Message from the Executives EDF-Lao wants to extend a warm thank you to our thousands of donors. To all the individuals, companies, foundations, and organizations, we want to thank you from the bottom of our hearts in helping strive for equal education for all. Thank you for sending our children of the future to school and creating a better life for themselves, their families and lastly to better theirs/ours communities. Thanks to donors like you, EDF-Lao is able to make a difference in improving educations in the rural areas. Your financial support helps us continue in our mission and we hope your support will continue in the future.

Due to your continuous supports, after 15 years of working in the field of education for the under privileged and remote areas, we have been regarded highly success in contribution to the education development in Lao P.D.R. The education has been significantly improved. More than 90% of school age children enroll in primary education. On the other hand, improving the education quality is remain challenging.

As a matter of fact, it is hurt to view that just about half of the children continue to enroll after primary school, this mainly due to distance from homes to available existing secondary schools, shortage schooling materials, the needs of labor to support the family farm works and lack of awareness of importance toward education. As consequence, Laos will continue facing the shortage of skilled work force to develop the country despite the rich natural resources.

Respond to the changing, from 2012 EDF-Lao broaden our mission toward the secondary education level which is part of basic education. Your contribution to the Scholarship program and school construction program will enable the children at risks to be able to access to secondary education and to learn in better and attracting environment schools. While the others programs aim at improvement of quality of the Lao education; the programs such as Library, Teacher Training in various levels and Textbooks developments.

2012 is the year of challenges but also the first time we received financial supports from individuals, companies and organization in Laos where it generated almost 7% of the fund to EDF-Lao for fiscal year 2012. This might be the sign of the improvement of social economics situation in the country, whiles EDF-Lao has been more recognized for its devotion and social works.

Looking into the future, we hope to see the continuous contributions from both abroad and in-country. This enables EDF-Lao to increase its missions especially to emphasize the increase in number of secondary students. Being educated is definitely the way to alleviate the chronic poverty for individuals, families and communities.

EDF’s project since 1997 In 1997, Scholarship (SLS) was EDF-Lao’s first program that was operated in

Khammouan and Sekong provinces ,from 70 scholarships grants in 4 schools of 2 provinces, the program expanded to Savannakhet and Saravan in 2001, 2002 respectively, where then these provinces became our first priority areas. More than 68,594 students in 392 schools in these four provinces directly benefited from the program.

EDF has grown from having one program to now more than 8 programs. These were developed in order to respond to the local community’s needs and requirements. The following programs are: School construction (Kato Project), Library, Donor study trip, Rural Ethnic Teacher Training (RET), Book to school (BTOs) and Promoting School Lunch (Urakami project).

Ms. Duang Phet

Came from an under privilege background but with the help of RET, Duang is now the Deputy Director of Darchuang Lower Secondary School in Darkchuang District, Sekong province.

“My hometown Darkchuang is one of the poorest districts in Laos. Darkchuang is mostly mountainous with the roads being difficult to access and navigate. There are also a lack of many facilities and assistance from the district. For example, lack of schools and unavailable textbooks and even teachers. Most of the people come from poor family. Their parents can’t afford to send their children to school so the children follows in their footsteps, working in the family business, working in the field, especially for girls.

Becoming a teacher in my village is my childhood dream. I am very appreciative to the project from EDF-Lao as well as the donor who have been supporting EDF. They have given me this valuable chance, for a young poor woman like me, to accomplish my dream and become a teacher in my village so that I can educate other poor children in my village and give them hope”.

“I received EDF-Lao’s scholarship when I was in Grade 3. As a girl growing up on the farm my family thinks that there is nothing better to do than doing farm work. If I hadn’t been given the opportunity from EDF-Lao Scholarship Program, I wouldn’t think that education was so important to me. My life would be different if I didn’t get help from EDF. After completion of Primary school, I might have ended up working long days in the rice field like other girls in my village instead of undertaking the further education. I want to express my deeply thanks to EDF and donor to give me such a great opportunity to study”

Library Project

Ms. Phouthon Xayadeth ( 50 years old) Hometown: Kaysone District, Savannakhet Province Library project PES’s coordinator, Savannakhet Provincial Education Service and sport. “The lack of reading books is common in schools in Savannakhet, especially rural remote area. After the library

box was supported, I found that students spend most of their leisure time reading books; some even borrow books to read at home instead of just hurrying back home to help the family after school. Moreover, the book is also engaging to both teacher and students, doing and reading activates together. Your help isn’t just only a library box itself but it likes giving our children a wisdom centre as well, thank you very much for your generous support”.

