OVERVIEW
This report is for Transport and Drainage activities during the period of 1 September 2020 to 30 September 2020. Significant items in this period include:
Unfortunately, a second LTI was recorded in Civil Operations during the month where a labourer in the Bitumen Patching Crew has sprained/strained his back after shovelling and sweeping as part of his normal duties.
Demolition of the deteriorated bridge structure over the Bridge Road Drain at the end of Elamang Street is a work in progress and is currently scheduled for completion in October 2020.
Special Open Drain Maintenance Works, involving marine plant trimming works, are scheduled to be undertaken in October 2020 in the Chain Street and Kilgour Street drains. De-silting/re-profiling works are scheduled for the Codhole Outlet Drain and Hoey Street Drain in late October/early November 2020.
The next RACAS Condition Assessment run throughout the whole Unsealed Road Network is scheduled to commence in late October 2020.
The Asset Management Program's Strategic Goal Review continues with the review focussing on setting up the required governance, creating interactions between business functions, incorporating a continuous improvement methodology and understanding how the Asset Management Program impacts Mackay Regional Council as a business.
Overall, the T&D and asset management budgets remain on track for the first quarter.
The Seal Roads Maintenance Team has been focused on pavement repair preparation works for the 20/21 Seal Roads Resurfacing Project which is currently out to tender.
NQ & FNQ Monsoon Trough – Road Restoration Works - The Dalrymple Road Landslips Micropiling works are progressing with approximately 30% of the piles installed. The tenders for Armstrong Beach Road Pavement Repairs have been called and close in mid-October 2020.
The client survey results for July and August 2020 achieved a 4.5 start rating which is the highest star rating recorded in the last five (5) year period. In total 458 request were actioned over this period, 234 were issued with customer surveys and 29% responses were received. This is an outstanding result for Civil Operations.

1.2. Lost Time Injuries & Days Lost
Transport and Drainage aspires to achieve zero Lost Time Injuries by improving safety performance by developing a proactive safety culture and implementing best practice safety management across all business areas.
September 2020 Summary:
Thirteen (13) incidents were reported during September 2020. There has been 2 Lost Time Injuries for the 2020/2021 year to date.

3.1 Road and Drainage Maintenance Activities
The following chart details maintenance activities completed during the period as recorded in our Assetic Maintenance Management System (MMS), together with the monthly average. The total number of works orders completed in September was 817 compared with the monthly average of 801.
A high number of Customer Requests have been received during the period with priority being given to action these within the assigned timeframes.
The Seal Roads Maintenance Team has been focused on pavement repair preparation works for the Seal Roads Resurfacing Project. Pavement repairs (heavy patching) scheduled are planned to follow the reseal preparation works. Delays in the commencement of these works were experienced due to the breakdown of hired equipment.

3.2 Unsealed Road Maintenance Activities
Unsealed roads grading and gravelling works, together with seal road shoulder grading, are continuing in line with the Works Program utilising our six Grader Crews.
The next RACAS Condition Assessment run throughout the whole Unsealed Road Network is scheduled to commence in late October 2020.
3.3 Open Drainage Maintenance
Open drainage general maintenance is continuing as per the Works Program involving mowing/vegetation clearing and general drainage cleaning.
Marine plant vegetation clearing is scheduled for Chain Street and Kilgour Street drains during October 2020. Planning is well advanced for re-profiling/de-silting works in the Codhole Outlet Drain and Hoey Street Drain in East Mackay in late October/early November 2020.

3.4 Bridge Maintenance
Our Bridge Crew is continuing Level 1 Inspections and routine bridge maintenance works.
Demolition of the deteriorated bridge structure over the Bridge Road Drain at the end of Elamang Street is a work in progress and is currently scheduled for completion mid-October 2020. These works are being delivered under contract by Razor Demolition & Asbestos Removal.

3.5 Cyclone Debbie and NQ & FNQ Monsoon Trough Works
Cyclone Debbie - Beach Restoration (Category D & Resilience)
The State Government funded Beach Restoration Projects ($3.9M) are still awaiting acquittal by the Queensland Reconstruction Authority (QRA).
NQ & FNQ Monsoon Trough – Road Restoration Works
The Dalrymple Road Landslips Micropiling works are progressing with approximately 30% of the piles installed. The subsurface ground conditions are continuing to be challenging and are requiring more cement grout to be used. These site conditions have pushed out the completion date to mid-December 2020. The second seal will be undertaken after the micropiling has been finished.
Dalrymple Road – Micropile Caping Beam Gravelling works are progressing and will be completed in late 2020. All Minor Works Projects, except the Armstrong Beach Road Pavement Repairs, have been completed. The tenders for this Project have been called and close in mid-October 2020.

ASSET MANAGEMENT
5.1 Asset Management Program – Strategic Goals
The Asset Management Program is currently focusing on how best to optimise efficiencies within the Team, including how well the Team engages with stakeholders from other Programs. This review includes setting up the required governance, creating interactions between business functions, incorporating a continuous improvement methodology and understanding how the Asset Management Program impacts Mackay Regional Council as a business.
Governance: Several Key Working Groups collectively called the Asset Information, Valuation and Reporting Program (AVRP) have been established to closely manage activities such as data cleansing, comprehensive valuations and information needs as these have a significant impact on one another. To date, feedback has been mostly positive, primarily because stakeholders feel that they will now be better informed about the progress of these activities with the ability to provide inputs into the decisions being made collaboratively.
The first Asset Management Steering Committee will be underway in the first week of December 2020.
Maturity: An Asset Management Maturity Tool is being created for the organisation providing the ability to assess MRC’s maturity over four levels. The first two levels will ask a broad set of questions based on ISO 55000 and other recognised asset management frameworks while the latter two levels will explore MRC’s maturity in more depth and detail.
5.2 Data Cleanse
Data cleanse for Roads has been completed.
Data cleanse on Footpaths, Traffic Management Devices and Kerb and Channel commenced on 28 September 2020. Due to resourcing constraints, the data cleanse of Water Services is now on hold.

5.3 Corporate Performance
The Asset Technical Team capitalised assets for 22 projects and one subdivision in September 2020, as well as completing 28 Work Requests from the organisation to update or amend assets. The Team is currently working on a process to implement the As Design As Constructed (ADAC) for the management of assets.

Due to the Water and Sewer Revaluation being postponed, the schedule has been extended. The site assessments are complete for the Water Pump Stations, Sewer Pump Stations and Reservoirs. The data cleanse process is in progress

The MECC Technical Team has identified and developed 11 data structures. The data structures to be reviewed with Financial Services for Portable & Attractive requirements. The schedule to be reviewed as a change to the scope to include bar coding functionality to be investigated.

The Building data structure is being developed as a priority. The land and fencing assets in progress. A total of 11 assets identified in scope.
