Welcome to the spring edition of Growing Glenelg, a detailed preview of what is happening in our great shire for the months to come.

As we say goodbye to winter, we look back on the great achievements we have celebrated. Portland Aluminium has returned to full capacity after an incredible work effort by staff, Kyeema Support Services celebrated 50 years of helping the community, Heywood welcomed a new addition to their all abilities playspace with the installation of a wheelchair carousel and Casterton has helped to empower the community with strategies for positive mental health following the success of The Resilience Project.

We also played host to the Tour of the Great South Coast, an iconic cross-border cycling event which saw our shire profiled on the national stage. Riders from across Australia and New Zealand raced to the finish line against the stunning backdrop of our rolling hills, cliff faces and coast lines.

But there is even more to look forward to in spring, with many exciting events and projects earmarked for the next few months.

We will once again celebrate the Upwelling Festival with street parades, entertainment and activities to involve all members of the

community. The fittest and strongest runners will tackle the gruelling inclines of the 3 Bays Marathon and Casterton will celebrate a remarkable 149 years of hosting it’s Annual P & A Show in November.

In terms of new development, The Portland Library will find a new home in Portland’s CBD as the current facility is redeveloped to create a more versatile community space. With a dedicated youth area, collaborative working spaces and a revamped children’s section, the new look library will offer a greater learning experience for all members.

With the wet weather on the way out, our much needed road upgrades will resume with key networks such as the Henty Highway and the Princes Highway set to be rebuilt. It has been through the community’s ongoing campaign

efforts, and support of our social media campaign, that these upgrades have become a reality and we look forward to the start of these urgently required works.

Flick through this issue to learn more about the boost for local jobs, the proposed plan for the Portland Foreshore, key tourism projects, upcoming exhibitions and much more.

The Tour of the Great South Coast raced through all parts of our shire including Casterton, where our local kids watched on with delight.

Growth in the region

Agriculture leads job and economic growthJob creation and business development is growing in the Glenelg Shire, led by a flourishing agriculture sector.

The State Government recently released data highlighting that 24,000 jobs were created in regional Victoria up to April 2017.

Council expects upcoming ABS data to reflect similar trends for the region, following the creation of 83 new jobs in the Glenelg Shire last financial year, according to NEIR 2016 statistics.

Mayor Cr Anita Rank said job numbers were indicative of the strong performance across a number of key industries within the shire.

“Local economic indicators are trending toward positive growth in employment, local sales, output and exports,” she said.

“We are also projecting significant levels of additional investment in key sectors of our economy over the next two years across agriculture, timber, and transport.”

Council’s economic development team has forecast the following investment pipeline:

• $80 million agriculture, forestry, and fishing;• $14 million timber processing;• $10 million transport and warehousing;• $4 million manufacturing;• $2 million retail trade; and• $1.5 million healthcare and social assistance.

Cr Rank said sales figures from the Casterton saleyards reflected the agricultural growth forecast with more than $12 million added to the local economy last financial year over six sale days.

Farmers such as Mumbannar’s Noel Bull (pictured on front and below), the shire’s citizen of the year, are realising these buoyant market prices with significant interest from feedlot buyers at prime cattle markets.

Cattle prices are reaching as much as $4.50 per kilogram during peak selling periods for light weight restocker cattle. These are the highest figures ever recorded regionally and show no sign of declining.

“I have never seen these parts of the farming sector better with beef, lamb and wool all performing strongly at the same time,” Mr Bull said.

“Hopefully this will encourage our youth to look at farming as a profession, which could potentially bring new ideas to agriculture.”

Cr Rank said Glenelg Shire was recognised as a leader in the agricultural sector.

“Our region is well recognised for producing high quality, clean green food and fibre products,” Cr Rank said.

“What we are now seeing is new business generating as a result of this profile, such as new

beef quarantine facility at Condah, expansion of Allestree’s aquaculture facility, and significant interest in smaller scale farm enterprises.

Cr Rank said upgrades to existing infrastructure and further State Government support were required to realise some of the investment thresholds across the shire.

She said the development of the Portland Industrial Land Strategy was assisting in channelling the new investment.

“Businesses are encouraged to tell us what they need so that we can help advocate with State Government for key infrastructure upgrades, such as road investment, power upgrades, and water access to realise projects,” she said.