EDF-Lao Scholarship (known as Darunee fund) was initiated in 1997 in Khammouan and Sekong provinces. Scholarships were rewarded to 70 underprivileged primary students in rural schools of 4 districts in the two provinces

above. The project was then expanded to Savannakhet and Saravan in 2002, due to the high demand of scholarship support in rural remote area.

The aim of the program is to promote and widen educational opportunities to underprivileged students with the hope that they would continue studying until completing primary and lower secondary school. The project provides grants to scholar by:

1. Purchasing schooling necessary material such as: uniforms and learning materials to scholars.

2. Transferring grant to scholar’s account, new system under the corporation between EDF-Lao and Lao Development Bank in order to make the process more efficiency.

Objectives:

promoting and widening opportunities for children to access primary and secondary education in rural areas by: - providing scholarships to underprivileged

students studying in primary schools (P3-P5), and those studying in lower secondary school (M1-M3)

- providing students material to encourage children to go to primary school level

- providing school materials and teaching materials to target primary and lower secondary schools

Since 1997, the program has extended and now covers 392 targeted schools (including 121 Lower Secondary School) in 24 Districts of Khammouan, Savannakhet, Saravan and Sekong Provinces. In 2012, more than 4000 scholarships were provided to

Library project has launched since 1999, the project aims to respond to the shortage of basic learning materials in rural areas by providing 1). the library box-- The box is

designed to keep books securely and can be move from one place to another holding about 150 different kinds of books which includes pictorial story, comic and other necessarily reading material suited for primary and secondary school level. 2). bag--The bag made from lasting fabric and can hang on wall, and lastly 3). library room-- Library room is renovated or built to be the learning center source for the students, teacher as well as the community. Renovation and construction for the disadvantage schools where most of school received are those that there is no library room or space to accommodate reading books.

Up to the present day, 15 library rooms was renovated with various kind of books and full set of equipped furniture, 1 library room was built and 695 library boxes was provided to the Primary and Secondary school within 4 southern provinces. And this year 2012, 1 library room has been completely constructed with the support and donation from NASVIA (Niigata Association of Student Volunteers for International Aid), and 220 library boxes donated from internal and oversea.

School Construction (Known as: KATO Project), is honored to Prof. Takahisa Kato, a Japanese architecter who voluntarily designed the school structure. The structure of the school building is mainly constituted of tropical hardwood and interlocking block. The grant was provided for the construction of a 6-room primary school building and full set of furniture with each comfortable air conditioned room. This makes the school unique and different from other ordinary primary schools constructed by other organizations in Lao PDR.

Lao government has a vision on providing many important policies to develop education in rural areas but Lao country still lack of standard Primary school buildings in the rural area. The KATO Project has had been one hand to respond to Lao government policies and this construction Project can actually alleviate the insufficiencies of standard Primary school buildings in rural area of country.

The main tasks of the program response as following: - To improve school facility by a modern comfortable 6 rooms of primary school

building with full set of furniture for rural villages or remote communities. - To increase enrollment rate of all school-age children in rural villages and

communities. - To reduce drop-out rate of rural primary school students. - To encourage and facilitate teachers’ teaching and students’ learning and creativity.

From 1998-2012, 35 school buildings has completely been constructed. There’re more than 5,950 students in 85 villages of Khammouan, Savannakhet, Saravan and Sekong provinces whom directly benefitted from the program.

“Teacher Training at Master Degree Level (TTM)” has launched since 2004. The project provides awards to Laotian teachers around the country to continue their master degree at Khon Kaen University, Thailand focusing in 4 main major’s subjects: Mathematics, Physics, Chemistry and Biology. The project focus on the development of capable and experienced human resources with strong contents and analysis to utilize new skills and methodology to develop teaching methods such as teaching plan writing, teaching instrument and teaching assessment creation in actual condition of Lao PDR.

