Compliance to all the environmental conditions stipulated in theenvironmental clearance letter No.1-II 011/94/96-IA. II dated9th April, 1997, J-11011160/99-IA. At no time, the emission levels shall go beyond thestipulated standards. In the event of failure of pollution controlsystem(s) adopted by the unit, the unit shall be immediately putout of operation and shall not be restarted until the desiredefficiency of the pollution control device has been achieved.M/s.CPCL shall install low NOx burners in all the heaters tomitigate NOx emissions.Leak Detection and Repair programme shall be prepared andimplemented to control HC/VOC emissions. Focus shall begrven to prevent fugitive emissions for which preventivemaintenance of pumps, valves, pipelines are required. Propermaintenance of mechanical seals of pumps and valves shall begiven. A preventive maintenance schedule for each unit shallbe prepared and adhered to. Fugitive emissions of HC fromproduct storage tank yards etc. must be regularly monitored.Sensors for detecting HC leakage shall be provided at strategiclocations.S02 emissions after expansion from the plant shall not exceed16.99 TPD and further efforts shall be made for reduction ofS02 load through use of low sulphur fuel. Sulphur recoveryunits shall be installed for control of H2S emissions. Theoverall sulphur recovery efficiency of Sulphur recovery unitwith tail gas treating shall not be less than 99.9%.

Ambient air quality monitoring stations, (PMIO, PM25, S02,NOx, H2S, mercaptan, non-methane-HC and Benzene) shall beset up in the complex in consultation with TNPCB, based onoccurrence of maximum ground level concentration and down­wind direction of wind. The monitoring network must bedecided based on modeling exercise to represent short termOLCs.Ambient air quality data shall be collected as per NAAQESstandards notified by the Ministry on 16th November, 2009 andtrend analysis w.r.t. past monitoring results shall also be carriedout. Adequate measures based on the trend analysis shall betaken to improve the ambient air quality in the project area. Allthe monitoring instruments should be properly maintained andregularly calibrated.The gaseous emissions from DO set shall be dispersed throughadequate stack height as per CPCB standards. Acousticenclosure shall be provided to the DO sets to mitigate the noisepollution. Besides, acoustic enclosure/silencer shall be installedwherever noise levels exceed the limit.Total water requirement after expansion shall not exceed47,869m3/day. As proposed water requirement will be metfrom treated water from sea water desalination and effluentrecycling unit and prior permission shall be obtained from thecompetent authority. Additional industrial effluent generationshall not exceed 3,392 m3/dayand treated in the effluenttreatment plant (ETP) comprising primary, secondary andtertiary treatment facilities. Treated effluent shall berecycled/reused within the plant premises. No effluent shall bedischarged outside the plant premises and zero dischargeconcepts shall be adopted. Domestic sewage shall be treated insewage treatment plant (STP). The storm water drains shall becleaned and measures shall be taken to prevent non point sourceor release of water. The excess storm water shall be treated forremoval of oil and grease.Oil catchers / oil traps shall be provided at all possible locationsin rain / storm water drainage system inside the factorypremises.

Chemical/inorganic sludge shallbe sent to treatment storage disposal facility (TSDF) forhazardous waste. Spent catalyst shall be sent to authorizedrecyclers/re-processors.

The proponent shall improve the housekeeping and a separatebudget shall be earmarked for this purpose. A detailed plan forcontinuous up keeping shall be prepared and sent to theMinistry's Regional Office at Bangalore.

Proper oil spillage prevention management plan shall beprepared to avoid spillage/leakage of oil/petroleum products andensure regular monitoring.

The company shall strictly follow all the recommendationmentioned in the Charter on Corporate Responsibility forEnvironmental protection (CREP).

To prevent fire and explosion at oil and gas facility, potentialignition sources shall be kept to a minimum and adequateseparation distance between potential ignition sources andflammable materials shall be in place.

Green belt shall be developed at least in 33% of the plant area inand around the plant premises to mitigate the effects of fugitiveemissions all around the plant as per the CPCB guidelines inconsultation with DFO. Thick greenbelt with suitable plantspecies shall be developed around unit. Selection of plantspecies shall be as per the CPCB guidelines.

Though the EC accorded to this project on 3rd January, 2014, as reported, the delay in executionof the project is mainly due to receipt of NOC from National Highways Authority of India (NHAI) on4thApril, 2015. 9. General Conditions:

(i) The construction of the structures should beundertaken as per the plans approved by theconcerned local authorities/local administration,meticulously conforming to the existing localand Central rules and regulations including theprovisions of Coastal Regulation ZoneNotification, 2011 and the approved CoastalZone Management Plan of Tamil Nadu.

As observed, Environmental Cell isIII place and presently beingmanaged under a Deputy GeneralManager assisted by 5 supervisorsand 4 supporting staff for requisitesafeguards.As reported, since 2013, about Rs.5crore per annum is included in thebudget for the purpose ofenvironment related activities. Inaddition to the above, for 2016-17,Rs. 12 crore is allocated forinstallin_g_stack analyzers.

As reported, no construction ofstructures is required for installingall along the pipeline route or foroperation.

(ii) In the event of a change in project profile orchange in the implementation agency, a freshreference shall be made to the Ministry ofEnvironment and Forests.
