Bangli has a lot of potential to create competi- tive products, but local people need to be well prepared so that they can compete against products from other regions. “The MSME exhibition show- cased the products of 34 craftsmen who are coalesced into the Ban- gli Association of Small Industries (PIK) as well as the products of young entrepreneurs who have been given guidance by the government of Bangli and the Ministry of Youth and Sports in 2014,”explained Sudibia. PARIS - Singer Madonna made an emotional appeal following attacks in Paris a month ago that killed 130, shouting “We will not bend down to fear!” during a concert in the French capital on Wednesday.

“I think of what happened almost four weeks ago now,” the visibly emotional artist said. “The heart of Paris and the heart of France beats in the heart of each city.”

She continued: “We are one heart and our heart can beat as one... The power of love is greater than the love of power.

“I came here when I was 20 and it was here, in Paris, that I decided to make music. Thank you Paris for planting that seed in my heart!”

Swathed in a French flag, she sang the French national anthem, La Marseillaise, bringing the concert-goers to their feet.

The star then moved to Place de la Republique, which has become an unofficial hub for mourners of the November 13 attacks, and sang a series of songs to a small crowd.

“It was inspiring, it was raw, it

was real,” said Pete Hall, a 45-year-old tourist from London who had just left Madonna’s concert at Bercy when he saw on social media she was at the square in central Paris.

“She was paying her respects to Paris,” he said.

Wearing a down jacket with a fur hood over her head and accom-panied by her guitarist Monte Pitt-man, Madonna sang her hits “Like a Prayer” and “Ghosttown”, as well as John Lennon’s “Imagine”, ac-cording to those who attended the impromptu concert.

“She wanted to pay tribute, she loves this city,” Pittman told AFP. “It is magical. I will never forget this.”

The November 13 attacks in Paris, which were carried out by the Islamic State group and were the deadliest ever in France, killed 130 people and left 350 others wounded.

Days after the bloodshed, Ma-donna paid a tearful tribute to the victims on stage by singing the clas-sic French song “La vie en rose,” accompanied only by a guitar, dur-ing a concert in Stockholm. (afp)

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always hap-pens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully ar-ranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

that is gearing up for the AEC. The government of Buleleng’s Manpower Agency for example has been certifying local workers, in cooperation with with the National Professional Certification Board (BNSP) as a way to compete with laborers from outside other AEC nations. Starting on December 31, 2015 certification will become mandatory as refered to in Act No.13/2013 regarding the manpow-er. Certification will allow workers to obtain requisite licenses in order to compete within the AEC.

The Buleleng Manpower Agency is giving priority to the field of tour-ism in terms of issuing licenses and has already certified hotels in East Buleleng so that they can obtain required licenses.

So far the BNSP has certified 1,500 or 60 percent of Buleleng’s workers and hope to have all of them certified by mid-2016. “Most tourism workers in eastern Buleleng have been certified, we will now be focused on those in the west,” said the Head of the Buleleng Manpower Agency, Ni Made Priyanti Putri Koriawan.

Koriawan said that all workers are obliged to be certified in order to comply with the requirements of the AEC. “Even gardners need to be certified. It is set forth by the law and we have already determined the assessors. We have given priority to the tourism industry because it will

be most affected by the AEC, but other fields will soon follow.”

She explained that once workers in the tourism sectos has been ac-complished, then the government will target workers in others sectors for certification, including small and medium enterprises (MSEs), banking, cooperatives, village credit institutions (LPD), and other sectors.

In anticipation of the invasion of foreign workers from the ASEAN countries, the local governments have been improving the qualifica-tions of those entering the work-force, specifically for vocational school students who have been following special training and also for young people in general who have been encouraged to to learn foreign languages more intensely. Meanwhile foreign workers from Cambodia, Vietnam, Malaysia and Thailand have been preparing themselves for the AEC by learning Bahasa Indonesia and getting ready to be paid less.

“The companies may no longer hire uncertified foreign workers because it has been regulated that certificates are required. We are continuing to supervise the situa-tion in Buleleng, including foreign workers,” said Putri Koriawan. (sos/dgk)

The Karangasem Manpower and Transmigration Agency, Gusti Nyoman Arya Sulang, that in accordance with the agreement of ten countries starting on De-cember 31, 2015, the workforce in Bali, especially Karangasem, must be completely ready to face competition. He acknowledged quite anxious for this. However, the government is also ready with a variety of efforts.

Among them, the government of Karangasem District, he said, has made cooperation with the

National Professional Certification Board (BNSP). “With the BNSP, we declare ‘Competent Karan-gasem’. With this declaration, we prepare our workforce with profes-sional certification,” he said. In the MoU between the BNSP and the government of Karangasem signed by Chief of the BNSP, Sumarna F. Abdurahman and acting Regent of Karangasem Gusti Ngurah Arda all the workers in the field of tourism sector should be certified.

Currently the certification is attempted to be given to labor in

tourism field because Bali will face tough competition in this field. When asked about how professional certification can be obtained by workforce in Bali, he said that it will be issued af-ter passing through a series of test processes. Temporarily this process will be conducted free of charge by a Professional Certifica-tion Agency (LSP) in Denpasar. At this time, the process is said to have run. Qualified or not for the labor to get professional cer-tification highly depends on the LSP test results provided by the assessor team.

Arya Sulang added that the is-suance of professional certification is welcomed by tourism players in Bali. Many businesses in tour-ism field in Bali, he said, have

to undergo this process to obtain professional certification. So, what about other professions? Arya said that other profession will also fol-low a similar process. However, the profession supporting tourism in Bali is given priority.

Acting Regent of Karangasem, Ida Bagus Ngurah Arda, welcomed the declaration of the Competent Karangasem. He encouraged so that the labor of Karangasem will not lose competition in their own home when competing against foreign workers that will invade Bali.

On the other hand, the Man-power and Transmigration Agen-cy is accelerating the process of data collection on foreign workers in Karangasem. This November the agency is attempt-

ing to maximize the data collec-tion. As targeted, it will get more valid data of foreign workers in Karangasem early December. He is confident that based on the cur-rent data many employers using foreign workers do not comply with the rules. Based on the data owned by the agency, there were only 45 foreign workers having the permit of Hiring Foreign Workers (IMTA) because the data were only based on compulsory reporting of foreign workers, without seeing the real conditions in the field.

Based on the data collection, the presence of foreign workers can be followed up whether the manpower plan (RPTK) has been appropriate and complied with other regulations. (kmb31)

PARIS — Fashion power-house Louis Vuitton is show-casing its 160 years of know-how in Paris with a new exhibit that explores the history of the famed monogram bags.

The show, “Volez, Voguez, Voy-agez” opens Thursday in Grand Palais — a place steeped in history for the house since Vuitton first pre-sented its trunks here in 1900 during Paris’ Universal Exhibition.

The exhibit includes 180 pieces spread across nine rooms from the Vuitton archives, including eccen-tric trunks, age-old beauty cases, leather goods and paintings.

And via video installations, it traces Louis Vuitton’s great jour-ney from 1854 till today, through depictions of the maison’s found-ing members, colorful clients and those who still shape the brand today. (ap)

LONDON - A small Span-ish fashion label has been swamped with demand for Princess Charlotte’s floral dress, its owner told AFP on Friday, after the British royal baby was pictured wearing one of its frocks.

Charlotte, the second child of Prince William and his wife Kate turned six months old on November 2 and Kensington Palace has issued fresh photo-graphs of the youngster, taken in early November, to mark the occasion.

The pictures, released on Sunday, show the princess, who is fourth in line to the throne, sitting in a chair and playing with a teddy bear.

The pictures were taken by her mother Kate, the Duchess of Cambridge.

“We don’t know how she got the dress,” said Margarita Pato Cid, the owner of M&H, a family boutique brand which has been running for six years and has five outlets in Spain.

“We found out that Princess Charlotte was wearing it at

the same time as the public, through the photos.

“We think it’s possible, but we’re not sure, that it’s thanks to the nanny of Wil-liam and Kate’s children,” she said, referring to Maria Teresa Turrion, who is Spanish and looks after Charlotte and her two-year-old brother Prince George.

The princess has previously been seen dressed in Spanish label clothes.

The dress, which costs 29.95 euros ($32.50), sold out in quick time after the Charlotte pictures were published.

The brand, which is not sold online, now has a lengthy waiting list for the dress, mainly from British and US customers, its owner said.

“We intend to fulfil every possible request. We have some dresses in the making but we don’t have enough material to meet all the demands,” she said, without revealing the volume of requests.

According to Foreign Minister Retno LP Marsudi, the elections happening just a day before the Bali forum would help demonstrate how Indonesia’s democracy has become a robust system.

