• Manitoba First Nations will • Drive & Control the eHealth Long Term Strategy, adhering to OCAPTM Principles • Ensure sovereignty & control of data systems & information • Build capacity through the future ICT Centre of Excellence

MANDATE • Assembly of Manitoba Chiefs & Nanaandawewigamig (First Nations Health and
Social Secretariat of Manitoba) Resolution MAR-16.05 [Appendix A] VISION • The purpose of eANISKOPITAK is to tie together the clusters through eHealth
systems. True coordination of care in the health realm will be realized when most systems are interoperable with the community programs.
MISSION • To carry out the “Manitoba First Nations (MFNs) eHealth Long Term Strategy
(eHLTS): A 10-Year Plan for Action 2012-2022” that outlines the 6 Overall Goals of First Nations driven wholistic planning for implementation of eHealth tools to assist with & enhance healthcare delivery in an OCAP compliant environment.

KEY COMPONENTS OF RESOLUTION PASSED AT AMC/FNHSSM JOINT CHIEFS ASSEMBLY MARCH 2016 [MARCH-16.05]
1. Amendments to eHealth Long Term Strategy i. Technical Readiness Needs Assessments ii. Interoperability of eHealth Applications iii. Establish a new Governance Plan:
a. Formation of eANISKOPITAK “Tying together the clusters through eHealth systems”
b. Transition Plan of FNIHB eHealth Solutions Unit – MB Resources and Supports
Technical Readiness Assessments
• Deployment processes in provincial & federal eHealth initiatives are fragmented & financial support only exists for MFN test or sample sites
• Technical Readiness Assessments for every single First Nation • Currently assessments are incomplete • It is critical that ALL First Nations health facilities are included as deployment sites for
the existing & future initiatives that are rolled out for eHealth applications, in a phased approach that includes community technical needs assessments that lead to every single First Nation eventually having said applications
Currently – eHealth Unit has the Northern eMR-cEMR Technical Readiness Assessment Report & the Health Human Resource Inventory – need to build on this

Interoperability of eHealth Applications
• For two systems to be interoperable, they must be able to exchange data & subsequently present that data such that it can be understood by a user
• the applications that are currently being used by First Nations are not being included in the scope of work for eHealth project deliverables, thus interoperability is an afterthought that may or may not be funded during the project timeframes
• Example - 11 Manitoba First Nations Mustimuhw sites • ensure private, secure, standards-based, certified health information solutions are deployed • want to be interoperable – able to “speak” to other provincial/federal electronic systems &
exchange data through OCAPTM compliant Information Sharing Agreements • exchange data through the Manitoba eHealth Health Information Access Layer (HIAL) also known as
“eHealth Hub” • eliminates multiple entry of data into multiple systems
Transition Plan of FNIHB eHealth Solutions Unit – MB Region
• Work with & obtain funding from the First Nations and Inuit Health Branch to
develop an Opportunities & Risk Analyses of a transition plan of the FNIHB-MB eHealth Solutions Unit resources & supports (funded & required)
• Transition to the Nanaandawewigamig eHealth Unit over a phased 3-Year period. The said transition plan would include eventual devolution of services to Nanaandawewigamig and/or the Tribal Councils and/or communities as per community engagement findings

• Carries out the mandate as passed by the Chiefs in Assembly • ensures a First Nations driven and controlled implementation of the MFNs
eHLTS, concurring to sovereignty & control of data & systems, building capacity now to sustainably operate all eHealth applications that are currently governed & controlled by FNIHB-MB & Manitoba eHealth;
• focusing on wholistic health & wellbeing of individuals, families and communities, and building capacity through the development of the ICT Centre of Excellence.
• The First Nations governance body guiding the Nanaandawewigamig eHealth Unit in the promotion, development, implementation & support of new and ongoing eHealth initiatives for Manitoba First Nations communities.
