CREDIT PROGRAM: A CASE STUDY
ABSTRACT
The Cumabao, Namnama, Camasi, Dy-Abra East-West Seed Growers
Multipurpose Cooperatie !CNCD-M"C# is a $ooperatie en%a%ed in mar&etin% and
$redit operations' The CNCD-M"C is a brain$hild o( the East-West Seed Company
!EWSC# to a$t as a $onduit amon% its hybrid seed %rowers in Tumauini, )sabela' CNCD-
M"C was also established to (a$ilitate the distribution o( assistan$e needed by the (armer
members $omin% (rom East-West' Althou%h it seems that the $ooperatie is doin% well in
its businesses due to the (a$t that they hae a $aptured mar&et and that they hae the (ull
support o( EWSC, there are si%ns that the $ooperatie is stru%%lin% (inan$ially su$h as
their inability to pay their debts on time and the pilin% up o( past dues and ina$tie loans'
Thus, there is a need to analy*e the loan pro%ram implementation and the (inan$ial
position o( the $ooperatie' The type o( resear$h is a $ase study usin% +ualitatie and
+uantitatie analysis' ualitatie analysis was used on the ealuation o( the pro%ram
%uidelines and its e((e$t on repayment while +uantitatie(inan$ial analysis was used in
ealuatin% the (inan$ial position o( the $ooperatie' The +uantitatie data used in this
resear$h was the audited (inan$ial statements o( the $ooperatie' The result o( the study
reealed that the $ooperatie has poor ability to $olle$t a$$ounts re$eiable $aused by
insu((i$ient number o( sta((' This resulted to an in$rease rate o( delin+uent $lientspast
due a$$ounts and $onse+uently, insu((i$ient bud%et to (inan$e the needs o( their (armer
%rowers' .ased on the wei%hted de$ision $riteria, stri$t monitorin% and implementin%
poli$y %uidelines is hi%hly re$ommended' A reised loan pro%ram was also proposed to
address some wea&ness o( the $urrent loan pro%rams' CNCD-M"C has all the needed
