Amid loud slogans of “Kala Qanoon Na Manzoor” from the number-weak pakistan Muslim League-Nawaz and pML- Likeminded, the pakistan people’s party-led coalition government got the Contempt of Court Bill 2012 passed with majority. interestingly, the National Assembly also introduced another bill to raise the pensions for widows of judges by 75 percent – a measure described by a pML-N MNA as a bid to tempt and divide judges for ulterior motives. Both the bills were introduced by Law Minister Farooq H Naik in the House. He had to face fierce resistance by the pML-N members while introducing the amendment bill to amend contempt of court law, but the government finally sailed through with the bill.However, a strong opposition by pML-N members created a ruckus in the House that was wisely defused by ppp ministers. the pML-N again stood isolated as neither of the other opposition parties, the JUi-F and ppp-sherpao, opposed the bill. taking the House into confidence, Naik said the bill included the 1974 Act and the amendment made in contempt law during the pML-N chief Nawaz sharif’s government. the Rawalpindi bench of the Lahore High Court (LHC) onMonday extended MAN Makhdoom shahabuddin’s interim bailin the ephedrine quota case until July 16.the two-member bench comprising Justice Ali Baqar Najfi andJustice Chaudhry Yunus was hearing a petition by shahabud-din, which he had filed in the court seeking interim bail and ter-mination of arrest warrant.the court on June 28 had granted the interim bail to himagainst a surety bond of Rs 100,000. A special court of the Anti-Narcotics Force (ANF) on June 21had issued a non-bailable arrest warrant for shahabuddin andAli Musa Gilani, for their alleged involvement in the ephedrinequota case.three accused in the case including shahabuddin, former direc-tor general of Ministry of Health Rasheed Juma and formerdrug controller Abdul sattar sehwani appeared before the courtunder strict security cover. the LHC reserved its judgement over a petition filed byRasheed Juma on June 26, offering to become an approver inthe case. in his application, he had assured the court to fully cooperatewith the investigation team and share all the information whichhe had about the drug quota case. the court also reserved its decision until July 16 over a petitionof former drug controller Abdul sattar seeking acquittal fromthe case.Counsel for the petitioner Abdul Rashid sheikh pleaded in thepetition that his client was innocent and his name was not men-tioned in the FiR. “so, sattar’s arrest was in the case is unjusti-fied,” he added.the legal team representing the ANF said there were strong evi-dences about the involvement of the former drug controller inthe case. it contended that owner of a pharmaceutical company, one ofthe recipients of the quota, paid Rs 115,500 against a rented-house in which Abdul sattar is residing.

THe Young Doctors Asso-ciation (YDA) punjabhas called off its strikeand resumed treatmentof patients in all depart-

ments of public sector hospitalsacross the province in compliancewith orders of the Lahore High Court.

“the normal functioning of in-door and outdoor wards resumed inhospitals on Monday,” YDA punjaboffice-bearers, including president DrHamid Butt, Dr Nasir Abbas and DrKashif Bilal told a press conferenceon Monday.

earlier, the YDA punjab had re-sumed emergency services on satur-day on the orders of the Lahore HighCourt.

the YDA began its strike in out-patient departments (OpDs) on June18, 2012 demanding a service struc-ture for doctors, while it withdrewservices from emergency and indoorwards as well after the punjab policelaunched a crackdown on young doc-tors on July 1.

Following the end of the YDAstrike, the process of pakistan Armydoctors’ return has begun. these doc-tors were called in on the request ofthe punjab government due to thedoctors’ strike.

Meanwhile, the LHC said strict

action would be taken if the govern-ment or young doctors did not com-ply with its orders. Lahore HighCourt Justice Aijazul Hassan heardthe case relating to the clash betweenthe punjab government and youngdoctors over the formation of servicestructure on Monday.

As the hearing began, young doc-tors lamented that the punjab gov-ernment had not withdrawnshow-cause notices and orders ofsacking of doctors despite court or-

ders. implementing the court orders,the young doctors said they hadcalled off their strike.

During the proceeding, the lawyerfor the punjab government main-tained that the authorities had imple-mented the court orders, adding thatthe allegations of young doctors werefake and baseless.

the judge said both the govern-ment and doctors had to follow thedirectives of court, otherwise strictaction would be taken against both.

Despite being a leading figurein pakistan’s space and nuclear pro-gramme, salam was shunned by Muslimfundamentalists when they took controlof the country in the 1970s.