“This showed the delegates how democracy works in Indonesia. We have carried out direct elections, not only at the national level for electing a president and legislators

but also at the regional level for choosing regional heads,” Minister Retno said.

A total of 83 countries and three international organizations will be taking part in the annual Asia-Pacific forum. Of the participating countries, three states --- the Philip-pines, Singapore, and Timor Leste --- will send their ministers, while 16 others will be represented by

their deputy ministers.Although it is not being inaugu-

rated by President Joko Widodo, the interest among Asia-Pacific countries to take part in the fo-rum is still high. The democracy forum, which began in 2008, has become a strategic agenda in the region.

The annual meeting will be themed, “Democracy and Effective Public Governance,” the Indonesian Ministry of Foreign Affairs noted in a press release published on its official website on Tuesday.

The ministry said the theme was relevant to the current develop-ments, not only at the national but also at the global level. Democracy is inseparable from public gover-

nance to promote public welfare.Democracy and effective public

governance will boost compre-hensive and holistic development through approaches which give pri-ority to transparency, accountability, participation and law enforcement, according to the ministry.

A government, which heeds the needs of the people and meets their aspirations, reflects the fulfillment of the public’s rights, particularly in boosting economic growth, poverty alleviation and sustainable develop-ment, it said.

The BDF this time will hold a public debate and three panel dis-cussions focusing on the themes, “Building Democracy and Effective Public Governance, Challenges to

DENPASAR - Determination of the elected candidate pairs in the simultaneous regional election in Bali will probably not be done simultaneously. It will depend on the situation in each district / mu-nicipality of the regional election participants, particularly whether there are candidate pairs filing a lawsuit related to the results of the election or not.

“It varies according to the situ-ation because there is a determina-tion without dispute in the Consti-

tutional Court and determination with a dispute of results in Con-stitutional Court. So far, we do not dare to make sure. Hopefully, there is no dispute. Otherwise, the dispute must be resolved first in the Constitutional Court, just after that the determination will be made,” said Chairman of the Bali Electoral Commission (KPU), Dewa Kade Wiarsa Raka Sandi, when confirmed on Wednesday (Dec. 9).

Raka Sandi added that so far his

commission has not made any spe-cial preparation if there is a dispute in the simultaneous regional elec-tion in Bali. However, he encour-aged the process of voting and vote counting to run well with the escort of all the parties. He gave emphasis on the role of witnesses to oversee the process until the results of the recapitulation at the subdistrict and district level.

“We constantly respect because filing dispute is the right of the candidate pairs. For the Electoral

Commission, the most important is implementing the stages in ac-cordance with the rules. Having been implemented properly, the data itself will be ready for all,” he explained.

In accordance with the Regu-lation of the Electoral Com-mission No.2/2015, if the re-capi tula t ion of votes a t the district / municipality level has completed, the determination of recapitulation and submission to the provincial Electoral Com-

mission is scheduled on Decem-ber 16-18, 2015. Should there be a lawsuit from the candidate pairs, it can be done within 3 x 24 hours after the determination of the results.

The magazine was shut down in 2010 under the burden of re-peated fines and a state-inspired advertising boycott. A few months later, a new independent publication emerged, the bilingual Lakome, but this one was online and had less overhead, making it less vulnerable to advertising boycotts.

Many ex-staffers of Le Journal were involved, including its co-founder, Aboubakr Jamaï, who ran it together with Ali Anouzla.

“They managed to set a margin of freedom of expression in Mo-rocco that was quite substantial,” explained Bouziane Zaid, assistant professor of communications at Al Akhawayn University. “Lakome led the way.”(ap)

KATHMANDU — Police in Nepal detained about 50 activists protesting outside the Indian Embassy on Thursday to demand an end to a monthslong blockade of supplies from India.

The protesters held banners demanding India halt the border block-ade, calling it a “crime against humanity.” Police said they would be released later in the day.

India has restricted fuel, medicine and other supplies for Nepal since the ethnic Madhesi group in southern Nepal began protesting a new constitution adopted in September.

Members of the ethnic group say the constitution unfairly divides Nepal into seven states with borders that cut through their ancestral homeland.

India has close cultural ties with the group and has asked Nepal to consider its demands for a bigger state, more seats in parliament and greater local authority.

Landlocked Nepal gets most of its fuel from India, as well as many other goods including medicine.

Protesters have blocked a key border point with India, and Nepalese officials say imports through other border points where there are no protests are difficult. India denies it has imposed a blockade. At least 50 people have been killed in the protests since August.(ap)

The public readings, pre-recorded at locations all over Russia, from the Winter Palace in St. Petersburg to remote Arctic islands, have been coordinated by Tolstoy’s great-great-granddaughter and feature Russians from all walks of life, from gas workers to cosmonauts.

By Thursday morning, the readers had made it through two of the four volumes of the novel. The event runs over four days and finishes Friday.

Chief Executive of the Karangasem Disaster Mitigation Agency (BPBD), Ida Bagus Ketut Arimbawa, said that his agency continues to receive the reports of residents experiencing a water crisis. The BPBD Karangasem immediately responded by sending clean water. To residents at Taman Seraya hamlet, for instance, the BPBD distributed 10,000 liters of clean water to be placed into two reservoirs, each containing 5,000 liters. Both reservoirs are taken advantage by 180 families for their daily needs.

directly carried to Jumenang hamlet, Bukit. In this region, the BPBD distributes 12,000 liters of clean water placed into three res-ervoirs. Each contains 4,000 liters. In Kubu subdistrict, the clean water is distributed to Baturinggit village. At least, the BPBD distributed 10,000 liters of clean water to be placed into two reservoirs of resident. Each reservoir contains 5,000

liters. Both reservoirs are used by 38 fami-lies. Baturinggit area regularly gets clean water from the beginning because there have been no water sources that can be utilized since two months ago. Heavy rain in almost all the regions in Karangasem last week was not enjoyed by the residents of Baturinggit and Kubu subdistrict in general. As a result, a number of villages in Kubu subdistrict still depend on the water distributed by the BPBD.

“As long as there are reports to us, we at the BPBD of the district and province will always be ready to help. The most frequently we deliver clean water to Kubu subdistrict,” said Arimbawa. DENPASAR - Ahead of the peak of rainy season in December, Sanglah Hospital antici-pates the occurrence of flood reflecting from the previous rainy season by repairing drains, hallways and cleaning up waste that clog sew-ers or trench within the Sanglah Hospital and in the surrounding areas.

Director of General Affairs and Operations of the Sanglah Hospital, I Gusti Lanang Suar-tana Putra, said that his institution through the Building Facility Repair (IPSGS) undertakes infrastructure repair with the budget of IDR 200 million. Anticipation against the rainy season ended on November 1. “Learning from the experience in previous years, we often get water overflow from the surrounding areas or from high rainfall,” he said.

Frequent floods hitting Sanglah Hospital are caused by somewhat lower location than the surrounding area such as the highway so that it makes rainwater come into hospital area. Central point of flood lies in the trenches in front of Sanglah Hospital. As being clogged by garbage the water overflows and spills onto the street, not to mention Sanglah Hospital is located lower than highway.

WASHINGTON — The United States is bringing a case against China to the World Trade Organization, protesting that taxes on imported aircraft give Chinese manufacturers an unfair advantage.

“China’s discriminatory, unfair tax policy is harmful to American workers and American businesses of all sizes in the critical aviation industry, from parts suppliers to manufacturers of small and medium-sized aircraft,” U.S. Trade Representative Michael Froman said Tuesday.

The U.S. says that China imposes a 17 per-cent tax on imports of smaller aircraft, including propeller-driven general aviation aircraft, busi-ness jets and some jets that fly regional routes, and that Chinese-made planes are exempt from the tax in violation of WTO rules. Among the Chinese aircraft benefiting is the ARJ21, Chi-na’s first homegrown regional airliner, which is being built by the state-owned Commercial Aircraft Corporation of China.

The Obama administration is requesting consultations with China over the issue at the WTO. That’s the first step in a process that could lead to the WTO assigning a panel to rule on the case.

“China is firmly committed to the WTO rules and regulations,” said Zhu Haiquan, spokesman at the Chinese embassy in Washington. “We hope the trade disputes can be properly dealt with under WTO dispute settlement mecha-nism.”

The news comes as the administration pushes Congress to approve the Trans-Pacific Partnership, an ambitious trade deal involving the United States and 11 other Pacific Rim countries. (ap)

The retreat in the greenback comes just a week before the Fed-eral Reserve’s next policy meeting where it is widely expected to hike interest rates, with some economists suggesting the move has been priced into the US unit.

Crude prices edged up in Asia after the Department of Energy said US inventories fell 3.6 mil-lion barrels in the week ending December 4.

