LONDON - The week in which starpresenter Chris Evans makes his bowon Virgin Radio's breakfast show willalso see the start of an "evolutionary"change in the U.K. rock broadcaster'smusic policy.
From Monday October 13, Virgin's105.8 FM service for London will grad-ually become "more contemporary andmore modern" according to the broad-caster's programme director Iain
Grace, while the music on its nationalAM service will become "a little moreheritage driven, a little broader."
It will be the first time that the AMand FM Virgin stations have operateddifferent music policies, and follows arecent increase in the amount of "splitfrequency" programming hours (Music& Media, October 4).
The changes in music policy for thetwo services are also reflected in anew presenter line-up, which sees the

BERLIN - Germany's radio industry isquerying government involvement in amerger which will create the country'ssecond largest public broadcaster.
The union of Suddeutscher Rundfunk(SDR) and Sudwestfunk (SWF) will cre-ate a new grouping, Sudwest Rundfunk(SWR), due to begin broadcasting nextSeptember (M&M, May 3).
One industry insider interviewed byM&M says: "State broadcasters are sup-
posed to be independent of [state] gov-ernment control." However, he sums upthe disquiet felt in certain quarters bypointing out that key decisions on loca-tion and staffing will be made by stateleaders, begging the question: "Howindependent are we then?"
SWR's radio and TV operations willbroadcast across two federal states,Baden-Wiirttemberg and Rhineland-Palatinate. Among the services it willoffer is a new CHR station, SWR3,

LONDON - Creation Records' new dan-ce -oriented label Eruption is set to breaktwo major dance industry traditions.
It is to abandon remixes in favour ofissuing one definitive version of a song,and has no intention of attempting tocreate a distinctive label sound. "I wantto draw attention to the original mix,"says managing director Kris Needs.
One-time journalist Needs under-lines the importance of growing thelabel's own artists and rejects the notionof a uniform label sound: "I want Erup-tion to be known for killer tracks, not asa label for this or that style," he says.
This week Euruption releases indieveteran Patti Palladin's Memo FromTurner, the first in a series of one-trackwhite label vinyl 12" singles.
The track is a "big beat" cover of theMick Jagger tune, penned for the filmPerformance in 1968, and which subse-quently became a minor U.K hit singlefor Jagger in 1970. Eruption plans tolaunch the Palladin track at a two-day

CSA turns up the heat on Lagardereby Renzi Bouton
PARIS - French broadcasting authori-ty the CSA is increasing its pressure onmedia group Lagardere to conform toradio ownership regulations.
The CSA believes the station hasbreached current legal radio ownershiplimits (Music & Media, September 27).Now CSA president Herve Bourges hasbeen empowered by the nine memberorganisation to be its sole go-betweenwith Lagardere. This is seen as a sign ofhow seriously the regulator is takingthe situation.
"As long as the group does not complywith its legal requirements, it will not begranted any additional frequencies,"CSA member in charge of commercialradio Pierre Wiehn told a meeting organ-ised by radio stations' body Vive La

Lagardere is set to meet Minister forCommunication Catherine Trautman todiscuss the problem, and the group hasbegun making moves towardsa resolution.
The conglomerate-whoseradio interests are handled byits affiliate Europe 1 Commun-ication-has relinquishedoverall control over pro-gramme supplier AFP Audioby selling a two percent major-ity stake to press agency AFP.
The other disposal being consideredby Lagardere is of Paris -based ChanteFrance, 50 percent owned by Skyrockpresident Pierre Bellanger and 50 per-cent by Lagardere subsidiary HachetteFilipacchi Media.
Bellanger says the CSA has rejectedhis proposal to sell 100 percent of thestation to an "Anglo-Saxon group" whichhe declines to name. The potential salehad been dependent on changes to the
station's format and name,which the CSA rejected.
"It is regrettable that theCSA is adding new constraintswhile the sale of the station hasalready been made difficult bythe fact we were given very lit-tle time," comments Bellanger.
A sense of grievance over thesale being blocked is increased,
according to Bellanger, by the fact that,when he acquired AC/national musicstation Bizz FM/Paris four years ago (inthe process of setting up Chante France)he was allowed by the CSA to change itsshareholding, name and format.
However, the CSR's Wiehn insists:"The CSA must give its approval,especially regarding the conti-nuity of the format." Heunderlines the factthat "it is forbiddento sell frequenciesin France."

France out of the Lag-ardere fold would be 0.9*for the media group toretain only 49 percent of the sharesinstead of the 50 percent it currentlyholds. Bellanger says he is about tomake such a proposal to the CSA.
However, Wiehn does not rule outLagardere being forced to hand fre-quencies back to the CSA if no solu-tion to the problem is found.
X -Mix will faceex -rival in courtby Ed Meza
BERLIN - "Independent local culturestation" station Radio X -Mix hasbecome the sixth local broadcaster totake to the airwaves in Hessen, inspite of an official protest filed withthe federal state's Radio Authorityand an impending court case overits future.
The community FM broadcasterbegan broadcasting from itsFrankfurt studios on September 22after being granted a non-commer-cial licence from the Radio Authorityin April.
However, lawyers for the otheroriginal applicant for the frequency,proposed community station FreierRadios, have filed an objection withthe Radio Authority against its deci-sion to grant Radio X -Mix the licence.
The Radio Authority has so farignored the protest and has stood byits initial decision. Freier Radios hasnow taken its complaint to aFrankfurt court, which has yet tomake a decision on the matter. Aspokesperson for the Radio Authoritydeclined to comment on the nature ofFreier Radio's complaint while thecase is in court.