Although he was a Muslim, the physi-cist, who died in 1996, belonged to the Ah-madi sect, who believed Hadrat MirzaGhulam Ahmad was their spiritual leader.

As a result salam along with pakistanisfrom other religious minorities, such as shiaMuslims, Christians and Hindus werepushed into the wilderness and attacked bymilitants from the sunni Muslim majority.

Religious Affairs Joint secretary sher Alion Monday offered an unconditionalapology to the Lahore High Court (LHC)for levying accusations of partiality onthe judges in the Haj corruption case.

A part of the mosque was turned intoa shrine for Bhai taru singh, who had sufferedreligious persecution. When the British came in

1849, the mosque was still with sikhs.then litigation began. in 1850, a case by Nur

Ahmad, claiming to be a descendant caretaker ofthe masjid, came to nothing as he had been longout of possession. On June 25, 1855 Ahmadbrought another suit against the sikhs, whichwas also dismissed.

in 1925, the sikh Gurdwaras Act waspassed and the shaheed Ganj Gurdwara in-cluded as a sikh shrine. Various parties madeclaims to the gurdwara but the sikh Gurd-waras tribunal held that it stay with a com-mittee of management for the notified sikh

Gurdwaras at Lahore. But on July 7, 1935, thebuilding of shaheed Ganj was demolished, theminutes of privy Council saying “by or withthe connivance of its sikh custodians”, leadingto riots and disorder in Lahore.

Another plaint was made on October 30,1935, against the shiromani Gurdwara par-bandhak Committee. But this was a curious

plaint for it made no claim for possession of theproperty or ejectment of the defendants or forrestoring it to its hereditary owners. it asked fora relief “claiming a declaration that the buildingwas a mosque in which the plaintiffs and all fol-lowers of islam had a right to worship, an in-junction restraining any improper use of thebuilding and any interference with the plaintiffsright of worship and a mandatory injunction toreconstruct the building.” this was dismissedby the district judge and later by the high courtin 1938. Finally, it came to the privy Council.

the Babri Mosque, was a mosque in Ayod-hya, a city in the Faizabaddistrict of Uttar pradesh,india, on Ramkot Hill(Rama’s fort). it was de-stroyed in 1992 when a po-litical rally developed intoa riot involving 150,000people, despite a commit-ment to the indiansupreme Court by the rallyorganisers that the mosquewould not be harmed.More than 2,000 peoplewere killed in ensuing riotsin many major cities inindia including Mumbaiand Delhi.

the mosque was con-structed in 1527 by order ofBabur, the first Mughalemperor of india and wasnamed after him. Beforethe 1940s, the mosque wasalso called Masjid-i-Jan-masthan. the BabriMosque was one of the

largest mosques in Uttar pradesh, a state inindia with some 31 million Muslims. Althoughthere were several older mosques in the sur-rounding district, including the Hazrat BalMosque constructed by the shariqi kings, theBabri Mosque became the largest, due to the im-portance of the disputed site.

Never one to be left behind andperhaps in a bid to unlock the mys-teries of her own mass and exis-tence, our federal minister fornational regulations and servicesmade a huge discovery of her own:she observed a particle consistentwith a capsule she takes to treat ahigh blood pressure, exactly wherethe capsule was expected to be: inthe pan. Unlike the discovery of the

Higgs boson which involved hun-dreds of scientists, her discoverywas of course made all by her lone-some, at least initially, since theparticle (or capsule) she had in-gested earlier was discoveredwhen, as breezily phrased by a na-tional daily, ‘it came out intact inher stool.’

sadly, what should have been amasterstroke of detection was dis-covered to be an error. the minis-ter, a doctor herself, failed to recall(or did she not know?) that Adalat30 is a timed release medication,

and as timed release medicationsdo, it was returned to its sender,apparently unopened.

to quote Wikipedia: ‘time re-lease technology, also known as sus-tained-release, sustained-action,extended-release, timed-release,modified release, or continuous-re-lease, is a mechanism used in pills,tablets or capsules, to dissolveslowly and release a drug over time.

today, most time-release drugsare formulated so that the activeingredient is embedded in a matrixof insoluble substance(s) such asacrylic, which means that the dis-solving drug must find its way outthrough holes (in the matrix).some drugs are enclosed in poly-mer-based tablets with a laser-drilled hole on one side and aporous membrane on the otherside. stomach acids push throughthis porous membrane, pushingthe drug out through the laser-drilled hole. in time, the entiredrug dose releases into the systemwhile the polymer container re-mains intact, to be excreted later

through normal digestion.’time release technology is

nothing new. it has been on themarket for more than a decade.

