The time taken to complete the test is 25 minutes. NMG 1,2,3,4 - Numerical Critical Reasoning Measures the ability to make correct decisions or inferences from numerical data. The time taken to complete the test is 35 minutes. 2- Personality Assessment: Personality questionnaires provide an indication of an individuals preferred behavioral style at work. These are required within ve years of their previous submission, for new processes, or whenever a process becomes covered under the regulations, and when certain types of process changes are made. We develop a Management System by working with our clients to assign responsibilities for the overall program and individual program elements, and by dening lines of authority. The Hazard Assessment involves an Offsite Consequence Analysis (OCA) and the compilation of a ve-year accident history for the process. The OCA considers worst-case and alternative release scenarios so that impacts on the population and the environment can be determined. Safety Instrumented Systems: ECOMAN helps clients modify their PSM programs to address SIS, such as additions to process safety information, PHA, operating procedures, and mechanical integrity. We also help to establish SIS Safety Requirements Specications and assist in developing procedures for SIS installation, commissioning, testing, operation, maintenance and change reviews. ECOMAN also facilitates the performance of LOPA studies by a team of facility personnel to help determine what safety integrity levels (SIL) are needed for SIS. Layers of Protection Analysis: ECOMAN facilitates LOPA studies for clients. We also help decide which safeguards can be considered by LOPA and we help determine their failure probabilities. ECOMAN applies LOPA after a PHA has been performed. Typically, high risk scenarios are rst identied for consideration. Individual hazard scenarios, dened by cause-consequence pairs, are analyzed. LOPA considers safeguards that are Independent Protection Layers (IPLs), dened as

    those whose failure is independent of any other failures involved in the scenario. A key part of LOPA is the determination of the Safety Integrity Level (SIL) provided by the IPLs involved in the scenario. The SIL is usually dened as a Probability of Failure on Demand (PFD). These SILs are used in LOPA to assess scenario risk and compare it with risk tolerance criteria to decide if existing safeguards are adequate, and if additional safeguards are needed. ECOMAN has performed a variety of LOPA studies. We have produced templates for use with ECOMAN's software package, PHAWorks, to conduct these studies. We have also developed extensions of LOPA to address human factors and process security. Process Security Management: ECOMAN has developed a comprehensive process security management program that parallels management systems used for process safety management (PSM) which address accidental releases of hazardous materials, and information security (BS 7799:2) which includes the protection of electronic information from cyber attack. Modeling process security management on these management systems offers numerous benets. A considerable amount of development work has been performed and experience accumulated with these other programs. Most process companies invest signicant resources in them and value them highly. Modication of an existing program to address process security is easier and more efcient than developing a completely new program. Furthermore, many companies already have in place elements of process security that can be integrated readily into an overall program Services Offered ECOMAN assists clients in designing and implementing process security management programs.     ECOMAN has developed and published approaches for threat and vulnerability analysis. We have developed templates for use with ECOMAN's software PHAWorks to perform vulnerability analyses. Threat analysis is the rst step in risk assessment for deliberate acts. It is used to identify the sources and types of threats and their likelihood. Once specic threats have been identied, vulnerability analysis is used to identify threat scenarios, i.e. how threats could be realized. The results of the analyses are used to assist in making decisions on the levels of safeguards and secure guards that are needed. This includes consideration of: Prevention Inherent safety/security Process design Site security Controls Threat analysis considers the motivations and capabilities of adversaries and facility security factors are rated to develop a threat prole. Plants and processes are divided into sectors and each credible threat within each sector is considered. Vulnerabilities are identied by the team brainstorming ways barriers can be penetrated and process containment breached. Facility Siting: ECOMAN can help ensure your PHAs address facility siting to meet OSHA's expectations and requirements. We can also conduct a stand-alone Facility Siting Analysis (FSA) for your facility or individual process areas to provide a more thorough analysis. Such a study focuses on facility siting issues alone, which helps ensure that facility siting issues are addressed properly and are not overlooked. Results of a standalone FSA can be referenced during a subsequent PHA study. Issues covered in a Facility Siting Analysis include: Identifying hazard scenarios that could have signicant effects on occupied buildings Identifying vulnerable locations of control rooms, and other buildings that may be occupied by people Spacing of process units Spacing between equipment and employees in occupied buildings, and equipment and potential ignition sources Domino effects, i.e.: the potential for an incident to propagate from one process area to another separate area Analysis of the ability for an occupied building to provide sheltering-in-place Emergency response issues such as availability of emergency equipment, and the location of re suppression systems ECOMAN presents the ndings of the FSA and facilitates a client team in the generation of