Sweden rejects new radio regulationsby Keith Foster
SrocKHoLm - The Swedish govern-ment has scrapped a state committee'sproposals for stricter regulation of thecountry's local radio market.
In a move greeted with relief by com-mercial broadcasters, minister of cul-ture Marita Ulvskog has insteadappointed the president of her SocialDemocratic party's youth federation,Niklas Nordstrom, to look into thefuture of radio.
The committee's proposals, aimed atcountering what the government seesas a lack of variety in Sweden's com-mercial radio stations output, included
cutting the number of frequencies avail-able to commercial broadcasters, with-drawing a number of current licencesand setting up a politically -appointedradio board which would decide whichapplicants should be given licences.
Ulvskog says "strong criticism fromlegal bodies" was the deciding factor inrejecting the proposals, which werefiercely attacked by commercial broad-casters. Christer Jungeryd, chairman ofthe Radio Broadcasters' Association,says he was "overjoyed" at the news.
Nordstrom was a prominent critic ofthe state committee's findings. He eventook the unprecedented step of makinga joint broadcast with the president of
his political arch -rivals, the YoungConservatives, to protest against thecommittee's recommendations.
His new inquiry, says Nordstrom,will still focus on ways of improving thediversity of output and ownership inlocal radio. However, he believes thatnew technology in the form of digitalradio can help solve the problem ofdiversity simply by making a greaternumber of frequencies available.
"But we'll still be trying to find analternative to frequency auctions,where those with most money win,"Nordstrom cautions. The new inquiry isscheduled to be completed by Nov-ember 15, 1998.
EMI increases radio stake to grow music marketby Mike McGeever
LONDON - The EMI Music Groupwants to expand the music market, notget into the radio game.
That's the rationalebehind the record compa-ny's October 1 move toincrease its shareholdingin U.K radio giant GWRto 13.6 percent from justunder 10 percent. EMI bought four mil-lion GWR shares for nearly £7 million($11.2m) after minority shareholder
Capital Radio announced it was dispos-ing of its interest in GWR (Music &Media, October 11). The deal makesEMI the second largest shareholder in
GWR after newspaperpublishers the DailyMail Group.
"Owning percentages[of music broadcasters],is an important aspectin growing the music
market. Our participation might alsoinfluence the growth of the medium orof a particular format," says EMI corpo-

ence," explains Christians. "In the caseof GWR and other investments, we have
positions on theboards. Our busi-ness is the produc-tion of music, not
running radio stations." EMI also hasminority stakes in German music videochannels VIVA 1 and VIVA 2.
Meanwhile, GWR has appointeddeputy group programme director DirkAnthony and Midlands area salesdirector Wayne Lowery to its localradio board.

U.K. and U.S. groups leadbids for Hungarian stationsby Susan L. Schuhmayer
BUDAPEST - Eight licence bids forthe former state -run Radio Danubiusand a new national station-includ-ing five bids from major U.K. or U.S.broadcasting corporations-havebeen received by Hungary's NationalRadio and Television Board (NRTB) .
Applicants for the two licences filedcompleted NRTB questionnaires onOctober 7 detailing their plans for thestations. The NRTB is required tomake a final decision by November 7.
Dick Novik, head of internationaloperations for American broadcasterClear Channel-one of the companiesbidding for the licences-says he"would not be surprised" if the
authority reviews the questionnairesand then quickly schedules a secondround of applications.
Novik says Clear Channel (whichrecently purchased a stake in Prague'sRadio Bonton), is interested in estab-lishing a string of stations across centraland eastern Europe, and the Hungarianmarket is particularly attractive."Hungary is probably the most devel-oped in terms of radio revenues, evenprior to privatisation," he notes.
Clear Channel has teamed up forits bid with Ireland's IndependentNewspaper Group. The two compa-nies are already partners in stationsin Australia and New Zealand.
The other U.S. companies compet-ing for the two licences are Emmis
Broadcasting and Metromedia. Thelatter already holds licenses for CHRbroadcaster Radio Juventus, the onlymajor commercial radio station inHungary at present.
Radio Juventus general managerMike Lonneke says his company isbidding for the new national stationto expand Radio Juventus' reach to 80percent of the country. CurrentlyJuventus can only be heard inBudapest and western Hungary.
The two U.K. contenders for thelicences are the GWR Group and theDaily Mail newspaper group. LikeClear Channel, GWR already has anumber of radio interests in easternEurope, including stations inBulgaria and Poland.
Dept of Culturehires BPI lawyer
LONDON - Sara John, formerdirector of legal affairs at theU.K's music industry tradebody the BPI, is moving to theBritish government's Depart-ment for Culture, Media andSport as a music adviser.
The appointment is seen asreflecting the importance the newLabour administration attaches to themusic industry. John will help developcommunication between the depart-ment-headed by secretary of state forCulture, Media and Sport ChrisSmith-and all sectors of the musicbusiness, offering advice on issues suchas copyright and piracy.
At the BPI, which she joined in 1989and left earlier this year, John wasinvolved in the record industry's collec-tive negotiations with publishers andmusicians' groups, among others.
New Disney animated feature film Hercules had its European pre-miere at Disneyland Paris on September 24. BERLIN - They say AM radio isdying-well, the operating team atBerlin's Power Radio are about tochallenge that diagnosis.
Power Radio SH is to be launchedas a new CHR station on the AM bandin northern Germany next February.Managing director Thomas Thimmeand his partners Jan Hempel andNorbert Schmidt are putting theirfaith in the technological revolutionthat digital radio (formerly known asDAB) promises to bring to the coun-try's airwaves.
"With the onset of digital radio,AM will become very interestingindeed," promises Thimme, whopoints out that digital radio will makestereo transmissions possible in AM,as well as providing improved quality
FM transmission. "Stereo AM willmake a station like Power Radio veryattractive to listeners and advertisersalike," predicts Thimme.
Claudia Schtitzhoff, an officialwith the Independent State RadioAuthority (ISRA) of Schleswig-Holstein, which granted the licence toPower, explains: "With the wider [geo-graphical] range of AM transmission,Power Radio will reach a huge areawith the unprecedented chance toattract a very large following. OneAM station can have the same rangeas around 12 FM frequencies."
However, there are no plans to intro-duce stereo AM transmissions on theexisting analogue AM band in Germ-any-something which has previouslybeen experimented with in the U.S.Completely new digital radio receiverswill be necessary to receive both AM
and FM digital radio transmissions.Thimme concedes that it will take
a few years for digital radio technolo-gy to develop and for significant num-bers of listeners to buy new digitalreceivers, so in the meantime, Powerhas also applied for a number of FMfrequencies. The ISRA will decideearly next year whether to grant thestation FM licences in addition to itsAM frequency.
Power Radio SH (the SH stands forSchleswig-Holstein) will broadcastfrom the coastal city of Kiel, and willbe heard on 612 kHz AM throughoutSchleswig-Holstein, Hamburg andparts of Lower Saxony, Mecklenburg -Western Pomerania and Denmark. Itis hoping to attract 14 to 29 -year -oldlisteners with a wide variety of music,from pop and alternative rock todance and techno.
news bitesNORWAYSolution near in chart dispute?Officials from Norway's main musicindustry bodies the GGF and IFPINorway will meet with the country'sCompetition Authority on October 16 todiscuss current chart compiling prac-tices. The move follows five months ofcorrespondence between the two partiesand a ruling in July by the authoritythat chart eligibility rules must beamended (Music & Media, July 19). Inan October 1 letter to the authority,GGF/IFPI reports that the averageretail price criteria required for chartentry has been removed. TheCompetition Authority's senior executiveofficer Asbjorn Englund responds:"GGF/IFPI has altered some of the chartrules, and that limits our concern.However, we are not sure if that is suffi-cient." Englund has declined to makeany further comment until after theOctober 16 meeting has taken place.
BELGIUMSuccess in `Spice-ology' examVirgin Benelux invited 300 young SpiceGirls fans to Brussels University onSeptember 24 to test them on theirknowledge of the popular quintet. The"Spice Girls Exam" had been promotedduring August on public broadcasterBRTN's Radio Donna, Radio 2 andRadio 1, and the event itself was broad-cast live on Radio Donna. Virgin's radiopromotions manager Ilse Matton, whodevised the project along with her col-league Dis Huyghe, comments: "Wethought the national exam would bethe perfect tool to focus media attentionon the Spice Girls' new single and forth-coming album. The event certainly paidoff, because apart from the radio atten-tion, it got on the front page of mostmajor newspapers and was covered bythe national TV news." A similar eventfor French -language Spice fans is alsobeing considered.
ITALYRR goes live in SarajevoItalian CHR network RTL 102.5 HitRadio is claiming to be the only foreignradio station to broadcast live fromSarajevo during U2's concert in thewar -scarred city on September 23."Whilst many stations took a live feedof the concert supplied by the BBC,"says RTL 102.5 Hit Radio's music direc-tor Grant Ben-son, "we werethe only for-eign stationwith live on -the -spot pre-sentation fromSarajevo."Using a port-able satellitelink on the roof of Sarajevo's HolidayInn, Benson co -hosted two mid -morn-ing programmes on the day of, and theday after, the concert with LucaViscardi, who was back at the station'sBergamo studios. "Many of the SFORinternational peace -keeping troops inSarajevo are from the Italian army, andmany of them sent messages back totheir friends and family during the spe-cial broadcasts," reports Benson.

