Remote Document Submission
On-line services, accessible via Web interface
Communication software for connection between DocFlow systems of administration and business customers
Submit Documents via another administration (regional, municipal). No requirements for technical resources and knowledge by citizens, widely accessible.
19
Threats /Administrative/
Difference in names, required documents and process flows in same type administrations
Different, non-unified blanks and forms and nomenclature of documents
Front-Office employees must learn specifics for all service requests to other administrations
“Fear From The Dark” – Learning How To Trust ITU-T X.509 (PKI) Infrastructure and E-Signed documents
20
Threats /Technical/
Information Security, Digital ID management Application and data availability Backup and disaster recovery Finding well-trained IT experts with will to
work for the Administration
In fact, due to great technology development, we can easily assume that there are NO noticeable technological threats.
21
Something often ignored
All infrastructure developed should keep all the information exchanged long enough to ensure proper export to information systems of the Archives.
Archive’s information and digital data storage systems should appear in near future
22
2007: Electronic Government Act Single collection and creation of data
The administrative bodies .... have no right to require from citizens and organizations the provision or proof of data, which has once been provided. They are obliged to collect the data from the original administrator.
Automatically generated notification
The original data administrator sends automatically the data to all administrative bodies, which by the rule of law support this data and have declared their willingness to receive it.
23
Saving Tax-Payer’s Money
Use GNU/GPL software in
addition of commercial one Implement local PKI CAs for
Intra-administration purposes Cooperate and involve universities and
other “high-tech” communities
24
GNU / GPL – Useful and reliable? A short example: www.kolab.org:
“Kolab was created for the needs of the German Federal Office for Information Security (BSI) by contract in 2002-2004 and is used there in a heterogenous environment. November 2005 Kolab won the Linux New Media Award: Category 'Best Groupware Server'“
