What is EDFacts? EDFacts is a U. S. Department of Education (ED) initiative to collect, analyze, report on and promote the use of high-quality, kindergarten through grade 12 (K–12) performance data for use in education planning, policymaking, and management and budget decision-making to improve outcomes for students. EDFacts centralizes data provided by state education agencies (SEAs), local education agencies (LEAs), and schools, and provides users with the ability to easily analyze and report on submitted data. This initiative has significantly reduced the reporting burden for state and local data producers, and has streamlined data collection, analysis and reporting functions at the federal, state and local levels.

What are the purposes of EDFacts? Collect and report robust, timely and accurate K–12 data for improved education planning, policymaking, management and outcomes.

Reduce the data burden for states, districts and schools, and streamline data processes at the federal, state, district and school levels.

Encourage data usage by providing SEAs and ED users with analytical and reporting tools to produce preformatted and user-defined data reports.

Offer technical resources and assistance to support data providers and data users.

What are the key things to know about data in EDFacts?

EDFacts does not collect individual student or staff-level information. All information provided to EDFacts is aggregated – often by categories such as grade level. Although some of the data may contain small numbers, none of the information is linked to specific students or staff members. In submitting data to EDFacts, SEAs cannot suppress the data in small data cells except as specifically authorized by federal statute.

Data are collected from multiple sources. Most data are collected through the EDEN Submission System (ESS). The ESS collects files submitted electronically by SEAs. Most metadata (e.g., information to explain the data in EDFacts, such as state proficiency levels) are collected through the web-based system, EDFacts Metadata and Process System (EMAPS). Data for the Civil Rights Data Collection (CRDC) are collected through a separate web-based survey tool.

Data are reported for a specific period of time (i.e. the “Reporting Period”). For example, the “student membership” data are reported for October 1 while “MEP students served 12-month” data are reported for the period of September 1 through August 31.

Data are associated with the school year of performance. For example, the student membership data for October 1, 2012 are associated with school year (SY) 2012-13 since the membership table data represent the beginning counts of students for the school year. Data for September 1, 2012 through August 31, 2013 are associated with SY2012-13 since the program year most closely aligns with the SY2012-13.

What are the EDFacts data analysis and reporting tools?

To encourage increased data usage, EDFacts data analysis and reporting tools permit licensed users to access, analyze and report on education data in the EDFacts family of data sources. Two kinds of reporting options are currently available: preformatted report and user-defined or ad hoc reports. SEAs currently have access to preformatted reports for data they provide to ED. ED staff have access to preformatted and user-defined reports to provide information supporting the needs of the secretary of education, senior leadership and administrative and program offices.

What data are available through EDFacts?

EDFacts coordinates data from multiple data sources, providing information on students, schools, staff, services and education outcomes at the state, district and school levels for grades K–12. The family of EDFacts data sources includes data collections that were previously coordinated by program offices and now are collected by EDFacts or are currently being migrated into the larger EDFacts collection. These include:

EDFacts State Data Collection – SEAs submit education performance data for grades K–12 on approximately 180 data groups (each group

includes several data elements that are logically connected) at the state, district and school levels to the U.S. Department of Education. EDFacts data include information on adequate yearly progress, state performance assessments, highly qualified teachers, public school choice, supplemental educational services options and graduation rates, among other topics. Disaggregated data are also available by student subgroups.

Common Core of Data (CCD- Nonfiscal) – The CCD- Nonfiscal survey became part of the EDFacts data collection in SY 2006–07. SEAs

submit non-fiscal information about all public schools, school districts and state education agencies, including state, district and school contact information, as well as descriptive data on students and staff.

Consolidated State Performance Report – The Consolidated State Performance Report (CSPR) includes data from SEAs that track progress

in implementing the Elementary and Secondary Education Act (ESEA). CSPR data include information on adequate yearly progress, state performance assessments, highly qualified teachers, and public school choice and supplemental educational services options. Disaggregated demographic data are available for limited English proficient students, students with disabilities, and students in high- and low-poverty schools.

Individuals with Disabilities Education Act Data Collection – The Individuals with Disabilities Education Act (IDEA) data collected by

SEAs approved to send IDEA data to the EDEN Submission System include information on special education child counts (for demographic and disability categories), exiting, and the education environment in which students are served. These data are available at the state and district levels.

Civil Rights Data Collection – The Civil Rights Data Collection (CRDC) provides data from approximately 6,000 school districts on key

education and civil rights issues in our nation's public schools. Information is collected on enrollment, educational services, Advanced Placement, discipline, athletics, single-sex classes, and testing to determine promotion and graduation. Data from the CRDC are disaggregated by race/ethnicity, sex, limited English proficiency and disability category.

Electronic Application System for Indian Education – The Electronic Application System for Indian Education (EASIE) permits eligible

LEAs to apply for funds under the Indian Education Formula Grant Program, Title VII of ESEA. Staff in the Office of Indian Education review and approve applications through EASIE. Data collected through EASIE include objectives for the applicant district's project, services to be offered under the project, the number of Indian students served, student proficiency results on state assessments, attendance and graduation rates for Indian students, professional development offered with project funding, and project budget by category.

EDFacts maintains directories of the education units at the SEA, LEA, and school levels in each of the 50 states, DC, PR, the outlying areas (e.g.,

American Samoa, Guam, Northern Marianas, and the U.S. Virgin Islands), Department of Defense Education Activity (DoDEA), and the Bureau of

Indian Education (BIE). Each education unit has unique identifiers (e.g., name, identification numbers, location), contact information (e.g.,

addresses, phone numbers, Web sites), and descriptive information.

SIG – SCHOOL IMPROVEMENT GRANTS

The School Improvement Grants (SIG) program authorized under section 1003(g) of Title I of the ESEA requires 18 metrics for Tier I and Tier II

schools that implemented one of the four required school intervention models and were served with SIG funds during the school year for which the

SEA is reporting. The final requirements for the SIG program define Tier I and Tier II schools and the four school intervention models. Some of

the data used in the metrics will come from the data collected through ESS specifically for SIG (see below) and some of the data will come from

data already reported for other purposes, such as for other provisions within ESEA, the Common Core of Data and Race to the Top .

Also, for the purposes of the FY2009 SIG funds, baseline data (i.e., school year (SY) 2009-10 data) will be collected for Tier I and Tier II schools

that implemented the restart, transformation, or turnaround model in SY 2010-11 and were served with SIG funds, to the extent that these data

are available to the SEA. By October 31, 2010, each SEA that received FY 2009 SIG funds will submit a plan indicating the data for which the SEA

will have school year (SY) 2009-10 data available. The deadline for submitting the baseline data into EDFacts will be January 31, 2011. In

addition, for Tier I and Tier II schools that will begin implementing the restart, transformation, or turnaround model in SY 2011-12, ED expects that

all SEAs will be able to enter baseline data from SY 2010-11 for these schools into EDFacts by January 31, 2012.

These data are collected to monitor and report performance on programs and activities supported by ESEA, as amended. Section 9101(23) of the

ESEA defines the term “highly qualified.” The definition can be found at: http://www.ed.gov/policy/elsec/leg/esea02/pg107.html#sec9101. Core

academic subjects are English, Reading/Language Arts, mathematics, science, foreign languages, civics and government, economics, arts, history,

and geography. While the statute includes the arts in the core academic subjects, it does not specify which of the arts are core academic subjects;

therefore, states must make this determination.