news bitesSPAINRNE budget rejectedThe board of directors of public broad-caster Radio Television Espariola(RTVE) has rejected the 1998 budgetproposed by RTVE director generalFernando Lopez-Amor, as it wouldincrease RTVE's debt to Pta593 billion($4 billion) from an estimated 1997year-end debt of Pta444 billion ($3 bil-lion). The opposition socialist party(PSOE) spokeswoman for RTVE, RosaConde, had suggested that the rulingcentre -right Popular Party was delib-erately allowing the debt to build up inorder to force RTVE's privatisation.The budget estimates that expensesand investment next year will bePta236.8 billion ($1.6 billion), whileincome would reach only Pta79 billion($533.8 million). The directors of RTVEare appointed by Spain's political par-ties, and their decision-reached aftera six -hour meeting-is not binding onthe government.
FRANCECohen speaks-to France InterThe Canadian singer/poetlphilosopherLeonard Cohen has given an exclusiveand rare interview to full -service sta-tion France Inter. Cohen-a notedrecluse-was coaxed out of hisBuddhist retreat at the BaldyMonastery in California. PresenterJean -Luc Hees tracked him down andsecured the 45 minute interview, whichwas broadcast on October 6. Duringthe broadcast, Cohen describes his lifeas a paradox: "I can just about sing andI've had a career as a singer," hereflects.
U.K.RA takes back Asia FM licenceThe Radio Authority has withdrawn alicence awarded to Asia FM/Londonearlier this year because the stationdid not meet the financial promisesoutlined in its application. The regula-tor ruled that Asia FM, which was toserve east London, had failed todemonstrate that it had secured finan-cial backing from the range of "locallybased and culturally diverse sources"promised in its bid for the licence.Other applicants for the licence whenit was originally advertised will now bereconsidered. The authority expects tore -award the licence by December.
THE NETHERLANDSTransmission monopoly brokenWith most Dutch commercial stationsmoving onto the FM band from nextJanuary, commercial broadcastersRadio 538, Radio Noordzee and JazzRadio have signed a joint agreementwith newly launched private -sectortransmission company BroadcastPartners. The deal breaks the 62 -yearold monopoly of the state -run Nozema,which previously controlled all radiotransmission in both the public andprivate radio sectors. The move under-lines commercial radio's independence,and is also part of the Dutch govern-ment's privatisation programme. Atpress time, a deal between BroadcastPartners and oldies station Radio 10Gold was being negotiated.
Prague label trots out CD ofCommunism's Greatest Hitsby Michele Legge
PRAGUE - Seven years ago, follow-ing the collapse of the Berlin Wall,no-one would have predicted that analbum entitled Best Of Comm-unism-featuring classic socialistpropaganda tunes such as Come OnThe Reds, Lenin Song and Weave TheSilk, Comrade-would become a hit.But it has.
In Hungary, a communist -era com-pilation album has sold around 10,000copies since its late -August release,placing it among the top 10 best-sell-ing albums in the country in the firstweek of October, according to JudithAdler, assistant to the managingdirector at the International Fed-eration of the Phonographic Industry(IFPI) in Budapest.
In the wake of such success, plansare now afoot for a Czech equivalent ofthe Hungarian album. But there arecertain obstacles to be overcome in get-ting such a recording onto the market.
Zbynek Knoblok, managing direc-tor of Bonton Music, which has over 90percent of the Czech national musicarchives in its vaults, says: "There aresome problems with obtaining theartists' rights, because [the artists]are not happy to be associated withthis kind of CD. So we are looking atdoing something that won't needartists' permission-things that areold or orchestral."
But Knoblok revealed that theCzech 'Greatest Hits of Communism'album should be on the shelves bynext spring, although he would notreveal the actual title or give any
clues as to what songs would appearon the recording.
Klara Nemravova, a 23 -year -oldsinger and part-time DJ on Prague'salternative station Radio 1 who occa-sionally spins "cheesy" Czech pophits from the early '80s, explains theappeal of tunes likely to feature on a`Communism' CD. "They're outstand-ingly stupid," she says. "The lyricsare so out of control, no one wouldwrite them any more."
Meanwhile, record distributors inthe U.K., Japan, Germany and theU.S. have also expressed interest inthe Hungarian project, according toGong, the recording's originalBudapest -based distributor. There iseven a plan in Hungary for a technore -mix of original excerpts from one ofLenin's speeches.
Vienna was one of the stops inGreen Day's recent European pro-motional trip to promote their lat-est album, Nimrod. Execs fromWarner Music Austria presentedthe band with a platinum discrecognising 50,000 Austrian salesof their label debut, Dookie, and agold disc to mark more than25,000 local sales of their lastalbum, Insomniac. MILAN - The evolution of Italy's radiomarket continues to evolve on the backof an ongoing advertising boom.
Commercial radio networks in Italyregistered a 15.8 percent growth inadvertising revenues in the first eightmonths of this year compared to thesame period of 1996. Now several ofthe country's smaller syndicated net-works have announced a series ofexpansions announced by smaller syn-dicated networks
The advertising revenue figuresrepresent a growth double that of theaverage for the advertising industry asa whole, which rose by 7.2 percent inthe same period this year. Commercialstations sold I:123.26 billion ($70.4 mil-lion) worth of airtime between Januaryand the end of August this year, accord-
ing to figures compiled byNielsen/Nasa market research.Leading national commercial networkRadio Dimensione Suono is predictinga 50 percent increase in its revenue for1997 as a whole.
Meanwhile, public broadcasterRAI's three national radio networksincreased sales by 11.2 percent com-pared to last year, chalking up rev-enues of L99.7 billion ($56.9 million).
Radio Subasio/Perugia's stationmanager Marco Settimi comments:"The radio industry has been re-evalu-ated by the advertising industry and isconsolidating. If Italy's new radio legis-lation-when implemented-contin-ues to recognise the professional oper-ators in the sector, and doesn't givefurther concessions to smaller, unpro-fessional operators, then the prospectsfor continued growth are good."
Following a number of expansionsand buy-outs this year by the majornational networks, several regional andnational syndicated networks have alsobegun expanding. The Bologna -basedregional dance network Tam -TamNetwork (owned by the domestic -musicnational syndication network RadioLattemiele) has expanded its coverageto the Marche region in central Italyand Lombardia, including Milan.
In addition, Rome -based talk sta-tion Radio Radio is launching anational syndication package by sup-plying six hours a day of live pro-gramming to local stations between14.00-20.00, whilst the Milan -basedCHR syndicated network RadioDonna has acquired new affiliates inMilan, Sicily and Calabria, and saysthat a "rapid nationwide expansion" isunderway.

