REPORT OF THE BOARD OF DIRECTORS

To the ltaYQr and COlllIl1011 Couucil of the ity of Eau Claire As required by statute tile Dirfctors f the Eau Claire Public Lishy

brary rcspectfully Ulllllit the following report of their administrashytion of the Eau Claire Public Library f I the year ending June 30th ISl08

A to the library building Imiddothcueler repairs have been needed they have been promptly lIIade and it is in oood condition

The library itself or rather the books that circulate as a whole are pretty badly Tom and in oreler to get it into good condition and keep it so it will be nccessary to expend a considerably largshyer SUIl1 for books each veal than we lIa c heen able to use for that purp(re during either of the last to yetrs We pointl~d out to you in our report last ycar that tile library would llccesarily deshyteriorate considerably in value tlllless we could ha all increased appropriation and as the appropriation IVa n t increased it ha been impossible to prevent SI h deteri ration

Thinking it might be intercstin~ and possibly instructive to compare the incomc of the Lau Claire Public Library with that of other Wisconsin public librarie in cities of about the same size we have obtain d data for comparison lith the libraries of the folshylowing citifs Appleton Ashland Fond ell Iac Green Bay Janesshyville Kenosha La Crosse VfallitolVoc Marinette Oshkosh Rashycine Sheboygan and Snperior Adding the population of these cities together amI dividing oy the number of cities we find tha the averag population of these cities exceeds the population of Eau Claire by a little over 3000 it being 2176( Yet the actual work done by the Eau Claire Public Library during the past yar appears to have been fully q1l1 to that d ne by the libraries of thes(c other cities At least a comparison of the rep rts of al their I iOI arians ~hows we had a larger p -rcentage of borrowers of books than thesL~ other cities n the other hand they by reason of their largr appropriations were ahle to expend abo11t 40 per ent more per capita than we [or books 1he averag inc m of the public libraries of 1hes( cities r I the last ear as $ 26022 while

I)

the total amount received for the support of the Eau Claire Public ibrary including the overdraft of $50145 which we were obliged

to make on the city treasury in order to keep the library running was only $5897amp) Dividing this by the population of Eall Clairc according to the last state census we find it is a little less than 3Ihc per capita The total popu]aLion according to tJ1e same aushythority of the other thirteen cities mcntioned is 283000 and the total income of their puhlic libraries Jar last year was $uO383oo a little over 420c per capita 1t would secm therefore that if the people of Eall Claire propose to support their public library as well as public libraries are supportcd on the average by the people of other cities of the state they should provide an annual income of 420c for each citizen or ab011t $7lt)6300 Our total receipts from all sources outsine the tax levy last year were $396-44 which is as much as we usually receive from s1ch sources leaving $756656 to he appropriated by your HonoraLle Body if om public library is to be maintained on as liberal a scale as the other public libraries of the state

Your nirectors are nesirous of running the library as economshyically as is consistent with steadily and gradually improving it tQ keep pace with the nevelopl1lcnt of its schools and the growth of the city itself For last year and the year before the lihrary apshypropriation was only $Sooooo while for the year before that it was $600000 The appropriation should have been continued as was recommended hy the Board of Directors at $600000 per year As $50000 is required to covelmiddot the existing deficit we earnestly recommend an appropriation for this year of at least $65deg)00

Attached hereto as a part of this report are the reports for the same period made to this board by the Librarian and its Secretary

Our reference work and work with clubs bas been fully as great as in previous years We bought more books in religion this year as there seemed to be a demand for them in connection with Sunshyday school work and we were short of the needed works We found when the books began 0 circulat that other people fully as much as those in mind were looking for such books