“Council has a proven track record advocating for infrastructure upgrades and there are many opportunities to capitalise on this forecast growth."

Casterton saleyards recorded more than $12 million worth of sales last year.

Portland CBD to Light Up

Council’s Environmental Sustainability Coordinator Adam Smith displays the new LED lights

Portland’s key retail precincts, such as Bentinck Street, will soon have new LED lights to improve safety and customer experience.

The Central Business District is set to light up, with a street lighting renewal project soon to be rolled out in Portland’s main retail precincts.

A total of 46 new LED street lights are set to be installed along Percy and Bentinck Streets, replacing the current lighting systems.

Glenelg Shire Council Environmental Sustainability Coordinator Adam Smith said the project would provide a brighter experience for community members as they walk between their favourite shops and dining outlets at night.

“Walking out at night within the CBD will now be even safer for residents thanks to this new lighting system” he said.

“Specifically, 12 new lights will be installed in Bentinck Street, 34 in Percy Street and three in adjoining alleyways.

“The project, which comes to a total cost of $120,000, will not only reinvigorate the CBD, but

also alleviate issues of ageing infrastructure and ongoing maintenance.

“Furthermore the new lights will be enabled with smart technology as the shire continues to innovate with key digital infrastructure, plus there will be a 68 per cent reduction in electrical costs, it is a win all round.”

Mr Smith added that the lights will have a direct benefit for businesses, providing an option for longer opening hours.

“It is hoped that these new lights will help better serve community events such as midnight sales, allowing our business to have freedom with night time opening hours,” he said.

The new lights will be owned by council, however, it will be maintained by Powercor who will be installing the lights under council’s (OMR) Operational Maintenance and Repair costs.

Your foreshore, your future

The Portland Foreshore Master Plan will seek to offer a greater recreational and tourism experience.

Community members are being asked to share their vision for the future of the Portland foreshore as part of upcoming consultation on the much loved precinct.

Draft designs have been finalised for the recreational space, proposing enhanced access and recreational offerings for all users groups.

Glenelg Shire Mayor Cr Anita Rank said the draft plans would revitalise the foreshore precinct and better serve the changing needs of the community.

“Our foreshore is one of the shire’s most visited and popular sites and it is important that we design a modern, user-friendly space that remains a great place to meet, relax and play,” she said.

“Some of the highlights of the draft precinct plans include a dedicated performance space, which will be integral to our community events, an all abilities playspace, and increased parking and disabled parking access.

“User groups have demonstrated how important it is that we provide accessible recreational spaces and we have listened to this feedback.

“The community also called for more green space and this plan ensures that whether users want to have a picnic, kick the footy or enjoy a walk along the coast, this will be an option.

“The popular Bentinck Street lawn space will still remain and more green space will be created particularly around the play space area. The plan has sought to enhance the natural assets we are so lucky to have at our doorstep.”

Cr Rank also reminded residents that the proposed designs were subject to funding and that council would continue to seek funding opportunities.

“The Portland Foreshore Master Plan will provide a clear guide for funding bodies of what infrastructure is required for our community,” she said.

“Following feedback, we will advocate for the implementation of the Master Plan. The Portland foreshore is one of our shire’s key destinations and we hope that we will be able to source

funding to improve the opportunities for this precinct.”

Community members have a number of options in which they can view the proposed designs.

The designs will be on display at local supermarkets and businesses, at council’s customer service centres as well as online at YourSay Glenelg.

Residents can also attend community drop in sessions during September and October to have their say on the proposed foreshore precinct.

The Portland Foreshore Master Plan will be out for comment from mid-September to mid-October.

Visitation hits 100K across Glenelg

Portland’s Visitor Information Centre remains the shire’s busiest centre for tourists visiting the region.

The Glenelg Shire continues to remain a must see destination for tourists, with almost 100,000 visitors walked through the doors of the shire’s three Visitor Information Centres (VIC) over the past 12 months.

The Portland VIC remained the shire’s busiest with 68,717 visitors for the financial year – a slight increase of more than 330 on the previous financial year. January remained historically the busiest month with 9506 visitors seeking tourism advice.