BERLIN - Berlin -basedpublic station Radio 3 took to the air-waves on October 3, taking advantage ofa public holiday to welcome six Germanstates into its vast reception area.
The station is a joint venture frompublic broadcasters OstdeutscherRundfunk Brandenburg (ORB), SenderFreies Berlin (SFB) and NorddeutscherRundfunk (NDR).
Radio 3 has not only replaced north-ern Germany's classical music mainstayNDR 3, but surpassed it in scope. Thenew station can be heard in the federalstates of Berlin, Brandenburg, Hamburg,Mecklenburg -Western Pomerania,Lower Saxony and Schleswig-Holstein.
NDR is producing Radio 3's mainprogramming, although SFB and ORBare supplying some of their own pro-grammes and local broadcasts.Listeners in northern Germany willnow be able to hear live broadcastsfrom the Berlin Philharmonic andGerman Symphony Orchestras, previ-ously heard only on SFB.
Wolfgang Knauer, former head ofprogramming at NDR 3, has taken upthe reigns as Radio 3's programmedirector, while SFB's music directorWilhelm Matejka is in charge of spe-cialist programmes.

BRUSSELS - They're small, blue,nearly 40 years old and they don't getany airplay.
Yet such is the appeal of the Smurfsacross Europe (they have sold no lessthan eight million albums in the lastthree years) they became one of the fewacts to be the subject of a dedicated,pan-European record company confer-ence at the end of last month when sen-ior EMI executives from across Europegathered at the Chateau de La Hulpenear Brussels. Under the chairmanshipof EMI Europe president Rupert Perry,the aim of the meeting was to co-ordi-nate strategies for exploiting theSmurfs' 40th anniversary next year.
However, even in the German mar-ket, the music has little appeal for radio."We don't play the Smurfs at Fritz," saysFrank Menzel, music director at CHRstation Fritz Radio/Berlin. "We wouldn'tdare. We don't have anything againstthe Smurfs, but our listeners would nottune in if we played them."
However, "the Smurfs are not a joke,"insists Helmut Fest, president of EMIMusic in the German-speaking territo-ries. "For us they have been, in terms oftotal sales, our biggest act, selling overfour million units in Germany alone intwo years."
Counters Menzel: "Smurf music is
really big with 8, 9 and 10 year -olds, butit's not at all interesting for 13 -year -olds, let alone 20 -year -olds. You don'thear the Smurfs anywhere on Germanradio. They're on television, and that'swhere the records are advertised. Thekids watch the cartoons and see thecommercials and ask Mum and Dad forthe CD collection. And that's whythey're on the charts."
The rights to The Smurfs are admin-istered by Belgian company IMPSunder CEO Hendrik Coysman on behalfof the family of the artist Peyo, who cre-ated the cartoon characters some 39years ago. IMPS licenses the Smurfs toEMI for most European territories, butgoes through Netherlands -based ArcadeMusic Group in Spain, Norway andSweden, and uses France TelevisionDistribution in France.
The branding of Smurf products isclosely linked to the individual tastesand cultures of the different Europeancountries. Originally named Schtr-oumpfs, the Smurfs have become knownvariously across Europe as Smurfen,Smols, Smerfs, Schlumpfe, andSmoulove.
The Smurfs recording comeback(they stopped putting out records in thelate '70s after a string of hit singles) firsttook hold in the Netherlands in 1994before spreading to their home countryof Belgium and the rest of Europe.
The most recent album, Smurfenhol-iday, was released this summer and fea-tures covers of hits by Supergrass, theSpice Girls, Coolio, Peter Andre.
The album has so far peaked at num-ber 87 on Music & Media's Top 100Albums chart, while in the Belgiancharts it hit number two, selling nearly30,000 units in less than four months.Additional reporting by Ed Meza