The gains were a small chink of light for oil traders, with the black gold having slumped about nine percent since Friday’s decision by the OPEC oil exporters club not to cut output despite a global over-supply and weakness in the world economy.

That helped currencies reliant on commodities, with the Malay-sian ringgit up 0.3 percent and the Australian dollar almost one

Adding to the Aussie’s strength were better-than-expected jobs figures -- unemployment is now at its lowest since April 2014 -- which eased expectations the Australian central bank will cut interest rates from already record lows.

The New Zealand dollar also rose 0.2 percent on hopes a rate cut by Wellington will be the last for some time.

The US currency edged up against the euro, although the

single currency continues to hold its gains since last week’s European Central Bank stimulus revision that fell well short of expectations.

The euro bought $1.1009 and 133.89 yen from 1.1026 and 133.86 yen New York.

The single currency also got a boost from comments by an ECB governor who said markets were wrong to count on bolder stimu-lus measures from the bank last week, calling their expectations “absurd”.

“The ECB cannot and will not be driven by the markets,” Austrian

central bank head Ewald Nowotny, who is also a member of the ECB governing council, said in Vienna Wednesday.

The dollar bought 121.61 yen from 121.40 yen Wednesday in New York, where it earlier touched 121.10 yen, its lowest level in more than a month.

BEIJING — China’s consumer in-flation rebounded in November after vegetable prices jumped due to unusually frigid winter.

Prices rose 1.5 percent over a year earlier, accelerating from October’s 1.3 percent, data showed Wednesday. That was driven by a 9.4 percent rise in prices of fresh vegetables.

Consumer inflation had been drifting down after hitting 2 percent in August. Relatively low inflation has given Chinese leaders room to cut interest rates six times since last November to stimulate the slow-ing economy.

“Today’s inflation data support our view that domestic price pressures are on the rise,” said Julian Evans-Pritchard of Capital

Economics in a report. “Looking ahead, we expect inflation to rise going into 2016.”

Also in November, wholesale prices measured as goods left the factory fell for a 44th straight month, declining by 5.9 percent from a year earlier.

Thousands of Bangli residents whose names are registered in the final voter list (DPT) have started to come to polling stations from 07:00 a.m. to use their political rights. They include the regent and deputy regent candidate contesting in the election this time.

Deputy Regent of Bangli with registration num-ber 1 Sang Nyoman Sedana Arta is one of them. Together with his wife Sang Ayu Nyoman Sariasih, the man who is also Chairman of the PDI-P Bangli looked to vote at the polling station 2 of Sulahan at 08:00 a.m. When met after voting, Sedana Arta hoped the regional election process in Bangli can run more safely and peacefully. He hoped the elec-tion can give birth to a Bangli regent and deputy regent that can continue the development of Bangli. “We have accomplished all the efforts and hard works. According to him, it showed that the public awareness of democracy has getting better. He hoped there is no money politics in the regional election this time. “Hopefully, this election can go well and there is no pressure,” he said. Related to voting results later on he claimed to be ready to win and lose.

When asking about his running mate, I Ketut Ridet, who did not participate in the voting, Brah-maputra acknowledged that he still has identity card of Denpasar. Nevertheless, he was confident that the exclusion of Ridet in the voting does not significantly affect the votes obtained. “I’m sure there is an effect when the running mate does not vote. But it will not be much,” he said.

To ensure the security and order situation is well maintained, the Chief of Bangli Police, Benny K Danang, along with the leadership council of Bangli came down in person to monitor a number of poll-ing stations considered vulnerable. Based on the results of monitoring, he said that in general the election of the Bangli region has run safely. There is no crucial matter considered to have disrupted the process stages. However, his institution did find three problems in the field. At Bangli Mental Hospital was found a mistake on the names of prospective voters.

Actually the voting process at the loca-tion has been problematic from the begin-ning. A number of witnesses from each candidate pair were suspicious because the preparation is not mature. Some pa-tients are suddenly declared to be unable to use their voting rights, though having C6 (voting notification) form. An officer of the KPPS said that the patient must include the A-5 form in order to be able to use their voting rights. A-5 form can be obtained if the patient has exchanged the C6 form to KPPS at the location where the patients are listed as final voter list (DPT). However, the explanation received strong protests from volunteers of Masdipa, Nen-gah Sutiarta. “If patients just checked in last night, how they have time to exchange their C6 form. Does it mean they also lose their right to vote?” asked Sutiarta.

Commissioner of KPU Bali Wirati accompanied by commissioner of KPU Karangasem Putu Deasy Natalia reiterated that pursuant to the rules it cannot be done. Apparently, this problem is increasingly high-

lighted by witnesses and other volunteers. Of the 33 patients having the right to vote in accordance with the data of the KPU, not all patients are carrying the A5 form. Wayan Surati, for instance, a patient dwelling Mawar Room from Muncan, ultimately could not use her right to vote. Likewise, other patients, Gede Raka Kradi from Bale Punduk and Saliyah also lost their right to vote.

This situation was also highlighted by Gusti Putu Artha, a political consultant of Masdipa. Tough not becoming a witness in the vote, he immediately protested the officer of KPPS, commissioner of KPU Bali and KPU Karangasem. In a state of anger, Gusti Putu Artha accused the KPU Karangasem as the election organizer of failing to advocate for voting rights to nu-merous patients at Karangasem Hospital. “Do not let administrative problem elimi-nate the voting rights of people. cannot?” highlighted Putu Artha.This former commissioner of the

central Electoral Commission conveyed that the election is essentially how the Electoral Commission can facilitate people to use their voting rights. Protested like that, the commissioner of KPU Bali Kade Wirati and KPU Karangasem Putu Deasy Natalia ignored it and continued the casting process. However, after being protested, finally the KPPS officers and commissioner of the KPU allowed the patients to channel their voting rights by using identity card. Due to limited voting time allocated for one hour (12:00-13:00) the KPPS at polling station 1 Susuan car-rying 30 ballots were only utilized nine ballots. The other two KPPS officers at different polling station also organized the voting at Karangasem Hospital but the results have not been known.

On the other hand, Gusti Putu Artha threatened to report the matter to Elec-toral Supervisory Committee (Panwaslih) Karangasem because the voting orga-nizer is considered to have not worked professionally in the field. On the other hand, Putu Deasy Natalia denied it. She only attempted to work according to the mechanism set forth by the KPU. Beijing had earlier conducted striking maneuvers for nearly two years, including constructing artifi-cial islands in the waters.

JAKARTA - Indonesia should be able to take full advantage of the Asean Economic Community (AEC) and not stand merely as a spectator, an official said.

“I am afraid that Indonesia would be more like a spectator in the implementation of AEC in 2016,” Deputy Chairman of the People’s Congress (MPR) Hidayat Nur Wahid said on Wednesday.

Hidayat said many foreign prod-ucts, more competitive in price and quality, would flood the domestic market with the implementation of the AEC.

He said foreign workers, who are more competitive in skills, are feared to look for jobs in Indonesia that the country serve only as a good market for other ASEAN countries.

studying Indonesian language ahead of the implementation of AEC, he said.

Earlier, Trade Minister Thomas Lembong expressed optimism that Indonesian small and medium enterprises (SMEs) would survive and gain from the implementation of AEC. “I have visited many ar-eas and seen trade fairs displaying SME products. SMEs have many success stories. They look forward to the implementation of AEC with enthusiasm not worries,” Thomas said after attending “Apindo CEO’s Gathering”.

He said among the initiatives of the government to help boost SMEs is its massive deregulation measure, simplifying licensing procedure, and abolishing conflicting regula-tions.

Police Maj. Gen. Paween Pong-sirin told the Australian Broadcast-ing Corporation and the Guardian Australia newspaper that he was too afraid to return to Thailand and planned to seek political asylum in Australia. A photograph showed him standing on the banks of the Yarra River in Melbourne, where he said he had arrived a few days ago.

It was the first sighting of Paween in weeks, following unconfirmed reports in Thai media that he had fled. His Thai mobile phones were switched off and he could not be reached for comment.

Paween headed a high-profile task force created earlier this year after the discovery of 36 bodies and shallow graves in the mountains of southern Thailand in May. The

finding exposed a network of jungle camps run by traffickers, who hu-man rights groups have long said worked in complicity with corrupt Thai officials, a claim authorities in Bangkok had routinely denied.

Thailand vowed a crackdown and put Paween in charge. Dozens of people were arrested, including local politicians in southern Thai-land, government officials, police and a senior army officer.

Paween told The Guardian that he faced pressure not to pursue the perpetrators too enthusiastically. His investigation was disbanded in September after five months, although it was far from finished, he said.

Soon after, he was abruptly trans-ferred to an insurgency-plagued region of southern Thailand de-

spite his protests that he would be targeted by traffickers and senior police involved in the trade. He quit his job and fled, he said. Asked who halted the probe, Paween said: “Influential people involved in hu-man trafficking.”

