East Lansing Police Department 2010 Annual Report
Goals and Objectives
Introduction The East Lansing Police Department’s mission is “Quality Service, Protection and Safety,” with its vision being, “A Cut Above and a Step Ahead”. We identified four goals which direct department members’ activities that are consistent with our mission, vision and values. Objectives were developed for each of the four goals and they were specific, measurable, attainable, realistic and time sensitive. The four goals are: Goal #1: Enhance a quality community through traffic, parking
and code enforcement and safer neighborhoods Goal #2: Establish effective partnerships with all Community
Stakeholders Goal #3: Actively interact with youth through schools, programs
and activities that engage them in the community Goal #4: Continuously direct our efforts toward our vision of
“A Cut Above and a Step Ahead”

Goal #1: Enhance a quality community through traffic, parking and code enforcement and safer neighborhoods
The Police Administration continues to work with the CRC on various projects. We
contributed to the newly created website, www.wealllivehere.org, which replaced the CRC Welcome Bags that were distributed in years past.
Chief Juli Liebler continues to actively participate on the University Student Commission in
efforts to bridge the relationship between the City of East Lansing and University stakeholders.
Captain Kim Johnson and P.A.C.E. Supervisor Eldon Evans continue to work with Erin
Carter, the CRC Intern Coordinator, to find ways to reduce Party Litter notices issued to residents who have litter in their yards the day after a party. Party Litter Violation Notices increased to 682 in 2010 from 583 in 2009.
Captain Tom Johnstone, Officer Barb Kraus and Mayor Vic Loomis continued to attend
monthly RHC meetings. Former Chief Wibert and Captain Kim Johnson continued to attend the Celebrations
Committee throughout 2010. On-going discussions occurred as to how to best handle the NCAA Final Four problems.
The Police Administration attended the annual City Leader / Student Leader Mixer, held in
the fall of 2010. The Top Ten crash accident intersections were identified and monitored in 2010. Traffic
accidents at the intersections of I-496/US-127 at Trowbridge and the intersection of Abbott and Lake Lansing Road were down in 2010 from 2009. Traffic monitoring and enforcement will continue at all high crash accident locations in 2011 to further this effort.
Police department personnel continue to enforce the OWI laws. 644 people were arrested for
OWI in 2010, as compared to 456 OWI arrests in 2009. Department personnel continue to attend the Ingham County MADD Impact Panel
discussions that occur on a monthly basis. Deputy Director of 911 Heidi Williams made a presentation to the Prime Time Seniors group
on the topics of Elder Abuse and Fraud. Patrol officers continue to walk through the student neighborhoods, Hannah Community
Center and at the EL Library, in order to remain visible during high activity times. Our officers recorded over 65 “Walk Throughs” at the Library and the Hannah Community Center during the 2010 academic school year.

Our arrest warrant initiative continued in 2010, converting 237 out of 305 warrants to arrests. In 2009, 154 people were arrested or turned themselves in on 199 total warrants.
Patrol officers conducted over 800 liquor establishment inspections over the course of 2010.
These proactive contacts are crucial in maintaining a safe downtown for residents, business patrons and visitors to enjoy.
The Investigations Bureau and the Patrol Division worked together on various crime
suppression initiatives that led to a reduction of Larceny from Auto complaints in 2010. The city recorded 265 LFA complaints in 2010, as compared to 307 in the previous year which is a 13.6% decrease.
The Communications and Police Departments launched the City’s participation with NIXLE,
the mass notification system that is available for residents to sign up to receive up to the minute safety broadcasts, weather alerts, traffic advisories and city announcements. www.NIXLE.com
The Police Department initiated several All Hands on Deck (AHOD) days during 2010.
These AHOD days are meant to put all sworn police officers on duty back in uniform to assist the uniform division on various projects where additional staffing would help facilitate positive results. Some of these projects included updating the Emergency Contact cards for the downtown businesses, warrant arrest initiatives, traffic enforcement at our high accident intersections and saturation patrols downtown and in the neighborhoods.
Goal #2: Establish effective partnerships with all Community
Stakeholders The City continues to actively participate in the regional process to centralize East Lansing’s
and Lansing’s Dispatch Centers into a single entity under the County. East Lansing is represented on all planning committees. The tentative architectural design for the new 911 Center has been developed. The projected date of operation is April, 2012.
Sgt. Larry Sparkes is spearheading the Critical Threat Assessments for all of the schools and
public-owned buildings within the jurisdictional boundaries of East Lansing. These threat assessments are critical in insuring that responding medical and emergency personnel have access to current information regarding the schools and city-owned facilities, in case of emergencies and/or disasters.
Police personnel continue to work in partnerships with various tri-county agencies to provide
joint services to the community. Some of these partnerships include: Capital Area Critical Incident Stress Management Team, the City of East Lansing Wellness Committee, Ingham County Personal Protection Committee, Special Response Team, Tri-County Metro Narcotics Team and various other mutual aid agreements with other police agencies.