Television may be the mass -media King of Europe, butthere is evidence that main-stream TV channels arenowhere near as influentialas radio when it comes to pre-senting music. FollowingMusic & Media's look at musicon TV in the U.K. (September6), we tune in on the complex,three -language television pic-ture in Belgium.
With three distinct com-munities to serve, theBelgian media marketis inevitably complex interms of fragmented
radio, press and TV services.The language split among the
Belgian population breaks down as 57percent Flemish, 42 percent Frenchand one percent German-speaking.Each of those three communities hasits own public TV broadcaster: BRTN(Flemish, in the north); RTBF (French,in the south); and BRF, which servesthe German-speaking community inthe east of the country.
In addition to those broadcasters,there is a choice of language -specificcommercial stations. In a country withjust over 10 million inhabitants, region-al divisions are highly significant, andto complicate the market further,Belgium also has the highest per capitacable TV penetration ratio in the world,at more than 90 percent of households.
Belgian TV's first major impact uponthe music industry came in February1989, when Flemish commercial stationVTM (Vlaamse Televisie Maatschappij)was launched. From the outset, the sta-tion's popular music programme TienOm Te Zien (Ten. Worth Watching),
hosted by Anne de Baetzelier andsinger Willi Sommers, offered a show-case for Flemish talent.
The show has had a long-termeffect on the local record industry, anda resulting boom in home-grown talentprovoked a boost in record sales in thenorth of the country.
Riding the wave were such home-grown Flemish acts as Clouseau, withEurope -wide album sales topping onemillion, Dana Winner and the show'spresenter, Willi Sommers, whohelped-via the show-bring Flemishartists in from the cold.
Still 'worth watching'Today, Tien Om Te Zien still attracts aweekly audience of between 600,000and one million viewers. Like Super50-a weekly programme hosted bysinger Gunter Levi, which airs onVTM's second channel Ka2 in collabo-ration with the Radio Contact net-work-it has been with the commer-cial network since day one.
Both VTM channels offer guestappearance opportunities to artists viatalk shows and magazine programmes.The network's musical content is super-vised by music consultant Jos VanOosterwijck. Recently, VTM launchedLalala Live, hosted by media personali-

ty Bart Peeters, which gives individualFlemish artists the opportunity to per-form live material not usually associat-ed with themselves. One recent showfeatured Rene Froger performingEverly Brothers songs, while HelmutLotti and Dana Winner have alsoappeared in the last couple of weeks.
There is also an increasing interna-tional flavour to the station's music out-put. "Jos Van Oosterwijck has the gold-en touch," says BMG TV promotionmanager Valerie Golinveaux. "He's veryexperienced, and although Flemish tal-ent is still very important on VTM, wevery often have international artists onthe station's programmes."

BRTN, has upped its music content as adirect result of competition from VTM.Although BRTN has always had someform of music programming, the successof its commercial competitor hasprompted the public broadcaster tointroduce a broader range of opportuni-ties for musical talent to be aired.
With programmes such as theweekly Ultratop, which broadcasts theofficial Belgiansingles chart, orthe popular DeMuziekdoos, presentedby Johan Vers-treken, BRTN isaiming for ayounger demogra-phic than VTM.Apart from such all -music programming, artists are alsofeatured in the Sunday morning newsand talk show De Zevende Dag, and inpopular weekly shows such as
Margriet and the newly addedNieuwe Maandag.
Whereas Nieuwe Maandag, amixture of music and interviewshosted by Ben Crabbe, is consid-ered to be the music industry'sbest platform for new musical tal-ent, Muziekdoos is seen as animportant tool to increase visibili-ty for both local and internationalmainstream acts. Muziekdoos airsweekly on Saturday prime time.Also from BRTN, the weekly musicshow Het Swing Paleis-hosted byDre Steemans-targets a familyaudience.
Moral dutyBRTN's TV1 network managerErik Strielman concedes that"music programming at BRTN isnot a priority" However, he adds:
"As a public broadcaster, we have atask to fulfil. It's also our moral duty tosupport music.
"As a former radio director[Strielman headed BRTN'sRadio Donna prior to hisTV1 appointment], I doregret that the relation-ship between music andtelevision remains some-what difficult." His finalcomment is perhaps themost telling: "Music pro-grammes are not always very popularwhen we see the ratings."
Viewing figures which show audi-ences of 100,000 for Ka2's Super 50chart show and 150,000 for Ultrapop onBRTN would seem to bear out the latterpart of Strielman's statement.
From the record industry's view-point, the Belgian music on TV formu-la appears is in need of investmentand re -planning. Dirk De Clippeleier,managing director of PolyGramBelgium, points out the central para-dox of the country's popular music out-put on TV: "The audience wants musicon television but doesn't watch it, andyou could ask if the programmes arenot exciting enough.
"I think that a combination of notinvesting enough in music pro-grammes, plus the international trendtowards falling audiences for such pro-grammes, are the main reasons." But,he adds: "I do believe in a success for -

mula and a format such as, forinstance, Jools Holland [UK latenight live music series, LaterWith Jools Holland]."
In December, BRTN's secondTV channel will be re -namedCanvas, with an aim of movingtowards a more popular musicformat than the current, strictlycontrolled programming.
The restructured channel'smusic policy will take a leaf outof radio's book, paralleling moreclosely what can be heard onRadios 1 (AOR/speech) and 2(AC), and Studio Brussel (alternativerock). The Ultratop chart show willalso air on TV2's youth -targetedKetnet programme, with its clips -only
formula expanded.The fifth Flemish
channel, SBS-owned(and London -based)VT4, has no plans for adedicated music show
at present, but regu-larly features one-off music specials.

