Hong Kong star Aaron Kwok opened this year’s Busan International Film Festival for a mere 500,000 won, or $465, according to Yang Heon Kyu, who oversees the festival’s budget. In 2012, Chinese actress Tang Wei accepted the same amount.

The goodwill from big-name stars is one indi-cation of how important Busan has become to the Asian film industry in less than two decades.

It is not just actors. Lee Chang-dong, whose “Poetry” won best screenplay at the 2010 Cannes Film Festival, is receiving 1 million won ($928) to serve as dean of the festival’s 18-day training academy for novice filmmakers. Other veteran filmmak-ers received 300,000 won ($278) or less for teaching.

“The dean has to buy dinner for students,” said Yang, explaining why the pay is higher. China’s Jia Zhang-ke and Iran’s Abbas Ki-arostami are among acclaimed filmmakers who have taught at Busan in past years.

The festival also has nearly 900 volun-teers to assist audiences, screen movies,

sell tickets and ensure subtitles are in place while getting paid less than $10 a day during the 10-day festival. Volunteers are a staple of film festivals around the world, though the sheer number of them at Busan is unusual.

“There’s almost no film festivals with so many volunteers like here,” said Kim Ji-seok, the festi-val’s executive programmer.

The festival in Busan, South Korea’s second-largest city, is one of the most important events in the Asian film industry, drawing more than 200,000 visitors last year. China and Japan are the world’s second- and third-biggest film markets, and South Korean entertainers are regional superstars, height-ening international interest in the festival.

NEW YORK — Miley Cyrus says she’s not sure she’ll make up with Sinead O’Connor after the back and forth drama between the singers. When asked in an interview Tuesday if she and the 46-year-old performer would kiss and make up, Cyrus replied with: “I don’t know. Are we supposed to kiss?”

Cyrus made the comments in New York when meeting fans at a CD signing for her new album, “Bangerz,” released Tuesday.

The drama launched last week when the Irish chanteuse warned the young singer to avoid being sexually exploited by the music industry. The first open letter came after Cyrus said her “Wreck-ing Ball” video, where she is nude and licks a sledgehammer, was inspired by O’Connor’s famous “Nothing Compares 2 U.”

Cyrus responded on Twitter by men-tioning O’Connor’s struggles with bipolar disorder and compared the singer-songwriter to troubled actress Amanda Bynes, who has been treated in a psychiatric hospital.

The feud between the performers continued Tuesday when O’Connor published a fourth open letter to Cyrus,

asking for an apology. The “We Can’t Stop” singer was

all smiles as she thanked the hundreds of fans at Planet Hollywood for buy-ing and listening to her new album. “Bangerz” features Britney Spears,

Pharrell, will.i.am and others.“It’s so rad to see all my fans out here.

I’ve been trying to keep this music a secret for a year, so now that it’s bump-ing on the speakers it feels so good,” she said.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Tabanan (Bali Post)—

A tragic accident afflicted Alexandra Garce, 29, a tourist from Atlanta, Georgia, the USA, on Monday (Oct 7). This foreign woman was dead after being hit by a trailer at the deadly track of Denpasar-Gilimanuk, precisely at Bantas Tengah Kaja hamlet, Den-bantas village, East Selemadeg. The victim died instantly at the scene. Her body was commended in Tabanan Hospital.

The deadly accident happened

around 12:00 a.m. when the victim was riding a Honda Vario motorcycle with license plate DK 2232 BT from Denpasar direc-tion. At the same time, a Yamaha Mio motorcycle with license plate DK 2653 HM also drove ridden by I Ketut Suardiana, 50, from West Selemadeg. When she was riding, a motorist in front of her suddenly fell. Thus, the victim immediately braked.

Unluckily, the trailer truck driving from the rear had no time to brake. As a result, the muzzle

of trailer driven by Samsul Ari-fin, 59, from Banyuwangi, East Java, crashed the victim’s body. Due to strong hit, the victim’s body was dragged and wedged by mysterious truck in front of her. Victim’s head hit the pavement, and then died. While the body of Mio motorist was bounced onto the street. The man only got minor injuries. When rescued by local residents, his condition was still unconscious and then rushed to Tabanan Hospital.

Such accident drew the atten-

tion of residents. They thronged to location and then evacuating the victim’s body to road side. Police receiving the report im-mediately arrived at the scene a few minutes later. The victim’s body was transported to the morgue. The accident had been handled by Traffic Affairs Sec-tion of Police Tabanan. “We’re still making a crime scene inves-tigation to ascertain the trigger of accident,” said Chief of Tabanan Police Traffic Affairs, Ni Putu Utariani, with permission from

Tabanan Police Chief. Police also arrested the trailer driver for questioning.

The collision could interrupt the traffic flow. Moreover, the traffic flow was fairly crowded at the time of accident. It returned to normal after the victim’s body was evacuated to hospital. As observation of Bali Post in hospital, none of the victim’s relatives looked to come to the morgue. Similarly, the victim was unknown where to go and where she lived in Bali. (kmb30)

All this time, Bali often hosts various international events, start-ing from the ASEAN Summit, Miss World and the recent APEC Summit. Great reputation of Bali is often featured in the eyes of the world community. However, behind it, the threat of pollution caused by plastic waste has not got adequate attention.

“We were very surprised and concerned with the amount of plastic waste scattered around the great temples in Bali. It needs a real and continuous action to clean up plastic waste from the sancti-fied places in Bali,” said a plastic waste activist from the Bhakti Bhumi Bali, Moeliono, in a limited discussion of Bali Post taking the theme “Plastic Waste, Time Bomb for Bali,” Friday (Oct 4).

Aside from Moeliono, other par-ticipants being present in the discus-sion were Secretary of the Denpasar Sanitation and Landscaping Agency (DKP) Dewa Sayoga, practitioner of plastic recycling plant from Empiro Palet Bali (EPB) Tabanan Agung Ngurah Agung, Head of Bali Organic Association (BOA) Dr. Luh Kartini, operator of waste bank Nyoman Su-tama and Pradnya Karyawan.

Rammed by trailer, an American tourist killed

Plastic waste as a time bomb for BaliBALI as a world tourist destination still has many problems

having not been properly resolved. One of them is waste prob-lem, particularly the plastic waste. Actually, the impact caused by plastic waste is large enough. Aside from health problem, the environmental pollution due to plastic waste cannot be un-derestimated. Meanwhile, the leaders in this country have not been able to make significant policies for reduction of plastic waste around us. Similar problem also overwhelms Bali. What about the handling?

Moeliono said that commitment of Bali government to address plas-tic waste problem was not optimal. Even, the tagline Bali Clean and Green launched a few years ago remained obscure or not more than just a discourse. There had been no concrete measures that could change people’s behavior to keep Bali free from plastic waste. As a result, the plastic waste was still commonly found in places that should be free from plastic waste.

For instance, said Moeliono, plastic waste scattered at a number of sad khayangan temples he ever visited. Admittedly, the innermost courtyard of temple had indeed been clean. However, condition around the temple was different whereas the temple area as sacred place should be free from waste, both in the innermost courtyard and out-side the compound wall. “We have climbed to Lempuyang Temple, Karangasem, for several times. The condition was very alarming where we encountered a lot of plastic waste around the temple. Finally, we col-lected it and took it down. We did it as worried about the hazards of plastic waste to our environment and humans,” he said.