Nelson topped 20,315 visitors – down by 5880 on the previous year whilst Casterton recorded a similar trend, reaching 9726 tourists for the year, which was a decrease of 1690 on the previous financial year.

Overall visitation was down by 7200 across the three centres compared to the previous financial year.

These declining trends are matched state wide as tourists move towards digital medium for their tourism information.

About 10 per cent of the total figures were from international shores.

Portland attracted a total of 7585 international tourists last financial year, a reduction of 2010 on the 2015-16 financial year figures.

Nelson and Casterton were the only centres to attract more international tourists. Nelson attracted an additional 484 foreign visitors compared to the previous financial year, growing to 2429, while Casterton added 63 on the previous year with 445.

Portland is continuing to establish itself as a key cruise ship destination following the recent

Australian Cruise Association Conference.

Glenelg Features at Cruise ConferenceGlenelg Shire’s Tourism Department has met with some of the world’s biggest cruise operators in an effort to attract more visits into the future.

Staff were joined by the Port of Portland at the recent Australian Cruise Association Conference on the Sunshine Coast which was headlined by Norwegian Cruise Line chief Steve Odell and Viking Cruises’ Matt Grimes, among other major operators from across the globe.

The event showcased future trends, itinerary planning, contracts, infrastructure, revenues, and marketing opportunities.

The tourism unit created a new promotional cruise video of Portland which was shared with operators, in addition to a new information brochure with details on the region’s on-shore offerings.

Joining council at the event was Cruising Magazine editor John Treacy, who has previously visited Portland and written a three page editorial highlighting that the region is open for business. Mr Treacy introduced staff to some of the key players in the cruise industry.

Mayor Anita Rank said the cruise sector was Australia’s fastest growing tourism market.

“This is an extremely competitive market with new destinations continuing to pop-up,” she said.

“Portland has a competitive edge because of our historically high scoring on-shore ratings from previous visits, and access to some of Australia’s best tourist attractions including the 12 Apostles and Coonawarra wine region.

“The emergence of the Budj Bim Cultural Landscape, which is vying for World Heritage Listing, is going to draw a new international audience and further grow our profile.”

Council endorses new Customer CharterA new Glenelg Shire Council customer service charter will provide a benchmark for all customer engagement into the future.

Council endorsed the updated charter at the August Ordinary Council Meeting, with the charter providing the standards for council staff on the service delivery levels that customers, or ratepayers, should expect when communicating with council staff.

The document provides guidelines for communicating via telephone calls, over the counter enquiries, written and electronic correspondence, and customer requests.

Mayor Cr Anita Rank said the charter, which was first published in 2006, required an update to reflect the changing landscape of council.

She said the update was consistent with council’s five values which include team work, respect, integrity, service excellence and innovation.

“Council relies on providing excellent service delivery to the community. It is pivotal that the Customer Service Charter sets out council’s commitment to provide its customers and ratepayers with quality services in a manner that meets or exceeds customer expectations.

“The new concise format makes it easier for customers to read and interpret providing clear messaging on what a customer’s expectations of dealing with council should be.

“To help market this new charter a video production has been produced which will be played across all customer service centres detailing the key charter themes. This is also subtitled to ensure it is accessible to all.”

A communication plan has been developed to market the plan with the broader community over the coming months.

Furthermore, council also endorsed an updated customer complaint handling policy which has been created taking into consideration the Ombudsman’s Good Practice Guide.

The new policy creates a structured approach for the handling of customer complaints for all council services, ensuring they are managed in a fair, equitable, and transparent manner.

Council staff, such as Penny McIntosh, are committed to upholding the standards set

in the new Customer Charter.

Pierce Bros Headline Hooked on Portland FestivalPopular Melbourne folk duo the Pierce Bros will headline the inaugural Hooked on Portland festival.

Fresh from their European tour, twin brothers Jack and Pat Pierce will be taking time out of their busy recording schedule to headline the three day festival over the Australia Day long weekend.

The multi-instrumentalists have been shaking dance floors worldwide over the past year with their high energy performances which have been sold out across the UK, Europe, Canada, and USA.

Mayor Cr Anita Rank said the chart topping act would set the pace for the busy three day festival from January 26 - 28.