The project sets out the final goal to develop the suitable teaching material (lesson plan) consistent to the contents of textbooks for Laotian teachers, and improve them continuously. We will reach this goal after processing the following two phases.

Phase 1: cultivates the Laotian experts in education who are dedicated in research on education development

Phase 2: establishes the organization that is dedicated in developing and promoting the development of quality teaching and learning material.

Since the project has run, it has successfully built up 23 capable and skillful scholars for the project. 17 scholars has successfully completed academic study and presently contributing in the education development field in government sector, while the other 1, 4 scholars are expecting to complete in 2013, 2014, 2015 respectively.

As the project highly benefits contributing elaboration of building competence teachers for Lao government’s sectors, the project is continuously building 4 capable Mathematics pedagogic personnel in year 2013.

Donor Trip Project has been initiated since 1999.The project is an intermediary to provide necessary information and good opportunity for visitors (EDF group’s donor & non-donor) to be acquainted with the projects implementated by EDF-Lao, as well as to greatly understand the current situation of education in Laos by guiding them to the project sites (targeted schools & villages) which latterly lead to scholarship contributions and assistance support.

For this year 2012, 6 trips have been achieved and 3 trips will be held in February and March 2013. Our highlights of the year 2012 in brief can be shown as follow:

1. Fujistu Labor Union, the worker union of Fujistu FSAS Inc, a well known information technology and technical support services company in Japan, celebrated its 10 years anniversary of education development in supporting Lao PDR by holding a trip visit to the target villages and schools where they’ve been supporting.

2. Inabe Lion Club, EDF-Lao continuance supported group’s donor, celebrated 10 years anniversary of establishment of its group by holding the trip visit to Khamhae primary school, where they supported for construction

fund.

3. Mr. Hibino Katsuhiko, famous Japanese artists, in collaboration with EDF-Japan, EDF-Lao and sponsorship from Pentel Co.LTD, organized a painting workshop for Primary school students at Phontoum Primary school, Savannakeht province during his visit. The workshop received high appraised from students, teachers and publicity.

4. EDF-Lao, in collaboration with HIS, the biggest tourist company in Japan, organized a meaningful volunteer trip to Nayawai primary school, Khammouan province and held several activities such as: teaching hygiene, school facility maintenance and repair. Participants were much enjoyed and had a better understanding of EDF-Lao’s

project as well as education situation in Lao PDR.

The shortage of teachers has been the most concerning for education in Laos especially in the remote and minority ethnic areas. Teachers often have 60 students and teaching various age groups.

Laos is a multiethnic country with 49 grouping, each having their own spoken languages. Ethnic language has been a major barrier that teachers from city low-land could not retain in their areas. The shortage of teachers in these areas remains very high, moreover, due to the lack of local teachers, the majority of ethnic children drops out from Primary school for reasons such as not being able to speak, write or understand the language therefore having difficulty in school.(not being able to understand the content taught in school and/or keeping up with the lessons).

The project aims to reduce the shortage of teachers in rural remote areas especially in the minority ethnic areas by providing scholarships to secondary graduate students from ethnic groups to study pedagogy course at Teacher Training College (TTC). After completion, all the graduates will become either primary school or secondary school teachers and return to their villages to teach. Moreover, the project also plays an important role to assist and support the Lao government’s policy to build up the local ethnic Lao’s teachers.

Since the project has started, 104 competent young teachers have successfully graduated from TTC of Savannaket, Champasak, Sekong and Saravan Province. In 2012, 10 more scholars have successfully graduated.

TTC’s Course system:

11+2 : (5,3,3+2 ) represents 5,3,3 years of Primary, Lower Secondary and Upper secondary School year of education respectively and plus 2 years additional study at TTC . All the graduation becomes Primary school teachers.

11+3: (5,3,3+3 ) represents 5,3,3 years of Primary, Lower Secondary and Upper secondary School year of education respectively and plus 3 years additional study at TTC . All the graduation becomes either Primary or Lower Secondary school teachers.

11+3(+1): represents 11+3 system and take 1 year additional English Pre-course.