He did not name anyone, but added: “Human trafficking is a big network that involves lots of the military, politicians and police. While I was supervising the cases I was warned all along.”

Paween’s comments are bound to embarrass Thailand’s military government, which has promised to rid the country of traffickers and corruption.

The U.S. State Department in July said it was keeping Thailand on its human trafficking blacklist, and retained Thailand’s Tier 3 ranking, the lowest level in its an-nual Trafficking in Persons report. The ranking designates Thailand as a country that has not made suf-ficient progress in tackling human trafficking. (ap)

COLOMBO, Sri Lanka — About 100 colleagues and family members protested outside Co-lombo’s main railway station on Thursday to urge the Sri Lankan government to conduct a new inves-tigation into the fate of two activists who disappeared four years ago.

The activists — Lalith Kumar Weeraraju and Kugan Muruganan-dan — went missing on Dec. 9, 2011, while organizing a news conference to mark Human Rights Day in the country’s former civil war zone in the north.

Colleagues and relatives have accused the military of abducting them. The military has denied the allegation.

Since January, Sri Lanka’s new government has taken steps to investigate some unresolved dis-appearances and killings and has arrested some suspects.

Sri Lanka is facing international criticism for failing to properly investigate alleged abductions, at-tacks and killings of political op-

ponents, activists and journalists during and after the civil war, which ended in 2009.

Ravindra Mudalige, head of the Movement for Equal Rights which organized Thursday’s protest, said investigations under the previous government failed to reveal the fate of the two activists and “therefore, we urge the new government to conduct a fresh probe and reveal what happened to these two and who are responsible for their abduc-tion and as well as hundreds of other abductions.”

Last month, three experts from a United Nations working group on forced disappearances visited Sri Lanka and said they found a secret underground detention center at a navy base where many post-civil war detainees are believed to have been interrogated and tortured.

TEHRAN — Iran’s healthy minister says an outbreak of swine flu has killed at least 42 people in the country over the past month.

Hassan Ghazizadeh Hashemi says 33 of the deaths from the H1N1 virus occurred in southeastern Ker-man province. He says 600 people who contracted the virus there have been hospitalized. He says the out-break is now under control.

in southeastern and southwestern Iran and one person died in Karaj, 30 kilometers (18 miles) west of the capital, Tehran. Last year, swine flu claimed at least 89 lives in Iran.

Williams is hitting all its targets in the windtunnel with its “sig-nificantly” different car for the 2016 Formula 1 season, according to per-formance chief Rob Smedley.

The Grove-based team secured third in the constructors’ champi-onship for the second successive year this term, allowing it to stop developing the 2015 machine and focus on both ‘16 and ‘17, when the rules are set for an overhaul.

Regarding his expectations for next season, Smedley is encour-aged by results coming out of the factory.

“Of course, it’s all relative,” he said. “We could have a stellar development and Ferrari and Red Bull could have an even more stellar one. “But everything we are seeing at the minute is good, we are hitting targets.

“We are always looking not just

at headline numbers but in other areas of aero development, other important areas.

“It’s all ongoing, it’s a process of getting us back towards the front and at the minute we’re reasonably happy with what we’re seeing.”

With the rules remaining rela-tively stable into next season, the cars are expected to be an evolu-tion, with Fernando Alonso saying in Abu Dhabi that half the parts on his McLaren have been built for its 2016 car.

But when asked if Williams had done something similar in the final few races, Smedley said: “No.

“The car we have in the windtun-nel for 2016 and the 2015 car we have now are significantly different so we couldn’t do anything from an aerody-namic point of view. “Other parts of R&D and mechanical design, yes we are trialling things all the time.

LAUSANNE, Switzerland — Mi-chel Platini will find out Friday morn-ing if his 90-day FIFA ban will be temporarily lifted by the Court of Arbi-tration for Sport. CAS said Thursday it will publish its ruling at 10 a.m. Swiss time (0900 GMT).

Platini asked a CAS panel at a preliminary hearing on Tuesday to be allowed to work. The UEFA president is currently banned and his FIFA presi-dential candidacy is on hold.

In Paris, the UEFA executive com-mittee will meet on Friday morning and the 2016 European Championship draw is set for Saturday evening. The CAS panel could lift the ban without taking a position on Platini’s guilt or innocence. Interim bans can be overturned because the judges feel it is unfair and out of proportion.

Platini and FIFA President Sepp Blatter face life bans at FIFA ethics committee hearings in Zurich next week.

The case centers on Blatter’s ap-proval of $2 million of FIFA money that Platini got in 2011 as backdated salary. Platini was a presidential adviser

to Blatter from 1998-2002. Both deny wrongdoing, but acknowledge there was only a verbal agreement which they say is valid under Swiss law.

Still, FIFA was not required to pay Platini when more than five years elapsed since the work was com-pleted.

The timing of the payment, which was not disclosed to the FIFA and UEFA executive committees, also raised suspicion. Platini was paid in February 2011, three months before a FIFA presidential election which Blat-ter won.

Both men face sanctions for a range of potential FIFA Code of Ethics vio-lations, including bribery, conflicts of interest and false accounting.

Blatter’s hearing is next Thursday with FIFA ethics judge Joachim Eckert and Platini follows at FIFA headquar-ters the next day.

Verdicts are expected within days, before Christmas. Any sanctions can also be challenged at FIFA and CAS with appeals likely to be done before the FIFA presidential election on Feb. 26. (ap)

COPENHAGEN — Former Malmo FF manager Age Hareide is the new national coach, Den-mark’s football association said on Thursday. The 62-year-old former Norway international signed a two-year contract with an option for two more years, the association, known as DBU, said.

Hareide will begin in his new job on March 1 in time for Denmark’s 2018 World Cup qualifying cam-paign that kicks off in the second half of 2016. “We need to try to get to the World Cup” in Russia, he told a televised news conference.

Hareide has coached several Scandinavian clubs, and was in charge of Norway from 2003-08. Last week, he announced his departure from Malmo after two years in the job. Hareide played for Hodd and Molde in Norway before signing with Manchester City and Norwich City. He was capped 50 times for Norway.

After his playing career, he be-came a coach and won league titles in the three Scandinavian countries: in Sweden, with Helsingborg IF in 1999 and Malmo in 2014; in Denmark, with Brondby in 2002,

and in Norway, with Rosenborg in 2003.

“I am proud, happy, and humble to be Danish coach and taking over after Morten Olsen, whom I know personally,” he added.

Olsen ended his 15-year tenure last month when Denmark failed to qualify for the 2016 European Championship.

LAUSANNE, Switzerland — Mi-chel Platini will find out Friday morn-ing if his 90-day FIFA ban will be temporarily lifted by the Court of Arbi-tration for Sport. CAS said Thursday it will publish its ruling at 10 a.m. Swiss time (0900 GMT).

Platini asked a CAS panel at a preliminary hearing on Tuesday to be allowed to work. The UEFA president is currently banned and his FIFA presi-dential candidacy is on hold.

In Paris, the UEFA executive com-mittee will meet on Friday morning and the 2016 European Championship draw is set for Saturday evening. The CAS panel could lift the ban without taking a position on Platini’s guilt or innocence. Interim bans can be overturned because the judges feel it is unfair and out of proportion.

Platini and FIFA President Sepp Blatter face life bans at FIFA ethics committee hearings in Zurich next week.

The case centers on Blatter’s ap-proval of $2 million of FIFA money that Platini got in 2011 as backdated salary. Platini was a presidential adviser

to Blatter from 1998-2002. Both deny wrongdoing, but acknowledge there was only a verbal agreement which they say is valid under Swiss law.

Still, FIFA was not required to pay Platini when more than five years elapsed since the work was com-pleted.

The timing of the payment, which was not disclosed to the FIFA and UEFA executive committees, also raised suspicion. Platini was paid in February 2011, three months before a FIFA presidential election which Blat-ter won.

Both men face sanctions for a range of potential FIFA Code of Ethics vio-lations, including bribery, conflicts of interest and false accounting.

Blatter’s hearing is next Thursday with FIFA ethics judge Joachim Eckert and Platini follows at FIFA headquar-ters the next day.

Verdicts are expected within days, before Christmas. Any sanctions can also be challenged at FIFA and CAS with appeals likely to be done before the FIFA presidential election on Feb. 26. (ap)

ALL of Chelsea’s potential oppo-nents are hoping to be drawn against the Premier League side in the last 16 of the Champions League, manager Jose Mourinho has said.

Mourinho’s men finished top of Group G after beating Porto 2-0 at Stamford Bridge on Wednesday night and face one of six group runners-up over two legs in the competition’s first knockout round.

