1. Introduction Cebisa Tshezi Engineering Solutions (PTY) Ltd is an Electrical Engineering Consulting Company, formed by Mzimkhulu Mafanya in 2012. Cebisa Tshezi Engineering Solutions (PTY) Ltd was reconstituted from Cebisa Tshezi Engineering Services cc after the departure of Mr D J Morgan to head AST in Pretoria. Cebisa Tshezi Engineering Services cc had been in business since 1999. Mzimkhulu Mafanya has previously been a partner in Jacon Consulting Engineers and Ingcali Engineering Services prior to forming Cebisa Tshezi.

10. Project execution Project Management, by definition, is the art of directing and co-ordinating human and material resources throughout the life of a project by using modern management techniques to achieve predetermined objectives of scope, cost, time, quality and participant satisfaction. Once a project has been acquired, a project leader, who takes responsibility towards Cebisa Tshezi Engineering Solutions (Pty) Ltd and the Client’s top management and a project manager, who manages, controls, co-ordinates and integrates the total project in respect of scope, time, cost, quality, communications and contracts, are selected to take responsibility for the specific project.

10.1 The project manager is, inter alia, responsible to: Act on behalf of the employer/developer Assist with compiling of information and to establish and specify requirements

(briefs) Assist with pre-planning processes, i.e. global time spans and estimates,

determine which professional services are to be sourced, etc Recommend how the project is to be executed, taking scope and characteristics

of the project, time spans, strategic aspects, complexity of the project, etc, into account (refer to addenda for typical organisational structures)

Recommend and appoint (on employer’s behalf) consultants (if external to Cebisa Tshezi Engineering Services)

Manage, control, co-ordinate and integrate the project as a whole - from initiation to close-out






The balances of the project team members, i.e. from technical disciplines, are selected as the next step.

10.2 Technical disciplines are, inter alia, responsible for: Planning, designing and documentation as well as quality - and cost control over

their specific contracts. Issue of certificates as required by local government and/or other bodies

10.3 Specific functions of site representatives are, inter alia:

11. Methodology to be used in projects Given the above expertise of the Cebisa Tshezi Engineering Solutions (Pty) Ltd office, we intend to drive the project(s) awarded to us with the objective to obtain the best value for money for the client. As the appointed Professional Engineering, our aim will be to apply experience and technology in accordance with requirements of the client. We believe that to work together with the client in achieving project objective is far more effective than trying to enforce preconceived ideas and concept onto the client. We are in the business of developing healthy relationships and optimum solutions. Once an appointment is secured we shall develop the project in stages based on the South African Association of Consulting Engineers model form of agreement. These stages of the project are:






11.1 Preliminary report

This involves scoping of the project, feasibility studies and defining the involvement of all the stakeholders. The preliminary report will contain a project budget as well as a programme on which the final execution of the works will be based. This makes planning of work very difficult. Cognizance must be taken not to disrupt power during construction. This can only be achieved through careful planning.

11.2 Masterplan

Looking at the overall impact of the project. The individual components of the network may be sufficient to handle the additional load but the upstream network may be not. How does this project fit into the overall development plan of the client? Are we creating a problem for the future or are we providing more opportunities?

11.3 Final design

This involves specifications, layout plan and design drawings on which all contract documentation will be based. A good specification will eliminate most of the problems normally experienced with contract management. A good specification buys peace of mind To keep the client’s officials involved during the design process is of utmost importance.

11.4 Tender documentation

A Priced tender based on a Bill of Quantities will be used as this provided maximum flexibility during the execution of the contract. Contract documentation will be prepared on a recognised standard contract agreement such as the NEC, the GCC or any other contract of the Client’s choice.

11.5 Awarding the contract

This involves tender specification, invitation and adjudication. To ensure that the contract is complete, covering all aspects and that it becomes a legal binding






document that protects both the client as well as the contractor.

11.6 Contract management

As Professional Consulting Engineer we are also appointed as the quasi arbitrator on the execution of the contract. The Engineer will ensure that the product is deliver by the contractor in time, within budget and of acceptable quality. Any deviation will be managed in terms of the letter and spirit of the contract agreement.

11.7 Site supervision

An appropriately qualified person will be appointed to take care of the day to day execution of the contract. This will ensure that targets are met and that the contractor takes no short -cuts. The responsible person on site will also do progress reporting and management reporting.

11.8 Project hand-over Once the client’s representative is satisfied that the product has been completed as per contract, the network will be handed over to the client. This is a critical stage of the project where all the various aspects of the contract are coming together in the conclusion of the contract. Work completed is certified, signed off and handed to the client. The retention period then starts and is maintained for 52 weeks.