“Council is extremely excited to partner with the Victorian Fisheries Authority to host this event which will promote Portland as a must see fishing and tourism destination, engaging much of the metropolitan market,” she said.

Melbourne folk duo the Pierce Bros will perform at the inaugural Hooked on Portland festival.

“I encourage everyone to save the date for this exciting new festival which will include a three day fishing competition, marine talks, music festival, food and wine experiences, celebrity chef cooking demonstrations, market stalls and plenty of activities for children.

“Logistics are still being finalised by our events department, with more to be announced over the coming weeks. However, I can reveal this festival has a jam packed schedule which will ensure Portland is a must-see destination for visitors over the long weekend.”

Age no barrier for a great day out in the Glenelg ShireSenior community members in the Glenelg Shire are invited to enjoy a ‘Great Day Out’ this October as part of the local celebrations for the Victorian Seniors Festival.

The ‘Great Day Out’ event will take place on Thursday 19 October 2017 from 10am - 3pm at the Civic Hall in Portland and will offer an array of activities and entertainment to get those over 55 singing and dancing.

Glenelg Shire Aged and Disability Services Manager Anne Deam said that she was pleased to be able to bring the iconic festival to the Glenelg Shire.

“The Victorian Seniors Festival has a wonderful history and we are pleased to be able to offer a fun and entertaining experience for community members close to home,” she said.

“This event will offer quality entertainment, with the Madaz Jazz Group and the Seekers Story performing their hit shows, as well as a providing a chance for seniors to get active alongside their friends.

Get active your way in GlenelgCommunity members are invited to get active their way as part of a new brand to promote sport and recreation in the Glenelg Shire.

The Active Your Way Glenelg branding has been officially launched by the Glenelg Shire’s Recreation Department, providing a contemporary visual identity to help encourage more residents to get active and involved.

The branding includes a dedicated Facebook page to provide real time news, information and updates on all things sport and recreational related in the region.

Glenelg Shire Recreation Coordinator Hayley Rowe said the branding would make it easier for more people to be more active more often.

“There is simply so much information available on sport and recreation and this new branding will help to ensure that our user groups and interested individuals can access this information in an easy and up-to-date manner,” she said.

“Whether it be promoting come and try sessions for a sport, coaching forums or the best bike trails, there will be endless opportunities to get people up and active in the shire.

“By establishing the Facebook page, community members can simply ‘like’ or ‘follow’ the page to get these timely updates in a convenient manner.

“Furthermore clubs and groups can share their own information on the page and establish a greater connected active community.

Enjoy a taste of crime at the LibraryEnjoy a morning of suspense and thrill with local authors during a special upcoming event at the Glenelg Libraries.

The ‘Crime in the Library’ event will take place at the Portland Library on Saturday 16th September and will feature well known and home grown writers Jono Pech, Jock Serong and Matt Neal as they promote their latest crime novels.

Local ABC Radio identity Jeremy Lee will facilitate the morning’s discussions in a relaxed panel format, offering attendees the opportunity to gain a rare insight into the writer’s mind of building suspense and action in the complex crime genre.

Library and Information Services Manager Yvette Parker said the event was sure to thrill readers of all ages and interests.

“Glenelg Libraries is excited to be able to host such a remarkable panel of local authors this September, with each of the writers boasting an impressive writing resume to their name” she said.

“Jono Pech is an award-winning writer and former journalist with a background in daily newspapers. His novel The Spy and the Maven was released earlier this year and was well received by critics.

“Virtuoso Matt Neal is a man of many talents, working as a journalist, film reviewer, musician and author. His thrilling first book Bay Of Martyrs is set in south-west Victoria and has been co-written alongside former co-worker and much-loved Scottish novelist Tony Black.

“We are also pleased to welcome back Port Fairy author Jock Serong, who has a list of notable accolades to his name. His debut novel Quota won the 2015 Ned Kelly Award for Best First Crime Novel and in 2016 his follow up novel The Rules of Backyard Cricket was shortlisted for the Victorian Premier’s Literary Award.

“Jock has previously presented at the Glenelg Libraries and proved to be a crowd favourite with his candid and relatable approach to novel-writing.”

Ms Parker said that attendees will also be able to ‘meet and greet’ the authors following the conclusion of the panel discussion.