COPENHAGEN — Former Malmo FF manager Age Hareide is the new national coach, Den-mark’s football association said on Thursday. The 62-year-old former Norway international signed a two-year contract with an option for two more years, the association, known as DBU, said.

Hareide will begin in his new job on March 1 in time for Denmark’s 2018 World Cup qualifying cam-paign that kicks off in the second half of 2016. “We need to try to get to the World Cup” in Russia, he told a televised news conference.

Hareide has coached several Scandinavian clubs, and was in charge of Norway from 2003-08. Last week, he announced his departure from Malmo after two years in the job. Hareide played for Hodd and Molde in Norway before signing with Manchester City and Norwich City. He was capped 50 times for Norway.

After his playing career, he be-came a coach and won league titles in the three Scandinavian countries: in Sweden, with Helsingborg IF in 1999 and Malmo in 2014; in Denmark, with Brondby in 2002,

and in Norway, with Rosenborg in 2003.

“I am proud, happy, and humble to be Danish coach and taking over after Morten Olsen, whom I know personally,” he added.

Olsen ended his 15-year tenure last month when Denmark failed to qualify for the 2016 European Championship.

Olsen took the Danes to four major championships; the 2002 and 2010 World Cups, and Euro 2004 and 2012. He was the first Dane to reach 100 national team matches as a player and coach. (ap)

Williams is hitting all its targets in the windtunnel with its “sig-nificantly” different car for the 2016 Formula 1 season, according to per-formance chief Rob Smedley.

The Grove-based team secured third in the constructors’ champi-onship for the second successive year this term, allowing it to stop developing the 2015 machine and focus on both ‘16 and ‘17, when the rules are set for an overhaul.

Regarding his expectations for next season, Smedley is encour-aged by results coming out of the factory.

“Of course, it’s all relative,” he said. “We could have a stellar development and Ferrari and Red Bull could have an even more stellar one. “But everything we are seeing at the minute is good, we are hitting targets.

“We are always looking not just

at headline numbers but in other areas of aero development, other important areas.

“It’s all ongoing, it’s a process of getting us back towards the front and at the minute we’re reasonably happy with what we’re seeing.”

With the rules remaining rela-tively stable into next season, the cars are expected to be an evolu-tion, with Fernando Alonso saying in Abu Dhabi that half the parts on his McLaren have been built for its 2016 car.

But when asked if Williams had done something similar in the final few races, Smedley said: “No.

“The car we have in the windtun-nel for 2016 and the 2015 car we have now are significantly different so we couldn’t do anything from an aerody-namic point of view. “Other parts of R&D and mechanical design, yes we are trialling things all the time.

JAKARTA - Indonesia should be able to take full advantage of the Asean Economic Community (AEC) and not stand merely as a spectator, an official said.

“I am afraid that Indonesia would be more like a spectator in the implementation of AEC in 2016,” Deputy Chairman of the People’s Congress (MPR) Hidayat Nur Wahid said on Wednesday.

Hidayat said many foreign prod-ucts, more competitive in price and quality, would flood the domestic market with the implementation of the AEC.

He said foreign workers, who are more competitive in skills, are feared to look for jobs in Indonesia that the country serve only as a good market for other ASEAN countries.

Many Thais already and are

studying Indonesian language ahead of the implementation of AEC, he said.

Earlier, Trade Minister Thomas Lembong expressed optimism that Indonesian small and medium enterprises (SMEs) would survive and gain from the implementation of AEC. “I have visited many ar-eas and seen trade fairs displaying SME products. SMEs have many success stories. They look forward to the implementation of AEC with enthusiasm not worries,” Thomas said after attending “Apindo CEO’s Gathering”.

Police Maj. Gen. Paween Pong-sirin told the Australian Broadcast-ing Corporation and the Guardian Australia newspaper that he was too afraid to return to Thailand and planned to seek political asylum in Australia. A photograph showed him standing on the banks of the Yarra River in Melbourne, where he said he had arrived a few days ago.

It was the first sighting of Paween in weeks, following unconfirmed reports in Thai media that he had fled. His Thai mobile phones were switched off and he could not be reached for comment.

Paween headed a high-profile task force created earlier this year after the discovery of 36 bodies and shallow graves in the mountains of southern Thailand in May. The

finding exposed a network of jungle camps run by traffickers, who hu-man rights groups have long said worked in complicity with corrupt Thai officials, a claim authorities in Bangkok had routinely denied.

Thailand vowed a crackdown and put Paween in charge. Dozens of people were arrested, including local politicians in southern Thai-land, government officials, police and a senior army officer.

Paween told The Guardian that he faced pressure not to pursue the perpetrators too enthusiastically. His investigation was disbanded in September after five months, although it was far from finished, he said.

Soon after, he was abruptly trans-ferred to an insurgency-plagued region of southern Thailand de-

spite his protests that he would be targeted by traffickers and senior police involved in the trade. He quit his job and fled, he said. Asked who halted the probe, Paween said: “Influential people involved in hu-man trafficking.”

He did not name anyone, but added: “Human trafficking is a big network that involves lots of the military, politicians and police. While I was supervising the cases I was warned all along.”

Paween’s comments are bound to embarrass Thailand’s military government, which has promised to rid the country of traffickers and corruption.

The U.S. State Department in July said it was keeping Thailand on its human trafficking blacklist, and retained Thailand’s Tier 3 ranking, the lowest level in its an-nual Trafficking in Persons report. The ranking designates Thailand as a country that has not made suf-ficient progress in tackling human trafficking. (ap)

COLOMBO, Sri Lanka — About 100 colleagues and family members protested outside Co-lombo’s main railway station on Thursday to urge the Sri Lankan government to conduct a new inves-tigation into the fate of two activists who disappeared four years ago.

The activists — Lalith Kumar Weeraraju and Kugan Muruganan-dan — went missing on Dec. 9, 2011, while organizing a news conference to mark Human Rights Day in the country’s former civil war zone in the north.

Colleagues and relatives have accused the military of abducting them. The military has denied the allegation.

Since January, Sri Lanka’s new government has taken steps to investigate some unresolved dis-appearances and killings and has arrested some suspects.

Sri Lanka is facing international criticism for failing to properly investigate alleged abductions, at-tacks and killings of political op-

ponents, activists and journalists during and after the civil war, which ended in 2009.

Ravindra Mudalige, head of the Movement for Equal Rights which organized Thursday’s protest, said investigations under the previous government failed to reveal the fate of the two activists and “therefore, we urge the new government to conduct a fresh probe and reveal what happened to these two and who are responsible for their abduc-tion and as well as hundreds of other abductions.”

Last month, three experts from a United Nations working group on forced disappearances visited Sri Lanka and said they found a secret underground detention center at a navy base where many post-civil war detainees are believed to have been interrogated and tortured.

The experts said there could be other similar centers used to hold people who disappeared and urged the government to investigate. (ap)

TEHRAN — Iran’s healthy minister says an outbreak of swine flu has killed at least 42 people in the country over the past month.

Hassan Ghazizadeh Hashemi says 33 of the deaths from the H1N1 virus occurred in southeastern Ker-man province. He says 600 people who contracted the virus there have been hospitalized. He says the out-break is now under control.

in southeastern and southwestern Iran and one person died in Karaj, 30 kilometers (18 miles) west of the capital, Tehran. Last year, swine flu claimed at least 89 lives in Iran.

WASHINGTON — The United States is bringing a case against China to the World Trade Organization, protesting that taxes on imported aircraft give Chinese manufacturers an unfair advantage.

“China’s discriminatory, unfair tax policy is harmful to American workers and American businesses of all sizes in the critical aviation industry, from parts suppliers to manufacturers of small and medium-sized aircraft,” U.S. Trade Representative Michael Froman said Tuesday.

The U.S. says that China imposes a 17 per-cent tax on imports of smaller aircraft, including propeller-driven general aviation aircraft, busi-ness jets and some jets that fly regional routes, and that Chinese-made planes are exempt from the tax in violation of WTO rules. Among the Chinese aircraft benefiting is the ARJ21, Chi-na’s first homegrown regional airliner, which is being built by the state-owned Commercial Aircraft Corporation of China.

The Obama administration is requesting consultations with China over the issue at the WTO. That’s the first step in a process that could lead to the WTO assigning a panel to rule on the case.

“China is firmly committed to the WTO rules and regulations,” said Zhu Haiquan, spokesman at the Chinese embassy in Washington. “We hope the trade disputes can be properly dealt with under WTO dispute settlement mecha-nism.”

The news comes as the administration pushes Congress to approve the Trans-Pacific Partnership, an ambitious trade deal involving the United States and 11 other Pacific Rim countries. (ap)

The retreat in the greenback comes just a week before the Fed-eral Reserve’s next policy meeting where it is widely expected to hike interest rates, with some economists suggesting the move has been priced into the US unit.

