THE ExECUTiVE-LEGisLaTiVE re-lationship is a non-negotiable for good gov-ernance to thrive in the municipality; saying that such synergy would enable the people in getting the dividends of democracy faster than expected. Towards a collaboration that works and is sustainable, the synergy should be driven by a desire by both organs to join hands in the spirit of comradeship to pursue the best for the largest majority of people at the shortest time possible. a parley that will be conducted is a recurrent platform where the two arms would sit down and explore all sides to any argument that was in the interest of the people; adding that it is easy to make points that advance narrow agenda but it was far more useful so-cially to reach beyond par-tisan bound-aries and to take due cog-nizance of the wider interest.

The executive and legislative arms of gov-ernment are not totally independent of each other and are expected to exercise “a degree of functional overlap” so that they could collabo-rate on how to enhance good governance. That lawmakers are not primarily elected to make laws but basically to represent the people who elected them, the Legislative body must work as partners, not competitors, with the executive in achieving the common goal of delivering the good to the people; and when there is commu-nication gap between the two arms of govern-ment, they may be at loggerheads, hindering the actualization of the set goals.

That both arms of government must con-tinue to find common grounds and agree on best practices to re-structure governance in the interest of the people. There is need to for-mulate policies that are instrumental to the de-velopment of our Municipality in the overall interest of the people and urged the legislative to continue to support the executive with en-abling legal backings. with the local chief ex-ecutive, his administration is committed to the actualisation of the LGU’s priority agenda for an enduring albuera, the administration sees the legislature as an “incomparable partner-in-progress, not a resolute competitor for influ-ence.

Thus, the executive-legislative synergy is a must for good governance...and that is the way, the truth and the life.

iT Has BEEn more than sixty years, since the end of world war ii, that the world has been generally peaceful. al-though there were small scale conflicts from smaller coun-tries, they did not disturb the general tranquility of people worldwide. we witnessed the love and friendship of everyone from nearly all the countries on the planet and truly it was beau-tiful. The countries were united and peace prevails everywhere. There was extreme growth and development among nations and people from all walks of life are free to crisscross the world.

it was so nice to see people from numerous places going to-gether hand in hand and work for the betterment of life and peace. Everybody was in smile and anywhere you go, one is not afraid of bombs, bayonets, guns and all kinds of weapons of war. Every person regard-less of color enjoys freedom of movement. He owns the world and enjoys every moment of his life in freedom and peace. nobody is afraid of things and people around him. He enjoys the gifts of nature, the friend-ship of people and the bounty

of things from heaven.The churches ring their

bells and people flock inside for love of God and peace through-out the world. Unlike during the war when everyone is afraid to even walk outside of their homes because enemies are all over and death can be instanta-neous. Fears live in their hearts as their spirits are trembling of so much fears of death. People explore freely the beauty of na-ture, the cold air around him and enjoy the wonder of creation. nobody is sad under the sun. People are happy and contented and possessing extreme joy in the spirits.

if we notice the great world power, the big countries are friends and united for a good cause. They exchange materi-als and intelligence for exis-tence. The bigger nations teach the smaller ones how to exist better with ease, comforts and success. They are united at all

times for the development of new things and innovations for the youth and leaders. Friend-ships prevail at all times and to watch them happy and con-tented is something nice in the hearts of people.

i have gone to many coun-tries in the world and observed so closely the behavior of dif-ferent nationalities. i walked freely in the americas, in Eu-ropean nations, in Prague, in austria, Germany, Canada, amsterdam, italy, England and elsewhere. i enjoyed so much the friendship of people in these places. At first I though I would be unsafe to meet new faces and behavior in different countries. it was not as i found them much alike as my own countrymen. Everyone is friendly.

it was so beautiful when love and understanding prevail among people. God has wanted it this way and i could see Him smiling and admiring for his creature existing altogether.

if we can only have this, if the greed and hatred of some in-dividuals in some places would only surface like these, i can predict the world will always be a beautiful place to live in.*

Move On albuera Leyte Foundation, inc. is a non-stock, non-profit organization that aims to improve the economic and social condi-tions of the Municipality through the implementation of develop-ment projects and services that would benefit the public.

The Foundation is still in early stage of operation, structure to sup-port the activities are limited in terms of capacity and personnel. in line with this, committees were created to carry out the initiatives that contribute to the over-all goal of the organization. additionally, this will serve as a launch pad to mainstream MOa’s direction and solicit support from the private and public sectors.