“Guests will have the chance to purchase each of the titles and meet the authors in a book signing which will follow the morning’s formalities,” she said.

“I welcome all community members to come along to what will promise to be a morning of intrigue and revelation.”

‘Crime in the Library’ is a free event and will take place from 11am – 1pm at the Portland Library.

Library and Information Services Manager Yvette Parker looks over the proposed designs for the Portland Library Redevelopment Project.

Portland library users are set to have a whole new experience when visiting their local library following plans to revitalise the popular community facility.

The Portland Library will soon undergo a $400,000 redevelopment to improve the useability of the space, meet growing user demand and provide a more vibrant and multifunctional facility.

The new and improved Portland Library will boast:

• a dedicated youth “chill out” space,• small group and study facilities,• revamped children’s collection and facilities,• a history and research space and;• internal finishes to existing floors, walls and

ceiling.

The redevelopment will impact users for a short period of time, with the library service relocating

Library space set to be transformed to an alternate premise while the major building

works are carried out.

The temporary home of the library, which will be housed at the CBD location in Percy Street Portland, will be open from November 2017 to May 2018 during this construction period.

Glenelg Shire Mayor Cr Anita Rank said that library members can be assured that the redevelopment will provide minimal disruption to the regular library services and events.

“We recognise that there will be disruptions during this time for users and we are doing everything we can to re-establish a Library that will still offer access to the collection, public computers and internet and regular programs including story times, Book Chat, school holiday programs and technology assistance,”

“When the redevelopment is completed the Portland Library will be refreshed and renewed with many more great facilities for people to utilise and the same high level of friendliness and excellent customer service.”

Bahgallah: Battle of Broodseinde Ridge Centenary Commemoration Location: Bahgallah Hall

Three local men were killed in action at the Broodseinde Ridge Battle in Belgium on the 4th October 1917 during WWI fighting efforts. What was significant about these volunteers was that all three hailed from Bahgallah, a tiny town 8km south of Casterton.

To acknowledge and recognise the honour, sacrifice and determination of the three men, a centenary commemoration event will be held on the 4th October 2017.

The Ceremony will take place at the Bahgallah Memorial Hall from 11am and will include a full ceremonial service planned and supported by the Casterton RSL Sub- Branch, unveiling of the Broodseinde Ridge Replica Monument - The Australian Walk to Passchendaele, wreath laying and a roll call of all volunteers listed on the recently restored 100 year old Honour Board.

All interested individuals, families and groups are welcome to attend this special commemoration for our region.

3 Bays Marathon Location: Portland

The famous 3 Bays Marathon will continue to test the best of the best athletes this November.

The race starts outside the ‘Big O’ milkbar, in Otway Street, and heads out to Bridgewater Bay, weaving throughBridgewater Lakes and the limestone caves, before runners attempt the well-known and feared hill - ‘Shuffler’.

The course then skirts Portland Bay with a welcome descent along Bentinck Street to the finish line.

You can run solo or with a team, and there are half and full marathon lengths to compete in.

L2P Program a success on and off the roadThe Glenelg L2P Learner Driver Mentor Program continues to transform the lives of young adults in the Glenelg Shire and their mentors, providing the skills for success beyond the driving wheel.

The L2P Program provides eligible learner drivers aged between 16 - 21 years of age the opportunity to gain driving practice with trained volunteer mentors for a minimum of one hour per week, while also providing access to driving lessons with a professional driving instructor.

L2P Participant Angus Martin, who was once too scared to sit in the driver’s seat of a car, describes the L2P experience as life changing.

“The L2P program has certainly made an impact on my life, I have more confidence in myself than ever before,” he said.

“I used to be almost petrified at the idea of getting behind the wheel of a car, but within even a few sessions I built a large amount of confidence with driving.

“Now I can drive to another town without being nervous or scared which is something I never thought I would be able to do, both because of a lack of resources and a lack of self-confidence.

“The program has been an amazing opportunity, I wouldn't have been able to pursue a license and learn to drive on my own.”

L2P mentor Cheryl Ford has relished the opportunity to help younger members of the community such as Angus.

“I joined the program as a way to help young people, and I have never regretted it,” she said.