    recommendations for corrective actions. A written report is issued after these team sessions that document the FSA results and the recommendations generated by the team. ECOMAN consultants are experienced in performing FSAs and can assist clients in choosing the best consequence analysis software modeling tools to meet the unique requirements of each project. They understand how to meet applicable good engineering practices (such as API RP 752) and comply with regulatory requirements. Summary of ECOMAN Competency Assurance Process The Five Step ECOMAN Competency Assurance Process may be summarized as follows: Step 1: Prepare Training and Recruitment Strategy At the outset, ECOMAN specialists will work with a client to specify the sustainable development goals of the program, existing resources of the organization, the expected qualications and background of national recruits for the various jobs to be lled, pretesting that will take place, and the manpower needs in terms of numbers and experience. Recruits are typically high school or equivalent graduates. Step 2: Build Competency Models ECOMAN competency specialists, using all available project documents and onsite interviews, prepare a detailed Competency Model for each job for which training will be required. This key step lays the foundation for the entire competency assurance process. The competency models are usually divided into ve categories and four competency performance levels.

    Step 3: Design and Develop Training Programs With competency models in hand the ECOMAN subject matter specialists design the required training programs. Beginning with the identication of the On Job Training (OJT) required to perform job-specic tasks, the training design proceeds to specication of the Specialty Training required as a pre-requisite to OJT (typically classroom or e-Learning, devoted to key areas of Operations, Electricity, Instrumentation and Mechanical Equipment), and continues with the Foundation Training required to prepare the trainee for Specialty Training (Physics, Chemistry, Mechanical Drawing). Finally, Technical English Language training, if necessary, is specied. Health, Safety and Environmental practices and Soft Skills are incorporated into all the training as appropriate. Training Resources: After the training design has been completed, the appropriate testing and training materials are specied and either developed or purchased. ECOMAN has a substantial database of training materials for many industrial, oil and gas facilities, which makes this phase easier to complete. Step 4: Implement Training Training of new recruits takes place in reverse order of the way in which training is designed. It begins with Technical English Language, as necessary, and then proceeds in order to Foundation Training, Specialty Training and On-Job Training. Assessments take place throughout the training and certicates, including City and Guilds certication, if requested, are issued at key stages of the training to each successful candidate. ECOMAN strongly recommends that employees be mentored during the rst six months on the job by an ECOMAN specialist with the aim of bringing the employees to full performance in a short period of time. During this Integration Training each mentor is able to handle about 10 new employees.

    Step 5: Competency Assessment of New and Experienced Personnel Assessment of New Recruits: Approximately one year after the completion of training, when the new employee has settled into the job and built a level of condence, the rst competency assessment takes place. First line supervisors, after attending an ECOMAN competency assessment workshop, perform this individual assessment. This evaluation determines whether an employee is fully competent to perform the job or has certain competency gaps that require further training. It is good practice for a third party, often ECOMAN, to audit the work of the rst line supervisors to verify its accuracy and objectivity. The full process, including competency assessment and audit is shown on the left. Assessment and Training of Experienced/Existing Personnel: Experienced recruits and existing employees should undergo a competency assessment at the earliest possible date to determine whether they are fully competent or require further training to remedy any competency gaps. Following competency assessment and gap identication, a gap elimination training matrix is identied for each individual at the operating facility. Annual Competency Assessments, Audits and Certicates of Competency Competency assessments are typically performed annually to determine whether an employee has overcome their identied competency gaps. A Certicate of Competency is issued by ECOMAN after an audit conrms that an employee is competent to perform a given job. This certicate assures the company that the employee is competent to perform that job. Of course, if an employee is promoted to a new position, the competency assessment begins again for the new job.
