Neighborhood Emergency Team presentation

To have some background information on what is being done, the packet includes four pages about the NET, a 2013 review and 2014 goals. The entire 26 page 2013 NET report is available from a link on the agenda page or at www.portlandoregon.gov/pbem/.

East Portland Neighborhood Office Advisory Committee

Included in the packet is the more detailed description of the advisory committee and a suggested process to get it started. I think this will be enough to inform interested community members. I also think it will also give a good start for the discussion when the committee first convenes. Thanks to Tom Badrick and Arlene Kimura who worked with me to develop this description.

Future Agenda topics The May meeting will have a presentation on homelessness. Another request was made for more information about the Office of Neighborhood Involvement. Are there other interests where a presenter to offer perspective would be worthwhile?

Outreach Opportunity The East Portland Neighborhood Association News will be mailed to all households in East Portland in May 2014. Now is a good time to create a message from your group to your public. Deadline for article submission is April 1, no foolin’.

letters of support or opposition, and recommending people for city-wide committees and task forces

Encourage more membership in the group. Would like more information about Office of Neighborhood Involvement’s program Concern about people wanting to make decisions; Should be clear about what decisions are

made by the group; trust that people who are willing to participate will make good decisions. EPAP uses consensus, participating members must have attended 2 prior meetings, it

works well. Decision: Actions: Richard Bixby will send notice to neighborhood boards, and will come back with more detailed proposal at the next meeting.

Outer Powell Blvd Conceptual Design Plan Discussion: David Hampsten A letter of support has been approved by East Portland Land Use & Transportation

Committee, East Portland Action Plan, East Portland Action Plan Transit Rider Subcommittee, EPAP Bike Subcommittee.

Will there be advocacy for the other EPIM items beyond the first priority? - Yes The prioritized list was created at a Land Use & Transportation Committee meeting with 33

people attending Powell Boulevard Committee worked for 4 years on the plan. Decision: Unanimous agreement for letter supporting priority of the Outer Powell Blvd Conceptual Design Plan. Actions:

Announcements

Ron Glanville – The roadbed of 122nd Ave north of Halsey has deteriorated and has potholes. Would like other neighborhood support and write a letter to the Director of Bureau of Transportation. Also, has issues with foreclosures becoming nuisances; Mill Park Positive has been working on the issue, has anyone else had success dealing with foreclosures?

Karen Hubbard – The May PVNA meeting will have a panel of hidden gems, Zenger Farms, Leach Botanical Garden, Pleasant Valley Wildside Restoration; low cost family friendly activities. Shemia Fagan and Jeff Reardon will be at the March meeting.

Brenda McSweeney – Last GNA meeting had a panel on health insurance/ Cover Oregon. Also, are dealing with a land use appeal.

David Hampsten – East Portland Neighborhood Association News is sending out an all-address issue in May, it will include a survey on transportation, parks. Travis Driessen, who is working on the survey, would like to meet with all neighborhood associations in May through July. Will be contacting you to get 15 minutes on your agenda.

Troy Palmquist – Sidewalks along 148 end at the freeway/RR overpass, why? Wilkes is working on the issue, writing a letter with photos, would like to collaborate with Argay.

Alice Blatt – Wilkes has reorganized and has delegated all board members to this committee, so there will be different representatives for Wilkes

Ron Glanville – Plan to get your articles in early to the May newsletter. Deadline is April 1. Tom Badrick – Considering inviting proponents of the various utility ballot measures to the

2013 also saw several changeovers of team leadership, not to mention the introduction (or re -introduction) of nine teams.

2013 brought a lot of progress to the NET program, but there is still some distance to go before Active NETs can be consistently and safely deployed in a major disaster. In 2014, PBEM will aspire to offer NET volunteers as many training opportunities as in 2013. However, the NET Leadership Committee and PBEM will focus primarily on building a stronger and more resilient program.

Proposed projects to build the program include:

Increase diversity. A program with little diversity responds poorly to whole community needs, and misses out on perspectives that can radically benefit program quality. NET will increase outreach to underrepresented minorities and prioritize their recruitment into Basic NET, and work with community-based organizations to reach underserved populations. PBEM will also release an analysis in early 2014 on improving diversity in the NET program. GOAL: increase membership demographics of underrepresented populations by 50%.

More resources for Team Leaders. Leadership of Portland NET is shifting from PBEM to NETs. This will place a higher burden on team leadership unless PBEM provides leadership training and more team development materials (e.g. canned tabletop exercises, a NET taskbook, ICS forms, etc). GOAL: provide at least one Team Leader training in 2014 and work with the NET Leadership Committee to develop team development materials.