He considered the government had not given proper education on the awareness of plastic waste haz-ards. As evidence, a few people still burned plastic waste haphazardly. Even, the dioxin gas generated by the burning of plastic waste was quite hazardous to health. “We do hope the government could include the handling and waste manage-ment in the school curriculum, particularly at elementary school,”

invoked Moeliono. The lack of public awareness

of plastic waste management was also recognized by Agung Ngurah Agung. This operator of EPB Ta-banan recognized the public inter-est to sort out the rubbish had not been growing well. It still needed encouragement in the effort to increase their awareness and role to sort plastic waste from the other organic waste.

Agung said that so far his party had been processing plastic waste (plastic bags). Actually his party required at least 20 tons of plastic bags per day. However, at the mo-ment he could just meet 1 ton per month. It indicated that people’s awareness to sort out the waste needed to be improved. “Originally, we process this by teaming up with friends who were concerned with plastic waste,” he said. (ara)

Bali PostDENPASAR - The APEC Sum-

mit in Nusa Dua is no doubt to have increasingly boosted the reputa-tion of Bali in the international community. Bali has no longer only belonged to the people of Bali and Indonesia, but it has also been felt by people throughout the world. They admire the beauty and uniqueness of Bali with the strength of sublime culture. How-ever, the world leaders are not only expected to visit and admire Bali with a bunch of praises, but they are also expected to maintain and preserve the environment and Bali-nese human upholding the Tri Hita Karana (harmony of human, nature and the Creator) concept.

“Bali has indeed already been very global and is even considered to have belonged to the world. So, through the APEC Summit, Bali must have more values and posi-tions. World leaders should also keep Bali especially in terms of the environment,” said spatial analyst from the Udayana University, Dr. Putu Rumawan Salain, in Den-pasar, Tuesday (Oct 8).

Further, Rumawan known to be industrious and consistently struggling for the spatial arrange-ment of Bali said when Bali had become a barometer and storefront of Indonesia and the world all eyes and attention of the world would be directed at Bali. It was a blessing but on the other hand containing a

huge risk. Any minor disturbance against the safety or environmental destruction occurred in Bali would be heard by international commu-nity so that it drew the attention of the world. “If the environmental damage continues to occur in Bali, it will discredit us,” he said.

He did not dismiss if the envi-ronment of Bali faced many threats and the damage was increasingly severe. Many provisions in the Re-gional Bylaw (Perda) No. 15/2009 on the Bali Provincial Spatial Plan (RTRWP) were infringed so the spatial arrangement of Bali was in shambles, such as the Benoa Bay reclamation plan and inclusion of Besakih in the National Tourism Strategic Area (KSPN). “Violation

against spatial arrangement widely happens. Environmental damage is also getting more severe. Thus, we and the leader of Bali must begin to introspect. Do not let the leader misapply the aspect in the develop-ment of Bali,” he said.

Moreover, added Rumawan, the values of local wisdom of Bali namely the Tri Hita Karana became a universal value and was recognized internationally in the context of sustainable develop-ment. Whether liking or dislik-ing, Bali should be able to give examples on the implementation of Tri Hita Karana lest the leader of Bali harmed and betrayed the Tri Hita Karana philosophy, for example by issuing a policy on

the environmental exploitation. If the environment of Bali was disturbed, Balinese people were also disturbed and ultimately the relationship to the Creator would also be disrupted. Ultimately, the order of Tri Hita Karana philoso-phy echoed over the years would mean nothing.

“The leader of Bali must consis-tently apply the Tri Hita Karana in any development in Bali. We will feel ashamed if the Tri Hita Karana has been recognized by the world but we are not able to implement it well,” he said while hoping Balinese people to make the Tri Hita Karana an ‘ideology’ as the national ideology of Pancasila. China has officially received the role of APEC chairmanship for 2014, and the administration in Beijing is expected to prepare the necessary infrastructure de-velopment to support the event.

President Susilo Bambang Yudhoyono, upon announcing the results of the APEC summit from Oct. 1 to 8, said the APEC leaders’ commitment to achiev-ing the Bogor Goals formulated at the APEC summit in Bogor, West Java, in 1994 was in line with Indonesia’s involvement in and readiness to pursue open op-portunities.

“Through long discussions, we have agreed on a number of strategic points. We have a com-mon view that all APEC econo-mies must be able to enjoy equal benefits from APEC economic cooperation,” he confirmed.

The Bogor Goals have become the main issue on the agenda at the APEC 2013 summit in Bali.

Leaders of the APEC member economies announced on Tues-day their endorsement for the Bali Declaration, which contains a commitment towards achieving greater trade liberalization, infra-structure development and people to people contact in the region.

According to a document re-ceived by Antara, APEC leaders said they recognize that trade and investment are critical to the creation of better quality jobs and increased prosperity of the

people.“We have reiterated our com-

mitment towards upholding APEC’s role in achieving the Bogor Goals of free and open trade and investment by 2020,” the declaration stated.

In terms of infrastructure development , APEC leaders agreed to cooperate in develop-ing, maintaining and renewing physical infrastructure through a multi-year Plan on Infrastructure Development and Investment.

The Plan will assist APEC economies in improving in-vestment climate, promoting public-private partnerships, and enhancing government capacity and coordination in preparing, planning, prioritizing, structur-ing and executing infrastructure projects.

As a first step under the Plan, leaders agreed to establish an APEC Experts Advisory Panel and a pilot Public Private Partner-ship (PPP) Center in Indonesia and encourage efforts to promote the efficient allocation of global capital involving the government, the private sector and interna-tional institutions.

On fostering people to people contact, leaders approved of a target of 1 million intra-APEC university-level students per year by 2020, as well as supporting work that will enhance the mo-bility of students, researchers, and education providers, and

the network of existing bilateral agreements.

The leaders also reiterated their commitment towards work-ing on the Travel Facilitation Ini-tiative as a way to promote tour-ism and facilitate business, by making travel more accessible, convenient and more efficient while also safe and secure.

Another commitment made

by the leaders was their con-tinued support for women and Small and Medium Enterprises’ (SMEs) participation in the re-gion’s economy by creating an enabling environment that would involve providing easier financial access to women entrepreneurs and SMEs, improving ICT train-ing support and access to market and empowering SMEs to expand

into international markets.Earlier, President Susilo Bam-

bang Yudhoyono had stated that APEC member economies must show to the world that they would continue playing a significant role in the global economy.

“I believe that all APEC econ-omies will share the responsibil-ity of living up to these commit-ments,” he said.

The face is the most infamous in this village tucked away in the lush green mountains of southwest China. It’s the face of Kuang Shiying’s 94-year-old mother-in-law — better known as the little old lady who sued her own children for not taking care of her.

The drama that is playing out inside this ramshackle house reflects a wider and increasingly urgent dilemma. The world’s population is aging fast, due to longer life spans and lower birth rates, and there will soon be more old people than young for the first time in history. This demographic about-turn has left families and governments struggling to decide: Who is responsible for the care of the elderly?

