning of the school year 2018/2019.

    The event will be played in 9 rounds,Swiss system with time control 60minutes for the entire game with 30second increment per move. The officialvenue and Hotel of ISF World SchoolsChess Championship will be“Tsaghkadzor General Sport Complex”Hotel.

    1ST ISF WORLD SCHOOL CHESSCHAMPIONSHIP 2019

    The Executive Committee of the International SchoolSport Federation (ISF) entrusted the organization of the1st World Schools Chess Championship to Tsaghkadzor,Armenia to be held from 18th-25th September 2019.

    The participation fee (per person/pernight) is 50/100 EUR, depending on theparticipants (coach, player, head of thedelegation, teachers, additional adults).The fee covers full boardaccommodation for the duration of theevent. It covers the competition, culturalprogramme activities and all transport inconnection with the official programme(arrival, departure, sports and culturalprogrammes).

    Also, an additional ISF fee of 40 € permember of the delegation must be paidtogether with the balance of theparticipation fee. The ISF School SportFoundation intends to provideunderprivileged school children withopportunities to access sports trainingby highly qualified PE teachers andtrainers and to dispose of good qualityschool sports equipment andinfrastructure.One of the occasions to help theFoundation is the Charity Gala Dinner inwhich the Heads of Delegation will beinvited. An extra contribution of 50 € fortaking part is requested.

    The first ISF Schools ChessChampionship is organized by Ministryof Education and Science of the RA,Armenian School Sport Federation andArmenian Chess Federation.

    Czech Tour 2019/2020

    Czech Open 2019, which celebrates its30th anniversary this year, will containmore than 30 different events, opentournaments, blitz and rapid events,team events, Fischer random events,youth events and others.

    The events will take place in the officialvenue of the tournament CSOBPojistovna arena. The total prize fund ofthe events will be more than 40.000EUR.

    Besides the events for chess players,the organizers provided also very wideAccompanying programmes: gamesanalysis in the festival party tent, smallfootball tournament, bowlingtournament, table tennis tournament,crossword puzzles and Sudokucompetitions, trips, social evenings atthe swimming pool etc.

    All of us know that if we want to ask for athreefold repetition or fifty-moves drawbasing on a move we are going to make,we have to respect a certain procedure:art. 9.2.1.1 of the Laws of Chess statesthat if the third position “is about toappear, if he (the player NdR) first writeshis move, which cannot be changed, onhis scoresheet and declares to thearbiter his intention to make this move”and art. 9.3.1 states: “he writes hismove, which cannot be changed, on hisscoresheet and declares to the arbiterhis intention to make this move whichwill result in the last 50 moves by eachplayer having been made without themovement of any pawn and without anycapture”. These statements, taught for astandard game, put us a problem if weare playing a rapid/blitz game. Art. A.2actually states: “players do not need torecord the moves, but do not lose theirrights to claims normally based on ascoresheet. The player can, at any time,ask the arbiter to provide him with ascoresheet, in order to write themoves”.It clearly means that a player isexonerated to record any move, but hecan anyway ask for a draw in suchcases that the scoresheet is concerned,which means exactly art. 9.2.1.1 or9.3.1. Moreover, there is no articlesaying that in case of a rapid/blitz game,the procedure the player has to fulfil inorder to claim a draw is different, so art.9.2.1.1 and 9.3.1 totally apply. The pointarises when a player, who is notrecording anything in a rapid/blitz game,claims a draw basing on the move he isgoing to do without writing any move,but only declaring it. Obviously, if theopponent agrees, there is no question.But what if the opponent protests thatsuch a claim cannot be considered dueto the fact the claimant didn’t writeanything?

    We have to focus on a point: theopponent is not questioning whether thethreefold repetition or fifty moves occur,he barely says the arbiter should notinvestigate the matter and just reject theclaim as inadmissible because it wasmade on a different way than the oneprescribed by the Laws. Last year I havebeen to four big rapid/blitz events(EYRBCC, ERBCC and WRBCC, aswell as the national rapid and blitzchampionship) and in each of thosetournaments, I found out differentsolutions to the point from differentarbiters. My opinion is that theopponent’s protest has a merit: the Lawsare clear about the obligation to writedown the move.Moreover, art. A.2 let the players notrecord the moves, but it does notprohibit it: “The player can, at any time,ask the arbiter to provide him with ascoresheet, in order to write the moves”.I think the most correct procedureshould be that a player asks ascoresheet, writes down that singlemove and then asks for a draw normally;personally, I see no other reason to havewritten this second sentence in art. A.2other than the requests made upon art.9.2.1.1 and 9.3.1.Nevertheless, I see that such a way ofproceeding is fault-finding and very hardto figure out in a tense circumstance asa rapid/blitz game is. Hence, I would notblame an arbiter if he decides to acceptthe claim without a written move basingon the preface of the Laws of Chess.In World rapid/blitz Championship, adifferent solution was found, consideringthat the declaration of the player isassumed enough, the arbiter wassupposed to ask the player to show himthe move by simulating it, with the timestopped.

  • If we consider the purpose of the duty towrite down the move (avoid the player tochange it, as in case the game is notdraw, the move stands), this solutionseems to be satisfactory because theact of simulating the move gives animmediate and not arguable evidence ofwhat move, in case, has to stand.However, this problem can easily lead todifferent solutions from different arbitersand in extreme cases, can even lead thesame claim to be rejected or granted bydifferent arbiters.

    Such arbitrariness is too much, thus Ithink art. A.2 should be rewritten insome way to grant a legal cover to thissituation (not so rare as one canimagine).

    Last summer I discussed this matteralso with Mr Alex Holowczak and weboth concluded it is a matter for theRules Commission, which hopefully willsolve the problem.