An aghast Dr Ali, speaking tothe aforementioned national daily,said, “How could such a detailwhich was even mentioned on thetablet go undetected by the ministerconcerned, the chairman of qualitycontrol, the federal drug inspectorsand the top tier of managers?”adding that, “the review and pro-cessing of the said complaint revealsthe level of professional expertiseand competence of officers who for-warded it to the laboratory.”

Dr Ali is now, like the HiggsBoson, exactly where we expect himto be: no longer the federal govern-ment analyst, since the news reportmeticulously refers to him as ‘thethen federal government analyst’.pity. i’d come to like the man.

You see, it never pays, in pak-istan, to point out a minister’s in-competence. in matters such asthis, our ministers are never faint,and always pursuing.

Sustainability or bustenough will eventually be enough

Can China and india have theper capita incomes that theNorth American and West-ern european countriesenjoy today? What will the

world be like if that were to happen? Dowe have the kind of resources, aroundthe world, to even consider the possi-bility? Can our environment sustainthat level of living? And can scientificinnovation and technological develop-ment achieve this?

Clearly there are things that are notpossible, even from simple accountingperspective. Not all countries in theworld can run trade surpluses. Forsome to run trade surpluses, othershave to run deficits. if the game isabout being one of the countries thathas surplus, it is a competition gameand the moment you think about theworld as a whole the entire issue of rec-ommending, to all developing coun-tries, export oriented growthstrategies, becomes a bit strange. Wecan have more overall trade, but, asmentioned, not all countries can havetrade surpluses.

the issue of the developing worldhaving per capita of the countries of theWest is not an accounting impossibil-ity, as with all countries running tradesurpluses, but there are serious issueshere. Does the world have the kind ofresources, fossil fuels, metals and soon, as well as food, to allow such highlevels of per capita for all? even if wecould produce a lot more food, can wehave better fuels, and even if that ispossible, can the environment sustainthat level of consumption? even if wedo not know the answer to the first fewquestions, though they look improbableenough, the answer to the last question,about environmental sustainability,does look fairly clear. Unless there arereally big and substantial changes inthe way we deal with cleaning the envi-ronment and maintaining and manag-ing it, the environment will not be able

to support the current per capita in-come levels of West if they were tospread to large populations like indiaand China.

But this raises very interestingquestions for everyone around theworld, but especially for countries inthe West. Despite the very high percapita income even currently in theWest, pursuit of growth seems to beone of the main objectives of economicpolicy in these countries. it is seen,even post Washington Consensus, asthe main means of providing for thepoor and for those who are below theaverage income levels. Versions oftrickle down still hold credence. inAmerica, in particular, despite the factthat many researchers have shownclearly that income inequality has in-creased tremendously and social andeconomic mobility has decreased in re-cent times, versions of the Americandream still survive and still tickle theimagination of many.

there is such tremendous opposi-tion, in almost all of these countries,about thinking about redistribution asa means of making the fortunes morewidely shared and more equal. AgainUnited states is the true outlier heretoo. inequality is not only higher in theUs than in many european countries,and welfare state weaker and more in-complete (Obama health care reformhas been termed socialist by many),there is a stronger sense, that comesthrough in surveys, that people feel thatpoverty is more the fault of the poorand they are to be blamed for theirplight. And hard work can get peopleout of poverty and reduce inequality.

in contrast, while the welfare stateis stronger in most european countries,and inequalities lower than in Us, gen-erally, more people, more realistically,also feel that poverty is not the fault ofthe poor. there are significant systemicissues that also explain poverty andthey also explain, to an extent, thathard work alone might not be enough.But here too, apart from the higher tax-ation levels and stronger welfare states,there are no explicit discussions of thegoals of development and growth andtheir limits and of sharing the fruitsbetter through more specific redistrib-ution programmes.

son, and allowing large amount ofleisure time for people to cultivateother interests and pursuits, given theper capita of developed countries istoday possible, but is not even beingdiscussed. instead those who have jobswork the full quota or more and a lot ofpeople go without jobs and resources.But the solution that seems to be ac-cepted by most, and as the only solu-tion, is to somehow keep growing sothat all can work at full scale. Whilethere is no thinking on the utopia side,even though the utopia seems achiev-able. is it the case that human want isreally insatiable? And even if it hasbeen culturally constructed this way,should it really be the case?