A handful of countries, such as India, France and Ukraine, require adult children to financially support their parents, mandating what was once a cultural given. Similar laws are in place in 29 U.S. states, Puerto Rico and most of Canada, though they are little known and rarely enforced be-cause government funds help support the old. In Singapore, parents can sue their adult children for an allowance; those who fail to comply can face six months in jail.

SACRAMENTO, Calif. — A Su-matran tiger underwent surgery at the Sacramento Zoo on Tuesday to remove obstructions caused by stones in its urinary tract.

Surgeons from the University of California, Davis, School of Veterinary Medicine and the zoo began performing the minimally invasive procedure in the early morning. It was expected to be completed by 1 p.m.

Doctors implanted thin, flexible tubes through the cat’s right side that will allow urine to drain from its kidneys to its bladder.

The 15-year-old male tiger named Castro is from Sumatra, an island in

western Indonesia. It has been at the Sacramento Zoo since 1999.

It is one of about 200 Sumatran tigers in zoos around the world. Fewer than 500 are believed to live in the wild.

Harrison Edell, general curator of the Sacramento Zoo, said in a telephone interview that doctors faced several challenges because of the cat’s old age and other medical problems. Earlier this year, Castro was diagnosed with lymphoma, a type of cancer, and is un-dergoing chemotherapy. “A lot of these medical issues are sort of related to one another,” he said.

Pat Bailey, a spokeswoman at UC Davis News Service, said blood tests indicated Castro seemed to be respond-ing well to cancer treatment.

have already sued their children for financial support over the last 15 years. But in December, the govern-ment went further, and amended its elder care law to require that children also support their parents emotion-ally. Children who don’t visit their parents can be taken to court — by mom and dad.

The law pits the expectations of society against the complexities of family and puts courts in the position of regulating the relationship between parent and child. Which then begs the question: How do you legislate love?

Zhang Zefang hardly looks like the vindictive matriarch many assume she must be. A tiny woman with blotchy skin, she stares at visitors through half-blinded eyes.

Zhang is one of about 3,800 people who live in the village of Fusheng, where life seems frozen in a long-ago era. Mothers trudge up steep roads with babies in bamboo baskets strapped to their backs. Farmers bal-ance poles across their shoulders to lug crops over hills and past orange groves. The pace is slow and the at-mosphere placid.

But inside Kuang and Zhang’s home, there is war. Resentment hangs in the air, acrid and sharp like the stench from the urine-filled bucket next to Zhang’s bed. The cluttered

storage space she calls home is as loveless as it is lightless. This is the epicenter of a family feud that erupted amid accusations of lying, of ungratefulness, of abuse and neglect and broken promises.

Zhang wants you to know this: She never wanted to take her children to

court. She never wanted any of this.“I never thought about whether my

kids would take care of me when I was old,” she says. “I just focused on taking care of them.”

Her eyes begin to water. Inside her room, there is no heat to ward off the damp chill, no window to the outside

world. Zhang spends her days alone in the dark, accompanied only by the roaches, the mess and the memories of a life that started out tough and seems destined to end the same way.

She has all the time in the world to tell her side of the story. From the shadows, she begins to speak.

Negara (Bali Post)—

A number of kiosks in the shopping complex behind the Tegalcangkring market were unsold. Of the 14 kiosks provided, only a few units have been taken advantage. The tenants are not charged with rental fee, but they are only obliged to pay the electricity and water bill.

Those kiosks were built a few years ago and posed the asset of Jembrana County. Initially, the kiosk complex was the land of public primary school. However, it was then established with the shopping complex.

Residents in the vicinity of the loca-tion said on Monday (Oct 7) if the kiosks were taken advantage for a clinic when the Jembrana Health Insurance (JKJ) was still implemented. After the clinic was closed, the kiosks were not used any longer. At the moment, only about seven kiosks were used for laundry business, cooperative and work-shop. “Probably, the location is considered less strategic, so it lacks of visitors,” said one of the residents. Since it lacked of tenants,

they were finally not leased and occupied free of charge. Moreover, the building was no longer well maintained.

The Headman of Tegalcangkring, Ida Bagus Eka Ariana, told reporters that the shopping complex indeed belonged to lo-cal government. Previously, it had been managed by the municipality, but since the condition was less maintained, it could not be managed effectively. Lacking of tenants occurred because the location was less strategic. On that account, it was then given free of charge and the occupants were only obliged to pay for the electricity and water bill. According to the headman, before the establishment of the shopping complex, the land was the location of SDN 5 primary school. Indeed, location of the shopping complex was slightly going inward to the office of headman.

“Indeed, it has lacked of tenants since the very beginning, so we expect that there will be a re-arrangement. After that, we consider whether it will be leased or not,” he said. (kmb26)

Gianyar (Bali Post)—

Two first ladies made a visit to Gianyar region on Tuesday (Oct 8). Amid the busy agendas to accompany their husband in the APEC Summit, the Australia’s First Lady Mrs. Abbott made her time to visit children at Ikang Papa Orphanage in Gianyar. On the same day with different time, First Lady Mrs. Ani Yudhoyono also set aside her time to see a collection of animals at the Bali Bird Park, Sukawati.

During her visit to the Ikang Papa Foundation, the First Lady who was also a former child activist was very surprised at the ability of the deaf and dumb children that was good at dancing, painting, sewing and other skills. Upon arriving at the Ikang Papa Foundation, Mrs. Abbott looked so familiar with the orphanage children.

On that occasion, the First Lady was entertained with a dance presented by deaf girls. Even though they could not hear, with the help of hand gestures, they were able to dance like a normal person.

Chairperson of the Ikang Papa Foundation, Ida Ayu Sri Ambari, conveyed her respect because Mrs. Abbott denoting the wife of Prime Minister of Australia was still paying attention to the Ikang Papa Foundation. “During her short visit, the First Lady of Prime Minister highly appreciated the development of children’s facilities including the foundation,” she explained.

Mrs. Abbott was given a souvenir denoting the handicraft made by the handicapped children. Meanwhile, Secretary of Gianyar gov-ernment, IB Adi Gaga Saputra, handed over a souvenir in the form of a Garuda statue on behalf of Gianyar County government.

In the meantime, the First Lady Mrs. Ani Yudhoyono made a visit to Bali Bird Park around 1:00 p.m. She was walking around to look at the animal collections living in the Bali Bird Park. (kmb16)

Bangli (Bali Post)—

Better known for the uniqueness of its cultural traditions, Bali is considered by some lineups to have not received full support from central government. Balinese community seems to be lulled by the world recognition stating that Bali is the only region being ca-pable of maintaining their cultural traditions. It happens because the recognition awarded is not accompanied with funding support from central government.

Chief of Bangli Customary Village Mid-dle Assembly (MMDP), Made Ridjasa, said on Monday (Oct 7) that Bali was the only region that was able to execute the concept of Pancasila and the 1945 Constitution. It was reflected in a number of religious activities practiced having become traditions through generations. Supposedly, central government could support all aspects of Balinese culture related to the cultural traditions existing in Bali. “It happens because Balinese tradi-tion is completely consistent with the 1945 Constitution and Pancasila. Bali consisting

of some 4,320 hamlets entirely implements the Pancasila in accordance with the 1945 Constitution. Necessarily, all aspects of Balinese culture related to cultural traditions existing in Bali are supported by National State Budget (APBN). It must not be put upon regional budget,” said Ridjasa.