New programmingRTL/TVi also includes twonew music shows. The first,Megamix, hosted byFlorence Thomas, waslaunched on September 22 on ClubRTL. 'The programme will air in primetime and target the 12-25 audience in a90 -minute show," says RTL/TVi music

"Another novelty," he con-tinues, "is Sortie Disco, setfor an October 7 launch withThierry Guillaume hosting,and aiming at a broader fam-ily audience. The programmewill include a mix of old andnew artists." On Saturdaysat noon, RTL/TVi broadcastsAvenueAriane, a one -hour showfeaturing up
to 14 video clips,album previews and competitionslinked to merchandising.
"One of the station's assets," saysDavid, "is the major events we organ-ise, such as Televie, and the broadcastof the Miss Belgium contest. Those pro-grammes attract big audiences, and sowe can present star-studded events."
The French language region is alsoserved by multinational music chan-nel MCM, which in Belgium isrestricted to the French community,
and is broadcast on 11 ofthe 14 cable networks.Although the stationclaims to serve its 15-24primary demographicwith a tightly targeted
20.7 percent reach, its impact on theoverall TV scene is not very signifi-cant, much like that of MTV.

Says Warner Musichead of promotion MichelWill: "I think MCM ismore important thanMTV in the south of
Belgium. But neither MCM's playlistnor sales in France correspond towhat we have in Belgium."
Will cites the example of AlanisMorrisette, still in high rotation inFrance while Belgium "had alreadymoved on a step. Warner did manageto get [Italian artist]Nek on MCM," saysWill, "and I reallyhope this will be afirst move in boost-ing our impact withthe station.
"I'm convinced,"Will concludes, "thatCharlotte Bertrandcould play an impor-tant role as a go-between to make MCMmore relevant forBelgian viewers."

In Europe's radio landscape, youth -oriented programming has long been associatedwith the commercial sector. Now, however, most of the continent's public radio cor-porations have developed specific stations targeting a youth audience. At arecent meeting in Paris, those youth -oriented public stations decided tostrengthen their existing links in order to exchange experience and developjoint programmes.
European public stations havepicked up the "youth" gauntletthrown down by commercialstations; they are respondingto the challenge of proving
that they too can produce program-ming which can attract young audi-ences in an environment dominateby their commercial competitors.

With a string of multi -platinum albums behindher, commercial expectations for Janet Jackson'sThe Velvet Rope are dauntingly high.
Jackson arrives at her latest recording opusafter sailing past quintuple -platinum status forthree studio albums in a row in the US. alone.But during an epic six months of recording toil onthe new release, she steadfastdly refused to playthe numbers game.
"I have too many other things to think about,"says Jackson. "I never put the listener in mindand say 'OK, would they like to hear somethinglike this from me or something like that?' Ialways write about what's going on in my life,what I enjoy, and what I like to hear. I think that'swhy my music is very eclectic."
Since What Have You Done For Me Latelymarked her commercial coming of age in 1986,Jackson has scored an extraordinary 21 top 10pop singles in the US. and established herself inthe international premiership of solo artists.
Now, with The Velvet Rope (Virgin), whicharrives some four years after her last studioalbum, janet, the artist has taken her songwrit-ing one step further, inviting the listener to joinher on a rollercoaster ride between pain, rejec-tion and sensual pleasure. Jackson's uncompro-mising approach shines throughout the album, amixture of tough -talking social commentaries onsubjects such as homophobia (Free Xone) anddomestic abuse (What About), as well asunabashedly sensuous erotica (Rope Burn,Anything) that maintain the often -steamy tem-perature of 1993's janet.
Jackson describes the new record as the mostpersonal she has ever made. So personal in factthat its completion was under threat at a numberof times. "I guess in a way Velvet Rope is a con-tinuation of janet and even more so really, taking
it to the next level of letting someone into myworld. It took six months to record the tracks, butthe way that I feel is it's taken [all] 31 years of mylife to make this album. I didn't know if I couldcomplete it actually, at times. Singing some of thesongs I was crying like crazy, so I had to stepaway from it and try a few days later."
Helping her through the emotional minefieldwere co -producer Jimmy Jam-his partner TerryLewis is co -credited as in all Jam/Lewis projects,but Jam was chiefly at the helm here-and exec-utive producer Rene Elizondo Jr. 'We work verywell together, we're a good team," says Jackson."We leave egos at the door, and I think that's whywe've lasted as long as we have. I can't standarrogance or cockiness."
The use of a sample from Joni Mitchell's BigYellow Taxi on the album's first hit, Got Til It'sGone, reflects the esteem in which Jackson holdsthe Canadian singer -songwriter, and she revealsthat she has also covered Beat Of Black Wings foran upcoming Mitchell tribute album. Also teth-ered by The Velvet Rope is an unexpected nodtowards another veteran star, as Jackson coversRod Stewart's Tonight's The Night.
"It's a great song, it's always been one of myfavourites. He's a great writer, a great artist, andI just wanted to do it lyrically true to the original,but musically doing something that I would do ifit were my original."
Jackson plans to head out on a world tour nextyear-"it'll be gruelling, yet fun," she laughs-while Virgin will undoubtedly make frequent sin-gle trips to an album that contains several morepotential smash hits. For the artist, her journeytowards peace of mind is based on the realisationthat fame and fortune may not always be hers.
"You have to understand the way it's heretoday and it could be gone tomorrow," musesJackson, "and you have to know that you can sur-vive without it, as long as you have yourself."