For the developing countries, theissues are different. Human need isstill very large and deprivation is stillat a very high level. even accountingfor redistribution issues, growth isneeded and given the level of depriva-tion it is not feasible to even think ofnot recommending growth, whateverone might recommend on the side ofredistribution.

But the issue, for the developingcountries, to think about, is that dothey have to follow the same route asthe developed countries? Do they haveto make growth the exclusive focus?evidence from a lot of social protectionprogrammes, from developing coun-tries and at a very practical level, seemsto be suggesting something else.Growth can be a focus but specific pro-grammes that redistribute to the poorand get them out of poverty traps canhelp with poverty quite well and theycan help in getting higher growth too.And more equitably and with a muchbroader base. Developing countiesshould explore these angles a lot more.

environmental sustainability issuesare not just the dreams or nightmares ofnaysayers. there are real issues hereand ones that need to be addressed de-spite what is happening on the scientificand technological fronts. the pursuit ofgrowth as the only goal and even as themain goal, especially by the developedworld, but even in the developing world,is making these concerns even graver.But there does not seem to be anythought and/or dialogue about it at thepopular level. should there not be somethinking about these issues too?

Caught in the crossfire

pakistani civilians and military personnel have renderedmore sacrifices in the fight against militants than anyother country. the army has wrested control of swatfrom the ttp after a bloody fight and is now deployed in

a number of Fata agencies against the militants. this is one aspectof the situation. equally significant is the other aspect. Bannedmilitant outfits under new names continue to hold publicmeetings and address rallies. An english daily reported onMonday that the leaders of some of these outfits addressed agathering and collected donations in the name of jihad in Kashmirand Afghanistan in the outskirts of Rawalpindi i.e., under the verynose of the civil and military establishment. the establishment,thus, acts in a way which is indicative of a split personality.

pakistan is consequently caught in the crossfire. it is trustedneither by its allies nor by the militants. in November, Natoforces attacked a salala checkpost killing 24 pakistani soldiers.the drone attacks continue with little hope of an end even afterthe departure of the main body of the Nato troops in 2014. Ontheir part, the militants treat pakistan no better. in June alone,two major attacks in Khyber agency and peshawar killed 33 and19 civilians respectively. in May, taliban militants beheaded 13soldiers in North Waziristan. A month later they meted out asimilar treatment to seven other soldiers in Upper Dir. OnMonday, hours after the Difa-e-pakistan Council marcherscrossed the Chenab, militants attacked an army camp on theriverside killing seven.

the establishment’s policy of running with the hares andhunting with the hounds has also been disastrous from thediplomatic point of view. the country stands isolated in theregion while it is under intense pressure from the Us and itsallies. Nato’s “state of the taliban Report” released early thisyear accused pakistani security services of secretly helping thetaliban in Afghanistan. speaking to Khar on the sidelines of thetokyo conference, Clinton again reminded her of the need totake “tangible steps.” the most important one according to herwas fighting the militant groups who’ve used pakistan as a rearbase to attack American troops and jeopardise the future ofAfghanistan. Khar’s talks with her indian counterpart s MKrishna were overshadowed by the revelations made by Letoperative Abu Jundal and protests against continued anti-indiapropaganda by Hafiz saeed.

it is time the establishment takes a clear cut direction. it hasto realise that the world has developed zero tolerance formilitancy under any name and in support of any cause. pakistanmust not be made to suffer the fate of a castaway.

There are those who believe that all the media does ismanipulate what people think. Honestly, we don’t have the time

it is very easy for the media to manipulatethe way people think. there are those thatwill have you believe this is all the media

does, ever. But frankly, we never have timefrom editing footage, subbing stories and de-signing layouts to actually plot world domina-tion through careful, subliminal messaging. itwould be too arduous and painstaking, espe-cially for people who have to navigate dead-lines like indiana Jones navigates traps inancient Mayan temples. it’s a madhouse.

so imagine my delight when i hear peoplevilifying journalists and anchors for takingsides and telling only one side of the strikingdoctors’ story. it’s the perfect set up. take anissue that can be broadly termed ‘public inter-est’; simmer for a few days in the fire of sensa-tionalism and misreporting; bring to a violentboil by petitioning judiciary and governmentto intervene; and of course, sit back and enjoy.Of course that’s what people think goes on inthe newsrooms and editorial meetings of majormedia houses. And of course, they’re not beingquite accurate.