According to him, if it could be executed by central government, then Indonesia would turn prosperous. Nevertheless, if Bali was only made for playful object, it could be ascertained that all sectors would be dam-aged. Philosophically, Bali posed an island having the power, and if power disappeared, it could be made sure that everything would be destroyed.

Ridjasa expected the presence of legisla-tors in central government could struggle for it for the sake of Bali. “Why does the state budget not reach the hamlets? What is the Speaker of the House Marzuki Alie doing? What are you doing bro? I do not know why they pay no attention to Bali which clearly has implemented Pancasila in the structured manner,” he added. (ina)

Obama spoke to reporters at the White House a few hours after calling House Speaker John Boehner and urging him to drop demands that the votes be tied to Republican demands for dismantling Obama’s health care law and cutting federal spending.

Republicans “don’t get to demand ransom in exchange for doing their jobs,” Obama said. “They don’t also get to say, you know, unless you give me what the voters rejected in the last election, I’m going to cause a recession.”

The U.S. government has been partially shut for eight days because of Congress’ failure to pass a normally routine temporary spending bill. Obama also wants Congress to extend the government’s borrowing author-ity, warning that if it fails to do so by Oct. 17, the United States will not be able to pay its bills.

Boehner said Obama is demanding that the Republicans surrender the budget and debt limit fight unconditionally, and he insisted that the two sides start negotiating

now on the terms of any budget or debt agreement, saying attaching other measures is a long-held practice.

“What the president said today was if there’s unconditional surrender by Republi-cans, he’ll sit down and talk,” he said. Boeh-ner called for “a conversation” about key issues facing the country: “Not next week. Not next month. The conversation ought to start today.”

Although nothing concrete has been of-fered, House Republicans did float broad hints Tuesday that they might be willing to pass short-term legislation to reopen the government and avert the default in exchange for immediate talks with the Obama admin-istration on reducing deficits and changing the three-year-old health care law.

Caracas - Venezuelan President Nicolas Maduro pressed lawmak-ers for special powers to fight cor-ruption, in a move his rivals fear will lead to them being persecuted for political purposes.

“This is a matter of life or death for the Bolivarian Republic of Venezuela,” Maduro warned in an almost three-hour speech at the National Assembly. “If corruption keeps expanding and perpetuating its destructive capitalist logic, there will be no socialism here,” the elected leftist-populist said.

In addition “I will seek powers to confront the Right Wing’s Eco-nomic War against the People. Vic-tory will be ours!” Maduro tweeted ahead of his marathon speech.

It was not immediately clear how the president would secure support from 99 of 165 lawmakers -- the three-fifths majority needed to pass the broader powers law. He has a majority but it is not that broad.

The new law “will be a vital tool for a political and economic offensive in a New Stage of the Revolution,” a confident Maduro tweeted referring to the govern-ment under him and his predeces-sor, the late Hugo Chavez. Dozens of pro-government activists were marching and cheering outside the National Assembly.

Though Maduro’s supporters were energetic on the streets, he leads a country where his appeal is shaky, having defeated presi-dential rival Henrique Capriles by

little more than one percent in this year’s election.

Aside from rallying against corruption, Maduro -- whose gov-ernment controls vast oil wealth and increasingly state economic controls -- has faced soaring infla-tion (over 32%), hard currency shortages and a lack of essential consumer items, such as toilet paper.

TOKYO - Six workers at Japan’s Fuku-shima nuclear plant were exposed to leaking radioactive water after one of them mistakenly removed a pipe to a water treatment system, the plant’s operator said on Wednesday.

Tokyo Electric Power Co, also known as Tepco, has been battling to contain radioactive water at the plant, which suffered triple meltdowns and hydrogen explosions in March 2011. Regulators have criticized the utility for its handling of the problems.

In the latest incident, a worker mis-takenly detached a pipe connected to a treatment system to remove salt from the hundreds of tonnes of water Tepco pumps over the melted fuel in wrecked reactors at Fukushima to keep them cool.

“Several tonnes” of water spilled at the treatment facility but were contained within the site, a Tepco spokesman said.

Water at the treatment facility most recently had an all-beta radiation level of 30,000,000 becquerels per liter, Kyodo News reported on Wednesday.

At least seven tonnes of highly radioac-tive water may have leaked at the facility, according to a Reuters calculation based on the latest figures released by Tepco.

On Monday, Tepco said a plant worker accidentally switched off power to pumps that inject water to cool the damaged reac-tors. A backup system kicked in immedi-ately, but the event was another reminder of the still precarious state of the plant.

Tepco said last week 430 liters (113 gallons) of contaminated water had spilled out of a storage tank at Fukushima and probably flowed to the ocean.

SEMARAPURA - The leaders of two countries participating in the Asia-Pacific Economic Cooperation (APEC) summit meeting in Nusa Dua, Bali, visited the Kertagosa tourist site in Klungkung District, some 70 kilometers east of Den-pasar, on Tuesday.

Kiribati President Anote Tong and Prime Minister of the Solomon Islands Gordon Darcy Lilo, who were accompanied by Fiji’s foreign minister Prince Inoke Kubuabola and ambassador of the Marshall Islands in Tokyo Tom D Kijiner, arrived at the Kertagosa tourist re-sort at 2:30 p.m. Central Indonesia standard time (WITA).

They headed directly to the guest hall of the secretary to the Klung-kung District administration to get some rest before proceeding to the Kertagosa Klungkung.

The guests received garlands at the welcoming ceremony before they left for Bale Gili Kertagosa.

To bless the occasion, Solomon Islands Prime Minister Gordon Darcy Lilo lifted both arms in prayer.

The guests then moved to the Semarajaya museum, west of the Kertagosa tourist site, to sample the local seaweed juice and coconut salad.

They were also amazed by the Klungkung craftsmen’s ability to produce traditional woven fabric, string coins and coconut shells, and paint puppets.

During their tour, the state guests were accompanied by acting District Head of Klungkung Tjokorda Gede Agung and secretary of the Klung-kung District Ketut Janapria.

S t a r b u c k s C E O H o w a r d Schultz wants lawmakers to come together to resolve their political gridlock. And he’s giving away free coffee to customers who set an example how to do it.

From Wednesday to Friday, the coffee chain is offering a free tall brewed coffee to any customer in the U.S. who buys another person a beverage at Starbucks.

The offer is a way to help fel-low citizens “support and con-nect with one another, even as we wait for our elected officials to do the same for our country,” Schultz said in a memo to staff on Tuesday.

Schultz wrote that he wants to do something about Americans’ uncertainty over the federal gov-ernment shutdown, the pending debt and default crisis and waning consumer confidence.

“In times like these, a small act of generosity and civility can make a big difference,” says an ad being published in The New York Times, Washington Post and USA Today on Wednesday. “Let’s see what can happen. #payitforward.”

It’s not the first time Schultz has waded into the national po-litical debate. In 2011, he asked other chief executives to join him in halting campaign contributions until politicians stopped their

partisan bickering. The CEOs of more than 100 companies, from AOL to Zipcar, took the pledge.

Marshal Cohen, chief retail an-alyst at The NPD Group, said the latest campaign won’t likely have much political effect because it lacks the kind of punishment that makes lawmakers think twice, like an impeachment drive.

