How was the EBISD 2017 Bond developed? The bond package was developed from K-12 academic
needs identified by our fifty-member community facilities
committee, input from community members who attended
the district walk through, input from all EBISD staff mem-
bers, feedback from community members regarding previ-
ous bonds, architect forensic analysis of facilities, and
maintenance and facility records. The fifty-member facili-
ties committee ranged in age, race, profession, ages of chil-
dren, stages of life, and opinions regarding previous bond
issues. Two staff per campus were also on the committee.
The committee divided into three sub-committees—one
per campus—conducted a campus walk through, and met
back together to prioritize needs at the campus and district
level. The committee held seven meetings from March
2017 to July 2017 discussing facility conditions, true ne-
cessities, demographic data, community trends, financial
impact, and overall bond pricing. The research and infor-
mation guiding all of these factors ultimately drove the
Bond 2017 plan that was presented for consideration to the
EBISD Board of Trustees on August 7, 2017 and then
unanimously approved on August 14, 2017 to call for a
November bond election.
What needs were identified in the facility study, and how does Bond 2017 address these needs? Forensic facility data and input from the committees, staff, and community identified the following in need of remodel, repair, upgrade, increase, or replace: HVAC, plumbing, electrical, light-ing, technology infrastructure, classroom and instructional space, secure entry points, cafeteria dining space, ADA compliance, covered drop off areas, and parking. Three additional factors of importance to the committee were:
Remain a geographically unified K-12 district in the current city location (not moving outside of town)
Focus strictly on needs for daily academic performance for all students K-12
Bring a new and equitable plan to the table

ESTIMATED TIMELINE OF EBISD CONSTRUCTION PROJECTS IT
Relocation of the bus barn and maintenance building construction will begin in Spring 2018. New Elementary construction will begin in Summer 2018.
New HS Naiser Construction will begin in Fall 2018. Demo of existing elementary, renovation and new construction of JH, and Naiser Renovations will
begin in Summer 2019. Campus completion dates vary with targeted full project completion in Summer 2020. By staggering the projects, we will avoid
student and staff displacement and the expense associated with portable buildings. The existing 1939 High School building will not be used for everyday
instruction, BUT, will be used for transient programs, small group STAAR/EOC testing, meetings, etc. during the year and certainly for campus storage.
The existing High School Gymnasium will continue to be used as it is used now but no renovations are planned for the gym. The existing outdoor wing
classrooms will not be used for everyday instruction, BUT, will be used by maintenance or storage for a variety of departments and organizations.
NEEDS ASSESSED: Plumbing: leaking, cor roded pipes; additional faculty restrooms, upgrades to
existing for sanitation and ADA compliance
HVAC: pneumatic leaks and chiller malfunctions; staff complaints of noise and
size impeding instruction; thermostats regulated on outside temperature create discrep-
ancies on when heat or A/C should be in use, lacks consistent humidity control, class-
room learning temperatures inconsistent
Electrical: out of current code; lack of wir ing infrastructure; insufficient outlets;
breakers at max capacity or in need of replacement.
Lighting: low illumination; faulty wir ing in fixtures; energy inefficient
Technology infrastructure: cur rent infrastructure does not suppor t demand
needed for 21st century instruction; lacks necessary support for additional connectivity
& accessibility in learning environment
Classroom space: size below current TAC standards; additional space needed for
special programs; lack of space for technology labs, small group instruction, core
subjects
Secure entry points: multiple, unsecured access points to buildings; lacks ability
to quickly and safely lock down facilities in emergencies
Covered drop-off: no covered drop-off available for K-8 students in inclement
weather
Cafeteria dining: ear ly serving of lunch to elementary; lack of seating for students
as well as visitors eating with a student; need for additional serving space
ADA compliance: lacking in facilities, r estrooms, classrooms, and nurses office
Parking & Student Pick Up/Drop Off: Current drop off/pick up locations are utilized by more than one campus creating congestion; lack of parking for visitors; lack of staff parking away from congested areas; congestion on Fitzgerald St. due to logistics associated with drop off/pick up (parked cars, thru traffic, pickup/drop off
points)

No Effect on Taxpayers
65 and older
Once you receive an over-65 homestead
exemption, you receive a school tax ceiling
for your home. The tax ceiling is the
amount you pay in the year that you
qualify for the exemption and cannot
increase as long as you live in that
home and make no additions to your
home. With the exemption you will see
no increase in your taxes as a result of the
bond.