TWO FROM BORDEAUXOne of the main reasons why inter-est in French dance music hasexploded is because it is so refresh-ingly funky. Arriving at a pointwhen the linearity of techno/trancewas beginning to grate, the outputof Yellow, Different and other smalllabels has put the sex back ontovinyl. Bosco's playful, funky YoyoMartini (pictured) from Bordeaux -based Platinum Records provesthere is still more to come. Alsofrom Platinum comes Curtis withVelcro, a storming track with anunderlying disco feel and lots ofshameless, old school riffs.
UNLIMITED JOIOne of New York's best soul voices, Joi Cardwell, has turnedin a storming winter warmer in the form of Soul To Bare(Activ). Sultry garage with a restrained production and a siz-zling vocal performance mean the track is a certain clubsmash. John "00" Fleming's 142 BPM extravaganza shouldkeep the U.K and Germany jumping while Southern Europewill probably prefer the ultra -deep DJ Disciple mixes.
SPEED GARAGE GOES OVERGROUNDThe track cited as having originally kick-started thespeed garage trend, Tina Moore's Never Gonna Let You Go(Kelly G Bump 'n' Go Dub) (Delirious/BMG)-around as abootleg for a year-finally gets a major label release.Despite its underground associations, this is essentially asoul record, heavy on vocals with a booming, insistent cho-rus. The no-nonsense radio edit has every chance of cross-ing over after further dancefloor build-up.
MAKIN' DEALS IN AMSTERDAMThe first Amsterdam Dance Event (ADE) in 1996 positionedthe trade show -cum -festival as a genre -specific post-Popkomm./pre-Midem event and attracted some 700 regis-tered professionals. This year, organiser Conamus expectssome 1,000 delegates at ADE, which will take place fromOctober 15-18 at Amsterdam's De Roode Hoed conferencecentre. While the first ADE was perhaps not the time formaking big deals, last year's participants came away feelingthe event had served its purpose. "I didn't sell any licencesbut that wasn't why we were there," explains Jean -Paul DeCoster, MD of Antwerp -based independent label BYTE. "Ourgoal was to launch the re -styled BYTE Blue and BYTEProgressive imprints as real labels, not just offshoots of 2Unlimited's production company." De Coster is convinced thatBYTE's high profile approach has paid off in the 12 monthssince. "We had a big presence in the exhibition area whichserved us well. The effort we made improved the perceptionof the company in the dance scene." Peter Boertje of EssentialDance Music in Rotterdam says: "Last year I met a few newpeople who I'm still in regular contact with. If the ADE reach-es its attendance target this year, there will certainly be newfaces. Then perhaps we'll see the start of some fruitful trans-actions." Jan `JM' Knopper of Amsterdam -based labels MrCheng's and Proudly, cautions: "rm wary of ever doing dealsat trade -fairs. There's a problem with convention euphoriawhere one's ability to judge a record is severely impaired. Forme the most important thing about the ADE is the concen-tration of press and other media-it's an ideal way to makeyour presence felt in the market."

When the Rolling Stoneskicked off their Bridges ToBabylon tour in Chicago onSeptember 23, a considerablepart of their media thunderwas stolen by U2 whose Pop -mart tour was making one ofits last stops in Europe in war -scarred Sarajevo.
Commercially, both bandsseem to be in the same league.With ticket sales in excess of150,000 for a single concert atItalian airport Reggio Emiliaearlier in September, U2 brokethe world record for the biggestpaying audience for an individ-ual group-a record previouslyheld by the Rolling Stones fortheir 1995 Voodoo Lounge con-cert in Prague. But does tour-ing pay off in the long run forinternational stadium acts?
"It's swings and round-abouts," says U2 manager PaulMcGuinness. "We'll lose moneyin Sarajevo due to the low tick-et price, but we make up for itin other places." He adds: "Atthe end of the day we are notonly in it [the touring business]for the money. The trick is totreat the money like diesel andmake sure you have enough toget to the next place."
U2's Popmart tour has notbeen without its controversies.There were rumours of poorticket sales on the first US legand some negative reactions tothe show. "When we arrived in
Las Vegas, we probablydidn't have our shittogether," singer Bonoreadily admits, "but it'srock'n'roll, it's notBroadway. U2 has neverplayed it safe, and if youstick your arse out thewindow you can expect abit of flak."
Recently the band hadto intervene to reduce tick-et prices in Australia whenthey were deemed too highfor ordinary fans. "It's a bigshow," argues McGuinness,"and you have to compare itto what people pay formajor sporting events. Theonly other people who dobig rock'n'roll shows in sta-diums at this stage are theRolling Stones."
While the Stones rely onsponsors to help finance theirlive shows-the current U.S.dates are sponsored bytelecommunications companySprint-U2 have alwaysopposed sponsorship. McGuin-ness explains: "I've always feltthat rock'n'roll is one of the lastgreat images of freedom andindependence. And you owe itto your audience that a bandlike U2 maintains its integrityand does not sell out."
Can a stadium world touron this scale be lucrative with-out sponsorship? "It can be, butthere's a risk," says McGuinn-ess. "We won't really knowwhether we've made a profit
"U2 has never played itsafe, and if you stick
your arse out the win-dow you can expect a bit
of flak" - Bonountil towards the end of thetour. Obviously we want to[make a profit] but that's notthe main reason for doing it.It's about U2's music."
U2's European tour endedin Tel Aviv on September 30. Afurther North American legplus dates in Latin America,Australia, South Africa, Japanand south-east Asia will keepthem on the road until March1998. Meanwhile, the Stoneswill announce their Europeandates in November. There arestrong rumours of a U.K dateat the Brands Hatch racetrack outside London in Juneand a warm-up show inIstanbul in late May.
No promise of long life from Elixirby Gary Smith
North London trio Elixir have unofficially "dis-banded" after recordingtheir debut album ThePhobos Incident (Lang-uage/Crammed Discs),but the communicationlines are still open and astage comeback is likelyin the near future.
"Richard [Pushong]and Steve [Jones] loverock and psychedelia,things like Spacemen 3and Biff, Bang, Pow, whereas Igo more for Miles Davis andKRS 1-jazzy, funky stuff-but also BurtBacharach," says Martin Stovey. Jones. Pushongand Stovey were, until recently, convinced thattheir musical tastes were simply too different torecord together. "Eventually though we foundsome common ground with Public Enemy,Mantronix and Schooly D," comments Stovey onthe difficult birth of Elixir.
The Phobos Incident is an intense documentof Elixir's wide range of musical backgrounds,

fUll of haunting tunes and surprising samples."The records we sample come mostly from ourparents' collections," reveals guitarist Jones.
Elixir are currentlyrecording separatelyagain. "We're all so dif-ferent that The PhobosIncident is inevitablysomething of a compro-mise," explains Jones."I'd have liked more gui-tars and Martin wantedmore jazz. Although wedo remixes together,we're making tracks
individually, mainly so we canget back to pleasing ourselves.
But if one of us wants input from the othertwo they're still available."
With Jones and Pushong being fanaticalabout live music, it is likely that Elixir willsoon re -group to bring its music onto the stage."We'd love to get a tour support slot," saysJones. He adds that Elixir are already sched-uled to do occasional DJ dates in London,alone and together with other language actsEndemic Void and Buckfunk 3000.