Crude prices edged up in Asia after the Department of Energy said US inventories fell 3.6 mil-lion barrels in the week ending December 4.

The gains were a small chink of light for oil traders, with the black gold having slumped about nine percent since Friday’s decision by the OPEC oil exporters club not to cut output despite a global over-supply and weakness in the world economy.

That helped currencies reliant on commodities, with the Malay-sian ringgit up 0.3 percent and the Australian dollar almost one

percent up.Indonesia’s rupiah added 0.4

percent and the Singapore dollar added 0.1 percent.

Adding to the Aussie’s strength were better-than-expected jobs figures -- unemployment is now at its lowest since April 2014 -- which eased expectations the Australian central bank will cut interest rates from already record lows.

The New Zealand dollar also rose 0.2 percent on hopes a rate cut by Wellington will be the last for some time.

The US currency edged up against the euro, although the

single currency continues to hold its gains since last week’s European Central Bank stimulus revision that fell well short of expectations.

The euro bought $1.1009 and 133.89 yen from 1.1026 and 133.86 yen New York.

The single currency also got a boost from comments by an ECB governor who said markets were wrong to count on bolder stimu-lus measures from the bank last week, calling their expectations “absurd”.

“The ECB cannot and will not be driven by the markets,” Austrian

central bank head Ewald Nowotny, who is also a member of the ECB governing council, said in Vienna Wednesday.

The dollar bought 121.61 yen from 121.40 yen Wednesday in New York, where it earlier touched 121.10 yen, its lowest level in more than a month.

“Markets will be faced with heightened volatility going into the Fed’s gathering amid risk aver-sion and a lack of fresh news,” Yasuhiro Kaizaki, vice president for global markets at Sumitomo Mitsui Trust Bank, told Bloomberg News. (afp)

BEIJING — China’s consumer in-flation rebounded in November after vegetable prices jumped due to unusually frigid winter.

Prices rose 1.5 percent over a year earlier, accelerating from October’s 1.3 percent, data showed Wednesday. That was driven by a 9.4 percent rise in prices of fresh vegetables.

Consumer inflation had been drifting down after hitting 2 percent in August. Relatively low inflation has given Chinese leaders room to cut interest rates six times since last November to stimulate the slow-ing economy.

“Today’s inflation data support our view that domestic price pressures are on the rise,” said Julian Evans-Pritchard of Capital

Economics in a report. “Looking ahead, we expect inflation to rise going into 2016.”

Also in November, wholesale prices measured as goods left the factory fell for a 44th straight month, declining by 5.9 percent from a year earlier.

Inflation in non-food consumer prices edged up to 1.1 percent from October’s 0.9 percent. (ap)

Thousands of Bangli residents whose names are registered in the final voter list (DPT) have started to come to polling stations from 07:00 a.m. to use their political rights. They include the regent and deputy regent candidate contesting in the election this time.

Deputy Regent of Bangli with registration num-ber 1 Sang Nyoman Sedana Arta is one of them. Together with his wife Sang Ayu Nyoman Sariasih, the man who is also Chairman of the PDI-P Bangli looked to vote at the polling station 2 of Sulahan at 08:00 a.m. When met after voting, Sedana Arta hoped the regional election process in Bangli can run more safely and peacefully. He hoped the elec-tion can give birth to a Bangli regent and deputy regent that can continue the development of Bangli. “We have accomplished all the efforts and hard works. Now, we leave it entirely to the community of Bangli. People’s vote is the voice of god,” he explained.

Then, the candidate of Bangli regent with regis-tration number 2 Ida Bagus Brahmaputra observed his voting at polling station 2 of Demulih village, Susut. Brahmaputra looked to come to polling station with his wife at 11:00 a.m. When met by Bali Post after the voting, he admitted to be quite proud of seeing the electoral process that takes place favorably.

According to him, it showed that the public awareness of democracy has getting better. He hoped there is no money politics in the regional election this time. “Hopefully, this election can go well and there is no pressure,” he said. Related to voting results later on he claimed to be ready to win and lose.

When asking about his running mate, I Ketut Ridet, who did not participate in the voting, Brah-maputra acknowledged that he still has identity card of Denpasar. Nevertheless, he was confident that the exclusion of Ridet in the voting does not significantly affect the votes obtained. “I’m sure there is an effect when the running mate does not vote. But it will not be much,” he said.

To ensure the security and order situation is well maintained, the Chief of Bangli Police, Benny K Danang, along with the leadership council of Bangli came down in person to monitor a number of poll-ing stations considered vulnerable. Based on the results of monitoring, he said that in general the election of the Bangli region has run safely. There is no crucial matter considered to have disrupted the process stages. However, his institution did find three problems in the field. At Bangli Mental Hospital was found a mistake on the names of prospective voters.

Some pa-tients are suddenly declared to be unable to use their voting rights, though having C6 (voting notification) form. An officer of the KPPS said that the patient must include the A-5 form in order to be able to use their voting rights. A-5 form can be obtained if the patient has exchanged the C6 form to KPPS at the location where the patients are listed as final voter list (DPT). However, the explanation received strong protests from volunteers of Masdipa, Nen-gah Sutiarta. “If patients just checked in last night, how they have time to exchange their C6 form. Does it mean they also lose their right to vote?” asked Sutiarta.

Commissioner of KPU Bali Wirati accompanied by commissioner of KPU Karangasem Putu Deasy Natalia reiterated that pursuant to the rules it cannot be done. Apparently, this problem is increasingly high-

lighted by witnesses and other volunteers. Of the 33 patients having the right to vote in accordance with the data of the KPU, not all patients are carrying the A5 form. Wayan Surati, for instance, a patient dwelling Mawar Room from Muncan, ultimately could not use her right to vote. Likewise, other patients, Gede Raka Kradi from Bale Punduk and Saliyah also lost their right to vote.

This situation was also highlighted by Gusti Putu Artha, a political consultant of Masdipa. Tough not becoming a witness in the vote, he immediately protested the officer of KPPS, commissioner of KPU Bali and KPU Karangasem. Without bringing along A5 form, patients must still be able to vote by presenting identity card. If healthy people can only use identity card to vote at polling station, why the sick

cannot?” highlighted Putu Artha.This former commissioner of the

central Electoral Commission conveyed that the election is essentially how the Electoral Commission can facilitate people to use their voting rights. Protested like that, the commissioner of KPU Bali Kade Wirati and KPU Karangasem Putu Deasy Natalia ignored it and continued the casting process. However, after being protested, finally the KPPS officers and commissioner of the KPU allowed the patients to channel their voting rights by using identity card. Due to limited voting time allocated for one hour (12:00-13:00) the KPPS at polling station 1 Susuan car-rying 30 ballots were only utilized nine ballots. The other two KPPS officers at different polling station also organized the voting at Karangasem Hospital but the results have not been known.

On the other hand, Gusti Putu Artha threatened to report the matter to Elec-toral Supervisory Committee (Panwaslih) Karangasem because the voting orga-nizer is considered to have not worked professionally in the field. On the other hand, Putu Deasy Natalia denied it. She only attempted to work according to the mechanism set forth by the KPU. It’s a risky time to launch an out-spoken website. In recent months, historian and journalist Maati Monjib was barred from leaving the country and faces charges of “undermining national security” in what rights groups argue is an attempt to undermine freedom of expression. Monjib faces charges along with six other activists and journalists.

“Le Desk stems from an era during which the new press broke taboos,” said journalist Ali Amar. “Between then and now, authorities have battled against independent press.”

Amar’s own background is in-dicative of the shift in the media in Morocco and in several countries touched by the Arab Spring upris-ings, which shook up political struc-

tures and saw a rise of dissenting voices online.

He led publication of the re-spected weekly Le Journal, once the hallmark of critical journalism in Morocco. It published interviews with the leader of the Polisario movement fighting for independence for the Moroccan-controlled Western Sahara, and reported on the alleged role of then-Prime Minister Abder-rahmane Youssoufi in an attempt to assassinate King Hassan II.

The magazine was shut down in 2010 under the burden of re-peated fines and a state-inspired advertising boycott. A few months later, a new independent publication emerged, the bilingual Lakome, but this one was online and had less overhead, making it less vulnerable to advertising boycotts.

Many ex-staffers of Le Journal were involved, including its co-founder, Aboubakr Jamaï, who ran it together with Ali Anouzla.

“They managed to set a margin of freedom of expression in Mo-rocco that was quite substantial,” explained Bouziane Zaid, assistant professor of communications at Al Akhawayn University. “Lakome led the way.”(ap)

KATHMANDU — Police in Nepal detained about 50 activists protesting outside the Indian Embassy on Thursday to demand an end to a monthslong blockade of supplies from India.

