The purpose of this report is to seek approval of a request received from the Linking Melbourne Authority (LMA) to undertake geotechnical investigations (soil core sampling) at various locations within the municipality. 2. The Victorian Government allocated $15 million in this years budget to develop the business case and undertake preliminary planning for the East West Link. 3. By press release dated 17 May 2012 the Minister for Roads announced that geotechnical drilling commenced along Alexandra Parade (City of Yarra) and is “needed to understand the rock conditions under the ground for tunnelling”. The Minister also announced that “drilling in a particular area did not necessarily mean that the East West Link would be situated or have an impact on that location”. Key issues 4. A copy of the LMA request, including a location plan is provided at Attachment 2. 5. LMA is requesting approval to bore 13 test holes along an alignment as indicated in the plan. At each site, a 100 millimetre diameter borehole will be drilled to a depth of around 50 to 65 metres for the purposes of determining the subsurface profile, soil and rock material properties and hydro geological conditions. At the conclusion of drilling, a piezometer will be installed in each borehole to monitor water table levels. The borehole will then be backfilled with sand and capped. 6. LMA has advised that the proposed drilling sites are indicative at this point in time and could vary within a 30 metre radius of the location shown. 7. The nominated locations are positioned in either road related areas or Crown Land for which Council is the Committee of Management. 8. For parkland areas where Council is Committee of Management (i.e. Royal Park) and on the basis that the investigation process is “temporary” and not removing access to the park in any significant way, it is considered that the Council has the authority to consent to the testing. Care will be needed to access some of the proposed drilling sites. In consenting, appropriate conditions would be applied to protect the location/public and to minimise potential damage. If consent were given, it would also meet the requirements of a permit, to the extent it is required under the Activities Local Law 2009. 9. For road related areas, Council could consent to the testing. This would be done in accordance with the provisions of the Road Management Act 2004. A “consent for works” would be issued under delegation with appropriate conditions nominated to protect location, access and the public. 10. The State Government has the powers to determine the matter should it be considered necessary to do so. Recommendation from management 11. That the Future Melbourne Committee: 11.1. consent to the geotechnical investigation activity requested by the Linking Melbourne Authority as detailed in Attachment 2 to this report; and 11.2. note that Management will carry out the necessary actions to implement the Committee’s decision under delegation. East West Link - geotechnical investigation

Thank you for taking the time to meet with representatives of Linking Melbourne Authority (LMA) on 29 May 2012 to discuss the proposed scope of geotechnical investigation work for the eastern section of the East West Link.

As discussed at the meeting, the Victorian Government recently announced it would undertake business case development and early planning work for the East West Link. This includes preliminary geotechnical drilling, engineering studies and flora and fauna surveys to help with the development of the project. The Department of Transport is leading the development of the East West Link, supported by LMA.

Further to the recent meeting, I write to request approval from the City of Melbourne to undertake geotechnical drilling at 13 sites within the municipality. VicRoads is project managing the geotechnical investigation on behalf of LMA and is required to apply for a licence for bore construction under section 67 ofthe Water Act 1989 prior to the commencement of drilling. To progress this application, the consent of the City of Melbourne is required as the committee of management for Royal Park and as the landowner of those sites outside the VicRoads road reserve boundary.

At each site, a 100 millimetre diameter borehole will be drilled to a depth of around 50 to 65 metres for the purposes of determining the subsurface profile, soil and rock material properties and hydrogeological conditions. At the conclusion of drilling, a piezometer will be installed in each borehole to monitor water table levels, the borehole backfilled with sand and a cap placed over the top of the borehole.

Drilling is expected to be carried out between the weekday hours of 7.00am and 5.00pm, with each site taking around four to five days to complete. Access will be required for a drill rig mounted on the back of a single unit truck and two utility vehicles for the duration of drilling. In secluded locations, a security guard may be employed to maintain equipment security outside of working hours where equipment is to be left unattended. At locations where traffic management is required, traffic management plans will be submitted to Council and the road authority for approval prior to fieldwork commencing.

The proposed drilling sites are shown on the attached plan and table. It should be noted that these locations are indicative at this point and could vary within a 30 metre radius ofthe location shown. The final locations will depend on the requirements of Council, including environmental considerations in Royal Park, access and the location of underground services. LMA is also currently undertaking a review of heritage and ecological constraints on the drilling locations which may necessitate some adjustments.

LMA will manage communications for the geotechnical investigation which currently includes providing advance notification to residents and commercial properties in the vicinity of a drill site, and providing the opportunity to speak directly with a member of the LMA team. Given the range of community and interest groups that utilise the Royal Park precinct, targeted meetings and communications with these groups is proposed in advance of drilling taking place. It should be noted that the drilling itself creates minimal noise or disturbance.