What is the doctors’ complaint with themedia so far? that it has

been blatantly anti-doctorfor the duration of thisstrike? that it has not calledattention to the high-hand-edness of the punjab gov-ernment and has insteadfocused solely on crucifyingthe young doctors? that ithas painted the Young Doc-tors’ Association (YDA) in anegative light? Well, while itpains me to say this, whatelse did you expect from thepopulist mainstream media?

You see, media percep-tion of any issue, i.e. the in-formation that it relays andthe footage that it broad-casts, is shaped by twothings; what the reporterstell it and what feedback itreceives from miscellaneoussources. Reporters, espe-cially health reporters, areusually a sly lot. they haveto be, because they dealwith hundreds of differentpeople (most of them doc-tors) on a daily basis. tofool a health reporter is usu-ally not an easy task. But itcan be done. so while oneemergency department mayhave shut down and othersremained open, the reportercan go to that one closed

ward, shoot footage of wailing women and sob-bing children, and air it with the assertion thatall (or most) emergency departments in thecity, are shut down.

A reporter would do this for two reasons: ei-ther he’s been told to do it from ‘high up above’;or he’s trying to press the doctors to give him ascoop or settling a petty vendetta (revenge fornot giving him a scoop). in any event, this willcause doctors to reconsider and open up to saidreporter, who will have a comprehensive piecein the next day’s paper, or a 90-second newsstory in the 9pM bulletin. there are very few re-porters who actually go to the trouble of check-ing out hospitals themselves. i know somereporters like this; a few are even good friendsand sound professionals. One can immediatelytell from the way they talk that they are balanc-ing their opinions subconsciously. A good re-porter will always, even when giving you hisopinion, tell you at least two sides of any story.

these good reporters have this to report:the doctors’ strike has been called off, but thereis still dissent among the messiahs’ ranks.there are grumblings of defiance from certaingroups who, it is said, were even contemplatingcontempt of court. But sanity prevailed andcooler heads thought that would be going toofar. As of Monday evening, out-patient depart-ments and emergency services are (by andlarge) up and running in most of Lahore’smajor hospitals.

the new doctors that were ‘hired’ by thepunjab government are also an interestingphenomenon. these did not magically appearout of thin air, but were really post-graduatemedical trainees who were already working atthese hospitals when the YDA went on strike.they were the ones manning the fort in thedoctors’ absence and may be safely consideredheroes in their own right. And it is ironic thatthe strike should have inadvertently achievedone of its demands, as the regularisation ofthese trainees constitutes a major chunk of theYDA charter of demands. that’s a twist of fateif there ever was one.

But on the government side, all is not rosy.Already heavily in debt, punjab cannot affordto accede to all the doctors’ demands. so theywill try to stall. this has not worked out in thepast either and the government has sweptthings under the rug by trying to divert atten-tion to media-friendly epidemics, such asdengue. But not enough resources are availableto revamp or substantially improve the health-care services offered in the province. Overdraftis not the answer. We need a solution, fast. Be-fore more messiahs become fallen angels. Andmore of the fallen become false martyrs.

renewable, cheap and reliable resource of energy.it generates electricity with zero emission andproduces no waste. there is no requirement offuel, operating cost is much lower andhydropower plants have longer economic livesthan thermal plants. pakistan has total installedpower generation capacity of 20,456 MW.However, dependable or de-rated capacity is inthe range of 14,000 to 16,000 MW during theyear, due to variety of factors, whereas demandfor electricity is increasing at an average annualrate of eight peer cent. thus, there is grosspower shortage at national level, demand beingprojected to around 22,000 MW by the year 2010.

to resolve the power crisis in long-term and tosustain economic growth, optimal developmentof hydropower is needed. there are, however,hosts of risks, constraints and specific issueslinked to undertaking hydropower projects.these include geological risks, hydrologicalconstraints, problems in water use, need forinfrastructure, environmental issues, socialproblems and generating political consensus.thus, the complexity and long lead-timeinhibits private sector to invest in hydropowerprojects, in spite of various fiscal and non-fiscalincentives being offered in this regard.therefore, there is an urgent need for thegovernment to effectively address the abovevital issues relating hydropower developmentand generation in the country.