The protesters held banners demanding India halt the border block-ade, calling it a “crime against humanity.” Police said they would be released later in the day.

India has restricted fuel, medicine and other supplies for Nepal since the ethnic Madhesi group in southern Nepal began protesting a new constitution adopted in September.

Members of the ethnic group say the constitution unfairly divides Nepal into seven states with borders that cut through their ancestral homeland.

India has close cultural ties with the group and has asked Nepal to consider its demands for a bigger state, more seats in parliament and greater local authority.

Landlocked Nepal gets most of its fuel from India, as well as many other goods including medicine.

Protesters have blocked a key border point with India, and Nepalese officials say imports through other border points where there are no protests are difficult. India denies it has imposed a blockade. At least 50 people have been killed in the protests since August.(ap)

MOSCOW — More than 1,300 Russians are reading Leo Tol-stoy’s notoriously lengthy novel “War and Peace” aloud in a 60-hour marathon on national television.

The public readings, pre-recorded at locations all over Russia, from the Winter Palace in St. Petersburg to remote Arctic islands, have been coordinated by Tolstoy’s great-great-granddaughter and feature Russians from all walks of life, from gas workers to cosmonauts.

By Thursday morning, the readers had made it through two of the four volumes of the novel. The event runs over four days and finishes Friday.

The organizers invited French actress Fanny Ardant to read the numerous French-language passages in the novel, which describes both the Napoleonic wars and French-speaking high society in imperial St. Petersburg. The readings are being webcast live and broadcast on national TV and radio. (ap)

To residents at Taman Seraya hamlet, for instance, the BPBD distributed 10,000 liters of clean water to be placed into two reservoirs, each containing 5,000 liters. Both reservoirs are taken advantage by 180 families for their daily needs.

Besides, the clean water is also distributed to Pura Kenusut, Penataran Lempuyang Luhur.

In Kubu subdistrict, the clean water is distributed to Baturinggit village. At least, the BPBD distributed 10,000 liters of clean water to be placed into two reservoirs of resident. Each reservoir contains 5,000

liters. Both reservoirs are used by 38 fami-lies. Baturinggit area regularly gets clean water from the beginning because there have been no water sources that can be utilized since two months ago. Heavy rain in almost all the regions in Karangasem last week was not enjoyed by the residents of Baturinggit and Kubu subdistrict in general. As a result, a number of villages in Kubu subdistrict still depend on the water distributed by the BPBD.

“As long as there are reports to us, we at the BPBD of the district and province will always be ready to help. The most frequently we deliver clean water to Kubu subdistrict,” said Arimbawa. DENPASAR - Ahead of the peak of rainy season in December, Sanglah Hospital antici-pates the occurrence of flood reflecting from the previous rainy season by repairing drains, hallways and cleaning up waste that clog sew-ers or trench within the Sanglah Hospital and in the surrounding areas.

Director of General Affairs and Operations of the Sanglah Hospital, I Gusti Lanang Suar-tana Putra, said that his institution through the Building Facility Repair (IPSGS) undertakes infrastructure repair with the budget of IDR 200 million. Anticipation against the rainy season ended on November 1. “Learning from the experience in previous years, we often get water overflow from the surrounding areas or from high rainfall,” he said.

The repair carried out is to improve the hallway of the hospital. “Hallway leaks as its roof tile is damaged especially the one con-necting the Anggrek to Pudak Room and along the hallway of Lely,” he said. Besides, all the gutters are also repaired and cleaned up so that the water flow will run smoothly. “Based on ex-perience of previous year, the drain is clogged because of waste and now we have cleaned it up,” he added. Drains at the front yard and outside the hospital are also repaired.

For example, the drains at all the hospital roundabouts are deepened and widened. Similarly, stagnant water at hospital has been drained out of the hospital area. “The main problem is the surface water overflow from highway as the location of Sanglah Hospital is lower. However, by repairing and cleaning up the gutters, the entire water coming into the hospital area will go into the ditch and flows out of the hospital area,” he said.

Frequent floods hitting Sanglah Hospital are caused by somewhat lower location than the surrounding area such as the highway so that it makes rainwater come into hospital area. Central point of flood lies in the trenches in front of Sanglah Hospital. As being clogged by garbage the water overflows and spills onto the street, not to mention Sanglah Hospital is located lower than highway.

In essence, the Sanglah Hospital this time is better prepared than previous years. “We are more alert to the cause of stagnant water,” he concluded. (kmb42)

PARIS — Fashion power-house Louis Vuitton is show-casing its 160 years of know-how in Paris with a new exhibit that explores the history of the famed monogram bags.

The show, “Volez, Voguez, Voy-agez” opens Thursday in Grand Palais — a place steeped in history for the house since Vuitton first pre-sented its trunks here in 1900 during Paris’ Universal Exhibition.

The exhibit includes 180 pieces spread across nine rooms from the Vuitton archives, including eccen-tric trunks, age-old beauty cases, leather goods and paintings.

And via video installations, it traces Louis Vuitton’s great jour-ney from 1854 till today, through depictions of the maison’s found-ing members, colorful clients and those who still shape the brand today. (ap)

LONDON - A small Span-ish fashion label has been swamped with demand for Princess Charlotte’s floral dress, its owner told AFP on Friday, after the British royal baby was pictured wearing one of its frocks.

Charlotte, the second child of Prince William and his wife Kate turned six months old on November 2 and Kensington Palace has issued fresh photo-graphs of the youngster, taken in early November, to mark the occasion.

The pictures, released on Sunday, show the princess, who is fourth in line to the throne, sitting in a chair and playing with a teddy bear.

The pictures were taken by her mother Kate, the Duchess of Cambridge.

“We don’t know how she got the dress,” said Margarita Pato Cid, the owner of M&H, a family boutique brand which has been running for six years and has five outlets in Spain.

“We found out that Princess Charlotte was wearing it at

the same time as the public, through the photos.

“We think it’s possible, but we’re not sure, that it’s thanks to the nanny of Wil-liam and Kate’s children,” she said, referring to Maria Teresa Turrion, who is Spanish and looks after Charlotte and her two-year-old brother Prince George.

The princess has previously been seen dressed in Spanish label clothes.

The dress, which costs 29.95 euros ($32.50), sold out in quick time after the Charlotte pictures were published.

The brand, which is not sold online, now has a lengthy waiting list for the dress, mainly from British and US customers, its owner said.

“We intend to fulfil every possible request. We have some dresses in the making but we don’t have enough material to meet all the demands,” she said, without revealing the volume of requests.

According to Foreign Minister Retno LP Marsudi, the elections happening just a day before the Bali forum would help demonstrate how Indonesia’s democracy has become a robust system.

“This showed the delegates how democracy works in Indonesia. We have carried out direct elections, not only at the national level for electing a president and legislators

but also at the regional level for choosing regional heads,” Minister Retno said.

A total of 83 countries and three international organizations will be taking part in the annual Asia-Pacific forum. Of the participating countries, three states --- the Philip-pines, Singapore, and Timor Leste --- will send their ministers, while 16 others will be represented by

their deputy ministers.Although it is not being inaugu-

rated by President Joko Widodo, the interest among Asia-Pacific countries to take part in the fo-rum is still high. The democracy forum, which began in 2008, has become a strategic agenda in the region.

The annual meeting will be themed, “Democracy and Effective Public Governance,” the Indonesian Ministry of Foreign Affairs noted in a press release published on its official website on Tuesday.

The ministry said the theme was relevant to the current develop-ments, not only at the national but also at the global level. Democracy is inseparable from public gover-

nance to promote public welfare.Democracy and effective public

governance will boost compre-hensive and holistic development through approaches which give pri-ority to transparency, accountability, participation and law enforcement, according to the ministry.

The BDF this time will hold a public debate and three panel dis-cussions focusing on the themes, “Building Democracy and Effective Public Governance, Challenges to

On the sidelines of the forum, the event’s implementing arm, the Institute for Peace and Democ-racy (IPD), will organize the Bali Civil Society Forum 2015 and Bali Media Forum 2015 on December 8-9, 2015, in association with its partners and the National Press Council.

At the end of the meeting, the forum is expected to issue a Chair’s Statement, which will identify important findings from various debates and concrete programs related to democracy and effective public governance. (ant)

DENPASAR - Determination of the elected candidate pairs in the simultaneous regional election in Bali will probably not be done simultaneously. It will depend on the situation in each district / mu-nicipality of the regional election participants, particularly whether there are candidate pairs filing a lawsuit related to the results of the election or not.