EDF-Lao in cooperation with Research Institute for Education and Sciences (RIES) of Laos, “Book to School" Project is designed to dually address both today’s pressing needs of textbooks and teaching manual shortages, and tomorrow’s needs for improvement of quality teaching and learning tools in the Lao educational setting.

Focusing in the primary level is the first priority; "Book to School" Project provides textbooks for students and teaching manuals for teachers. It also provides research funding towards developing improved textbooks and teaching manuals to create Society of Pedagogy (SOP) in the future.

For Academic Year 2012-2013, Teaching and Learning Quality Improvement in Primary Education Project or“Book to School” Project supported 800 textbook to students in 32 Schools of 4 districts in Sekong Province.

The project is highly successful and beneficial in that it provided sufficient textbook sets and learning materials. The project will continue to support and provide new textbook sets to the underprivileged students in the primary level for the next school year. This will be with the support from internal and external donors.

From a study in 2009 by U.N. World Food Programme (WFP), the food situation in Laos is regarded as an “alarming situation”. The study notes that 85 percent of Laos’s, 5.6 million people, live in remote rural areas, 13 percent of rural households, approximately 84,000 households are "food insecure" at post-harvest time and 50 percent (330,000 households) are at risk of becoming food insecure. The study also indicates the malnutrition among 50 percent of children, in other words approximately 255,000 children are chronically malnourished. Studied showed that the highest number of people who are chronically malnourished occurs among ethnic minority groups and majority of people in rural of Laos, especially in the highland. The malnutrition affects every second child in rural areas. It prevents children from developing to their fullest potential and thus have an effect on their education their future.

Focusing on the problems mentioned above, the Promoting School Lunch in Lao project is initiated by EDF-International, a support from Urakami Foundation. The project aims to respond to malnutrition problems in children and aims to support three schools in Lao to start free lunch program and agriculture activities.

The project is implementing in Phonsay Primary School of Thakhak District, Hadxiengdy Primary and Junior High School of Nongbok District, Khammouane Province with total amount of 610 beneficiaries students. The objectives of the project are:

1. Solve malnutrition among children in Lao by providing a free lunch.

2. Encourage children to attend schools. 3. Promote knowledge and vocational skills

through agriculture activities and cooking. 4. Promote the school’s self-reliance and projects’ and school’s sustainability. 5. Encourage participation from communities.

The main activities for this project are: (1). Provide fund for lunch for free to students

and students have to bring cooked rice from home

(2). Provide fund for agriculture activities must be able to generate products during the school and products can be used as ingredients for the school lunch program or sold in the local market as well as provide agriculture skills for students.

(3). Together with providing lunch, promote health campaign as it is very important to educate children about nutrition, hygiene and sanitation

Achievement during the first year from Sept-Dec 2012 - 19 lunch meals have been provided to 610 students; 15 meals are left and will continue to provide meals until May 2013 (budget for lunch meal is 4,000 kip/head/meal). - There is 137 kilogram of vegetables use as the lunch Ingredients with the value of 556, 0000 kip. - There are 250 kilograms of vegetables selling at the value of 1,350,000 kip. - Raised 1,300 catfishes and 18 chickens - Health campaign on hands washing and teeth brushing have been carried out for students at the target schools

The Supporting Community Initiatives for Primary Education Development (CIED) has been supporting the target schools/districts of Sekong, Salavan, Savannakhet and Champasack provinces to improve access to primary education based on each School Implementation Plan formulated by the communities themselves.

The objectives of the project are: - Children aged 6-10 years have to enroll and

complete primary school (Net Enrollment Rate and Net Intake Rate are 98 percent up)

- Repetition rate will be reduced lower than 10 percent and dropout rate lower than 1 percent

- Village Education Development Community (VEDC) is able to initiatiate school improvement plan by themselves.

EDF Lao was recruited for the project implementation of Community Initiative for Education Development (CIED) Phase 1 in Sekong and Attapeu provinces from 2007-2011. For CIED Phase 2, EDF Lao was again selected as an organization for project implementation and sub-trainer to assist core trainers from Provincial Education Service and District Education Bureau of Sekong, Salavan and Savannakhet provinces. EDF Lao was selected to assist for four more years (2012-2016) in order to support them to succeed their purpose of education development.
