Reasons for Recommendation:

An Advisory Council and its work provide evidence and accountability to external agencies and the public

that academic programs meet needs which are appropriate to the community college mission. In

particular, a Council’s input adds substance to the requests and recommendations of departmental

chairs/heads and faculty related to curriculum, equipment, facilities and program review action plans.

Fiscal Implications:

None

Consequences of Negative Action:

Lack of individual expertise and career experiences on the Advisory Council. Furthermore, an inability to

adhere to the Middle States Accreditation and SUNY regulations for academic programs.

Ken has over forty years of experience as a dental laboratory technician, owner, recturer and educator. A graduate of the University of Maryland with a degree in Education, he also graduated from and then served as an instructor in the Dental Laboratory Technology program at Montgomery College in Takoma Park, MO. Ken owned a full service laboratory before joining the technical department of several major dental manufacturers. He is currently Manager of the Education & Technical Services Departments at lvoclar Vivadent, Inc. in Amherst, NY. Ken provides technical support to and teaches customers how to use both fixed and removable products manufactured by lvoclar Vivadent. He has given numerous presentations to laboratory and dentist groups throughout the United States, Canada, Mexico, South America, Europe, New Zealand and Australia.

Gerard J. Sentz, PE Vice President, Engineering

Mr. Sentz is currently Vice President of Engineering at Foit-Aibert Associates, Architecture, Engineering & Surveying, P.C. He brings over 30 years of engineering experience, including 11 years as Commissioner/Deputy Commissioner of Erie County Department of Public Works and 20 years in consulting engineering. During his tenure at Erie County, Mr. Sentz managed a staff of more than 175 individuals in the Division of Highways, consisting of five districts which covered more than 2,450 miles of County roads. His background includes extensive experience in emergency management services, including:

2014 Snow Storm - Mobilized during the height of the storm to examine roof snow loads on United States Postal locations. Measured snow loads and gave recommendations on safety of occupancy and prioritized snow removal efforts. Also worked with various insurance representatives and owners on five different buildings damaged in the storm. Efforts included full demolition of a warehouse, design of shoring to maintain a structure until a replacement is built, structural evaluation and engineering advisement on the extent of damage to a large greenhouse, and structural inspection and evaluation of damage to a large warehouse structure.

''Gowanda" Floods, 2013 - Worked with the NYS Office of Emergency Management and FEMA on restoration mitigation efforts at the Pt. Peter Reservoir. Options generated included the addition of. plunge pools, debris harvesting areas and emergency overflow areas.

"Gowanda" Floods. 2009 - Branch Director - Coordination of the response effort for ·the event known as the "Gowanda Floods," which caused substantial damage to Erie County roadways. Work included prioritization of tasks to protect life/safety, followed by road repairs/emergency access. He worked with PALs/PACs on the Preliminary Damage Assessment and coordinated with the PALs/PACs on the Project Worksheet write ups for reimbursement.

"Gowanda" Floods, 2009 - Village of Gowanda Subject Matter Expert -Debris. Worked with DEC on acceptable disposal of "hazardous mud;" coordinated cleanup operation of wooded debris, white goods, household belongings and "hazardous mud" between local municipalities, other municipal entities, contractors and the National Guard. Coordinated the clean-out of clogged sewers, manholes, Drainage inlets and drains between local municipalities, other municipal entities and contractors.

October 2006 Surprise Snow Storm - Operations Section Chief/Unified Command. Following the Erie County Debris Management Plan, coordinated the County-wide response to the event and worked with various cities/towns/villages in the response effort. Coordinated with NYSOEM (formerly SEMO) and FEMA for debris clean-up; let bids for clean-up; and oversaw the entire operation, including monitoring work in the field, work ticket procedures and Quality Control. Worked closely with law enforcement for the arrest and conviction of five individuals who committed felonies related to debris clean-up. Once debris clean up responsibility was turned over to the local municipalities, coordinated the removal of hazardous tree hangers, tree removal and stump removal. Oversaw the reimbursement of $55 million spent on storm response. This effort has been audited three times by different agencies and no issues found with the paperwork.

2001 Snow Storm - During the event, worked as an Operations Expert and Finance Administrator at the Emergency Operations Center (EOC)

with NYSDOT and NITTEC to set up a rating system of block roadways using field reconnaissance. Coordinated the use of National Guard assets, and oversaw the use of Air One in reconnaissance for plowing priorities. Worked with Erie County to capture personnel time, equipment and materials used in the storm for reimbursement. Completed the required NYSEOM (formerly SEMO) forms and worked with PALs/PACs to maximize· County reimbursement.

2000 Snow Storm -Worked with Erie County as a Finance and Administrative Consultant to document personnel time, equipment and materials used in the storm for reimbursement. Completed the required NYSEOM (formerly SEMO) forms and worked with PALs/PACs to maximize County reimbursement.

Various Floods within Erie County - Served as Operations Section Chief/Unified Command/Finance Administrator. Oversaw and coordinated event response. Ensured life/safety was number one priority and that emergency access was possible. Prioritized event response and ensured that proper personnel time, materials and equipment were logged for future reimbursement. Worked with PALs/PACs on the Preliminary Damage Assessment to determine the extent of storm damage and eligibility of State/Federal declaration.

Mr. Sentz has worked on many local events, from those that bordered on natural emergencies, such as flooding and snow storms, to public events, which include the Buffalo Marathon. His role varied, 'depending on the event and the lead agency. Several small earthquakes have been felt throughout Erie County in the past several years. Although the earthquakes were considered minor at the time of occurrence, bridges with poor structural ratings were inspected as a follow-up. Mr. Sentz not only oversaw multiple teams in the field, but also led one Task Force performing these inspections. That Task Force involved numerous disciplines, including law enforcement. After the crash of Flight 3407, Mr. Sentz set up the EOC in Cheektowaga after it was moved from the field the morning after the crash. He worked as the primary member in Unified Command leading law enforcement, body recovery, debris management and coordination of communication with local officials. Erie County was praised by the National Transportation Safety Board for its speedy response and efficiency during this event.

Various organizations have bestowed this recognition, including the American Public Works Association and .the National Transportation Safety Board.

Ralph Wilson Stadium - Participated in the annual tabletop exercise at the Ralph Wilson Stadium, prior to the opening of the football season NITTEC Closure Notification & Communication Plan for Western New York Tabletop Exercise - Assisted in the organization and development of this plan. Shortly after the document was finalized, in accordance with the plan, a tabletop exercise needed to be performed. Mr. Sentz helped write the scenario and implement the exercise. Vigilant Guard - This exercise was a full-scale event, mimicking the effects of an earthquake striking Western New York, for which Mr. Sentz served as part of the Unified Command. Search teams and building evaluators were actually sent to the field and the EOC was run in real time. This event was sponsored by several federal agencies. Incidence Management Assistance Team (IMAT) Exercises -Through the Western New York IMAT, several exercises were held to sharpen the skills as a team. Hazardous Materials Response - For this tabletop exercise, a Hazardous Materials incident was simulated, involving Buffalo Fire. Erie County Exercises - Erie County conducts regular tabletop exercises simulating different scenarios, including snow storms, in order to sharpen the skills of the team.