Improved program infrastructure. Generally, this will mean enhancing the quality and user-friendliness of program resources, such as the volunteer database, so that NET members can focus their energy on skillsets relevant to emergency response volunteers. GOAL: make final improvements to Volgistics database and release a quarterly NET newsletter.

Better partnerships. NET will continue to work with other regional CERT programs, and forge new relationships, in order to encourage exchanged learning and increase training opportunities. Page 7 of 14

There will also be greater collaboration between Portland NET and PF&R. PBEM will work with PF&R to create “Open House” opportunities with local fire stations, and develop a NET ongoing training program for NETs led by their local fire stations. Increased partnerships with PF&R should also result in more deployment opportunities for NETs. GOAL: convene at least two PF&R Open House events, and develop a NET/PF&R partnered training program.

Diversified training opportunities. In 2014, PBEM will aspire to offer more relevant training opportunities outside the typical CERT “box” . This may include ATC-20 (structural assessment), Spontaneous Unaffiliated Volunteer (SUV) intake, Point of Distribution (POD) setup, hands-on radio training, and community outreach. GOAL: introduce at least four new advanced training courses in 2014.

More deployments. Finding more opportunities for NET volunteers to apply their skills in times of genuine need is crucial to volunteer retention. PBEM will work with PF&R and other bureaus and community organizations to find opportunities where NETs can be of service. GOAL: increase deployment hours by 50%.

The end of UASI funding. 2014 may be the last year in the foreseeable future that Citizen Corps will have UASI funds available to pay for CERT/NET training. In 2013, UASI funded approximately $20,000 in advanced NET/CERT training costs (about the equivalent of two and half major training exercises a year).

Volunteer recruitment/retention. Several teams are reporting that they are challenged to keep volunteers engaged and in the program.

Quality of team organization. Citywide, the level of engagement and expertise between NETs is highly uneven.

East Portland Neighborhood Office Advisory Committee

Goals of the East Portland Neighborhood Office:

The East Portland Neighborhood Office is one of seven coalition districts throughout the city of Portland.

We are funded by the City of Portland through the Office of Neighborhood Involvement (ONI) to

implement a community involvement program.

Key goals of the community involvement program:

1. increase the number and diversity of people involved in their communities

2. strengthen community capacity

3. increase community impact on public decisions

East Portland Neighborhood Office Advisory Committee

The charge of the committee is to provide recommendations and advice on EPNO program and

budget. The EPNO budget is approximately $270,000 annually of City of Portland general fund

dollars. Participants would help shape how these City funds are used to support community

organizations and neighborhood associations strengthen their communities and influence local

government.

Suggestions for Advisory Committee Process

Who: Anyone actively involved in community building in East Portland would be welcome. A

goal for the group would be to have diverse participants with a broad range of perspectives.

Participants would be expected to go through the orientation and budget development before

participating in the adoption.

Proposed schedule: The actual number and type of meetings (sub-committee meetings? email

information-sharing?) will be determined by the interests and energy of the group. The schedule

below gives a framework of tasks that need to be covered. The first year may require more time

than later years as the group will be forming, and the five-year agreement for the operation of the

office will be renewed in July 2015. The committee will likely want to participate in revisions to

this agreement.

1. Fall - Orientation to group and program.

This will provide the opportunity for members to get to know one another, decide

their process and how they are going to work together, understand the program

goals, and become familiar with the existing EPNO budget and workplan.

2. November/December - New ideas - budget advocacy

This is a chance to consider program expansions and new ideas that would

benefit community involvement, and plan advocacy for funding from the ONI

and City budget process.

3. April - Develop workplan and budget for next year

Sometime in April we will have a fairly firm budget number and can start

planning for the next year. What efforts need to be maintained, what new

projects can be started, what projects brought to a close?

4. June - Recommend budget and workplan - and celebrate

This is the conclusion of the committee’s annual cycle, with agreement on the

budget and workplan developed by the group, and a chance to celebrate the year's

accomplishment.

Decision-making process: Consensus

Consensus is a collaborative decision-making process that creates room for many perspectives to

be considered. It stresses cooperation, inclusiveness, and participation of all involved. Decisions

made by consensus are those that everyone participating can accept.

Currently, consensus decision-making is being successfully used by the Office of Neighborhood

Involvement Bureau Advisory Committee and the East Portland Action Plan.