“I really enjoy the easy going relationships we build, and watching the young drivers grow in confidence and ability. I believe it has also improved my own driving care as well.

“Angus in particular has been fantastic to mentor. He was very nervous when we first started and now we have completed nearly 70 hours driving together.

“It is people such as Angus who make you sit back and realise what a difference you can make to someone’s life in such a simple way. Being a mentor is an incredibly rewarding role.”

Cheryl hopes to see the program continue to empower the lives of our shire’s youngest drivers well into the future.

“This program is essential for young people to gain their licence, to help make them more job ready, and to build their confidence in themselves,” she said.

“I fervently hope that the program is funded for years to come.”

The Glenelg L2P Learner Driver Mentor Program is delivered by council in partnership with VicRoads through TAC funding.

The L2P program has been operating for over four years in Portland and Heywood and has recently launched in Casterton. To date, over 50 young people have gained their ‘P’ plates through the program.

New surf lifesaving displayCatch a wave or frolic in the sand with a new exhibition at Portland’s iconic Maritime Discovery Centre (MDC).

The ‘Surf Lifesaving’ exhibition will reveal the stories and tales of our beach loving past, featuring a number of historic images sourced from the Portland Surf Life Saving Club archives.

A highlight of this fun and contemporary display is a four metre image of a lifesaver, bringing to life the fashion, fun and lifestyle from yesteryear.

This curated collection is a revamp and refresh of the previous surf lifesaving exhibition, which was installed when the centre was opened in the late 1990s.

Keep an eye out for the collection on your next visit to the MDC and discover what life was like for a surf lifesaver and beachgoers in a world without the rapid advances of technology.

The new display will feature photos from the Portland Surf Club, dating back to the 1950s.

Enrolments now open for day care programsSeptember is the time for families and guardians to start enrolling their little ones for day care at the Glenelg Shire’s day care facilities for 2018.

Council will be taking enrolments during September for next year’s occasional and long day programs at the following locations:

• Kathleen Millikan Centre (KMC) – Before and After School Care, Before and After Kinder Care, Long Day Care

• Dartmoor Children’s Centre – Thursday’s during the school term

• Portland Child and Family Complex (PCFC) - Before and After Kinder Care, Long Day Care

Glenelg Shire Children’s Services Manager Janine Johnstone anticipated that placements would fill up quickly and encouraged families to enrol as early as they could.

“Day care is an important service that council prides itself on providing for families in the Glenelg Shire,” she said.

“With busy lifestyles for families, it is essential that multiple care options are available and we are pleased to offer services that suit all needs and age groups.

“To secure your child’s place for 2018, complete the enrolment forms, along with any documents

and certificates, and bring them back to your closest centre during the month of September. Alternatively you can email us the forms as well.

“We expect that these spots will fill quickly, so please ensure that you provide us with all the information we need by the end of the month.”

Kathleen Millikan Centre continues to achieve

Kathleen Millikan Centre has received formal recognition for their efforts in promoting sun safety and mental health as part of a state-wide achievement program.

The Casterton based centre recently received two icons as part of the Victorian Government’s Achievement Program, one for Sun Protection and another for Mental Health and Wellbeing.

Kathleen Millikan Centre is now the third kindergarten in the Glenelg Shire cluster to receive icons in the Achievement Program.

Glenelg Shire Council Children’s Services Manager Janine Johnstone said that this was another accomplishment for the centre and reaffirmed to families the quality care and education services on offer right across the shire.

“This milestone at Kathleen Millikan further reinforces the wonderful children’s programs we have on offer throughout the Glenelg Shire,” she said.

“Families can have the utmost confidence when enrolling their child at any of centres that they will be educated in an environment which is committed to health promotion and delivering care to the highest level possible.”

The Achievement Program is a Healthy Together Victoria initiative that aims to encourage healthier lifestyles and prevent lifestyle related diseases.

Participating schools, early childhood services and workplaces are guided through a framework of continuous planning, action and review to address eight health priority areas.

Once the school, service provider or workplace achieves the benchmarks set for the health priority area, they are eligible to receive an icon.

Jaycee Kindergarten in Portland and the Karreeta Peeneeyt Mara Portland Child and Family Complex have both received icons as part of the Achievement Program.