But it makes for great mar-keting, especially since many people, especially younger ones, care about brands that have a strong social conscience, Cohen said.

“Will it work on the political level? No. Won’t make a dent. Will it work on the commercial end? Absolutely,” he said.

The Washington-based Fund pared back its growth forecast for the region, saying it expected Asia’s economies to expand at an average 5.25 percent through this year and 2014, still strong but “weaker than anticipated” in its April World Eco-nomic Outlook.

“During the first half of 2013, growth in Asia generally moder-ated,” said the IMF’s latest report, published Tuesday.

“This was due to a more rapid slowdown in the pace of growth in China, which affected industrial activity in much of emerging Asia,” it added.

However, the report credited Japanese Prime Minister Shinzo Abe’s growth policy blitz for powering the world’s third-largest economy since he swept to power late last year.

The report projects Japan’s economy will expand 2.0 percent this year before slowing to 1.2 percent in 2014 as Tokyo ushers in a sales tax hike.

“Japan was the main bright spot, reflecting the new policy momen-tum,” the report said.

Still, the IMF also warned that Tokyo must enact deeper reforms -- including liberalising Japan’s labour market and chopping trade barriers -- or its bid to reboot the long-stagnant economy would fail.

Across the region’s fast-develop-ing economies, the IMF said it was keeping its outlook for continued

strong growth although “the risks are tilted to the downside”.

“A major downside risk is a synchronised global slowdown, which would take a heavy toll on the region’s export-dependent economies,” it said.

“Another risk is that capital out-flows -- due to a further tightening in US monetary conditions or de-teriorating domestic fundamentals -- could intensify.”

Indonesia, India and other emerging markets have been hit by huge outflows of foreign cash since May when the US Federal Reserve first signalled it may start tapering its stimulus drive, known as quantitative easing.

The Fed’s massive bond-buying programme saw a huge investment splurge in emerging economies when it was unveiled last year. That money started racing back the other way when the central bank said it was considering a wind down.

The IMF also cut its 2013 China growth forecast to 7.6 percent, in the latest acknowledgement of slower expansion for the region’s growth engine.

It also reduced the prediction for the world’s second-biggest economy in 2014, expecting gross domestic product (GDP) growth to come in at 7.3 percent.

China’s slowdown “will affect many other economies, notably the commodity exporters among the emerging market and developing economies”, the IMF said.

She noted that different art pre-sented in special packages might

attract tourists and generate revenue, as well as serve to preserve and de-velop local art.

Minister Marie also hosted a dinner party for a number of APEC delegates before being entertained by the performers.

ISI Rector Dr I Gede Arya Sugartha said that the delegates sat through five performances of percussion arts and dances. Three performances were arranged by ISI Denpasar and two by ISI Bandung (West Java).

Leaders attending APEC Summit visit Kertagosapactly said if they were delighted to have a closer look at the Kertha Gosa. Even, they wanted to come again. Moreover, they were also invited to have a closer look at the Semarajaya Museum located at the same area as the Kertha Gosa and a variety of SME handicraft products in Klungkung such as Kamasan classical puppet painting, coconut shell handicraft, songket and endek fabric and perforated coins. They claimed to be amazed to see the traditional Balinese craft industry

that remained to survive and even developed to become one of the industries sustaining the residents of Bali.

Wayan Resen also said the del-egates apparently paid serious at-tention to the existence of their own culture. So, the visit to Kertha Gosa was taken advantage as a lesson for them to keep, maintain and preserve their historical remains. “In their home country, they also inherit lo-cal culture. So, this visit was very beneficial,” said Resen. However,

what would happen if they knew that Kertha Gosa was damaged? Resen admitted that during his task to guide the APEC delegates at the Kertha Gosa they raised no question about the damage. If they knew it was in damaged condition, it would be a separate question that the pres-ervation of historical heritage used as example had even been damaged for years.

Meanwhile, Tjokorda Gede Agung was also reluctant to discuss about the issue on the damage of

Kertha Gosa last Tuesday. Obvi-ously, the visit of APEC delegates had given special impression for the existence of Kertha Gosa in the eyes of the world community. Even, he was optimistic that arrival of the APEC delegates could help bring the good reputation of Kertha Gosa and Bali in the eyes of the world community. “Hopefully, behind the visit, the state guests can bring home positive stories on Bali, chiefly re-garding their visit to Klungkung,” he concluded. AntaraJAKARTA - Bank Indonesia has pre-

dicted that the country’s current account deficit will fall to 3.4 percent of the gross domestic product (GDP) in the third quarter of 2013, from 4.4 percent one quarter earlier.

The decline in the current account defi-cit will be driven by the balance of trade, which recorded a surplus of US$0.13 billion in August due to low imports, Bank Indonesia Deputy Governor Perry Warjiyo said during a press conference here on Tuesday.

Meanwhile, the balance of trade in non-oil/non-gas commodities posted a surplus of US$1.03 billion, while a deficit from the balance of trade in oil and gas commodities narrowed to US$0.90 bil-lion, he noted.

The lower current account deficit in the

third quarter served as a cycle in which it tended to decline, he said.

“Seasonally, the current account (defi-cit) is lower in the first quarter, reaches its peak in the second quarter, declines in the third quarter and slightly increases in the fourth quarter. What’s clear is that it will stay below 4 percent in the remaining two quarters,” he said.

The current account is expected to im-prove in the second quarter, fueled by the expected global economic recovery and the improving domestic economy.

The prospect of a global economic recovery, coupled with a rise in global commodity prices, will help improve the country’s export performance. On the other hand, a slowdown in the domestic economy and the depreciation of the rupiah against the dollar will hamper imports, he noted.

“Amir Hamzah is being questioned in connection with the bribery case involving suspect TCW (Tubagus Chaeri Wardana),” KPK’s head of information Priharsa Nu-graha said on Wednesday.

Hamzah, who is the deputy head of the Lebak district in the Banten province for the 2008 to 2013 term did not make any statement to newsmen upon his arrival at the KPK Building.

The KPK had banned Hamzah and his running mate Kasmin from traveling abroad after October 7. On Monday, the KPK questioned his two adjutants.

Hamzah and Kasmin are supported by the Golkar Party, which had filed a com-plaint in the Constitutional Court regarding the results of a vote counting released by the local General Election Commission, which were in favor of the party’s rivals Iti Octavia Jayabaya and Ade Sumardi.

A panel of judges led by Akil Mochtar decided on October 1 to grant Hamzah’s appeal and had ordered that the vote be recounted.

KPK had also banned Banten’s gov-ernor Ratu Atut Chosiyah from traveling abroad after October 3, in connection with the case.

Several members of Chosiyah’s fam-ily currently hold public office in the region, as well as at a national level, including her husband Hikmat Tomet, who is a member of parliament; Andhi-ka Hazrumy, her first child is a member

of the Banten Regional Representative Council and Ade Rosi Khairunnisa, Hazrumy’s wife is the deputy chairman of the Serang Legislative Assembly.

Chosiyah’s second child, Andiara Aprilia Hikmat, is currently seeking a parliamentary position, along with her husband Tanto Warsono Arban.

The Banten governor’s stepmother Heryani is the deputy head of the Pan-deglang district, the governor’s sister Ratu Tatu Chassanah is the deputy head of the Serang district.

