Project Driver
The East, Central and Southern Africa Health Community (ECSA-HC) invites applications for the Post of Driver from suitably qualified persons who are nationals and/or eligible residents of the United Republic of Tanzania. The position is tenable at the ECSA Health Community Secretariat in Arusha.
The Organization
The ECSA-HC is a regional intergovernmental organization set up in 1974 to foster cooperation that will lead to the strengthening of health care
programmes in the region and promote the attainment of the highest possible standards of health among member states. The Member States of the ECSA Health Community are Kenya, Lesotho, Malawi, Mauritius, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.
Background of the Project
SURG-Africa is a research project that aims to make safe surgery accessible
to district and rural populations in Tanzania, Zambia and Malawi. It is an
international collaboration of Tanzania (East Central and Southern Health
Community – ECSA-HC) Zambia (Surgical Society of Zambia), Malawi
(College of Medicine), Ireland (Royal College of Surgeons in Ireland), the
Netherlands (University of Nijmegen) and the United Kingdom (University of
Oxford).
In Tanzania, SURG-Africa activities are being implemented by the Tanzania
Surgical Association (TSA); and regional dissemination will be undertaken
by the College of Surgeons of East Central and Southern Africa (COSECSA).
SURG-Africa is a multi-disciplinary programme of research that will evaluate innovative approaches for using Africa’s scarce resources of qualified surgeons to meet the needs of those living in rural areas. Surgeons will be trained to deliver in-service surgical training, supervision and support
through a combination of visits to district hospitals and Information technology (IT) remote-support. Training of district hospital clinicians, both clinical officers and general medical doctors will include surgical skills training, hospital management, professionalism and quality assurance processes. SURG-Africa will conduct epidemiological and economic research studies to demonstrate the health outcomes and cost-effectiveness of the new support and supervision model. It will also support Ministries of Health to strengthen their national surgical information systems. Underpinning these studies will be a participatory, implementation research
component, from community to national policy level. This will identify the
enablers and obstacles to safe district level surgery, ensuring the 4-year
research programme results in sustainable, Ministry of Health-led models
for making safe surgical services accessible.
Roles and Responsibilities of the Post
i. To drive project team, staff members and official visitors on official duties as directed by the supervisor.
ii. To maintain accurate, up-to-date records on vehicle log book, vehicle maintenance, fuel purchases, incident report, accident report, vehicle condition reports and other records that are required by the
management.
iii. To distribute mails and parcels outside the office and collect the same from couriers and post office to ensure it is received in time.
iv. To maintain the motor vehicles in good condition and ensure that they are roadworthy at all times in order to maintain a good image of ECSA Health Community.
v. To perform minor maintenance tasks on assigned vehicle (s) and report defect for servicing without delay.
vi. To ensure the vehicle has valid insurance and all other statutory covers
vii. To ensure the vehicle is equipped with all necessary accessories.
viii. To respond immediately to accident or medical emergencies by notifying emergency response providers and rendering First Aid until emergency
personnel arrive.
ix. To ensure the motor vehicles are properly safeguarded from theft and any other risk and have the necessary items as required by Traffic rules
and regulations.
x. Perform any other related functions and duties as may be assigned by
the supervisor.
Minimum Entry Qualifications
Education and Work Experience
i. Ordinary Certificate of Secondary Education
ii. Valid category C driving license.
iii. A driving Certificate from an accredited training institutions such as National Institute of Transport (NIT) or Vocational Education Training
Authority (VETA)
iv. Trade Test Grade III certificate in Motor vehicle Mechanics.
v. Advanced Certificate of Secondary Education will be an added advantage.
vi. At least five (5) years’ work experience as a Class C Driver in a reputable organization preferably in an international organization.
vii. Experience in preparation of reports and record keeping.
Essential Skills and Competencies Required
i. Ability to ensure safety of the vehicle and advice on the roadworthiness of the vehicle as required by traffic regulations.
ii. Ability to drive both manual and automatic vehicles safely and appropriately, including ability to read and interpret road signs in English and Kiswahili.
iii. Ability to maintain reliable contacts with the staff and official visitors when driving to and from the office.
iv. Ability to read, understand and adhere to the traffics rules and regulations.
v. Ability to communicate effectively in English both orally and in writing.
vi. Ability to establish effective professional relationship with co-workers and other staff.
vii. Ability to prepare concise and accurate records and maintain extensive knowledge of the operations and features of assigned vehicle (s).
viii. Ability to administer First Aid.
ix. Ability to recognize vehicle maintenance needs.
x. Ability to perform minor vehicle repairs, interpret maps, and route directions.
xi. Ability to transport staff and official visitors safely and efficiently during official activities.
xii. Ability to work with minimum supervision.
xiii. Basic computer knowledge is desirable.
Language: Fluency in both spoken and written English.
Age: Between 35 and 45 years of age
Remuneration Package
An attractive remuneration package will be offered to the right candidate. The details of the package may be obtained on request from the Director General

Contract Appointment
This is a three-year contract appointment renewable upon satisfactory
performance and subject to availability of funding.
