So what about our three Elementary School Facilities?
Three Factors….
•Age of the facilities •Quality of the facilities •Enrollment
Age and Quality of the Facilities
The buildings have reached the age where significant
expenditures are required to maintain our elementary schools’
infrastructure, systems and educational quality and reputation.
Niantic Center Built in 1952
(50,643 sq. ft.) Alterations 1976
Lillie B. Haynes Built in 1957
(100,819 sq. ft.) Alterations 1972
Flanders School Built in 1964
(66,927 sq. ft.) Alterations 1976

2011 Feasibility Study by Kaestle Boos, Associates, Inc.
Significant infrastructure and repair requirements
Cost to repair all three buildings, with no improvement to layout or appearance and limited to NO financial assistance from the state.
Cost to EL: $22 million
Problems include: Degraded boilers and ventilation systems Poor insulation and inefficient windows and doors Asbestos in some storage and attic areas No air-conditioning during many school days Inadequate layout for collaborative learning and teaching Expensive to maintain Need to point, repair or replace exterior brickwork Unsafe drop off and pick up areas (combined bus and parent drop off)

Two Elementary Schools
•Each with capacity for K-4 students as of 2015, which is consistent with current class sizes and support services •Pre-K for special needs children in the district will be consolidated in new Flanders School. •Upon completion of the two new schools, the current Lillie B. Haynes facility will be turned over to the Town.

Flexible teaching facilities and spaces providing safe and secure 21st Century learning environments Utilization of state-of-art technology for energy efficiencies, environmental advancements and building finishes Modern design security and safety components Contemporary facilities for handicap Separate, safe bus and parent drop-off patterns Designed, secure community usage and flexibility Low maintenance costs Building structures that will function for generations

The existing building is totally refurbished and results in the renovated facility
taking a useful life comparable to that of a new facility and will include:
Appropriate space for individual and small group instruction, and educational services for all children that meet our needs
New gymnasium Kindergarten and Grade 1 on first floor Continued safe outdoor play areas for children Media Center on first floor to comply with code New security system with separate public access to gymnasium Geothermal heating and cooling Additional parking spaces and separate bus and parent drop-off

Niantic Center School – Renovated as New 70,671 sq. ft. for 406 students
A new school will be constructed north of the current school and will include:
Appropriate space for individual and small group instruction, and educational services for all children that meet our needs Pre-K for special needs children in District Continued safe outdoor play areas for children Geothermal heating and cooling Contemporary security systems with separate public access to gymnasium Demolition of current facility New parking and bus and parent drop-off

Flanders School – Built New 82,135 sq. ft. for 451 students
(Includes pre K state mandates for special need students)
Definitions and State Reimbursement Rates
Renovate as New - An existing building is totally refurbished and results in the renovated facility taking on a useful life comparable to that of a new facility. The state will reimburse 43.21% for eligible sq. ft.*
New Construction - A completely new building is built. The state will reimburse 43.21% for eligible sq. ft.* if building new is proven to be more cost effective than renovate as new.

*Reimbursement rate for East Lyme as of July 1, 2015. If application for reimbursement approval is not filed by June 30, 2016, the reimbursement rate will be lowered, sq. ft. adjusted for lower enrollment and project timing delay for one year.

We made cut-backs to ensure being fiscally responsible.

Logistics and Timing
Great News: We have the swing space such that we can do both projects
at the same time and minimize impact on the children.
March 2016 the Referendum passes ……… •For school year starting in Sept 2016, three schools operate as in 2015 while construction planning occurs
July 1, 2017 construction begins at NCS and Flanders……. •For two school years starting in Sept 2017, Niantic children are in LBH School. Flanders children will stay in the current Flanders facility.
August 2019 both schools are completed……. •For school year starting in Sept 2019, all elementary children are in their new school!