Tubagus Chaerul Jaman is Chosi-yah’s stepbrother and is the mayor of Serang, while Airin Rachmi Diany, the wife of Tubagus Chaeri Wardana is now mayor of Tangerang Selatan.

The KPK had arrested and named Akil Mochtar as a suspect for receiving bribes in connection with the case relating to the disputed results of district head elections in Gunung Mas in Central Kalimantan and Lebak in Banten.

Mochtar was caught red-handed at his official residence in Patra Kunin-gan, along with parliamentary member Chairul Nissa from the Golkar Party and businessman Conerlis Nalau.

The KPK has also named Hambit Bintih and Cornelis as suspects in the Gunung Mas case.

In the Lebak case, the KPK has also named lawyer Susi Tur Handayani and Tubagus Chaeri Wardana as suspects.

AntaraJAKARTA - Indonesia is eager to attract at least

10,000 foreign buyers and conclude at least US$2 billion in trade transactions during the Trade Expo Indonesia 2013 (TEI), which will be held in Jakarta from October 16 to 20.

“We have registered more than seven thousand foreign buyers. The expo will begin on October 16, which will still give us time to try and boost the number of buyers to between 9,000 and 10,000,” Trade Minister Gita Wirjawan stated last week.

Indonesia has also been stepping up the trade expo’s promotions abroad to attract more buyers and achieve its targeted trade transactions.

One such effort to promote the Indonesia Trade Expo 2013 was launched last week by the Indone-sian Consulate Office in Tawau, Malaysia.

The Indonesian consulate office in Tawau had invited some 50 Malaysian businessmen from Tawau for a TEI 2013 luncheon, Muhammad Soleh, Indonesia’s Consul in Tawau revealed.

He added that the luncheon was organized to provide information about Indonesia’s plan to host the 28th TEI in October 2013. Soleh further pointed out that the get-together was organized by the Indonesian consulate in Tawau, with the aim of enrolling some of the luncheon’s participants for attending TEI 2013 and trying to exceed the enrolments beyond 17, which was the attendance last year.

Meanwhile, Indonesia’s Ambassador to Morocco Tosari Widjaja has also invited the country’s busi-nessmen to the five-day expo to help them assess Indonesia’s quality products that are marketed in Morocco or re-exported to Europe, the Middle East, Africa and America.

Twelve Moroccan businessmen will attend the TEI, the Indonesian embassy in Morocco pointed out.

Tanti Widyastuti, the embassy’s minister coun-selor told the Antara correspondent in London recently that the businessmen’s plan of attending the expo was confirmed during a business gathering held at the embassy recently.

According to Widyastuti, the Indonesian ambas-sador had highlighted Indonesia’s success as one of the world’s 16 largest economies and a member of the Group of Twenty (G-20) industrialized and emerging market economies.

“Ambassador Tosari Widjaja has invited the Moroccan businessmen to attend the Trade Expo Indonesia in Jakarta,” she added.

She also pointed out that the 2012 TEI had brought together 2,000 exhibitors and attracted 5,000 businessmen from 90 countries, with more than US$1 billion worth of transactions having be-ing struck at the event.

The Chief Executive of TEI 28, Gusmardi Bustami added that this year’s expo will also offer several skilled labor production services that meet international standards.

“The competitiveness of Indonesia’s production services is quite high, given that many Indonesian workers have highly valued skill sets that are priced competitively,” he explained.

The original conclusion was based largely on facial reconstruction techniques and signs the skull had injuries similar to those suffered by the monarch. The new study looked at DNA instead.

It found a genetic mismatch be-tween the head and three living male relatives of the 17th-century French king. The researchers concluded the head didn’t come from anybody in the royal lineage.

Henri IV was one of France’s best-loved kings, credited with bring-ing religious peace to the country and building Parisian landmarks like the Pont Neuf bridge during his reign from 1589 to 1610. He was the first of the Bourbon monarchs and grand-father of the Sun King Louis XIV.

It’s “impossible” that the head be-longs to Henri IV, said Jean-Jacques Cassiman, an emeritus professor at the University of Leuven, one of the authors of the new study. The research was published online Wednesday in the European Journal of Human Genetics.

The same study also found a blood sample previously attributed to King Louis XVI, one of Henri’s descendants, lacked any royal ties. Louis XVI died on the guillotine dur-ing the French Revolution and many spectators reportedly soaked their handkerchiefs in the king’s blood. But Cassiman and colleagues found the lingering traces of powdered blood on the handkerchief they tested did not match the Bourbon family DNA.

Cassiman said he wasn’t sure who the head or the blood sample belonged to. The DNA from both failed to match samples from other royal families on record.

Amid the frenzy of the French revolution, the royal tombs at Saint Denis near Paris were dug up and some accounts claim Henri IV’s head got chopped off and stolen. Cassiman and his co-authors dispute that Henri was decapitated and be-lieve the king is still buried in Saint Denis after the tombs were resealed in 1817.

Beijing - China has arrested 139 people in Xinjiang for allegedly spread-ing jihad, state-run media said Wednesday, as it warns of growing religious extremism in the far western region home to Muslim Uighurs.

Beijing has pointed to violent incidents to indicate a rising militant threat among the ethnic minority, but information in the vast region is tightly controlled and Uighur organisations complain of cultural and religious repression.

Police in Xinjiang have “handled an increasing number of cases in which individuals have posted or searched for religious extremist content on the Internet”, the China Daily said, citing an unnamed source in the Xinjiang Daily.

In the two months to the end of August, 139 people were arrested for “spreading religious extremism including jihad”, it said.

Also citing the Xinjiang Daily, the Global Times said a farmer in Hotan was detained after he uploaded 2GB of e-books about secessionism which were read 30,000 times.

Dilshat Rexit, a spokesman for the overseas-based World Uyghur Con-gress, which Beijing calls a separatist group, said the claims were a “total distortion of the truth” aimed at blocking Uighurs from going online.

Those detained had “expressed discontent with Chinese rule and system-atic repression in the area”, he said. China’s goal “is to suppress Uighurs’ use of the Internet to obtain information and express different points of view”, he added.

China’s state-run media have previously reported that Uighurs have fought in Syria’s civil war against the regime, then returned home to put their militant experience into practice.

Members of a gang behind what China called a “terrorist attack” in Lukqun in June that left 35 people dead watched extremist videos beforehand, the China Daily said, citing police.

SYDNEY — A diver bitten by a shark off Australia’s southwest coast was recovering in a hospital on Wednesday after surviving his second shark attack in nine years.

Greg Pickering, 55, was diving for abalone off an area called Poison Creek near the Western Australia city of Esperance on Tuesday when he was attacked by what officials suspect was a great white. He underwent surgery and was in stable condition Wednesday, Royal Perth Hospital spokesman Matt Avery said.

It was the second time Pickering found himself in the jaws of a shark. In 2004, he was bitten on the leg while spearfishing near Cervantes, north of the Western Australia capital, Perth. In an interview from his hospital bed following that attack, the longtime diver told Australia’s Ten News that the incident wouldn’t stop him from getting back in the water.

“One incident has happened in 34 years,” he said at the time. “I’d say that’s very small odds.”