After seeing the band in person, Red OrDead asked singer Patrick Duff to model their clotheson the catwalk, so expect some coverage to seepthrough in the fashion/lifestyle press.
CULTURED PEARLSSPACE AGE HONEYMOONWEAG/S/A release date: September 29U.K. release date: t.b.c.The album is already out in theG/S/A region, the Czech Republic,Hungary and Finland, but thisweek the U.K confirmed it will enter the Space Ageearly next year, giving Cultured Pearls the chance tobuild an international following over the winter
months. The second album by this German pop/R&Btrio-built around vocalist Astrid North-sees theirsongwriting maturing, matching the slick, laid-backproduction by Jens Krause. Jazz organist BarbaraDennerlein contributes some truly cultured Ham-mond riffs and the Prague Philharmonic Players adda layer of lush string arrangements-the album waspartially recorded in Prague. The label are repromoting thisalbum in the wake of Laika'ssupport slot with Radiohead ontheir U.K dates. By all ac-counts, the band were enthusiastically received,which should stir some interest in their back cata-logue. To draw some more attention to the album,too pure released a commercial radio edit of thealbum track Almost Sleeping as a single on Septem-ber 15. The single also includes remixes of othertracks from Sounds Of The Satellites, including anupbeat pop version of Breather by breakbeat artistLuke Vibert, a.k.a. Wagonchrist. First U.K. plays ofthe new Almost Sleeping have been on BBC Radio 1and Xfm in London.

Memo From Turner is the first ofthree "test plates" which will be issuedby the label over the next two months ina limited edition of 2,000 vinyl singleseach. It will be followed by the release of"a psychedelic dub track with Mexicanflavour and a bangin' techno record,"says Needs. The label's first fully com-mercial releases are scheduled for early1998. "With the test plates, we are aim-ing to draw attention to the label," saysNeeds. "You don't know if you like it, butyou know it's going to be interesting."
No names are confirmed for Erup-tion's first fully commercial releases, butplans are likely to involve Trainspottingauthor Irvine Welsh's collaboration withNeeds' own band Secret Knowledge.Longtime Stones fan and punk rock/hip-hop DJ Needs-who has accompaniedThe Prodigy and Primal Scream as a DJon tour-is keeping his ears open fornew acts and says: "I still get excited bythe music after more than 20 years as aDJ. That's what Eruption is all about:causing disruption in the club world."

SWR will have three bases: its mainheadquarters will be in Stuttgart, withstudios in Baden-Baden and Mainz. TheStuttgart -based SDR currently broad-casts to most of Baden-Wurttembergwhile SWF, in Baden-Baden, coversRhineland-Palatinate.
Although the merger is widely seenas both logical and necessary, it hasbeen questioned by some in the radioindustry who have criticised the overtinvolvement in the process of the twostates political leaders, with whom thefinal decision to merge the two broad-casters ultimately lay.
At Mittel Deutscher Rundfunk(MDR), the public broadcaster whichcovers Saxony, Saxony-Anhalt andThuringia, an M&M source says: "Onthe one hand, it makes financial senseto have one streamlined broadcasterinstead of two inefficient ones coveringthe same area and doing a lot of thesame work. On the other hand, deci-sions such as the location of the broad-caster's new headquarters and who willget the top positions [at the new broad-caster] are ultimately political onesmade by state leaders."
However, SWF spokesman ArthurLandwehr says the state governments'involvement was necessary. 'The gov-ernments have been ironing out detailslike budget questions and co-ordinatingthe overall merger," says Landwehr,who adds: "SDR and SWF are just toosmall to be efficient state broadcastersin the increasingly competitive Euro-pean media market. The new SWR willbenefit from a bigger budget and betterprogramming."
Although some staff positions will bephased out, SDR and SWF manage-ment have promised staff that there willbe no lay-offs as a result of the merger.

CLT-UFA acquires sales house IPdescribe the Ffr860 million ($150 m)deal as "a milestone for CLT-UFA."
"Alongside our moves into new mar-kets, controlling advertising sales is akey to success," says Schmidt -Holtz.Sautter adds: 'The IP sales team arevery successful and have been servingour stations for years. By linking themmore closely, we will improve the prof-itability of our ventures."
CLT-UFA was able to take over IP(Information et Publicite) through theacquisition of Havas Intermediation, asubsidiary of French communicationsgiant Havas. Its main business was sell-ing advertising for CLT-UFA radio sta-tions and TV channels across Europeunder the IP banner. The purchase
remains subject to European Commis-sion approval.
Havas chairman Pierre Dauzieris known to have been con-sidering selling IP for sometime. The media giant hasbeen reassessing the importance ofits involvement in sales houses, andincreasing financial pressures from CLThave reduced margins-and thereforethe profitability of IP. The company con-tributed Ffr117.5 million ($20.6 million)to Havas profits in 1996.
Sources say that with the sale of IP toits main client, Havas is "buying peace"with CLT-UFA. Havas is a minorityshareholder in CLT-UFA, but the rela-tionship has been a stormy one over the
past two years.CLT-UFA says in a statement it

An October 8 story on thefront page of national U.K. daily TheTimes quotes Ginger's head of radio,John Revell, assaying: "We are someway down the road with the negotia-

Fabrice Nataf, recentlydeparted from BMG France'sAriola/Vogue label, where hewas general manager, has set upa new company in Paris calledFreedonia Entertainment.Nataf explains that the namewas inspired by the MarxBrothers' movie Duck Soup, inwhich Freedonia was a "freestate ruled by a dictator."
Adrian Sherwood, founder and MD of thepioneering U.K. indie label On -U Sound, is totake a year's sabbatical from his label duties inorder to concentrate on production work.Frustrated at the lack of commercial success ofhis 15 year -old label, Sherwood says he will notrelease any records on On -U Sound for the nexttwelve months. "I can't promote and market therecords like a major label," he explains. Inspiredby the success of Bim Sherman's criticallyacclaimed Miracle album last year, a record helicensed to Beggar's Banquet's Mantraimprint, he tells Music & Media he wants "tobecome a plumber in the industry-do jobs forother people." A first fruit of Sherwood's newstrategy is Echo Dek, an innovative dub versionof Primal Scream's current album VanishingPoint, which will be released on Creation/SonyMusic on October 27.