“It varies according to the situ-ation because there is a determina-tion without dispute in the Consti-

tutional Court and determination with a dispute of results in Con-stitutional Court. So far, we do not dare to make sure. Hopefully, there is no dispute. Otherwise, the dispute must be resolved first in the Constitutional Court, just after that the determination will be made,” said Chairman of the Bali Electoral Commission (KPU), Dewa Kade Wiarsa Raka Sandi, when confirmed on Wednesday (Dec. 9).

Raka Sandi added that so far his

commission has not made any spe-cial preparation if there is a dispute in the simultaneous regional elec-tion in Bali. However, he encour-aged the process of voting and vote counting to run well with the escort of all the parties. He gave emphasis on the role of witnesses to oversee the process until the results of the recapitulation at the subdistrict and district level.

“We constantly respect because filing dispute is the right of the candidate pairs. For the Electoral

Commission, the most important is implementing the stages in ac-cordance with the rules. Having been implemented properly, the data itself will be ready for all,” he explained.

In accordance with the Regu-lation of the Electoral Com-mission No.2/2015, if the re-capi tula t ion of votes a t the district / municipality level has completed, the determination of recapitulation and submission to the provincial Electoral Com-

mission is scheduled on Decem-ber 16-18, 2015. Should there be a lawsuit from the candidate pairs, it can be done within 3 x 24 hours after the determination of the results.

Determination of the elected candidate pairs without dispute of the results of the election is sched-uled on December 21-22. If there is dispute, the determination is made after the decision of the Constitu-tional Court on February 12 - March 13, 2016. (kmb32)

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always hap-pens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully ar-ranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

that is gearing up for the AEC. The government of Buleleng’s Manpower Agency for example has been certifying local workers, in cooperation with with the National Professional Certification Board (BNSP) as a way to compete with laborers from outside other AEC nations. Starting on December 31, 2015 certification will become mandatory as refered to in Act No.13/2013 regarding the manpow-er. Certification will allow workers to obtain requisite licenses in order to compete within the AEC.

The Buleleng Manpower Agency is giving priority to the field of tour-ism in terms of issuing licenses and has already certified hotels in East Buleleng so that they can obtain required licenses.

So far the BNSP has certified 1,500 or 60 percent of Buleleng’s workers and hope to have all of them certified by mid-2016. “Most tourism workers in eastern Buleleng have been certified, we will now be focused on those in the west,” said the Head of the Buleleng Manpower Agency, Ni Made Priyanti Putri Koriawan.

Koriawan said that all workers are obliged to be certified in order to comply with the requirements of the AEC. “Even gardners need to be certified. It is set forth by the law and we have already determined the assessors. We have given priority to the tourism industry because it will

be most affected by the AEC, but other fields will soon follow.”

She explained that once workers in the tourism sectos has been ac-complished, then the government will target workers in others sectors for certification, including small and medium enterprises (MSEs), banking, cooperatives, village credit institutions (LPD), and other sectors.

In anticipation of the invasion of foreign workers from the ASEAN countries, the local governments have been improving the qualifica-tions of those entering the work-force, specifically for vocational school students who have been following special training and also for young people in general who have been encouraged to to learn foreign languages more intensely. Meanwhile foreign workers from Cambodia, Vietnam, Malaysia and Thailand have been preparing themselves for the AEC by learning Bahasa Indonesia and getting ready to be paid less.

“The companies may no longer hire uncertified foreign workers because it has been regulated that certificates are required. We are continuing to supervise the situa-tion in Buleleng, including foreign workers,” said Putri Koriawan. (sos/dgk)

The Karangasem Manpower and Transmigration Agency, Gusti Nyoman Arya Sulang, that in accordance with the agreement of ten countries starting on De-cember 31, 2015, the workforce in Bali, especially Karangasem, must be completely ready to face competition. He acknowledged quite anxious for this. However, the government is also ready with a variety of efforts.

Among them, the government of Karangasem District, he said, has made cooperation with the

National Professional Certification Board (BNSP). “With the BNSP, we declare ‘Competent Karan-gasem’. With this declaration, we prepare our workforce with profes-sional certification,” he said. In the MoU between the BNSP and the government of Karangasem signed by Chief of the BNSP, Sumarna F. Abdurahman and acting Regent of Karangasem Gusti Ngurah Arda all the workers in the field of tourism sector should be certified.

Currently the certification is attempted to be given to labor in

tourism field because Bali will face tough competition in this field. When asked about how professional certification can be obtained by workforce in Bali, he said that it will be issued af-ter passing through a series of test processes. Temporarily this process will be conducted free of charge by a Professional Certifica-tion Agency (LSP) in Denpasar. At this time, the process is said to have run. Qualified or not for the labor to get professional cer-tification highly depends on the LSP test results provided by the assessor team.

Arya Sulang added that the is-suance of professional certification is welcomed by tourism players in Bali. Many businesses in tour-ism field in Bali, he said, have

to undergo this process to obtain professional certification. So, what about other professions? Arya said that other profession will also fol-low a similar process. However, the profession supporting tourism in Bali is given priority.

Acting Regent of Karangasem, Ida Bagus Ngurah Arda, welcomed the declaration of the Competent Karangasem. He encouraged so that the labor of Karangasem will not lose competition in their own home when competing against foreign workers that will invade Bali.

On the other hand, the Man-power and Transmigration Agen-cy is accelerating the process of data collection on foreign workers in Karangasem. This November the agency is attempt-

ing to maximize the data collec-tion. As targeted, it will get more valid data of foreign workers in Karangasem early December. He is confident that based on the cur-rent data many employers using foreign workers do not comply with the rules. Based on the data owned by the agency, there were only 45 foreign workers having the permit of Hiring Foreign Workers (IMTA) because the data were only based on compulsory reporting of foreign workers, without seeing the real conditions in the field.

Based on the data collection, the presence of foreign workers can be followed up whether the manpower plan (RPTK) has been appropriate and complied with other regulations. (kmb31)

PARIS - Singer Madonna made an emotional appeal following attacks in Paris a month ago that killed 130, shouting “We will not bend down to fear!” during a concert in the French capital on Wednesday.

She continued: “We are one heart and our heart can beat as one... The power of love is greater than the love of power.

“I came here when I was 20 and it was here, in Paris, that I decided to make music. Thank you Paris for planting that seed in my heart!”

Swathed in a French flag, she sang the French national anthem, La Marseillaise, bringing the concert-goers to their feet.

The star then moved to Place de la Republique, which has become an unofficial hub for mourners of the November 13 attacks, and sang a series of songs to a small crowd.

“It was inspiring, it was raw, it

was real,” said Pete Hall, a 45-year-old tourist from London who had just left Madonna’s concert at Bercy when he saw on social media she was at the square in central Paris.

“She was paying her respects to Paris,” he said.

On the occasion, Vice President Kalla remarked that Indonesia implemented the first ever simultaneous regional head elections that ran smoothly, orderly, and peacefully on December 9, 2015.

The vice president also reminded that the World Bank had recently released the data on poverty and economic inequality in the world, including in Indonesia.

In addition, Kalla emphasized that acts of terrorism and radical-ism were reported almost daily, and therefore, it is paramount for democracy to overcome it.

“Democracy can overcome issues, such as poverty, inequality, and terrorism as well as the problem of poor governance in an effective manner,” he added. (ant)

this December is being taken into serious consideration by the gov-ernment of Bangli. Exhibitions of products made by small and me-dium industries (SMI) and by small and medium enterprises (SMSE) are being intensified as seen at a recent exhibition held at the Geopark Art Market in Kintamani. A number of

different products were introduced to both locals as well as foreign travellers.

Head of the Bangli Industry and Trade Agency, I Nengah Sudibia, said that the AEC does not only involve the labor sector but also the specific goods produced. Bangli has a lot of potential to create competi-tive products, but local people need to be well prepared so that they can compete against products from other regions.

“The MSME exhibition show-

cased the products of 34 craftsmen who are coalesced into the Ban-gli Association of Small Industries (PIK) as well as the products of young entrepreneurs who have been given guidance by the government of Bangli and the Ministry of Youth and Sports in 2014,”explained Sudibia.

He added that the main prob-lem that SMEs have been facing is related to marketing and so the exhibition a the Geopark and others like it serve as a way to promote

these products to the general public. “Some entrepreneurs have been promoting their products through websites and with the addition of this exhibition there should be maximal results,” he said.

The Acting Regent of Bangli, I Dewa Gede Mahendra Putra, said that this product exhibition, that coincides with the Grand Opening of the Geopark art market, is a great moment to welcome the AEC and will additionally have a positive impact on tourism.

Sudibia affirmed that: “facing the AEC is not an easy thing to do and that all relevant agencies, ranging from the central govern-ment and regional governments to tourism businesses and community leaders all the way to individual members of the community, need to be involved in creating a common understanding of the challenges being faced.”