Pickering suffered injuries to his head and face in Tuesday’s attack, Royal Flying Doctor Service spokeswoman Carrie Parsons said. He was flown from a hospital in Esperance to the Perth hospital Tuesday night for surgery.

Officials from the state Department of Fisheries were scouring the waters off Poison Creek on Wednesday trying to catch and kill the shark.

This photo dated Thursday Dec. 16, 2010 and provided by Gal-axie Presse shows what is believed to be the head of former French King Henry IV pictured in the 1930s.

New DNA tests say head isn’t French King Henri IVAssociated Press Writer

LONDON — Three years ago, French researchers declared that a centuries-old mummified head was that of the beloved King Henri IV. But now a new study says, “Non!”

nected to either study. He said there wasn’t much evidence one way or the other to suggest what happened to Henri’s head. But Rowe said that Henri IV’s reputation as one of France’s best kings might have saved his body from decapitation. “If the revolutionaries were going to spare any of the kings, it would have been Henri IV.”

Philippe Charlier, author of the 2010 study that identified the head as Henri IV, dismissed the new research. He said he and colleagues have found an exact match between a three-di-

mensional comparison of the ancient head and Henri IV’s death mask. He said the work will be published soon in a forensic journal.

Charlier added there were numer-ous doubts about the paternity of various kings in the Bourbon line, which might explain why there was no link between the DNA of modern-day descendants and the ancient head.

“It is hopeless to try to match a family tree and a series of genetic links (over) such a long period,” he said in an email.

The scheme to compensate victims of overseas terror attacks was in-troduced by former Australian prime minister Julia Gillard, but it was not retroactive.

Abbot’s plan will also apply to those caught up in other terror attacks, so people affected by the attacks in New York on September 11, 2001 and the 2005 attack in Bali will be able to apply.

Abbott was in Indonesia to attend the Asia-Pacific Economic Coopera-tion (APEC) summit, that ended Tuesday, and he will now head for more regional meetings in Brunei.

The Oklahoma City Thunder was behind 51-48 at halftime against Phila-delphia 76ers in an NBA pre-season match in Manchester when Durant came alive, scoring 14 points in the third quarter to turn the game on its head and put his team 83-74 up.

Durant stayed on the bench for the fi-nal quarter, giving him 21 points for the match, and although the Sixers pulled level at 85-85 with 8.43 minutes left, guard Reggie Jackson (29 points) led the Thunder home to a 103-99 victory.

“I like what he has been doing in pre-season,” Thunder coach Scott Brooks said of a player who has led the NBA in scoring in three separate seasons. “He has come back even better.”

Durant scored a game-high 24 points in the Thunder’s 95-82 victory over Fenerbahce Ulker of Turkey on Saturday but started slowly three days later, making just 3 from 10 from the field before halftime.

If the Sixers thought he was off color at that stage, they were to be mistaken. It wasn’t just Durant’s third-quarter scoring, it was also his quick passing, his leadership. Barking orders from the bench during the fourth quarter, he could easily have been the Oklahoma City coach.

“We demand a level of play and he is as coachable as any player I have seen in this league,” Brooks said. “He is going to continue to get better. He

has the talent, the skill, the body, the touch, the gifted game. But he also has an unmatched work ethic.”

Manchester can hardly be called the hotbed of basketball in Britain — there were plenty of empty seats in the 21,000-capacity Phones 4u Arena — but a sign of the sport’s growing appeal in the country is the staging of a regular-season NBA game between the Brooklyn Nets and Atlanta Hawks in London in January.

And a slew of Premier League foot-ballers, including Manchester United players Rio Ferdinand and David de Gea, were courtside to see the Thunder and the Sixers step up their preparations for the new NBA season.

After missing out on the playoffs last season, the Sixers are in a rebuilding phase under new coach Brett Brown and have lost All-Star guard Jrue Holiday, who was traded to New Orleans on draft night.

Kohlschreiber, ranked number 23 in the world, served 22 aces and hit 50 winners against a sluggish del Potro. But the Argentine, who said he had been feeling ill, fought back to get an early break in the second set and get a grip on the match. “It was really tough for me,” del Potro,

who later withdrew from doubles, told reporters. “I couldn’t run a lot. I think my serve helped me a lot to keep playing for the three sets because I made many aces.

“With my serve I didn’t run too much. I was lucky in the tie-break because he made a few mistakes. I won a really tough match.”

France’s Jo-Wilfried Tsonga had a much easier start to his campaign as he brushed aside Pablo Andujar 6-3 6-2 in 65 minutes.

Tomas Berdych of Czech Repub-lic, currently sixth in the race for next month’s ATP World finale in London, also took a positive step towards sealing his berth by defeating Spain’s Feliciano Lopez 7-6(5) 6-2.

NEW YORK — The 64-year-old woman who swam from Cuba to Florida is attempting to swim in a pool in mid-town Manhattan for 48 straight hours to benefit victims of Superstorm Sandy.

Wearing a pink swim cap, Diana Nyad dove into the 40-yard (36.6-meter)

pool set up in Herald Square and began doing laps shortly before 9 a.m. Tuesday. Her aim is to raise money for people still struggling a year after Sandy.

“It’s going to be so magical to be out there,” she said in an interview Monday with The Associated Press. “It’s going to be a spectacle right in the middle of New York City.”

Just before 3 a.m. (0700 GMT) Wednesday, Nyad had been in the pool for more than 18 hours and had raised over $54,600, according to a website tracking her progress.

Last month, the native New Yorker became the first person to have swum from Havana to Key West, Florida, without a shark cage.

LONDON — England midfielder Jack Wilshere has stirred up a de-bate by suggesting players have to be born in England to be eligible to play for the national team. Wilshere says “the only people who should play for England are English people. If you live in England for five years it doesn’t make you English.”

The Arsenal player was speaking after it emerged the English Football Association was looking into whether Manchester United’s Belgium-born midfielder Adnan Januzaj can play for England.

The 18-year-old Januzaj, who joined United in 2011, scored twice in his Premier League debut on Saturday, leading his side to a 2-1 win over Sunderland.

Januzaj could become eligible for England in 2018 on residency grounds if he hasn’t played for a senior national team by then. He’s also eligible to play for Serbia, Albania and Turkey, as well as Kosovo, which is not yet recognized by FIFA.

FIFA vice president Prince Ali Bin Al-Hussein has criticised soccer’s world governing body FIFA for banning Iraq from hosting home internationals and called upon the organisation to do more for supporters in the Middle East.

Iraq hosted friendlies against Syria and Liberia earlier this year after FIFA lifted a previous ban, but it was reintroduced in July over security concerns in the war-torn

country where two suicide bombers killed 60 people in the northern city of Mosul on Saturday.

The 2007 Asian champions have long had to deal with the problem and hosted a majority of their 2014 World Cup qualifiers in Qatar and take on Saudi Arabia in a ‘home’ Asian Cup qualifying match in the Jordanian capital of Amman on Tuesday.

“I would like to emphasise that Iraq should be able to host friendly matches, whether in the south or the north,” Prince Ali,

also the president of the West Asian Football Federation (WAFF), said in a statement on Tuesday.

“There are other countries facing similar issues but are given the green light, there is no reason to exclude Iraq at this point.”