Also, last week, anotherhysterical mob of hundreds of people attacked apolice station on the outskirts of Bahawalpur inpakistan, dragged a man out of the lock up. theman – accused of blasphemy – was beaten andthen burned to death. Later, the police reportedthat the accused man was mentally unstable, ashe kept laughing and chanting when was in thepolice’s custody. two weeks back, talibanreleased a video showing severed heads of 17pakistani soldiers displayed on a blood y whitesheet. these soldiers were captured by talibanin a cross-border raid from Afghanistan.

these and many other incidents are grimreminders of what the future holds for bothpakistan and Afghanistan. taliban may nevercome to power in a democratic setup but they havesucceeded in brainwashing a number of illiteratepeople, now being joined by some educatedreligious zealots as well. Whether they will everrule the respective capital of these inauspiciouscountries, only time will tell but they are nowruling hearts and minds of a number of people.No one knows how this mess the West createdin the 80s will ever be brought under control.

HoLLyWooD superstar Angelina Jolie has

accepted the honorary citizen of sarajevo

prize while attending the Bosnia and

Herzegovina capital’s film festival. The 37-year-

old actor-turned-director stepped behind the

camera last year to make in The Land of Blood

And Honey, about a romance between a serbian

soldier and a Bosnian woman during the 1990s

Her efforts were praised by government officials

Dara singh’s condition critical

on Monday. The 84-year-old was taken to the

critical on sunday, and his condition hasn’t

improved since. “He is still very critical. His

condition has not deteriorated and he is holding

up, but he requires a high dose of medication. The

problem he came up with during hospitalisation

has now affected his kidneys. His kidneys are not

functioning the way they should, so we have to put

glover has been declared brain dead by

doctors after he was struck by a jet-ski.

According to sources, glover has not experienced any

brain activity since he was admitted in the hospital.

Babies who spend time around pet dogshave fewer ear infections and respiratoryailments than those whose homes areanimal-free, said a study released onMonday. the study, published in the Usjournal pediatrics, did not say why butsuggested that being around a dog thatspends at least part of its day outdoorsmay boost a child's immune system in thefirst year of life. Cats, too, seemed toconvey some protection to babies, thoughthe effect observed was weaker than withdogs. the research was based on 397children in Finland whose parents madediary entries each week recording the stateof their child's health during the infant'sfirst year, from nine weeks to 52 weeks ofage. Overall, babies in homes with cats ordogs were about 30 percent less likely tohave respiratory infectious symptoms --which included cough, wheezing, rhinitis(stuffy or runny nose) and fever -- andabout half as likely to get ear infections. tHe Frontier Corps (FC) is involved in abduction of oneout of every three Baloch men, Chief Justice iftikharChaudhry said on Monday while hearing the Balochistanunrest case at the supreme Court’s Quetta registry. thechief justice said he had no answer to the grievances of

common people regarding law and order in the province, whichwas why the apex court had been embarrassed. He directed theBalochistan Home Department to make payments to the familiesof 135 missing persons. provincial home minister, Mir ZafarullahZehri, also presented himself before the court. the advocate gen-eral of Balochistan told the apex court that a gang of three peopleinvolved in the killings of religious scholars had been arrested,adding that four missing persons had also been recovered. ChiefJustice iftikhar Muhammad Chaudhry said the recovery of onlyfour missing persons showed the non-seriousness of the govern-ment. He also asked the Balochistan interior secretary to state inwriting that they had failed to control the law and order in theprovince. the Balochistan AG was of the view that nobody couldstate anything with 100 percent surety. During the hearing, DiGOperations Hamid shakeel briefed the chief justice on the bombattack on a bus of pilgrims in Hazarganji. the chief justice flayedthe Customs department for such incidents, as they bribed thepassengers from Kabul for allowing them to transit.

As many as 11 million voters could notbe verified in the electoral areas of theirresidence, while 20.4 million peopleare not registered on the electoral rollsbeing finalised by the election Com-mission of pakistan (eCp) for the up-coming general election, Free and Fairelection Network (FAFeN) said in itsassessment on Monday.

According to FAFeN, more than 20million people of 18 years and above,with most of them being women, arenot registered to vote, while over 80percent of them are not even registeredwith the National Database Registra-tion Authority (NADRA).

FAFeN says its projection is basedon the basis of the estimated popula-

tion as on July 1, made by the govern-ment in its economic survey 2011-2012. “Of the potential 20.4 millionunregistered eligible voters, only 3.6million hold computerised nationalidentity cards, which was made a pre-requisite for voter registration under

legislative changes last year,” it said. FAFeN urges the eCp to ensure

follow-on door-to-door verification ofvoters be conducted with full diligenceand accuracy before the finalisation ofthe electoral rolls to facilitate fair elec-tions.