THE BOARD OF DIRECTORS By L A Doolittle President

REPORT OF LIBRARIAN deg the Board of Directors of the Eau Cbire Pnblic Library Herewith is submitted a report for the library for the year endshy

ing June 30 I908 The statistics at the nd f Lhis report show th growth of the

library in definite mathematical form but the real growth of a lishybrary is nut of this kind and is mnch m re difficult to report beshy cause of its nee ssarily intangible nature

vVha tever has bCGl dune ha been along lines that had been started bdore this vcar The library funds did not enable us to do anything ill branlh libraries that our report of 1907 advoshycated and which we stili feel is jh next thing for the library to (10 to extend its tlscfnlnesi Wkltevcr advance had been made in school libraries had to bc stupped as we did not have books to send ant except iu two cacs ()l1r t2fforj however to use what we had a bet ve conld has succeeded for this has been Eau Claires banncr year in circulation The yars total was 56200 the largest l1llmJt2r of Juok ever circulated here The growth for the year was 5 670 The growth at tll main library was reaUy more as last ear we had a circulat ion in the school libraries of 894 against 71 for lhis year ur increase of books from the main library is then (393

vVh n we consider that during tbe last three years our circu~

btion has increased 14025 and uur number of books only 1985 of which prol ably 400 at the least are public documents w can quickly see that nr resour es are n t iner asing at the same rate as our opportunities It is so frequent an accurrelce to have inshyformation asked for that the library can not furnish for lack of a book that we fear sometimes that we may become indifferent to snch calls We are glad the books we have are being more used but we would be more glad if funds allowed us to increage our reshysources

Our reference work and work with clubs bas been fully as great as in previous years We bought more books in religion this year as there seemed to be a demand for them in connection with Sunshyday school work and we were short of the needed works We found when the books began 0 circulat that other people fully as much as those in mind were looking for such books

rI

Picture Collection To further aid the Sunday school work more Bible pictures

were bought amI moun ted 240 of the Sllla 11 colored reproouctions of the Tissot pictures being among them Our picture collection is fairly strong now in this line This collection has been enshy~argeo in other lines abo so we have in all now 3313 pictures We have had considerable Illaterial in the shape of illustrated magshyazines given to liS for it The circulation of pictures in thc public the parochial ami the Sunday schools was I4T2

Attached hereto as a part of this report are the reports for the same period made to this board by the Librarian and its Secretary

the total amount received for the support of the Eau Claire Public ibrary including the overdraft of $50145 which we were obliged

to make on the city treasury in order to keep the library running was only $5897amp) Dividing this by the population of Eall Clairc according to the last state census we find it is a little less than 3Ihc per capita The total popu]aLion according to tJ1e same aushythority of the other thirteen cities mcntioned is 283000 and the total income of their puhlic libraries Jar last year was $uO383oo a little over 420c per capita 1t would secm therefore that if the people of Eall Claire propose to support their public library as well as public libraries are supportcd on the average by the people of other cities of the state they should provide an annual income of 420c for each citizen or ab011t $7lt)6300 Our total receipts from all sources outsine the tax levy last year were $396-44 which is as much as we usually receive from s1ch sources leaving $756656 to he appropriated by your HonoraLle Body if om public library is to be maintained on as liberal a scale as the other public libraries of the state

Our reference work and work with clubs bas been fully as great as in previous years We bought more books in religion this year as there seemed to be a demand for them in connection with Sunshyday school work and we were short of the needed works We found when the books began 0 circulat that other people fully as much as those in mind were looking for such books

ing June 30 I908 The statistics at the nd f Lhis report show th growth of the

library in definite mathematical form but the real growth of a lishybrary is nut of this kind and is mnch m re difficult to report beshy cause of its nee ssarily intangible nature

vVha tever has bCGl dune ha been along lines that had been started bdore this vcar The library funds did not enable us to do anything ill branlh libraries that our report of 1907 advoshycated and which we stili feel is jh next thing for the library to (10 to extend its tlscfnlnesi Wkltevcr advance had been made in school libraries had to bc stupped as we did not have books to send ant except iu two cacs ()l1r t2fforj however to use what we had a bet ve conld has succeeded for this has been Eau Claires banncr year in circulation The yars total was 56200 the largest l1llmJt2r of Juok ever circulated here The growth for the year was 5 670 The growth at tll main library was reaUy more as last ear we had a circulat ion in the school libraries of 894 against 71 for lhis year ur increase of books from the main library is then (393

vVh n we consider that during tbe last three years our circu~

Our reference work and work with clubs bas been fully as great as in previous years We bought more books in religion this year as there seemed to be a demand for them in connection with Sunshyday school work and we were short of the needed works We found when the books began 0 circulat that other people fully as much as those in mind were looking for such books