Prince Ali, who has held his FIFA seat since 2011 and led the campaign to overturn the organisation’s ban on the hijab and allow Muslim women players to wear the Islamic headscarf, was also frustrated by the Swiss-based body’s attitude to his region.

MEXICO CITY — Talk about World Cup pressure. In his first game in charge, Mexico’s new coach Victor Manuel Vucetich must deliver a victory on Friday at home against Panama, or Mexico could fail to qualify for the World Cup for the first time since 1990.

Vucetich has taken over from Jose Manuel De la Torre, who was fired after a loss in September against Honduras.

Mexico has yet to win at Azteca stadium in this qualifying cycle, a previously unthinkable statistic as the venue located at 2,250 meters (7,400 feet) in Mexico City has always been an imposing venue

for visiting teams.“We know we have not done

things very well so far,” Vucetich said Tuesday. “But we have a great chance — it’s the last chance we have to correct things.” Talking with reporters, Vucetich repeated several times: “We have to win. We have to win.”

The United States and Costa Rica have claimed two of the three automatic qualifying berths from the North American, Carib-bean and Central American region. Honduras holds the third automatic spot with 11 points. Panama and Mexico have eight points and Ja-maica has four.

The fourth-place team in the group faces a playoff against New

Zealand for a spot in Brazil, and right now — with a better goal difference — that’s Panama.

In the final round of games on Tuesday, Mexico plays at Costa Rica and Panama is home against the United States. Panama had never beaten Mexico in an official game until the recent Gold Cup, where it won twice, bfore earning a draw in a recent World Cup qualifier. “It’s all up to us,” Vucetich said.

Missing the World Cup would be a psychological blow to Mex-ico, which has yielded the top spot in the region to the United States. The Americans defeated Mexico 2-0 in the United States and then managed a 0-0 draw in Mexico City.

finals - something that last happened under Graham Taylor 20 years ago.

“My life at the moment is these two games,” Hodgson told reporters this week. “As for the doomsday scenarios put before me, I won’t have to confront them because I believe, and am confident, in that belief that the team will do it. “Of course I am nervous, any coach worthy of the name is nervous when the whistle goes.

“But I believe we have the players to complete the task. I am certain as I can be that we will achieve our aim.” England are the only unbeaten team in the group, and will look to preserve that record against Montenegro without left-back Ashley Cole, who will miss the match with a rib injury.

The 32-year-old, who has played 105 times for his country, is likely to be replaced by Everton’s Leighton Baines but has not yet been ruled out of Tuesday’s match against Poland. Baines will win his 20th cap if, as expected, he lines up alongside Everton team mate Phil Jagielka with the back four completed by Chelsea’s Gary Cahill and Tottenham’s Kyle Walker.

Steven Gerrard, Frank Lampard and Jack Wilshere are expected to play in mid-field with Liverpool’s free-scoring Daniel Sturridge and the Manchester United pair of Danny Welbeck and Wayne Rooney up front.

Rooney, Sturridge and Welbeck all missed the sterile 0-0 draw with Ukraine in Kiev a month ago. Joe Hart will keep his place in goal despite a recent loss of form.

Wilshere is confident England will qualify and he is delighted to be in the mix

after publicly expressing his regret after being photographed smoking a cigarette outside a nightclub last week.

“I know what I did was wrong, it was a mistake and I have learnt from it and I have apologised,” he told reporters on Tuesday.

INJURY HIT

Montenegro come to Wembley ham-pered by injuries to four players who are all likely to miss the match including captain Mirko Vucinic.

Goalkeeper Mladen Bozovic, centre-back Marko Basa and midfielder Miodrag Pekovic have all been ruled out while defender Miodrag Dzudovic is doubtful because he has a back injury as well as an injured hamstring.

Two years ago, in a Euro 2012 qualifier, Dzudovic was the player kicked by Rooney which led to the England striker’s red card 17 minutes from the end of a 2-2 draw in Podgorica.

That match is one of three the two coun-tries have played against each other and all three have ended all-square. Dzudovic believes another draw against England at Wembley and a win in their last match against Moldova could be enough to see Montenegro guaranteed a playoff place.

“But we will go for a win against Eng-land because we can’t just roll over and throw away all the good work we have done in the qualifiers so far,” he said.

“With the right attitude and self-belief we can finish in the top two and reach the playoffs.”

Similarly to Roma in Serie A, Atletico is unbeaten in La Liga, thanks mainly to the sensational goal-scoring form of Diego Costa, who has earned a call-up for Spain as a result of 10 goals this season.

His tally should be 11 as he missed a penalty in a 2-1 win over Celta Vigo last weekend, but he scored both of his side’s goals as Atletico kept pace with Barcelona, also unbeaten.

“No wonder Barcelona are top of La Liga, but the way Atletico Madrid are keeping their rhythm is amazing,” said Aurelio Capaldi of RAI Sport in Italy. “They’re the only teams capable of winning every game both in La Liga and the Champions League.”

Manchester United’s Adnan Januzaj is third in the player poll, after a two-goal debut in a win over the English Premier League’s bottom club, Sunderland. The 18-year-old Januzaj has prompted the English media to question whether he’ll make himself available for England in the future. Januzaj has been turning down overtures from Belgium. Atletico. It’s the fourth straight poll that one club has achieved the team and player double.

Zlatan Ibrahimovic of Paris Saint-Germain and Neymar of Barcelona rounded out the top five.

After missing out on the playoffs last season, the Sixers are in a rebuilding phase under new coach Brett Brown and have lost All-Star guard Jrue Holiday, who was traded to New Orleans on draft night.

overcame a slow start to beat Ger-man Philipp Kohlschreiber 3-6 6-3 7-6(4).

In addition to the expo, the Ministry of Trade, in cooperation with other ministries, such as the Ministry of Industry, Ministry of Foreign Affairs and the Investment Coordinating Board (BKPM), will host several events, such as the Trade and Investment Forum, one-on-one business meetings, business clinics and company visits.

(ara)

Abbott said he was making the visit, after his attendance at a summit on Bali, to “honour the dead, to commiserate with those who were injured on that night and who still bear the scars, physical and mental”.

Eighty-eight Australians were among those killed in the attacks by Islamist militants on a nightclub and bar on the party strip of Kuta on the Indonesian resort island.

Abbott’s visit to the monument, which stands across from the site of the Sari Club that was attacked in 2002, was his first since becoming prime minister last month and came just days before the 11th anniversary of the attacks.

“The long campaign to provide a mea-sure of justice to the victims of terrorist atrocities overseas is coming to a close,” he said, as he announced the compensa-tion scheme.

He said victims of overseas terror at-

tacks and their next of kin could apply for Aus$75,000 (US$70,700) in compensa-tion, in a scheme he said would cost the government about Aus$30 million.

Abbott also recalled that he was in Bali during a second terror attack in 2005, and had volunteered in a local hospital to help victims.

“We have had support all the way through with regard to medical, but there’s never been an actual compensation payout,” Glenn Cosman, who was hit by shrapnel in the attack on the Sari Club, told ABC radio.

“Many people have always asked that question of me -- what sort of compen-sation did you get. And the answer has always been nothing.”

People will be able to apply for the compensation from October 21 and Ab-bott said it would benefit around 300 individuals and families.