Goal #3: Actively interact with youth through schools, programs and activities that engage them in the community
The Police Department’s Police Athletic League (PAL) continues to provide East Lansing
elementary and middle school students with athletic programs that engage our youth with the East Lansing community. In 2010, PAL activities included: PAL basketball (120 kids), dodge ball nights (52 kids), PAL Bowling Day (100 kids) and the annual PAL fundraising golf outing which raised over $3500.00 for future PAL events here in East Lansing.
PAL also worked with Harper’s restaurant to help make the holidays a special time for all of
the residents at the Haven House. A holiday event was held at Harper’s in December 2010, which included a very nice meal, presents for the families, and PAL volunteers who worked to make this time of year special for those residing at the Haven House during the holidays.
The Police Department actively participated in the Shop with a Cop event, held each year at
the Walmart in Lansing Township. Officer Candace Ivey and Deputy Director of 911 Heidi Williams coordinated this year’s event. The Shop with a Cop group achieved its goal of 100 cops, 100 kids and $100 per kid this year. ELPD had approximately 20 employees who helped with this event. Several of the children were from the East Lansing School District.
We have two officers assigned to the schools at the present time. Officer Scot Sexton is at
the high school and Officer Jeff Spitz covers the elementary and middle schools. These officers work in conjunction with school officials to insure that both internal and external lock-down drills are conducted at each school. We continue to work closely with the school administrators in actively following the Safe Schools Initiatives that are a part of Ingham County’s protocol on how to respond to active violence in and around school property.
Resource Officers Jeff Spitz and Scot Sexton continue to assist school staff with some of the
curriculum that is best taught by police officers. They provide Ride-Along opportunities for students in government classes and teach on the topics of cyber-bullying, criminal and arrest procedures, personal safety and drug awareness. The officers taught over 40 classes at the various schools.
Sworn personnel participated in the annual Safety Patrol picnic, Safe Halloween and the
Walk to School Day events in 2010. Targeted traffic enforcement in the school zones continues to be a high priority for the Patrol
Division and the School Resource Officers. The Police Department provided Weather Alert radios and information on the NIXLE mass
notification system to all of the public and private schools in the district and to all of the large day care providers in the city.

Goal #4: Continuously direct our efforts toward our vision of “A Cut Above and a Step Ahead”
Captain Kim Johnson and his staff successfully coordinated the first ever table top exercise
for the City’s leading managers in the summer of 2010. The 3-hour exercise was developed to expose the city’s top management staff to a natural disaster scenario and the heavy burden that these type of events place on city resources. Future table top exercises are planned.
The Police Squad Room has been reconfigured and can be set up to act as a functional
Emergency Operations Center for the City’s government officials and leading managers in case of emergencies and disasters.
Officer Steve Gonzalez created, developed and implemented the city’s first Community
Emergency Response Team, CERT. The volunteer CERT members are trained to provide assistance to their community with disaster preparedness, emergency response and recovery efforts. These volunteers will also become ambassadors for the City during events when additional staff is required. Some of these events may include: The East Lansing Art Festival, Great Lakes Folk Festival, road races in and around the city and other such events.
Chief Liebler continues to chair the COEL Safety Committee responsible for the creation,
development and implementation of safety practices for city employees. Sgt. Patricia Nowak, Deputy Director of 911 Heidi Williams and Court Administrator Nancy
Moylan began work on the transfer of entering criminal and bench warrants into the LEIN computer system from the 911 Dispatch Center and Police Records, over to 54-B District Court. The transfer will be completed in 2011.
Sgt. Larry Sparkes researched, initiated and introduced a proposal that would allow local
municipalities in the State of Michigan to seek financial reimbursement from those individuals who had been lodged in the city’s jail and convicted of the crimes that they were arrested for. The proposal was introduced and passed in the House Judicial Committee and the full House, but failed to pass in the Senate Judicial committee, due to the end of the term. The bill will be re-introduced in 2011.
The Police Department created a committee to research, explore, develop and discuss the
topic of a Mentoring Program for its employees. It was determined that strong mentor/ protégé relationships within the organization can lead to successful opportunities for employees in future endeavors. It is expected that the inaugural Mentoring Program will begin in early 2011.
Captain Kim Johnson, Captain Tom Johnstone, Sgt. Andrew Bouck, Sgt. Mike Phillips and
Sgt. Patricia Nowak continue to work as facilitators for various police training organizations who train and develop police personnel for future leadership positions in their respective agencies.
